NEWS DSWD-8 releases P1 billion in cash grant


TACLOBAN CITY The Department of Social Welfare and Development (DSWD) in Eastern Visayas has released more than P1 billion for its cash grant program in line with poverty and health alleviation program in 2012. DSWD-8 regional director Remia Tapispisan said a total of P1, 433,254,600 was released to the six provinces of the region. The biggest of which was given to the province of Leyte with more than P551, 914,600 covering 88,319 beneficiaries of the Conditional Cash Transfer (CCT) program. Total number of households paid was 83,703 or 95% of the total number of beneficiaries paid under the CCT grant, Tapispisan said. This was followed by Samar province with a released amount of P328, 019,300 covering 42,368 household paid with cash grant out of 45,906 registered beneficiaries. About P294, 933, 800 was released for the 40,847 out of 43, 324 beneficiaries in the province of Northern Samar; P121, 733, 500 for Eastern Samar for its 21, 633 household beneficiaries out of 22,696 registered beneficiaries; P97, 210, 300 for the province of Southern Leyte for its 16,133 household beneficiaries out of 17,318 registered beneficiaries; and P39, 443 for the province of Biliran for its 6,079 house-

Last Jan. 26, troops of Alpha Company of 20th Infantry Battalion, 8ID headed by 1Lt Raul Delos Santos also discovered an abandoned NPA camp composed of one kitchen, one comfort room, 15 makeshift bunkers that can accommodate 15 NPAs at Sitio Catmaalad, Barangay McKinley, Catarman, Northern Samar. On Jan. 18, military troops from Alpha Company, 34th Infantry Battalion, 8ID under 2Lt. Glenn De Ramos discovered an NPA camp also at the vicinity of Sitio Cagutsan, Barangay Rombang, Laoang, Northern Samar which can accommodate around 15 NPAs. For 2012, a total of 131 NPA camps were seized and discovered by the military troops. TACLOBAN CITYElements of the Armys 20th Infantry Battalion based in Northern Samar have seized another camp of the communists New Peoples Army (NPA) on Monday. Lt. Col. Noel Vestuir, 20th IB commander said the composite team from his battalion led by 1Lt. Florencio Tayo discovered an abandoned NPA camp which could accommodate about 15 persons in the hinterlands of Barangay Luisita, Victoria town in Northern Samar. The discovered NPA camp was believed to have been abandoned by the NPAs four days ago, Vestuir said. We would like to commend the populace of Barangay Victoria for always coordinating with us in ensuring peace in their area; the community strongly denounces the presence of the NPAs who conduct extortion activities not only to businessmen but to ordinary farmers and populace in the area, Vestuir added. Meanwhile, Maj. Gen. Gerardo Layug, commander of the 8th ID in Catbalogan City said the discovery of several NPA camps is a clear manifestation that the NPA in Samar provinces is losing ground literally and losing their influence over the people which eventually will lead to their downfall and collapse. The 8ID is currently intensifying its efforts in securing our communities against all forms of armed threats through sustained security operations and constant coordination and linkages with the stakeholders through the spirit of Bayanihan in attaining peace throughout the region, Layug added. DILG trains LGUs on bottom-up planning, budgeting


