an amendatory ordinance is needed to amend City Ordinance No. 99-58, otherwise known as the Revenue Code of Tacloban City, and extend the deadline of payment of local taxes, fees and charges. Salvador M. Castillo, OIC executive director of BLFG central office, said a resolution granting such an extension is legally binding and effective based on the provisions of the Local Government Code of 1991. The BLGFs opinion was personally asked by City councilor Jerry Yaokasin, author of the resolution. Castillo however, said that Section 167 of the Local Government Code used the word may which could mean that the sanggunian concerned based on their sound discretion, enact the necessary leg-
Castillo said. He added that the said provision of law is silent as to the mode of legislation, thus the local sanggunian can issue a resolution or an ordinance based on their sound discretion. Earlier, City administrator John Tecson Lim said it is a common practice among LGUs to pass an ordinance extending the renewal of licenses and business permits. According to him, the resolution authored by Councilor Uy cannot supersede a city ordinance, thus the city government has proposed for an ordinance. However, the proposed ordinance from the Executive department was not passed at the city council. Section 90 of Ordinance 99-58, or the 1999 Revenue Code of the City of Tacloban, orders businessmen to renew permits and licenses during the first 20 days of January.
TACLOBAN CITY The Department of Public Works and Highways (DPWH) is currently undertaking a P25.76 million rehabilitation of Calbayog Citys Rosales Bridge, one of the critical bridges in the region. In a press statement, DPWH regional director Rolando Asis said the Samar first engineering district is targeting to complete rehabilitation activities by the end of May 31. The bridge has been closed to traffic since Jan. 15. Prior to the start of the project, a traffic rerouting was planned
There was no extension provided in the ordinance. It is mandated that business owners renew their permits and licenses on the last day and business owners who fail to comply with the deadline will be penalized with a 25% surcharge and a 2 % interest per month. But City vice-mayor Arvin Antoni said in the past years, the city council, upon the recommendation of business groups or on initiative of several members of the council
has passed resolutions granting such extension. It is clearly stipulated in the Local Government Code that the sanggunian concerned may, for a justifiable reason or cause, extend the time for payment of local taxes, fees and charges without surcharges or penalties, but only for a period not exceeding six months, Antoni said. Meanwhile, City councilor Uy said his intention of sponsoring a resolution was to help the local businessmen
cope with the recent crisis that struck the city. We were hit by typhoons. Some of our local businessmen could not immediately look for funds to pay, so I initiated the filing of a resolution in the city council that would grant an extension of payment on all local taxes and fees without surcharges, Uy said. Last year, Uy said he even sponsored a similar resolution granting for the extension of all local taxes and was honored by Executive department.

hey fear for their lives. They shiver and tremble. They must be in utter paranoia. These is how the public view the clamor of incumbent officials in the elective posts across the country for more security details as the mid-term elections draw near. As of now, per directive of the Commission on Elections, incumbent governors and congressmen are allowed only two security escorts coming either from the police of the military. Those holding lower elective posts can only have security escorts coming from Comelec-accredited security agencies. In

The economic growth under the Aquino administration is good news for us, Filipinos. We posted a 6.6% growth in the countrys gross domestic product (GDP) in 2012 surpassing the 5-6 % target set by the government. We have the potential to achieve a higher growth rate with the continuation of the structural reforms and full blast government spending on infrastruc-
ture. But the problem is, the benefits of growth were not trickling down to the grassroots. Inequitable income distribution has long been existing in our society where wealth and political power have always been concentrated at the hands of so few. Making the masses enjoy the fruits of growth continues to be a challenge to any President. The growth in job opportuni-

