Welcome to the Democratic Community of Practice: Participation and Democracy in Europe

From the 6th to the 10th of February 2013, around 30 young European professionals and academics working on citizenship, participation, and democracy, will meet in Paris to come up with strategies for a more democratic and participative Europe. These young people will share their projects, passions, experiences and best practices in a highly participatory event organized within the framework of the Democratic community of practice network launched in Berlin in 2011 (http://citizensforeurope.org/projects-activities/democraticcommunity-of-practice/) and further developed in Copenhagen and Prague in 2012. Part of the four-day event will be dedicated to the co-designing of actions in public spaces aiming to interact with citizens on participation in Europe, citizenship and European identity. The final actions they will have developed together will be linked to the traveling exhibition The United States of Europe (http://www.go-use.eu/en) and will be implemented on Saturday 9th in Gare du Nord metro station. This meeting in Paris, supported by the European Commission Youth in Action program (http://eacea.ec.europa.eu/youth/), Fondation Hippocrne and Fondation Charles Lopold Mayer, will bring together representatives of a wide range of European organisations: Citizens For Europe e.V., Fraternit 2020, POL-LOC, European Alternatives, Europuls, Europische Akademie Otzenhausen, EuropaNova, European Movement International, Goethe Institut, Mouvement Europen-France, www.citizensforeurope.eu, Anglo-American University, Viadrina University, Danube Foundation, Wethecity, wikiconstitution.eu

Dear all, You are invited to be part of a network of (young) professionals and academics working on citizenship, participation and democracy: people who want to have an impact with their work. You are invited to come to share your projects, your passions, your experiences; to experiment together best ways to interact in public spaces; to think about how we can further work as network, as organizations, and as individuals. We will meet in an highly participatory event, where there are no key note speakers but YOU; and no pre-defined agenda but the one YOU will design. We do not know what the final result will be, because WE will create it together! You are invited to join! The Background: Launched in Berlin on 2011, this "Democratic community of practice" met again in Copenhagen (February 2012). Later, in Prague (September 2012), the network decided to support the traveling exhibition "United States of Europe" by designing public actions linked to the event. Since then, different groups worked to prepare those actions further, and are now ready to share them and put them into practice with all the participants of the meeting.

We now meet to share experiences and ideas how to have more impact with our/your activities together; and to prepare and realise the actions in the public space around the United State of Europe's exhibition area (Gare du Nord & Gare de l'Est). DOCUMENTATION DAY 1, Wednesday, 6th February: RECONNECTING Introduction to the network: history, principles, activities, procedures (by Arianna De Mario, CFE)
The network originated from the need of 3 organisations (CFE, FPH, Naturfreunde) to look for international partners for collaborations in the field of political participation and democracy. The particularity of the network would be its open structure, freed of any hierarchy and leadership in the common sense. This open structure should allow all members to shape the nature of the network through open methods of participation consisting in participatory and interactive meetings. Principles at the core of the network are therefore: - the absence of a leadership (rotating coordination role instead) - interchangeable roles and responsibilities among members - a collaborative approach granted by openness, mutual trust and transparency of processes - the willingness of "doing" together and learning by this doing - diversity within the group, granted by a diverse solid professional background (NGO practicionairs + academics) How does the network work? After a first stage where CFE, FPH, and Naturfreunde gave input to the creation of the network taking over the role of "callers", and in particular CFE took over the role of organising the network meetings, the network structure became more flexible. In its current form, it is an open platform to develop and practice strategies and techniques of democratic participation to which both individuals and representatives of organisations can take part. People who participated in the network meetings so far were either contacted by the organisaners because their activities fit the network scopes, or they got in contact with the network and expressed their interest in taking part in the process. The network is thus potentially open to anyone whose everyday activities (work, volunteering or study) suit the topic of democratic participation, but aims at the same time at maintaining a small to medium size (25-30 members) and a flexible structure. Its main scope is to enable members and participants of the meetings to get and stay in touch with each other in order to facilitate possible cooperations and synergies (e.g. find partners or funding opportunities, collect ideas and opinions on a project etc.). Who and how conferences and meetings are called? The process is actually open. The first 2 meetings were organised by one of the founding organisations (CFE), but during the second meeting a task force was established to organise the third event. For the future, the general idea is to establish at every meeting a task force that will take lead of the overall coordination and the organisational process for the following 6 months. So far, the network managed to organise 1 meeting every 6 months for a total of 4 meetings since September 2011 (Berlin September 2011, Copenhague February 2012, Prague