TACLOBAN CITY- The Department of the Interior and Local Government (DILG), with the help of the National Anti-Poverty Commission (NAPC) is gearing up with the Implementation of the Bottom-up Planning and Budgeting for Eastern Visayas. This, as series of Trainers Training for Local Poverty Reduction Action Team (LPRAT) is being conducted from January 28 until February this week at Sabin Resort Hotel in Ormoc City and Hotel Alejandro, this city. DILG-8 information officer Myles Joseph Colasito said the bottom-up planning and budgeting (BUB) aims to ensure the inclusion of the funding requirements for the development need of focus cities and municipalities in the budget proposals of participating agencies. In Eastern Visayas, 115 LGUs are covered by the BUB in which 18 of them were from Eastern Samar, 5 from Biliran, 39 from Leyte, 21 from Northern Samar, 22 from Samar, and 10 from Northern Leyte. The event was participated in by the Local Poverty Reduction Action Team and Municipal Local Government Operation Officers. Colasito said that to hear and give the marginalized groups of our society the chance to join and be involved in the development planning will give them a sense of inclusiveness. He also stressed that being more than transparent and accountable we should imbibe the culture of inclusiveness islation to set in motion one of the purposes provided therein which is extending the period for the payment of taxes, fees and charges without surcharges or penalties. Bottom-up Planning and Budgeting beneficiaries for this year have increased from 55 LGUs last year to 115 LGU who will receive P15 million each intended for the implementation of various programs and project which must be in accordance with the Local Government Code, Colasito said. ORMOC CITY The Office of the Deputy Ombudsman for the Military has ordered an officer and his men belonging to the Armys 802nd Brigade to submit their counter-affidavits in relation to a criminal case filed against them by a resident of Barangay Camp Jorge Downes, this city. Respondents Lt. Col. Edgardo Batenga, T/Sgt. Venancio Tagsip and a certain Francisco, all of 802nd Brigade were asked by the military ombudsman to file within 10 days from receipt of the order dated Dec. 10, 2012 to submit their respective counter-affidavits. The three are facing charges for violation of Republic Act No. 7279, or Urban Development and Housing Act of 1992); Section 3 (e) of Republic Act No. 3019, otherwise known as Anti-Graft and Cor-

The case was filed by Nancy Perez, which stemmed from the threat and coercion allegedly committed by Lt.Col Batenga and his men. In her complaint, Perez alleged that on Sept. 28 last year, Batenga has asked to transfer her housed to a hilltop without a water source. Perez was allegedly accompanied by T/Sgt Tagsip and a soldier named Francisco when she was brought to the hilltop. Perez said she was asked to accept the old and rotten house but refused because her children were attending school and that water is a necessity. Because of that incident, a separate complaint was also filed against Lt. Col Batenga

Another complaint was also filed by Barangay kagawads Fermin Labra and Juanita Dicdican before the City Prosecution Office and the Provost Marshal General. Both cases are waiting disposition. an amendatory ordinance is needed to amend City Ordinance No. 99-58, otherwise known as the Revenue Code of Tacloban City, and extend the deadline of payment of local taxes, fees and charges. Salvador M. Castillo, OIC executive director of BLFG central office, said a resolution granting such an extension is legally binding and effective based on the provisions of the Local Government Code of 1991. The BLGFs opinion was personally asked by City councilor Jerry Yaokasin, author of the resolution. TACLOBAN CITY The Department of Public Works and Highways (DPWH) is currently undertaking a P25.76 million rehabilitation of Calbayog Citys Rosales Bridge, one of the critical bridges in the region. In a press statement, DPWH regional director Rolando Asis said the Samar first engineering district is targeting to complete rehabilitation activities by the end of May 31. The bridge has been closed to traffic since Jan. 15. Prior to the start of the project, a traffic rerouting was planned

For orderly and effective implementation of the said rehabilitation project, the DPWH earlier held a consultative meeting with other concerned parties and agencies. One of the issues tackled during the consultation was the removal of a commercial property located within the vicinity of the73.62-meter Rosales Bridge to facilitate rehabilitation activities. Asis said the rehabilitation of old bridges along national highways is one of their priorities in the region this year under the Bridge Management System. Replacement is designed to withstand earthquakes. Under the Samar first district engineering office, the department will undertake P110.48 million replacement, rehabilitation, and strengthening of Bugtong Bridge, Malaga Bridge, Manok-Manok Bridge, Pea Bridge, and Rosales Bridge. Sustained growth must be based on domestic production, on job generating enterprises that harness local skills to produce goods. We are thankful to President Aquino for his resolute efforts to fight corruption but his campaign must be accompanied by other measures to persuade foreign investors that the Philippines is the better place for their investments which will create the jobs needed to make any JUAN DE LA CRUZ happy. Only then that we can say there is real growth in the Philippines.

