2013 SEASAC Softball Championships

2224 March 2013

UWCSEA East Singapore

Welcome to the 2013 SEASAC Softball Championships

Dear SEASAC participant, On behalf of our school community, I would like to welcome you to Singapore and UWC South East Asia. The UWCSEA East Campus in Singapore has been open since August 2010 and has grown over the years to its current size of 2,000 students, from Kindergarten through Grade 11. We speak a great deal at UWCSEA about the importance of sports in our learning programme for students. We value it not only in the academic offerings within our curriculum but also within our after-school Activities programme. It is within the sporting arenas that athletes learn many of lifes greatest lessons that can be transferred well outside of sports and into other areas of our lives. The famous coach, John Wooden once said, Dont measure yourself by what you have accomplished, but by what you should have accomplished with your ability. This tournament will be another opportunity for you to play to the best of your ability; I hope you take it, and make the most of it. All the best to you and your team this weekend, James Dalziel

Tournament information
Coaches meeting
This will be held in the Grand Mercure Roxy Hotel on Thursday, 21 March at 8pm. The Head Umpire will be present to confirm ground rules and answer queries. All bats that are to be used in the tournament must be brought to this meeting to be checked as legal and taped to indicate that they have passed the inspection. The bats will be returned to teams the next day. Bats that have not been approved may not be used.

Bad weather
There is an automatic lightning detector system operating on the field. All play must stop and players must go under cover when the warning lights are flashing. In the case of excessive delays caused by rain or lightning, games can be played under lights. Buses will be re-scheduled and teams should be prepared to adapt to a revised schedule.

Security
Coaches will be provided with security passes, and they should wear these on entrance to the campus and during the tournament. The College has excellent security, but coaches should ensure athletes valuables are stored away safely; they can be passed to the Tournament Director for safekeeping if required.

Food and beverage

Lunch on Friday and Saturday will be available in the canteen (under the field) and lunchboxes will be provided on Sunday. There will be a snack bar operating up on the field, and in addition the coffee shop will be open throughout the tournament, selling a range of food and drinks. There are water fountains around the school, and there will be water containers provided on the field. Schools should ensure that athletes bring a water bottle that they can refill when required; paper cups will not be provided.

Lost property
We will take any lost and found property to the Sport and Activity office (next to the canteen) at the end of the day. During the day, items will be held in a box by the admin table on the field.

Facilities
The tournament will be held on the elevated artificial turf field at the UWCSEA East Sports Complex. There will be two fields in use, each with a 5053M outfield fence. The fence is 5 high where it is at 50M and 4 high where it is 53M. The surface is 32mm turf with rubber infill.

RULES OF PLAY
From the SEASAC Handbook Number of participants: 13 players, 2 coaches All ISF rules apply (www.internationalsoftball.com/rules.html) with the following SEASAC exceptions: NOTE All games will start with a 1:1 count (this is not in the SEASAC rules but is standard in SEASAC tournaments). 1. Girls and boys will pitch from 46 or 50 feet (pitchers can choose where to pitch from). 2. 15-foot commitment line from home plate (Commitment line should be extended to an area longer than that of the base line. This is to allow runners running to the backstop to see this line.) 3. Base distance will be 65 feet. 4. No tag at home after the runner crosses the commitment line, force play only. 5. Unless ball is thrown behind plate to backstop, a tag only but NO body contact should be made. Umpires discretion will determine play outcome. 6. 20 x 32 inch home mat 7. Girls use 11 inch red stitch ball and boys use a 12 inch ball. Ball COR should be 47 and 375 lbs for boys ball COR should be 47 and 500 lbs for girls. If balls are not of this core and lbs visiting teams should be informed of what balls are. 8. #3 and #4 in the batting order will be allowed to be intentionally walked (no strikes thrown) only once per game. Each time thereafter when the same batter is intentionally walked (no strikes thrown) the batter will be awarded a double. 9. Field dimensions a minimum of 150 feet is needed to constitute the outfield 10. Only ISF-approved bats can be used at SEASAC tournaments. 11. The mercy rule will be used in the interest of good sportsmanship: Anytime after 4 Innings if a team is up by 15 runs the game is complete. Anytime a team is up by 15 runs before the 4th inning of the game, that team will give up their at bats until the spread is less than 15.

12. In case of time shortage the modifications should be as follows: 1. move to a 1:1count 2. move to 5 innings

13. Preliminary round-robin games will be 7 inning or 75 minute games (whichever is shorter). No inning will start with less than 10 minutes remaining on the game clock. The starting time and start of last inning should be either visibly written or told to each team prior to start of game. 14. All play-off games will be regulation 7 inning games. 15. 1 point for a win, 0 points for a loss. 16. Tie-break. In the case of a points tie at the end of the round-robin section of the tournament the Head-to-Head result will be used to break the tie. In the case of a draw or multi-way tie, the following shall be applied to break the tie: 1. Defensive average of runs allowed against tied teams 2. Defensive average of runs allowed against all teams 3. If a tie remains the tied teams will play a One pitch inning as described in the ISF rule book 4. Once the first tie-break in a multi-way tie has been resolved, additional ties will be resolved in the same format using the same sequence of procedures beginning with head to head result.

17. Pitching regulations as per ISF (i.e., quick pitch, pitching motion)

Ground rules
1. Ball bounces over the fence two bases awarded 2. Ball rolls under the fence two bases awarded 3. Play can continue when the ball is stopped in the field of play by the fences at 1st, 3rd and Home. If a miss-field results in the ball crossing the line between Home-1st or Home-3rd, the ISF dead-ball rule will be applied.
