TACLOBAN CITY The Samar I Electric Cooperative (Samelco I) Employees Union has re-extended the deadline for the management to negotiate on collective bargaining agreement (CBA) until tomorrow (March 15) before launching a strike. In a fifth conciliation meeting Wednesday night held at Samelco I office in Calbayog City, the management appealed to extend the deadline until March 15 where the six-member board of directors will convene for a special meeting. Union president Divina Gracia Balite said they granted re-extension because of their willingness to sit down with the management. We have agreed to give them another last chance to change their decision but we are very eager to go on strike anytime if on Friday the

management will still refuse to negotiate, Balite said in a mobile phone interview. DOLE Regional Director Exequiel Sarcauga and National Conciliation and Mediation Board regional conciliatormediator Tomas Biboso facilitated the last ditch meeting per instruction of Labor Undersecretary Rebecca Chato. In a news conference Wednesday morning, the management announced they will not negotiate; instead they will exhaust all legal remedies not to recognize the union as a bargaining agent. The management also said they are gearing up to minimize the impact of looming strike to the 48,000 member consumers of Samelco I. We want the management to talk to workers and not prepare for strike because disruption of operations is inevitable when a strike takes place, Biboso said in a phone interview. The electric cooperative operates and maintains three substations in Barangay San Agustin in Gandara, Samar; Barangays Capoocan and Palanas,both in Calbayog City; and a mini hydro power plant in Ton-ok village also in Calbayog City. These facilities distributes electricity to 427 barangays of Calbayog City, Sta. Margarita, Gandara, San Jorge, Pagsanghan, Tarangnan, Matuguinao, Sto. Nino, Almagro and Tagapul-an in Samar. Rafael Payod, a member of the board of directors of Samelco I, said in an interview that he cannot assure if the board will reverse its March 9 decision tomorrow. The management ruled to file a motion for reconsideration and hale the case to the Court of Appeals.

The board decision is already final but we will try to follow the suggestion of DOLE and NCMB, Payod said. He maintained that they cannot provide additional benefits to workers as it owes the Power Sector Assets and Liabilities Management Corp. about P300 million. Chato issued a certification on March 4 affirming the union as the sole and exclusive bargaining agent of the employees. The ruling was in response to the Nov. 28, 2012 appeal of the management questioning the legality of pre-election conference and validity of election. Conciliation meetings have been held after the union filed a notice of strike last Jan. 31 on the ground of managements refusal to enter into a collective bargaining agreement. (SARWELL Q. MENIANO)

Swedish natl accused of maltreating fiance


CATARMAN, Northern Samar On the day that the world was celebrating the International Womens Day, a young Filipina woman rushed to the police station seeking for refuge from her furious fianc. Twenty-seven-year old Joy (not her real name), jobless, complained to the police in Allen, Northern Samar that she was maltreated by her boyfriend, Bengt Gerhard Gunnarson, a 69 year old Swedish national. In her complaint, Joy said she and Gunnarson have been staying in Kinabranan Lodge in Allen for more than a month. On Friday afternoon, March 8, her boyfriend got drunk and started to get violent inside their hotel. The girls father came to the rescue, which ended up to a fight between the father and the Swedish. She did not show any bruises in her body, but it seems she is emotionally abused. She reported that Gunnarson spitted on her and insulted her repeatedly when drunk, said PO1 Precy Collamar, chief of the Women and Childrens Desk at Allen Police Station. Saving the evacuees

n the midst of the on-going crisis in Sabah where Filipinos are being killed despite being non-combatants and are merely residing there and have nothing to do with Kirams forces, the Philippine government must take the necessary efforts to prevent a humanitarian crisis there. Lately, such an expected move nally came. Preparations are now underway to prepare for the arrival of Filipinos from Sabah to the provinces of Basilan, Sulu and Tawi-Tawi, this as a result of the national governments initiative to mobilize agencies that could look into this matter. Tasked to ensure the safety of its citizens at all times, the government cannot just ig-

nore the plight of beleaguered countrymen in that part of the world. At least, they should be brought home to safer grounds. Reports have it that around 1,500 evacuees have already ed Sabah, and a lot more are to follow suit and could thus swell to crisis proportion. Scattered in different parts of Mindanao, these evacuees have arrived from Sabah over the weekend. Social welfare workers have been attending to them, giving them food and fare money so they can join their relatives in Mindanao. The government agencies have planned evacuation, relief distribution and livelihood