September 2012, Paris February 2013). How does the network take decision? The main feature of the network is its open and participative structure. This means that during the meetings decisions are taken with a bottom-up process and involving all participants. In the months between the meetings, decisions are mainly taken by the task force in charge of the overall coordination and the organisational process (e.g. the Paris team in the last few months). However, a feedback by the network members is generally requested by e-mail or skype, except from those situation where prompt decisions have to be taken (e.g. Right before a deadline for funding). Success factors: continuity in meeting: every 6 months commitment: most of the members have proven to be willing to invest time in the network, even beyond their working hours sense of ownership: most members have been involved from the very first meeting and have followed its development form the beginning. This enables them to "trust" the network and its potential, and to transfer their enthusiasm and engagement to the new members one vision in many missions: as the network has a very broad thematic focus (democracy and practices of participation), each member is able to bring his/her specific topic in it. This makes the network flexible also in its thematic scopes, as it is able to focus each meeting on a different topic. Challenges: - find sustainable (and not one shot) funding for the network to meet - root the network in the organisations the participants represent (to get support and resources) - enlarge the network and insure its continuity - answer to the two main aims/needs expressed: (1) networking and debating (thinking and learning together), (2) acting (doing and learning together).

Is our network the right one to carry out actions in public space as we plan them for Saturday? CONCLUSIONS/RECOMMENDATIONS/ACTIONS (if any): look at dinner table tonight Try to incorporate other actors in the network: grass-root organization concerned with topics that are only indirectly liked with the EU (like rising rents, voting rights, anti-rassism, financial crisis...) try to link our work with their concerns: bridge gap between micro and macro level. Also try to get involved with people like architects, artists, designers etc. so people who are more experienced in questions of how to create and modify spaces. we need to diversify our network!

Open Space 5: Pow How on Saturdays action teams? Preparation (Lisa)

CONVENOR/HOST: Lisa DATE: 7 Feb PARTICIPANTS: just about everyone KEY POINTS DISCUSSED: We discussed the goals and purpose of the action, which included: --Raising awareness of/bringing people to the United States of Europe exhibition, --Seeing how to engage people in public spaces, --Raising awareness of European citizenship and identity issues, --Discussing what it means to be European, --Talking to, engaging, starting a discussion with average people, --Turning lemons into lemonade (conducting an action we agreed to on grant applications and to partner organizations). We also learned about the history of the action. Our actions in Prague were intended as an experiment to get people to the U.S.E. exhibition and to engage people in a public space. Unfortunately, because the exhibition was moved, the action is no longer at the same location, making it difficult to encourage people to visit the exhibition from the action space. At the same time, restrictions imposed by train station officials hamper how much we can use the tools and strategies developed in Prague. CONCLUSIONS/RECOMMENDATIONS/ACTIONS (if any): We agreed that we need to hold the action on Saturday, but that not everyone has to be there the whole time (perhaps we will conduct an action at the exhibition as well?). We decided to go immediately to Gare du Nord as a group to examine the action space and better be able to plan the sort of action we would like to take.

Open Space 6: Public action in Gare du Nord 2

Visibility of the USE traveling exhibition 2. Visibility and developing of the network (DemCoP / network of organisations) 3. bring common people to talk about Europe, get interested and discuss their point of view on Europe - how to catch their attention ? - how to have them participating ? 4. Collect data and assessment of the success of the operation in order to create a guideline for this kind of action ACTIVITIES answering to these goals (verbal / non-verbal) : 1. Stand activity - documentation to give away - flyer The flyer will have two parts:

