Introduction
Five11 is honored to be a part of the rebirth of WXYZ. Your longevity in the community has influenced many and has inspired our team to bring income and life back to such a well-respected local public broadcasting station. Five11 wants to promote WXYZ by creating a fundraiser to generate immediate income. We would like to create a long-term revenue solution for you by enhancing your existing website to be able to deliver programming, engage the public, sell subscriptions and sell merchandise. We understand that WXYZ is suffering due to the present economic state of our nation. Like you, we are a non-profit organization. Our team feels a special connection and desire to assist you in increasing your financial income and keeping 30 years of hard work and dedication alive. Our team is positive that by creating a short-term fundraiser and long-term financial solution, WXYZ will stay in business, engage the public, and continue to provide the local community with quality television programming.

Executive Summary
Objective
The short-term revenue solution is to have a fundraiser in the form of a benefit concert. The long term revenue solution is to set up the existing web site to deliver programming, sell subscription services and merchandising. Both parts of the project will be functioning within three months.

Goals
1. To sell 10,000 tickets at $9.95 each to the WXYZ benefit concert fundraiser. 2. To create an online presence for a continuous income stream that offers current programming and pre-recorded programming. 3. To build the subscription base to 20,000 with an annual subscription rate of $99.95 for each subscriber. 4. To connect with the public watching the programs by offering online and text voting for their favorite programs. 5. To engage the local public with discussions about current issues through forums.

Solution
We will immediately contact wellknown artists or their agents to secure their availability for the concert. We will immediately book Piedmont Park and have a date for the concert. Within two weeks we will have all the Public Service Announcements (PSAs) made by the performers and ready to air. We will collect and auction off (through the web site) several personal affects donated to us by celebrities. Our marketing campaign will begin two weeks after we start on the project and last until the date of the concert. After the concert is over, there will have been two and a half months of promotion for WXYZ and its new, modern format. The public will be aware of the station and all of its new ways to be a part of the community. The public will start to subscribe to the site and you can go back to your business of providing high-quality programming.
4

Technical
In recent months WXYZ has seen a steady decline in revenue from advertisers and public subscribers. This sales decline is due mostly in part to the current state of the United States economy. The general population is spending less money on nonessential items and donating less money to non-profit organizations. Advertisers have decreased the amount of ads they run on network and cable television. Companies are putting what little advertising budgets they have into ads for moderately priced, basic necessity items that they feel the public will buy. Five11 is proposing that WXYZ be a trendsetter in the Green Revolution by becoming the first Green public television network. In going Green, your station can cut a number of expenses such as studio facility expenses, FCC fees and guidelines, as well as expenses associated with having a full time staff of employees. We are proposing that WXYZ become an Internet based television station and discontinue all contracts associated with being a cable broadcast television station. WXYZs demographic will increase from a local state demographic to a demographic consisting of anyone with a personal computer and a high-speed Internet connection. You will be able to sell advertising packages at highly reduced rates, due to the huge reduction of operating expenses. As opposed to an advertiser paying to have their ad run in a somewhat small viewing audience, advertisers can pay a smaller fee and have their ad reach an unlimited demographic via an Internet viewing audience. Five11 can assist you in doing a major Countdown to Green marketing campaign. This campaign will include running a news ticker on our current programming stating the what, when, and whys of your station going green. We will also form alliances with other companies that will support your efforts and are willing to barter services in exchange for sponsorship packages. This campaign will be a threemonth media blitz announcing your revolutionary advancement in broadcasting. We will produce public service announcements with various entertainers, athletes, and public figures supporting your efforts of going green.

