Starting in 2013, a new rule clarifies how people can use lands owned by the Vermont Fish & Wildlife Department and reinforces the management priorities for fish and wildlife conservation. The rule, passed by the Fish and Wildlife Board on December 13, 2012, pertains to the 89 Wildlife Management Areas (WMAs), two conservation camps, and five fish culture stations, totaling more than 133,000 acres throughout Vermont. It does not affect state forests and parks, or other publicly owned lands. The Department felt it was important to clarify the allowed and priority uses, particularly on Wildlife Management Areas, said Patrick Berry, commissioner of the Fish & Wildlife Department. We were seeing increased conflicts and uses of the property that were compromising the fish and wildlife values for which these properties had been conserved. Fish and wildlife based recreational activities such as hunting, fishing, trapping, and wildlife watching are encouraged under the rule on WMA lands. Other activities, such as berry picking, foraging for wild edibles, and collecting shed antlers, are also permitted under the new rule. Wildlife Management Areas were purchased using funds collected from hunters and trappers for the purpose of conserving fish, wildlife, and their habitat. These dollars continue to fund conservation and management efforts on these lands. The department manages land first and foremost for the conservation of fish and wildlife, and we work to ensure that our WMAs represent a wide array of habitats essential for their survival, said John Austin, lands and habitat program director for the

These lands are an important part of Vermonts beautiful rural landscape and are appreciated by many Vermonters and non-residents who use them to enjoy our diverse wildlife resources. Although many WMAs already have an established history of other recreational uses such as mountain biking, rock climbing, or snowmobiling, the rule was written to ensure these activities would not have adverse impacts on wildlife or wildlife-based activities. They will still be permitted during certain times of year in designated corridors where they have been cleared by a biologist. We understand that we are an invited guest on these lands, said Tom Stuessy, executive director of the Vermont Mountain Biking Association. Mountain bikers have fantastic access in Vermont because we maintain a respect for the natural ecology of the areas we build trails. The pie of land-use in Vermont is sliced many different ways and we understand everybody cant use all the land all the time. We all enjoy a variety of outdoor activities throughout the year in Vermont, added Berry. By minimizing the impact of these activities, this rule helps ensure that our wildlife resources will be available for the next generation of Vermonters to enjoy. The new rule provides guidance that will afford us the opportunity to work collaboratively with various user groups to avoid conflict and promote appropriate outdoor recreational activities. Bond Auto Tiger Sportsman Champion Bobby Therrien and Allen Lumber Street Stock Champion Nick Pilotte were also honored for their respective titles. Sweet dominated the Late Model division in 2012, becoming just the third Late Model champion in Thunder Roads history to win the title with four victories. The family-run team posted a nearly unbeatable 13 top tens in their 14 starts, claiming his second championship in his four-year late model career at The Nations Site of Excitement. He now has 9 feature Late Model victories at Thunder Road. Times Argus Sports Editor Anna Grearson won the Ken Squier award for contributions to Thunder Road. She was praised for her dedication to loyal fans and drivers, and Vermont as a whole, through her writing and her passion for the sport. Rookie of the Year honors were received by Barre, VTs own Lance Allen in the Late Models, Waterbury Center, VTs Jason Woodard in the Bond Auto Tiger Sportsmen, and Lyndonville, VTs Dean Switser in the Allen Lumber Street Stock division. The Sportsmanship Award in the Late Models was to Fayston, VTs Brooks Clark for his positive attitude and veteran presence in the pits. Williamstown, VTs Mike Ziter won the Sportsmanship Award for the third year straight in the Bond Auto Tiger Sportsmen, and Elmore, VTs Dave Whitcomb won the Ed Carroll Memorial Sportsmanship Award in the Allen Lumber Street Stocks. Most Improved awards went to young Late Model standout Cody Blake, two-time Bond Auto Tiger Sportsman winner in 2012 Christopher Pelkey, and sophomore sensation Cameron Ouellette in the Allen Lumber Street Stocks. American Canadian Tour- Tracks by the Facts Sanair Superspeedway: The first ever American Canadian Tour Late Model event was held at Sanair Super Speedway in St-Pie, Quebec back in April of 1992. The 9/10ths mile speedway has hosted seven (7) ACT Late Model events since, including last years 100-lap event. Sanair returns to the schedule again in 2013 with the 150-lap Saturday, August 3 event. It will be the 10th of 14 ACT Late Model events scheduled in 2013. - Norm Andrews won the first ever ACT Late Model Tour event on April 26, 1992. He claimed the 25-lap feature win, his only ACT win to date. -ACT returned to the tri-oval in 2012 after five seasons. Wayne Helliwell, Jr. claimed the win. Sanair has seen six different winners in ACTs 7 events: Brian Hoar (2), Norm Andrews, Wayne Helliwell, Jr., Joey Laquerre, Steve Miller and Ben Rowe. -Norm Andrews, Steve Miller and Joey Laquerre all earned their first career ACT wins at Sanair.