a. one with information on who we are and what we do b. a blank space to fill in with a sentence on Europe, that the person will leave in a bag -> idea of a transmission and recollection of sentences : creation of a TumblR : people pick a sentence written by someone else in the bag, hand it to the camera, take a photo, and then go with the sentence and the TumblR address on it (to check the photos) 2. Game 1 : European Rorschach 10 photos (USE exhib pix / European pix / words) shown to people in order to get first reaction on it (linked to Europe) 3. Game 2 : living survey A guy with a wide board on him, with topics related to Europe on it, and a bunch of post-it. Rule : passers-by pick one issue (their favourite / their most concerning) and put a post-it under it. Open Space 7: Who in Europe cares about a European Convention ran by citizens?
CONVENOR/HOST: Martin DATE: 7/02 PARTICIPANTS: Solne, Henri, Inga, Elena, Hans KEY POINTS DISCUSSED: The idea of a Convention was introduced by Barroso and Merkel. However (article 48), it seems very similar to what we already had in the early 2000's. What we would like to call for is a citizens-based convention. On May 16th and 17th, Citizens for Europe will organise a workshop on Convention during an event organised by ASKO Europa Stiftung for German-French dialogue. Who are the relevant people to invite? It is not sure yet whether the event will have fundings to have English translations (the two languages spoken are German and French): European Alternatives has run citizens consultations throughout Europe for the past two years on a series of topics, ranging for civil rights to political participation and economic reforms. Questions are discussed at the local level with relevant stakeholders, who propose ideas for solutions / alternatives to the status quo. Consultations go on this year until June. Citizens, local authorities and representatives of previous consultations will then gather in June during transnational forum (in Barcelona, Venice and Sofia), to bring together all the proposals drawn from the consultations. Research workshops will then be held in the summer by teams of various researchers from different countries, bringing in different perspectives to the question, and helping develop ideas into policy proposals, which will compose the Citizens Manifesto. The Manifesto will be presented and finalised during the Transeuropa Festival in Berlin in October and it will be launched in December at the European Parliament. The whole process is part of the Citizens Pact, which gathers many organisations that work in different forms towards the same goal of bringing citizens together to elaborate ideas for a new Europe. Potential people to invite from European Alternatives to talk in the Convention workshop are: Alessandro Valera ("mailto:a.valera@euroalter.com") or Elena Dalibot (e.dalibot@euroalter.com) The Wikiconstitution (Henri) aims also to engage citizens into this process and is part of the Citizens Pact.s. It is an online platform where anyone can suggest articles or edit existing articles, to debate on a European Constitution. It is based on the French Constitution, on the German Grundgesetz and on the Charter of Fundamental Rights. Active members are rewarded by a system of points, where comments) The Wikiconstitution (Henri) aims also to engage citizens into this process and is part of the Citizens Pact.s. It is an online platform where anyone can suggest articles or edit existing articles, to debate on a European Constitution. No similar project exists in Europe. Martin will send us the invitation in French, German and English

Open Space 8: How can participative democracy bring action to politic?

CONVENOR/HOST: Henri DATE:7.2.2013 PARTICIPANTS: Hans, Martin, Elena, Solne, Sebastian, Inga, Henri KEY POINTS DISCUSSED: Key questions: - how to engage people into the debate? - How do they vote? - How to put them into a legal process - could a Wikiconstitution be an answer to realize a concrete and participative citizen debate? Answers: - If you have a common goal, you get people involved - Politicians feel threatened by participation (common politician reaction to open process and people suggestions: thanks you and no). - the participation process must be based on legal solutions to have people believing in the possibility of realization and success of their action. CONCLUSIONS/RECOMMENDATIONS/ACTIONS (if any): 1. Debating and voting process must be transparent to all actors in order to have a real commitment 2. The Wikiconstitution of Iceland proved that people could get responsible (of themselves) and build a new constitutional power without violence or breaking of the State of law -> a democratic, peaceful and building participation is possible with civil society. 3. This kind of democratic process needs the commitment of the largest part of European actors (politics, associations, individuals etc.). 4. The virtual platform enables a traceability of the debate (which is necessary) -> this is a common good (shared and belonging to everybody in the same measure). 5. Wikiconstitution being conceived to be validated by an ECI -> alternative solution (Sebastian) : not make the result (the constitution itself) valid, but validate the process of making this citizen convention with an ECI (giving more time to build the constitution and its legitimacy as well).