Management
Five11 is experienced with project management within the entertainment business. We understand that project management can be complex. Our team will watch for all signs of scheduling conflicts or tasks that are not finished on time. We will create and put our contingency plans to work at the first sign of a problem. Five11 will communicate with you and let you know if anything causes the schedule to get off track. We understand the need for communication. When you succeed, so do we. Five11 will work with you on site during the entire project. We want to get to know all staff in order to smoothly transition from project to daily routine. We plan to teach you how to use the technology that we put in place. We will customize our solution for you. We will use your existing equipment, which means less time lost learning new equipment. We will create new processes for delivering content to the Internet and will make sure it is easy enough for anyone working at the station to do independently. The project will last exactly three months. During this time we will be executing two sub-projects. The first project, the benefit fundraising concert will be planned and then executed within three months. James will take the lead on finding and booking artists. Juan will take care of the logistics of the event and manage the budget. Demetrius, Juli and Brionne will be support on any and all tasks necessary. The other sub-project is the transition from public broadcast television station to an all-Internet based television station. We will use your existing equipment and office space to create new ways for you to deliver programming to your audience. Demetrius will take the lead on converting the station and work processes. Juan will be backing up Demetrius and keeping the budget on track. During this time, Demetrius will also be activating the marketing campaign.

Brionne will be responsible for finding sponsors. She will contact existing sponsors and let them know about the new format of the station and sign new contracts. In parallel, Brionne will contact and sign new sponsors. Juli will oversee both projects and spend six weeks recruiting volunteers for both projects. Then, she will train all the volunteers for the benefit concert to prepare them for their one-day mission. In parallel, Juli will work with Demetrius to train the new online station volunteers on how to upload content and how to initiate new money-generating contests. Volunteers will be compensated with an annual subscription to the station. At the end of the three-month project, we will ensure that all station personnel and volunteers are confident with the new way of working. We will spend time with everyone involved to make sure that the transition to becoming an online only television station is smooth. We will make sure you understand the costs associated with running the station in the new format. Five11 will make you a contact list and introduce you to the contractors needed to keep your station running. For example, your new hosting provider, who makes sure the site has the space and bandwidth needed to support the station.

Deliverables
We will give you the footage and royalty rights received from the performers during the benefit concert. We will provide you with all system administration information, like passwords. We will provide you with documentation on the processes that will need to be used to keep the station running. For example, how to upload new content and where to organize content. We will provide you with a database of volunteers that includes their availability and interests. We will give you all the new contracts that have been signed with sponsors.

Project schedule
We want you to know what the major tasks are, who is responsible for them and about how long it will take us to get these activities done. Each person in Five11 has a total of 60 business days available to work at three hours per day. Costs
WXYZ urged Five11 to find creative ways to raise additional capital to pay for the costs associated with the project. The celebrities involved in the benefit concert are helping us by donating their time and services, which helps WXYZ save more in expenditures. Anticipation of concertgoer turnout is high, with estimates between 10,00019,999 attendees. The ticket price for the concert is set at $9.95 each. The objective for this section of the project is to raise additional capital for our start-up budget, which is placed at $10,000. Five11 determined the following costs associated with the entire project: labor, materials, sub-contractors and consultants, equipment and facilities rentals, travel, overhead and contingencies. The details for each of these costs are in the following sections.

Labor
The labor associated with the new online station does not affect this project. The costs are the same as they were before. There will be 15 volunteers recruited to help you maintain the station. These volunteers will be paid with an annual subscription to the station and a rewarding experience. Five11 will not receive pay and will work for three hours per day. The labor associated with the benefit concert is: Ten security guards and city police: paid for by the City of Atlanta Four stagehands and two sound engineers: paid for in the stage rental fee 50 volunteers with various functions, like taking tickets and setting up Three city sanitation trucks from the City of Atlanta Department of Public Works (DPW) to pick up all remaining trash and recyclables: three drivers plus six additional sanitation workers for cleanup after the concert
10

A large percentage of the labor costs will be eliminated from the outdoor event, due to the outpouring of support from: local city officials, concert performers, city workers and workers involved with concert production. No workers, volunteers, performers, or Five11, will receive pay from the concert. Everyone is required to attend the rehearsal (the day before the concert) and the concert. True AV Productions handles the wages for the sound engineers and stagehands. Total manpower for the concert equals 80 people.