QN just learned this week that the two cities and twentyfour towns comprising Samar province [Eastern Visayas (Region VIII)], Philippines, had received a public market construction project each from the Priority Development Assistance Fund or PDAF of senator Chiz Escudero. Each PDAF public market cost P500,000, thus the total worth of the 24 such markets funded by Sen. Escudero amounted to P13 million. These towns are: Almagro, Basey, Calbayog City, Calbiga, Catbalogan City, Daram, Gandara, Hinabangan, Jiabong, Marabut, Matuguinao, Motiong, Pagsanghan, Paranas, Pinabacdao, San Jose de Buan, San Jorge, Santa Margarita, Santa Rita, San Sebastian, SanPDAF of three senators and a member of the House of Representatives were channeled to a questionable non-government organization. Neglected subdivision roads


some subdivisions, its the developers own workers who do not follow specifications as they are secretly stealing their employers construction materials for use in their own construction projects within the subdivision, among the homeowners who hire them for house improvement and so on, on packaged basis, meaning, the workers provide both the labor and the materials needed. Of course, these interior roads do not last. Such is the case of many of these entranceexit roads outside these subdivisions. Built on swampy grounds, these roads quickly give in to the pressure of heavy equipments that pass by. And since, in some subdivisions, the developers keep on expanding and multiplying the residential units, their haulers of mountainous filling materials eventually break the shaky roads into pieces. Yet these developers never even bother to rehabilitate the road that

THE UNPREDICTABLE GOD


God is unpredictable: we ask for health that we might do greater things; but he gives infirmity, that we might do better things. We ask for riches that we might be happy, but he gives poverty, that we might be wise. Why cant we predict Gods ways? It is because we only know that God is, but not what God is. A man born blind knows that there is such a thing as fire for he feels its warmth; but what it is, he does not know. We are in his situation. Therefore, concerning God, humble silence is the best form of eloquence. The Jews in the time of Moses were not humble, and hence would not stand an unpredictable God. So they made a golden calf (Ex 32:8), as a symbol of Yahwehs power, so that they could harness that power, and domesticate God by a visible image. The Jews of Jesus time were not different. Jesus listed four witnesses John the Baptist, the Scriptures, God himself, and the works of God he did to testify that God had sent him (Jn 5:36). And yet they refused to believe in him, because they did not want an unpredictable God who spoke through a carpenter from Nazareth. We cannot expect God to come into our own lives in a predictable way. God can come close to the woman whose husband has suddenly left her for another woman; to a couple with a sick infant; to a man trying to kick drugs; to a teenager struggling with depression, or to a man who has lost his job. To expect God to come in the way we would like, is trying to fit God into a diagram. May we not try to imagine God, lest we have only an imaginary God. What is the most common complaint of homeowners in residential subdivisions that had mushroomed in Tacloban citys outskirts in recent years, particularly in those subdivisions that presently stand on former swamps and lowlying, muddy grounds? Well, its about the badly damaged road leading to their place. Its a common sight among interior subdivisions in particular. Their entrance and exit road usually abounds with huge cracks and holes that, unfortunately, remain unfixed over the years, causing bumpy and uncomfortable rides, not to mention the danger that they pose to daily motorists and commuters alike. These roads have

been prone to damage for some reasons. For one, they accommodate vehicles of various sort day in and day out, causing them to be busted endlessly. There being no other passage going in and out, residents cannot help but frequent the road. This, of course, contributes to the deterioration of the structure. Lucky for the residents if the road had been constructed with utmost quality, the specifications strictly followed. Problem is, the developers particularly the smalltime ones, had constructed such roads only in compliance with, say, Pag-ibig requirements. They are actually of inferior quality, made of substandard materials. As what happens in

The father of Brannon Anthony Luis Ballete has no knowledge of the correctness of the entries in the subject certificate of live birth as he took it upon himself to put in the said erroneous and fictitious information therein. She and Anthony Bunag Gonzales parted ways soon after the birth of Brannon Anthony Luis Ballete. She went back to Oras, Eastern Samar and raised Brannon Anthony Luis Ballete at the house of her parents. It was there that her parents affectionately coined the nickname of Brannon to the baby ANTONIO LUIS BALLETE GONZALES. When the said child started studying in the elementary grade at Oras, Eastern Samar, he used the family name of his mother which is BALLETE. As such, the name he used since then and until the present is BRANNON ANTHONY LUIS BALLETE. This fact is shown by the copies of his school records. The certificate of live birth of the said child contains the following entries which correction is being sought: a. The entry of first name from ANTONIO LUIS to BRANNON ANTHONY LUIS; b. To delete the entry of middle name which is BALLETE and leave it blank; c. To correct the entry of Last Name from GONZALES to BALLETE; d. To correct the spelling of the first name of the mother from the erroneous SUZZETTE to the correct one which is SUZETTE; e. Sen. Legarda lauds Ormoc LGU for implementing environmental laws


