Risk Prevention and Management

PURPOSE:
Effective risk prevention and management activities designed to identify and reduce potential loss and liability are essential to the viability and sustainability of any organization. The purpose of this policy is to define a structured, systematic for identifying, assessing, prioritizing, and responding to identified risks.

POLICY:
Catholic Charities Fort Worth (CCFW) will develop and implement a comprehensive, structured risk prevention and management plan designed to protect the organization's human, physical, and financial resources by preventing, managing and reducing risk. The plan will: Provide guidelines for proactively anticipating risks; Help ensure the safety and quality professional care of clients, personnel, and visitors; Define risk prevention and reduction activities; Outline processes for reporting, monitoring, and evaluating risks; and, Assign responsibility for key tasks to help ensure that risks are managed effectively. CCFW will dedicate the resources needed to implement the Risk Prevention and Management Plan, and will ensure that individuals qualified by knowledge and experience are responsible for risk prevention and management functions. The results of risk prevention and management activities will be reported to the Board of Directors at least annually. SCOPE: This policy and corresponding procedures apply to all departments and programs of Catholic Charities, and to all personnel and stakeholders. DEFINITIONS: Personnel: The body of employees (both part-time and full-time) and/or volunteers that carry out the tasks of the organization under the organizations administration or supervision. Stakeholder: Anyone who has a vested interest in the organization. This includes: 1. 2. 3. 4. 5. 6. 7. persons and families served; employees, volunteers, and consultants; members of governing and advisory bodies; donors, funders and contractors; governmental and other regulatory bodies; community partners; and community advocates.

PROCEDURES: 1. The Vice President/Director of Quality Assurance in conjunction with the Vice President of Administration, and/or his/her designees, will develop a Catholic Charities Fort Worth Risk Prevention and Management Plan in compliance with COA standards. The plan will assign responsibility for ongoing monitoring and assessment of, and appropriate response to, the following areas of potential risks: compliance with legal requirements, including fiscal accountability, governance, compliance with laws and regulations; insurance and liability; health and safety, including incidents and accidents; human resources practices, including volunteer roles and oversight; contracting practices and compliance; client rights and confidentiality issues, including security of information related to client services; financial risks, including fundraising; conflicts of interest; public image; and use of information technology/agency information management systems. 2. The Vice President/Director of Quality Assurance or other designated staff person will review the CCFW Risk Prevention and Management Plan at least annually and revise it as necessary. 3. Results of risk prevention and management activities will be reported to the Board at least annually, normally with the report for the previous year presented during the first quarter of the current year. 4.