The economic growth under the Aquino administration is good news for us, Filipinos. We posted a 6.6% growth in the countrys gross domestic product (GDP) in 2012 surpassing the 5-6 % target set by the government. We have the potential to achieve a higher growth rate with the continuation of the structural reforms and full blast government spending on infrastruc-

ture. But the problem is, the benefits of growth were not trickling down to the grassroots. Inequitable income distribution has long been existing in our society where wealth and political power have always been concentrated at the hands of so few. In spite of all these, there is always hope for as long as we are still alive and capable of changing and converting. Where sin has abounded, grace has abounded even more, says St. Paul (Rom 5,20). So, theres no use simply branding people fools and then lamenting about the predicament. What we need to do is to understand why many people still are fools in the biblical sense, and try to do something about it. And the common reason for this is that they do not know how to relate themselves to God. They dont see him, they cannot touch him, they dont have any special feelings for him. There is obviously some ignorance and con-

I suppose it is out of good manners that we refrain from using the word. We actually now employ a lot of euphemisms to refer to the same banana. In a sense, it is good that it be that way. Refraining from using the word in our daily conversations, I imagine, would make for a cleaner and calmer environment. But neither should we forget it, since the reality, sad to say, continues to be around. In fact, the Bible speaks about fools and its variants many, many times, thus, often jarring the sensibilities of the people of today. This is one more reason why the Bible has to be handled with deliberate care, since

its language belongs to a different age and to a different culture. But the Bible teaches truths for all times and defines things in their radical and ultimate dimensions. As to what a fool is and what things fools do, the Bible, especially in the books of Psalms and the Proverbs, has a lot to say. Many times, it defines a fool as anyone who does not believe in God. The fool says in his heart, there is no God, Psalm 14,1 says. And Proverbs 1,7 describes something about fools: The fear of the Lord is the beginning of wisdom. Fools despise wisdom and instruction. And so a long series of descriptions about fools continues all the way to the New Testament. We have the famous parable of the wise and foolish virgins, for example, and passages about how a foolish man who only hears but does not act on the word of God is like a fool who

The provincial government of Leyte has become the conduit party of the Social Integration Program that provides livelihood and financial assistance to our rebel returnees. PDEA RD attends Baybay SP session