Open Space 9: Creating a map of our network

CONVENOR/HOST: Inga Wachsmann DATE: Thursday, 7 February PARTICIPANTS: Martin Wilhelm, Hans Beitz, Lisa Pettibone, Inga Wachsmann, Valentina Catena KEY POINTS DISCUSSED: The idea is to map and visualise who is in the network. This should show who are the people in the network, what background they have, where they are living and acting, what number and kind of relations exist between the participants. The question what to map has been asked. The answer is different criteria with color code. Mapping the persons according to their

professional background: academic, NGO, institutional, funder, etc. country (country they are living in) relationships: partner, cooperation, information, funder, etc. content of the relation

Sebastian suggested I talk to Sebastian Kubitschko about his experience at Arena, and Tina about using social networks to promote the journal. We discussed the need to: --better understand the journals audience --conduct a reader survey --do website analytics --look into getting the journal on EBSCO/JSTOR --get a more solid, complete list of people and institutions to send the journal to --increase subscriptions --increase/improve quality of submissions --improve the journals web presence --set up a long-term schedule with realistic benchmarks --increase strategic partnerships with research groups, institutions, NGOs, etc. --hire a new editor and a new business/publishing person CONCLUSIONS/RECOMMENDATIONS/ACTIONS (if any):

I felt very energized that the next step is to hire a business person to take care of the strategic work that needs to happen with the journal. Open Space 12: Where do we go next? / where is something happening in Europe that we can support?

It started with funding from Citizens for Europe e.V (CfE e.V) We then had funding from Youth in Action (YiA) For this meeting (and from now on), the group / the host organisation must find fundings For this meeting in Paris, Inga's foundation has received fundings from YiA 4.3 (experts meeting to speak about citizens' education) 2) What do we want to do as a network? There are two elements: 1) networking; 2) actions. We should not do actions for the sake of it.

we could have actions on what is going on in Europe right now (e.g. situation in Greece) we could support initiatives and actions we run, such as the European Citizens Initiatives (Fraternit 2020, Media Pluralism www.mediapluralism.eu) Focus on a topic (some of us work on in our organisations) rather than on Europe and citizenship in general. 3) Does everyone have to meet each time? For networking purposes, we don't necessarily have to meet, but we should then have a platform (such as Citizensforeurope.eu for instance) where our contacts can be found, as well as an agenda of our actions and presentations of our projects. For actions, obviously, we would still need to meet. 4) What actions could we support in the coming months? a) Summer school in Kosice (Slovakia), gathering young people, mostly students in PhD and Masters, from July 7th to 21st. Kosice is in the Eastern part of Slovakia and is the second biggest city in the country. It will be one of the European cities of culture, so many events will take place in the streets. We could take part in the summer school, organise a workshop if we want and organise actions in the streets. In terms of costs, we could use the facilities provided by the university for the summer school and be accommodated, so it will be rather low-cost. b) Ater-summit in Greece in June, called by many CSOs. We could host workshops there and find new partners. Jakob and Luisa could find partners there. c) Civic driven change: European conference in Amsterdam from 28th October to 1st November, together with Citizens for Europe and with European Alternatives. d) Transeuropa Festiva (European Alternatives), October, in a dozen of European cities (www.transeuropafestival.eu). This could give us the opportunity to organise events in the framework of the festival or take part in events already organised, that will have a European resonance. We have local groups in many cities of Europe, so if some are interested they could help host the group. e) Events on migrants' voting rights (third-country nationals and European citizens' abroad for national elections), organised by CfE e.V. Symbolic elections will be organised in different places (Berlin, Luxemburg, Denmark maybe). The application for this project was sent not long ago, so it is not confirmed yet.

Open Space 13: Planning Saturday's Action

CONVENOR/HOST: Everybody DATE: 8 Feb PARTICIPANTS: everyone KEY POINTS DISCUSSED: The group planning the action presented their idea: to draw passers-by into the action by creating the opportunity to steer Europe. A flashmob of the group dressed all in blue will represent Europe, steered by a joystick that the random person uses to move the group toward one of two choices represented on posterboards that show directions Europe can go in. For example, renewable energy or nuclear, the euro or national currencies. CONCLUSIONS/RECOMMENDATIONS/ACTIONS (if any): We reached consensus around this idea and different group members agreed to work on different parts of the action: buying materials, drawing the posters, developing the dance, creating the flyers to hand out.