builds his house on sand, without good foundation. The Book of Ecclesiastes sums up the whole thing when it says: Infinitus est numerus stultorum, (Infinite is the number of fools), referring not only to the number of fools but also to their ways, since our freedom, which launches us into infinity, can be used either for good or for evil, distinguishing the wise from the fool. In spite of all these, there is always hope for as long as we are still alive and capable of changing and converting. Where sin has abounded, grace has abounded even more, says St. Paul (Rom 5,20). So, theres no use simply branding people fools and then lamenting about the predicament. What we need to do is to understand why many people still are fools in the biblical sense, and try to do something about it. And the common reason for this is that they do not know how to relate themselves to God. They dont see him, they cannot touch him, they dont have any special feelings for him. There is obviously some ignorance and con-
THOUGH we dont hear it nor speak about it often, the reality of fools obviously continues to take place today and, in fact, in a more rampant albeit subtle ways. I suppose it is out of good manners that we refrain from using the word. We actually now employ a lot of euphemisms to refer to the same banana. In a sense, it is good that it be that way. Refraining from using the word in our daily conversations, I imagine, would make for a cleaner and calmer environment. But neither should we forget it, since the reality, sad to say, continues to be around. In fact, the Bible speaks about fools and its variants many, many times, thus, often jarring the sensibilities of the people of today. This is one more reason why the Bible has to be handled with deliberate care, since
its language belongs to a different age and to a different culture. But the Bible teaches truths for all times and defines things in their radical and ultimate dimensions. As to what a fool is and what things fools do, the Bible, especially in the books of Psalms and the Proverbs, has a lot to say. Many times, it defines a fool as anyone who does not believe in God. The fool says in his heart, there is no God, Psalm 14,1 says. And Proverbs 1,7 describes something about fools: The fear of the Lord is the beginning of wisdom. Fools despise wisdom and instruction. And so a long series of descriptions about fools continues all the way to the New Testament. We have the famous parable of the wise and foolish virgins, for example, and passages about how a foolish man who only hears but does not act on the word of God is like a fool who
of others and wish bad about them? Conversely, what good gestures had they that were not enough to overcome any sinister plan to push them to the ground? Leyte Gov. Mimiette Bagulaya, who is running for boardmember in the provinces third district, clarified that the lives of the elected officials, particularly the governors, congressmen and vicegovernors could also be subject for threats. She added, Considering a possible occurrence of election-related violence, there is a need for mayors to have their own escorts. These security escorts from accredited security agencies or security details from the PNP or the Army should be armed with Comelec approval lest they be
censed and they without permit to carry them at all. As the PNP regional officials remark, election-related operations, especially in the detail of security escorts, are under the control of the Comelec. There is nothing more to explain but the fact of abuse that incumbents and their political rivals could likewise do to similarly cause any election-related violence.

fusion involved here. While its true that we dont see God, nor touch him, we cannot deny that God is everywhere, since he is the very author and the very supporter of everyones and everythings existence. By merely existing, everyone and everything unavoidably reflects Gods eternal existence. Besides, to start relating to him and developing certain feelings for him is a matter of loving. As long as we love, in any way we express our love, we are at least already on the way to reaching God who is love. We just have to make sure that our loving is the right kind of loving. The provincial government of Leyte has become the conduit party of the Social Integration Program that provides livelihood and financial assistance to our rebel returnees. to cover at least 17,714 hectares with various trees. This includes forest & fruit trees, as well as mangrove and other non-timber forest products. The DENR Provincial Environment and Natural Resources Office (PENRO) in Eastern Samar takes the biggest share of the pie. Under supervision by the DENR-Ecosystems Research and Development Service (ERDS), PENRO E. Samar shall plant 600 hectares with indigenous/premium tree species and 150 hectares of cacao. Another 3,650 hectares shall be planted with timber, fuel, mangrove, urban and rattan which shall be supervised by the DENR-Forest Management Service. This brings the total area targeted for planting by PENRO E. Samar alone to 4,400 hectares for 2013. The succeeding years from 2014-2016 shall see a slight decrease in the area targeted for planting each year until a total of 76,763 hectares shall have been reforested as Region 8s share in the National Greening Program. Under the NGP, Region 8 has committed to reforest 15,000 hectares in 2014,
another 14,000 hectares in 2015, and finally 13,810 hectares in 2016. DENR Regional Executive Director Manolito D. Ragub expresses his optimism that this, too, is a mission possible. According to him, the positive response and enthusiasm of the public which led to their active participation and involvement in the National Greening Program in Eastern Visayas is indeed commendable. We shall bank on the initial successes of the NGP in the past two years, as we move on towards achieving our goals by 2016, RED Ragub declares. Realistically, the seedlings we plant today will not grow overnight. It will take years of nurture and care before these become sturdy trees to serve the purpose for which the National Greening Program was conceived of. Someone once said that the best time to plant a tree was 20 years ago. The next best time to plant is now our legacy for the next 20 years and onwards. (MG SUCGANG,