ORMOC CITY In her brief visit to this city, re-electionist Senator Loren Legarda was appreciative that the city local government has implemented the environmental laws that she passed. This is very gratifying to know that Republic Act 9003, An Act Providing for An Ecological Solid Waste Management Program has been implemented here in Ormoc City, said Legarda, after she was welcomed by City Councilors Lea Villar and Ruben Capahi who informed the senator of the environmental practices of the city. Ormoc City Mayor Eric Beboy Codilla was not around as he is in Manila attending the national convention for city mayors. The law on solid waste management is a landmark legislation which was one of the earlier bills she passed during her first term of office. It was signed into law in 1999 and was implemented in the year 2000. Sen.Legarda later toured at the trade exhibit in the ground floor of the city hall. The more she was impressed seeing the recycled fruit juice packs made into bags, wallets, used straws made into childrens dresses and newspapers and magazines converted to rosary beads and bracelets. She immediately bought several pieces of the rosaries and necklaces for pasalubongs. She said she will tweet it. The senator was more impressed when Councilor Villar informed her that the city has now a sanitary landfill, the only one of its kind in the Eastern Visayas which has been inaugurated and now in operation at Barangay Green Valley. There is also the centralized de-composting in the same area. Legarda said she congratulates the city for its significant efforts in solid waste management and environmental protection. She also congratulated Marietta Legaspi, city field officer of the Department of Social Welfare and Development for training women and the members of the Pantawid ng Pamilyang Filipino in using recycling trash and other reconstructed items to something useful. Legaspi told Legarda that the city is giving livelihood to the marginalized Ormocanons which is also implementing her law on magna carta for MSMEs (micro, small and medium enterprise) or the Republic Act 9501 which supports entrepreneurs in improving their business. The other environmental laws passed by Legarda are RA 8749- Clean Air Act; RA 9003-the Solid Waste Management Act; Climate Change Act of 2009, (Republic Act 9729) which created the Climate change Commission and co-sponsored Climate Change Act of 2009 (Republic Act No. 9729), which created the Climate Change Commission and co-sponsored the Philippine Disaster Risk Reduction and Management Act of 2010. Tanauan residents want proper waste disposal problem solved


TACLOBAN CITY Town residents of Tanauan, of the first district of Leyte, called on to their municipal officials, particularly to Mayor Agapito Pagayanan Jr., to solve on the proper waste disposal problem on their dumpsite, which is situated at Sitio Abang of Barangay Lapay. In an interview with Claro Fulton Morantte, barangay chairman of Licod, he said that Mayor Pagayanan need to solve the problem on proper disposal of their garbage for the area used as dumpsite now is classified as hazardous to residents. According to him, the dumpsite in Sitio Abang is located along the main road wherein residents of four other barangays pass on said place. Upon passing the area, passengers are being distracted because of the foul odor, Morantte said, adding that the residents of four other inner barangays of Tanauan to include Tugop, Analuraw, Linao and Cogon are using the said road. Chiz backs UN calls for immediate release of Filipino peacekeepers


Senator Chiz Escudero supported the call of the United Nations Security Council for the unconditional and immediate release of UN peacekeepers, 21 of them Filipinos, who are being held as captives by rebel forces in the Golan Heights ceasefire zone near the SyrianIsraeli border. Escudero, who had supported Filipino service mens participation in UN peacekeeping operations, said the Syrian rebels who abducted the peacekeepers do not have any reason not to release their captives since they were part of the UN Disengagement Force (UNDOF) tasked to monitor a ceasefire agreement between Syria and Israel since 1974. The peacekeepers are not involved in the internal conflict between rebels and Syrian President Bashar alAssad, Escudero said. DAR, PCIC provide ARBs with accident insurance