Performing the Action at the Gare du Nord The action wanted to share the message We are Europe. We can stir Europe by voting on issues that matter to us!. The action was meant as engagement strategy for passers-by. The participants or the observers were also asked to leave an interview on the subjects of EU identity and art (and U.S.E.).

Lots of things It was cold indeed in the selected space. Last-minute management is not the best idea. We lost significant part of time just because of other activities. If somebody wants to have a break, she/he should go away from the space in order to avoid confusion. Too many people were standing in front of the stand (e.g. during lunch break). We should agree on a clear message that should be given to people in advance. The activities should be kept optional everything is optional. participation in the game, some sort of souvenir for participating how we can utilize the people who participated? DOCUMENTATION DAY 5: Sunday, 10th February, MOVING FORWARD

Guidelines for hosting a network meeting (by Arianna De Mario, CFE) 4/3 months before - choose a city according to transport connections (check flight prices from and to the biggest cities in Europe), local partners, scope 3 months before - content shaping (general topics) - list of possible participants + take contact with them - check hotels' prices 2 months before - final selection of participants - flights booking

- hotel booking - look for conference rooms - start to work with the facilitators on the agenda shaping (regular meetings, ideally once per week/every 2 weeks) 1 month before - prepare information kit for participants (how to get to the conference rooms/hotel, public transport map, general agenda with start and ending times, etc.) - ask participants for concrete contribution (topics) - book the catering (or organise it by yourself) - update the hotel on the status of the booking - think about free time activities (city tours, restaurants for the evening, etc.) 2 weeks before - final agenda - final check of travel documents (do you have all booking confirmations/boarding cards?) - list of material needed for the conference (to be agreed with the facilitators) - list for shopping ONGOING communication with participants - ask for content/agenda contribution - ask about their expectations - keep an eye on their travel documents NOTE flight booking: you can choose either to book yourself for participants OR to let them book by themselves and reimburse travel costs. In the first case the work amount will raise, but you will have a constant overview on travel documents and and costs. In the second case, you will spare time but will be busy in checking whether participants have booked their flights, with the risk that they wait too long for that and that the costs rise extremely. Guidelines to host a network meeting: working with the Facilitator (by Valentina Catena) Organising a participatory event (conference, working meeting, public action) is a good investment as it guarantee high buy-in from participants and creative and productive solutions, however takes time and resources as each meeting is designed by a facilitator to take into account the specific needs of the group, the space, the situation, the time available, the number of participants and other variables. We can divide the facilitators work into three phases: - Pre-work: starts at least 3 months prior the event - Delivery: during the event - Post- work: shortly after the event In terms of financial resources, as a facilitator of the process, my fee is 200 euros a day (plus VAT) for pre-work and post-work; 350 euros a day (plus VAT) for the delivery phase.

In terms of human resources, all along the process, is essential to find a local referent (from the hosting organization) who will have the function to assist with the communication flow, invitations, co-creation of the agenda, etc. Their role is all about bridging between the facilitator and the hosting organization. The flow of communication between the local referent and the facilitator is usually intense and requires between 500 and working 800 hrs spread along the whole process. Pre-work: The facilitators need to be contacted few months before the event so that they can support with the invitation, the collection of the needs, the definition of goals and intention, the creation of the agenda, the choice of food and snacks. In the pre-work, the facilitator might also help in designing an online registration form that will help in keeping track of the participants attendance. In this phase, it is important for the facilitator to have access to updated documentation such as: - participants list : a list with participants arrival and departure times, - list of the materials and equipment available - pictures of the meeting location - description of the network Delivery: ideally, the facilitators will arrive between 6 and 3 hours prior to the event and will set up the space helped by a local assistant for logistics. The local assistant will also be responsible to take pictures or visually document the sessions (and pass all the information to the facilitators before they leave the location). Post-work: The post work consists of a debrief meeting regarding the delivered event. In this phase, the facilitator also collect the documentation (transcribed by the sponsor/client) and brings all the information and visual material together into a report of a book of proceedings. The report is finalised by the networks participants where information is missed.