- Jean-Paul Cyr, Brent Dragon, Brian Hoar and Phil Scott have all started six of the seven events. - Brian Hoar holds the record for most wins (2), most top fives (4) and the most top tens (5) in his six starts. -Ben Rowe holds the record for the most money earned at Sanair. He claimed the win in his only start at Sanair in 2006. It was worth $10,050. -ACT has run a total of 452 laps in its 5 events at Sanair. The first four events held their were 25 laps apiece (2 in 1992, 2 in 1993), while the 1998 event was 102 laps, the 2006 event was 150 laps and the 2012 race was 100 laps.-Patrick Laperle holds the record for the most career laps led at Sanair and the most laps led in an event. He led 52 laps in the 2012 event to bring his career total to 102. -The record for most positions gained in an event belongs to Johnny Clark. In 2006 he came from the 30th starting position to finish 8th for a gain of 22 spots. -Ben Lynch claimed the highest finish for a rookie at Sanair with a 7th place effort in 2012. -The last three ACT winners at Sanair, Joey Laquerre (1998), Ben Rowe (2006) and Wayne Helliwell, Jr. (2012), have all won in their first and only starts at the speedway to date. Next Lap Wheels are turning in earnest as NASCAR Sprint Cup Series teams rev up for the 2013 season. Speedweeks begin with the nonpoints Sprint Unlimited for 2012 Coors Light Pole winners and past event winners at 8 p.m. EDT Saturday, Feb. 16. NASCAR Acceleration Weekend last weekend was the first official event of the 2013 NASCAR season and began with induction of the fourth class of the NASCAR Hall of Fame on Friday. The inductees included former NASCAR Sprint Cup Series champions Buck Baker who personified the term old school. Elzie Wylie Buck Baker, winner of 46 NASCAR Sprint Cup races and the series first back-to-back champion, personified the phrase no quarter asked and none given. Baker, whose NASCAR career spanned portions of four decades beginning in 1949, had one goal: to win. How he got there, well, that was up to Baker. Winning races was the only thing that mattered to Herb Thomas. Take it from the King. Herb Thomas stood tall in an era when the stock in stock car truly defined what NASCARs pioneers raced. He was as good as they come, said Richard Petty. There have been very few guys who had more confidence in what he could do than Herb. He was so strong-minded that he willed his wins and what he was doing on the track. He was going to beat the guys on the track no matter what was going on. That was his mind set. Rusty Wallace, whose ability as a driver is unquestioned. He won 55 times ninth most in NASCAR premier series history during two decades against rivals named Bodine, Earnhardt, Elliott, Gordon, Jarrett, Labonte, Martin, Richmond and Waltrip. Championship owner/builder/crew chief Cotton Owens and perhaps most of all, he was a gentleman. He was such a nice guy, one of the nicest I ever drove for, said David Pearson, whose first of three NASCAR Sprint Cup championships was won in 1966 at the wheel of Owens No. 6 Dodge. He was a real smart, sensible man. They (his competitors) liked him as much as he liked them. If somebody wanted to know something, hed answer them. Acceleration Weekend wrapped up Sunday, with the unveiling of the 2013 NASCAR Hall of Fame classs granite markers in the Ceremonial Plaza. The event marked the final weekend before engines roar to life at Daytona International Speedway and the start of Daytona Speedweeks 2013. Anyone contemplating violating Vermonts fish and wildlife laws now needs to keep in mind that they can no longer just hunt, fish or trap in another state if their licenses are revoked here. Vermont is now the 39th member of the Interstate Wildlife Violator Compact (IWVC), which recognizes license suspensions of member states. Any person whose license privileges are suspended in one compact member state will have his or her licenses suspended in all other compact member states. The IWVC assures that in participating states, nonresident violators will receive the same treatment as resident violators. A violator who fails to comply with the terms of a citation

Hunters interested in Vermonts deer herd should plan on completing Vermont Fish & Wildlifes online survey to gather hunters opinions that will guide the departments comprehensive deer management evaluation. The Fish & Wildlife Department is evaluating the impact current deer hunting regulations have on deer hunter satisfaction while ensuring future season structures and harvest regulations continue to promote deer herd health.