TACLOBAN CITYThe Department of Agriculture (DA), through the Philippine Crop Insurance Corporation (PCIC) will provide agrarian reform beneficiaries (ARBs) protection against loss of limbs or life under their accident and dismemberment security scheme. PCIC-8 Regional Manager Dominico Digamon said that the beneficiaries must be participants of the Department of Agrarian Reform (DAR) programs such as the Agrarian Reform Connectivity and Economic Support Service (ARCCESS), Agrarian Production Credit Program (APCP), Credit Assistance Program for Program Beneficiaries Development (CAPPBD) and Microfinance Capacity Development in Agrarian Reform Areas. He also said that the protection plan is contained in the joint program of DA and DAR called the Agrarian Reform Beneficiaries- Agricultural Insurance Program (ARB-AIP) for the purpose of providing crop insurance protection to ARBs. The ARB-AIP also aim to provide the ARBs a safety net against crop pests and diseases as well as the increasingly unpredictable weather patterns brought on by the intensifying climate change over two cropping seasons this year, Digamon said. Under the ARB-AIP, over 12,546 ARBs or members of their households farming some 12,169 hectares of land will be provided premium subsidy and enrolled in the DA-PCICs crop insurance programs amounting to 325,523 million in which DAR will identify the eligible beneficiaries. Of these targeted beneficiaries in the region, 12,546 are rice farmers tilling 8,053 hectares and 6,677 high value commercial crop farmers planting in 4,116 hectares. DPWH sub-district office converted to Tacloban City sub-engrng district


TACLOBAN CITY The Department of Public Works and Highways (DPWH) has converted the Tacloban City SubEngineering District Office into a regular engineering district office. By virtue of a department order issued by DPWH Secretary Rogelio Singson, the sub-district office will be named as Tacloban City District Engineering Office. The new district office is headed by Engr. Arnaldo Bonifacio. DPWH-8 Regional Director Rolando Asis said the Tacloban City Sub-Engineering District Office is among the 12 sub-district engineering offices nationwide which were upgraded to a regular district by virtue of Department Order No. 25. PRO8 intensifies Oplan Katok to ensure peaceful polls


CAMP KANGLEON, Palo, Leyte At least 510 long and short firearms with expired licenses were turnedin for safekeeping at different police stations in the region as the Police Regional Office 8 (PRO8) continued its campaign against unrenewed and loose firearms. Police Chief Superintendent Elmer Ragadio Soria, PRO8 regional director, said they expect to account for more as the police intensifies its campaign against loose firearms and guns with expired licenses as part of the effort to have secure and fair elections this year. We thank those gun owners who responded to our call to renew their gun licenses or voluntarily turnedin their firearms. Those who did not heed our call may face further discomfort as they will be then subjected to Search Warrant, to be followed by filing of criminal case for violation of the RA 1866 as amended by RA 8294 or Illegal Possession of Firearm, Explosive and Ammunition, Soria added. Soria directed all unit commanders to strengthen their efforts with firearms being one of the most common weapons used in violence. PRO8 is trying to account for 10, 407 firearms with expired licenses in Eastern Visayas as written notices were sent and a total of 13, 901 house visitations were conducted to the owners addresses and reminded those who have unrenewed firearms licenses of their obligations and for those who have unlicensed firearms to surrender such. The police official added that most of the firearms with expired licenses were from Leyte, followed by Samar and Northern Samar. Of the figure, 908 licenses were already renewed while 579 are on-process of renewal. A total of 5,372 gun owners with expired licenses were advised to renew their respective licenses while others were either not contacted, deceased, denied ownership, transferred residence or the firearms were either sold, lost or carted by communists-terrorists. Forty firearms, meanwhile, are in different courts as exhibits. Soria, however, clarified that even if the PNP is issuing licenses to firearms, the release of permits to carry firearms outside of residence is still suspended as the police is strictly implementing the Commission on Election (Comelec) gun ban. The top police official further informed that as the midterm elections draw nearer, a more protracted and intense campaign against loose and unrenewed licenses of guns will be implemented by his office. PRO8 arrests 2 more shabu pushers


