PharmAccess is a Netherlands based international foundation, with a mission to improve access to

quality basic health care including HIV/AIDS treatment and care in sub-Saharan Africa. In Tanzania, on
behalf of the U.S. Agency for International Development (USAID) PharmAccess assists the Tanzanian
Police, Prison and Immigration forces in the implementation of a comprehensive response to the threat
of HIV/AIDS to their workforce and surrounding communities. A similar programme is provided on behalf
of the U.S. Department of Defence (DoD) to the Tanzanian People Defence Forces (TPDF) .
PharmAccess also supports the National AIDS Control Programme with the roll-out of the National Care
and Treatment Plan.

1. SENIOR MONITORING AND EVALUATION (M&E) OFFICER

For the support in the area of M&E to all the above mentioned programmes, PharmAccess is looking for
a Senior Monitoring and Evaluation (M&E) Officer. Activities are related to the management and
coordination of the implementation of the ART patient monitoring system, data management at different
levels in the health system, data analysis and aggregate reporting and dissemination, capacity building
at regional and district level, material development and distribution, introduction of innovations (ICT
solutions) in the area of M&E and collaboration with stakeholders (PEPFAR partners, WHO, CDC,
CHAI).

The Monitoring and Evaluation (M&E) Officer works in close collaboration with the project directors,
programme officers M&E and data managers at Pharmaccess, collaborates with the Epidemiology Unit
of the NACP and is accountable to the PharmAccess Country Director

Tasks & responsibilities:


• Quarterly review of implementation of M&E for care and treatment, preparation and
implementation of improvement plans;
• Support the harmonization of the M&E functions within NACP;
• Development, testing, printing and distribution of M&E policy documents and tools;
• Dissemination of M&E tools to key stakeholders;
• Collaborate in preparing training curricula and tools for regions and district;
• Train regional staff & partners M&E tools, recording, analysis and reporting; management;
supervision; and training methodology (ToT);
• Devise system for reporting, data sharing and feedback for M&E (as part of QA system);
• Print and distribute a schedule describing the reporting and feedback system;
• Prepare district, regional and national summary M&E reports;
• Train selected staff in use of PDAs in selected pilot activities;
• Carry out a feasibility study on the use of electronic data management systems for HIV at district
and regional level, in collaboration with MOHSW HMIS and UCC;
• Facilitate training of health facility, district and regional M&E and data entry staff in the utilization
of the M&E tools, data recording, analysis and reporting;
• Train and supervise data clerks in electronic data entry;
• Support in the identification of M&E staff at region and district level;
• Train regional and district staff in supportive supervision of M&E within the frame of NACP QI
guideline;
• Coordinate the printing and distribution of M&E reports;
• Provide support to review meetings.

Qualifications, Competencies and Experience:


• University degree or advanced degree in health sciences and/or statistics;
• A minimum of 3 years working experience in a managerial role or in any other independent
organizational capacity;
• Experience in specific monitoring and evaluation activity, training, support to various players;
• Experience with databases (Access) and relevant statistical software.
2. SENIOR PROJECT MANAGER

HIV/AIDS workplace program in the Tanzanian People Defence Forces

Responsibility Areas:
Within the project team, you will be responsible for the implementation of the HIV/AIDS program as
designed within the TPDF, including capacity building, infrastructural development, VCT, PMTCT, TB and
ARV service provision, prevention and awareness campaigns and social support. This includes the
following activities:
• Overall programme management; planning, coordination, internal and external communications
and reporting, budgeting and forecasting, steering and re-directing the project;
• Managing and coordination of the multidisciplinary project team (laboratory technologist, VCT
specialist, behavioural change specialist, administrator, M&E Officer);
• Improving the quality of services in the field of VCT, PMTCT, TB and ARV services;
• Introducing innovative ways of HIV testing to increase uptake numbers;
• Collaborating with experts related to the above fields of work;
• Synchronizing and collaborating with stakeholders in order to align activities with the National
Care and Treatment Plan of the National AIDS Control Program;
• Prepare reports for the Programme Director within the donor-provided framework;
• Overall Medical Advisor for all the workplace programmes of PharmAccess Tanzania.

Qualifications, Competencies and Experience:


• Degree in Medicine and a post graduate degree in Public Health;
• Broad knowledge and skills in HIV/AIDS with particular focus on transmission of HIV and
approaches for prevention, care, support and treatment including antiretroviral therapy;
• At least 5 years experience with complex health sector programme management in Africa;
• Good understanding of - and experience in the international development sector (NGOs, direct
bilateral and multilateral partnerships);
• Sound financial management experience, including preparing and managing budgets and
contracts, grant management and budget oversight and negotiation skills with stakeholders;
• Proven and outstanding skills in analytical thinking and writing up resulting concepts, proposals
and action plans including appropriate budgeting;
• Ability to support and direct the implementation of ideas, projects and plans already established
under the Programme;
• Ability to manage multiple priorities and project components while working as part of a country
team and leader of a project team;
• Skills and knowledge in project monitoring and evaluation (using both quantitative and qualitative
methods) and reporting.