Materials
There are no costs associated with materials in this project.

Subcontractors and Consultants

Truea AV Productions will provide light and sound rental. The price was successfully negotiated to $2,500.00, instead of $5000.00. We will also rent 20 A-1 standard portable restrooms. The regular price of $85.00 has been discounted to $42.50 each from A-One Restrooms Company. Three of these restrooms at a cost of $77.50 each will be wheelchair accessible. No tables will be allowed or rented. Concertgoers can bring folding lawn chairs, small coolers and small grills into the event. The total of subcontractors and consultants equals $3,582.50.

Equipment and Facilities Rental

Equipment and rental needs for concert production (not subcontracted) include one covered 32ft X 24ft mobile stage for $2,500.00 and one power generator for $750.00. Other rentals (subcontracted) include A-1 portable restrooms, and light and sound by True AV Productions (See Subcontractor and Consultants section). The Atlanta Bureau of Cultural Affairs in conjunction with the City of Atlanta will donate Piedmont Park and the steel barricades (fencing) to our cause. Five11 analyzed the requirements needed to set up our green TV station, which is server space provided by www.godaddy.com for a cost of $12.47 a month ($12.47 x 3 = $37.41). The total cost of equipment and facilities rental is $2,287.41.
11

Travel
Performers for the event that do not live in the Atlanta metro area are scheduled to fly in for the event and have agreed to pay their own travel, food and lodging expenses. They will write off these business expenses on their taxes. No travel is required for the remaining performers, which are local. Three of the top performers will be in town for a two-day stay at the five star Ritz-Carlton Hotel in Buckhead. We have pre-arranged free complimentary limousine service via the hotel. The Ritz-Carlton hotel chain will be given free advertising space during the outdoor event for their cooperation. All local performers have agreed to provide or pay for their own means of transportation, security and additional expenses regarding travel to the outdoor event. The total cost of travel is $0.00.

Overhead
Our marketing estimates for the three-month promotional campaign are based on monthly estimates that include: We will create free Myspace and Facebook accounts to contact Atlanta residents and invite them to the concert. For the three-month promotional launch, radio and billboard ads cost $100.00 per month. Electronic flyers will be created and used on our site and other sites. To create the PSAs we need approximately $200.00 of studio time for editing, ftp uploads and cartage fees, which are blank media for recording public service announcements. The studio will only be used one time. The total monthly expenses for the first three months are $100.00 a month. There is a one-time studio fee of $200.00. The total overhead is $500.00.

Contingencies
Five11 and the executives of WXYZ have agreed to a management reserve of ten percent in emergency funds (10% of $10,000=$1,000).
12

Fee or Profit
WXYZ is a not-for-profit organization. The TV station will not generate any profits from the benefit concert nor the innovative green Internet TV station. Fundraising will be generated though various mediums: Public and private sponsorship donations: $500, $1,500 and $2,500 TV subscriptions: $40.00 per quarter or $100.00 per year Program rentals for $1 per episode Merchandising: coffee mugs, tee shirts, key chains, etc. Text messaging as a source of fundraising for contests and program voting: donation of $1.00 per text message Online voting as a source of engaging the public while fundraising: donation of $1.00 per vote Concert ticket sales: $9.95 each Vendor participation during the concert: average of $400.00 per vendor plus an additional 10% if they double sales ($800.00 or more)

Work Breakdown Structure

16

Assumptions
We made the following assumptions when creating this project proposal: The station has been up and running for some time, there is no need to buy additional editing and production equipment. The station already has the web domain www.wxyz.org. The station has a diverse viewing audience. The station has staff members that can handle many of the editing and programming tasks in-house, saving the expense of having to outsource these tasks. We will be able to book enough headliners for our benefit concert. We will be able to obtain the rights from all performers of the benefit concert to re-show the concert for a fee.