CAMP KANGLEON, Palo, Leyte The Police Regional Office 8 (PRO8) is up on its toes collaring high value targets in its watchlist as two more shabu pushers fell in the hands of police authorities as vendors of the popular illegal drugs continue to make their way into different jails in the region. The successful anti-illegal drugs operations were conducted as we confirmed the reports we are getting from members of the community, said Police Chief Superintendent Elmer Ragadio Soria, Eastern Visayas police director, adding that the continued support from different sectors is a big boost in the anti-illegal drugs campaign. The top police official informed that one Larry Dee Conato Gonzales, of Brgy Matin-aw, Maasin City, was cornered with 11 sachets of shabu in a buy-bust operation at Espina Blvd, TungaTunga, Maasin City by the Provincial AntiIllegal Drugs Special Operations Task Group of Southern Leyte Police Provincial Office (SLPPO-PAIDSOTG) led by PSInsp. Delfin Tan. Gonzales was caught at around 10:30 p.m. on March 7 selling two small-sized, heat-sealed and transparent plastic sachets weighing about .04 grams of shabu for P1,000 to a police poseur-buyer. The police further confiscated from the suspects possession nine more small heatsealed transparent plastic sachet containing suspected shabu weighing about 1 gram with estimated market value of P4,500, the two P500 buy-bust money, one Cherry Mobile cellphone, one unit Kawasaki rouser 135ls motorcycle and cash amounting to P2,500. Meanwhile, a joint operation at Brgy. Dawahon Island in Bato, Leyte conducted by a police team from Leyte Police Provincial Office under PSInsp. Jonathan Camacho and Bato Municipal Police Station led by PSInsp. Roger Octaviano on the evening of March 6 resulted in the arrest of one Rolecito Gudes alias Cito, a fisherman from said area, after selling one small sachet of shabu worth P500 to a poseur-buyer. The team further recovered from the actual possession of Gudes two more small heat-sealed plastic sachets of shabu with an estimated street value of P1,000 and the P500 marked money. Recovered illegal drugs were brought to the Regional Crime Laboratory 8 for quantitative examination while cases for violation of Section 5 and 11 (Sale and Possession of Dangerous Drugs, respectively) of Republic Act 9165 (The Comprehensive Dangerous Drugs Act of 2002) were filed separately on Monday against the Gonzales and Gudes by the arresting police units, Soria informed. CIDG-8 arrests suspected swertres operator


TACLOBAN CITY The Criminal Investigation and Detection Group (CIDG) regional office8 has once again entrapped an illegal operation of swertres in Babatngon, Leyte through by virtue of a search warrant issued by Judge Alphinor Serrano, judge of Regional Trial Court (RTC) Branch 6. According to Chief Inps. Bernard Lao, they have seen inside the house of the suspect identified as Fernando Taburada, a resident of district 3, Babatngon, Leyte different illegal swertres paraphernalia. We, together with the barangay officials of the said barangay have seen in the table above the table of the suspect the different illegal swertres paraphernalia such as the tally sheets, tapes and bet money, Lao said. Also, the CIDG team and other barangay officials have seen nine other individuals remitting their collections to the suspect, Lao added. Taburada is now facing charges for violating Republic Act No. 9287, filed by the authorities. Today, we have already filed a case against Taburada at the provincial prosecutors office for violating RA 9287, he added. The suspect, together with other nine otrhers, is temporarily imprisoned at the CIDG detention cell while the investigation or hearing is still going on. Meanwhile, Lao admitted that their office is challenged by the increasing number of illegal swertres operation in Region 8. Calbayog Sanggunian CHISEN as LLA National Finalist


The Department of the Interior and Local Government (DILG) and the Philippine Councilors League (PCL) presented an Award of Recognition to the Sangguniang Panlungsod of Calbayog City, Region VIII as national finalist of the 2012 Local Legislative Award Component Cities Category. Hon. Rogelio T. Casurao, the Chairman of the Committee on Laws, received the award last March 7, 2013 during the 2013 End Term National Assembly of the Philippine Councilors League (PCL) at SMX Convention Center, Mall of Asia Complex, Pasay City, in recognition of its accomplishments in local legislation that contributed to the attainment of desirable socio-economic and environmental management outcomes which benefited the community and enhanced the development of the Local Government Unit of Calbayog. SM Foundation to hold scholarship contract signing and orientation


TACLOBAN CITYThe Shoemart (SM) Foundation visited the city of Tacloban to conduct a two-day interview of possible applicants for their scholarship program. SM Foundation media director Neny Regino said that their foundation has opened its scholarship program to public high school graduates in Tacloban and its environs. She also said that those who applied for their scholarship program are graduating students of public high schools with an average of 88 percent in the 2nd and 3rd grading periods and having a total household income of P150,000 per annum. In the scholarship examination and interview which they have conducted last March 12, 2013 at Leyte National High School there were 20 applicants who passed out of the 30 applicants. Yesterday they have a new set of 50 student-applicants, mostly from Sagkahan National High School, who underwent examination and interview. The second batch of applicants is also subject for background investigation to ensure that they belong to indigent families. Most applicants for the SM Foundation scholarship program in Tacloban passed the examination but when they undergo interview and background investigation some of them will fail because some of them belong to rich families who can afford to enroll in big colleges and universities, Regino said. Our scholarship program is created to help graduating students in public high schools who cannot afford to enroll in college or university due to indigency, Regino added. All applicants who passed the SM Scholarship Program will meet again tomorrow (March 15) for the contract signing and orientation at the Hotel Alejandro here in Tacloban City. (RYAN