BAYBAY City-Philippine Drug Enforcement Agency (PDEA) regional director Atty. Gil T. Pabilona personally appeared before Michael L. Cari, Vice Mayor and the Sangguniang Panglungsod of this city on Feb. 4 to espouse the agencys request for satellite and/or liaison offices in the different cities and provinces of the Eastern Visayas region. Following a brief meeting with Deogracias Pernitez, City Administrator of Baybay City, Atty. Pabilona proceeded to the City Legislative Building where the SP was conducting its regular weekly session. Vice-Mayor Michael L. Cari reiterated the citys desire to accommodate PDEA within its territorial boundaries, as a protective and control measure against the proliferation of dangerous drugs in the city. We are aware that by its proximity to Ormoc, our fastdeveloping city could become a logical extension of the drug pushers that abound there, the vicemayor said. to prevent this, we are once again extending our invitation to PDEA to establish a satellite or liaison office here. Pabilona welcomed beneficiaries all over the region pending for verification prior for delisting by their field office and had already delisted 6,314 due to non-registration. She added that there were 73 beneficiaries that were delisted due to noncompliance with the provision of attending community assembly. Tapispisan said that they will not allow that the CCT program will be used for politicking and advancement for campaign of incumbent officials. TACLOBAN CITYAn ambitious plan. Such is the National Greening Program of Philippine government launched in 2011 by virtue of Presidential Executive Order No. 26 by His Excellency Benigno S. Aquino, III. This massive reforestation program which seeks to plant 1.5 billion trees in 1.5 million hectares throughout the country has a four-pronged agenda: food production, poverty reduction, biodiversity conservation and climate change mitigation and adaptation. Despite its seemingly tall order, implementation of the NGP has gained significant headway, particularly in Eastern Visayas. Adopting social mobilization as a strategy, a cross section of society had participated in various tree planting activities both in lowland and upland planting sites identified by the Department of Environment and Natural Resources. Florentino Saludo, President of the Peoples Organization YISEDAI in Maasin, Southern Leyte, shares that the NGP has helped their members with livelihood opportunities offered through seedling production and plantation establishment. Elena Galo, Secretary of the PO-YISEDAI reveals that they encourage their children to be aware of environmental concerns. They teach them the importance and cost of each seedling, how long it takes to grow a tree and the importance of growing trees. Their peoples organization also patiently and sacrificially assisted students who conducted tree planting activities in their NGP site in the uplands of Maasin City, Southern Leyte. With the students hands on experience of planting trees in the upland, they are optimistic that these students will learn to value the importance of maintaining a healthy ecological balance. Social mobilization proved to be a successful strategy from nursery establishment to seedling production, actual tree planting activities and maintenance of tree plantations. Students from both public and private schools, employees of National Government Agencies as well as Local Government Units and from the private sector were joined by the church, private media, non-government organizations and socio-civic organizations and community residents in the effort to achieve the goals of the NGP in Region 8. For 2011, Eastern Visayas reported an accomplishment of over 5.6M seedlings planted out of its target of 4,816,500 seedlings. An aggregate of 10,869.41 hectares were planted surpassing its target of 9,840 hectares for the year. By mid-December 2012, a total of 9,247.98 hectares have been planted throughout the Eastern Visayas region. The concerted effort of the Eastern Visayans has resulted in the planting of 5,394,450 seedlings of various species. Likewise, a total of 5,665,950 seedlings have been produced by peoples organizations who have been engaged by the DENR for the National Greening Program. The figures from 2011 up to 2012 prove that the NGP though tagged as an ambitious plan, is definitely a mission possible. With the recorded success of the National Greening Program in the past two years of its implementation, there is indeed no other way but to press on towards realizing the goal of greening over 76,000 hectares of land in region 8 by 2016 which is its contribution to the national goal of 1.5 million hectares. In pursuit of this endeavor, the provinces of Leyte, Southern Leyte, Biliran, Samar, Eastern Samar and Northern Samar which comprise the Eastern Visayas region have their own individual targets to be achieved. For 2013, Region 8 is tasked

to cover at least 17,714 hectares with various trees. This includes forest & fruit trees, as well as mangrove and other non-timber forest products. The DENR Provincial Environment and Natural Resources Office (PENRO) in Eastern Samar takes the biggest share of the pie. Under supervision by the DENR-Ecosystems Research and Development Service (ERDS), PENRO E. Samar shall plant 600 hectares with indigenous/premium tree species and 150 hectares of cacao. Another 3,650 hectares shall be planted with timber, fuel, mangrove, urban and rattan which shall be supervised by the DENR-Forest Management Service. This brings the total area targeted for planting by PENRO E. Samar alone to 4,400 hectares for 2013. The succeeding years from 2014-2016 shall see a slight decrease in the area targeted for planting each year until a total of 76,763 hectares shall have been reforested as Region 8s share in the National Greening Program. Under the NGP, Region 8 has committed to reforest 15,000 hectares in 2014,

another 14,000 hectares in 2015, and finally 13,810 hectares in 2016. DENR Regional Executive Director Manolito D. Ragub expresses his optimism that this, too, is a mission possible. According to him, the positive response and enthusiasm of the public which led to their active participation and involvement in the National Greening Program in Eastern Visayas is indeed commendable. We shall bank on the initial successes of the NGP in the past two years, as we move on towards achieving our goals by 2016, RED Ragub declares. Realistically, the seedlings we plant today will not grow overnight. It will take years of nurture and care before these become sturdy trees to serve the purpose for which the National Greening Program was conceived of.