3. SENIOR PROJECT MANAGER

HIV/AIDS workplace program in the Tanzanian Police, Prison and immigration forces

Responsibility Areas:
Under the Tanzania Prisons, Police and Immigration HIV/AIDS programme, in close collaboration with
respective responsible officials as well as external partners, the Employee shall be responsible for the
implementation of the HIV/AIDS programme as designed by Tanzania Prisons, Police and PharmAccess.

Support and M&E specialist, Administrator);
• Improving the quality of services in the field of VCT, PMTCT, TB and ARV services;
• Introducing innovative ways of HIV testing to increase uptake numbers;
• Collaborating with experts related to the above fields of work;
• Synchronizing and collaborating with stakeholders in order to align activities with the National
Care and Treatment Plan of the National AIDS Control Program.

5. PROJECT MANAGER COMMUNITY SUPPORT AND OUTREACH

HIV/AIDS workplace program in the Tanzanian People Defence Forces, Police, Prison and
Immigration

Tasks and responsibilities:


• Design and implement innovative social support and community outreach activities to people
affected by HIV/AIDS in the target population, their dependents and people living in the vicinity
of the respective hospitals;
• Establish linkages and collaborate with existing organizations (FBOs, CBOs, NGOs), in order to
expand the network and reach out into the communities;
• Design and conduct skills-building training for professional and volunteer social support
providers;
• Integrate HIV/AIDS awareness, prevention and VCT/PMTCT/ARV services with the social
support and community outreach activities into a continuum of care program;
• Contribute to the overall conceptual and operational development of the program in terms of
social support and community outreach;
• Other duties may be performed if need arises.

Qualifications, Competencies and Experience:


• Masters level university (social work / community development);
• Experience in community mobilization;
• Experience in and knowledge of concepts of continuum of care in HIV/Aids care and treatment
• Project management competences;
• Minimum of 2/3 years relevant work experience.

6. DATA MANAGER

Tasks and responsibilities:


• Support the effective utilization of the data management system through skills building, day-to-
day communications with the sites and supportive supervision visits;
• Training of all staff involved in data collection, data entry, data analysis and data reporting;
• Communicate with data base and M&E software engineers on further development, adaptations
and improvement of the system;
• Compile information retrieved to produce the reports required;
• Make recommendations for improvements in the systems as well as in the output gathered;
• Suggest areas of research.

Qualifications, Competencies and Experience:


• Bachelor’s degree in Statistics or Masters in Statistics;
• Experience with data analysis and report writing;
• Experience with database management and programming in MS Access;
• Good and clear understanding of monitoring and evaluation techniques including data
management and collection;
• Ability to consolidate information from multiple sources;
• Experience in using at least 1 statistical analyses package (e.g. SAS, SPSS, Stata, Epi Info);
• Minimum of 2/3 years relevant work experience.
7. ASSISTANT ACCOUNTANT

Tasks and Responsibilities:


The Assistant Accountant will provide financial and administrative support to the PharmAccess teams
and partners in planning, budgeting, management and monitoring of finances, supplies and assets.
• Responsible for the bookkeeping of projects which are allocated to the Assistant Accountant;
• Budgeting of the allocated projects;
• Support the project managers under the projects with budgeting of activities;
• Forecasting and liquidity management; meaning monitoring of the progress and exhaustion;
• Prepare financial reports for the management and the donors;
• Inform PharmAccess Management on the over or underutilization of funds compared to budget;
• Ensure financial compliance with the financial regulations, donor requirements and
Internationally Accepted Accounting Practices;
• Takes care of payment to suppliers and monitors actual delivery;
• Assisting in external financial audits.

Qualifications, Competencies and Experience:


• Advance Diploma in Accountancy/ Bachelor of Commerce-Accounting;
• Knowledge of using accounting software;
• Minimum of 2/3 years relevant work experience.

8. SECRETARY

PharmAccess Tanzania is recruiting a secretary to support the Country Director and Senior Management
at the Tanzania office. We look for an experienced secretary with a decisive character who will be
required to undertake full secretarial support.

Tasks and Responsibilities:


• Independently formulate routine letters, cover letters and memo’s in English and Kiswahili;
• Takes action upon correspondence;
• Prepares meeting documents;
• Maintaining the department’s filing systems;
• Updating mailing lists;
• Updating and maintaining contact database;
• Diary management;
• Schedule appointments;
• Review, lay out and edit work related documents;
• All other administration and secretarial support as required.

Qualifications, Competencies and Experience:


• You are computer-literate and knowledge of all Microsoft packages;
• Can rely on your skills concerning document-handling, excel and PowerPoint-presentations;
• Excellent typing speeds and can format documents;
• Excellent, accurate secretarial & phone skills;
• Excellent communication and organizational skills;
• Professional attitude and able to meet tight deadlines;
• Minimum of 2 to 3 years relevant work experience.
