TheLosAngelesCountyareaisamongthemostcongestedinthenation.ApioneerinthedevelopmentofHighOccupancyVehicle(HOV)
lanes,California'ssolutiontotrafficcongestionhasitselfbecomeacasualtyofoveruse.In1995,CaltransopenedtheHarborTransitway on
theHarborFreeway(SR110),featuring8milesoftwocarpoollanes,withfivetransitstationslocatedinthemedianofthefreeway,and3
milesofasinglecarpoollane.Overtime,theTransitway approachedheavieruseduringthemorningpeakperiodbuttherestoftheday
hadplentyofcapacityavailable.AndparalleltransitserviceontheTransitway hadlowridership.
In2008,thefederalgovernment providedanopportunitytobuildaHighOccupancyToll(HOT)lanesysteminLACountywiththe
CongestionReductionDemonstrationgrantawardofsignificantfederalfunding($210.6million).TheLosAngelesCountyMetropolitan
TransportationAuthority(Metro)andCaltranspartneredonLAcounty'sfirsteverHOTlanes,brandedasExpressLanes,thatopenedon
November10,2012.
TheExpressLanesprojectallowssolodriverswhopayanelectronictolltotravelin11milesofconvertedcarpoollanesonthe110.
Carpools,vanpools,busesandmotorcyclestraveltollfree.Todate,travelspeedshaveoperatedabovethegoalof45mph100%ofthe
timeduringthepeakperiod.Further,thelanesareofferingdriversanattractivechoice 40%ofitsusersarepayingthetoll.
PartnershipandTeam
Metroobtainedlegislativeauthorityin2008withSenateBill
1422(RidleyThomas)whichauthorizesMetro,incooperation
withCaltrans,toundertaketheconversionofHOVlanestoHOT
lanesonthe110betweenAdamsBlvdandthe91freeway.
Thefederalgrantrequiresformalevaluationofthepilotbased
upon12monthsofdatacollection.Statelawalsorequiresa
performancereportdocumentingtheresultsoftheoneyear
demonstrationperiodtotheLegislaturebyDecember2014on
keyareassuchas:

AccessforLowIncomeCommuters

Thisisoneof10StateauthorizeddesignbuildprojectsperSB4.
Theprojectdeliveryinvolvedcountlessmovingpartsandrequired
intensivecoordinationamongmultipleagencies,thecontractor,
electedofficialsandtheirconstituencies.Morethan480
stakeholderbriefings,including10publichearings,havetaken
placeabouttheproject.Inadditiontobeingapioneering
congestionreliefeffort,MetroExpressLanesisatestament to
multifacetedcooperationandpartnership.
TheExpressLanes projectwasbuiltbyAtkinsonContractors,LP
undercontracttoMetro.Thecontractorwascompetitively
selectedtodesignbuildoperateandmaintaintheExpressLanes
project.TheAtkinsonteamincludedAECOMfordesignandXerox
fortollingintegrationandoperations.

preopening(averageof50,000trips)duetoincreased
enforcementandtheintroductionoftheFasTrak requirement,we
haveobservedasteadyincreaseinvolumesduringeach
consecutiveworkweek(TuesdaythroughThursday)forthe
period,withtheexceptionofthetraditionaldownturn
experiencedduringmajorholidayworkweeks (Fig3).
Asabaseline,wecloselymonitortheAMnorthbound(NB)peak
hourandPMsouthbound(SB)peakhourvehiclesperhourper
lane(vphpl)ineachofthetollsegmentsduringtheworkweek.
Trafficvolumesinthemostcongestedperiodoftheday,AMNB
nowmeetorexceedpreopeningvolumes(Fig4).TheSBPM
peakhasaslightlyloweroverallflowinthePMcomparedtothe
AMisdueinparttocongestiononthe110inthevicinityoftheI
10nearthestartoftheSBExpressLanes.Currently,volumesare
at96%ofpreopeninglevels(Fig5).

Asexpected,averageGPlanespeedshavedeclinedinbothdirectionssince
opening.AsmoretrafficmovesintotheExpressLanes,weexpectthatGPlane
speedswillcontinuetoimprove,includinginthemostcongestedlocations,during
thepeakperiod(Fig6and7).ExpressLanes openedNovember2012midmonthso
thefirstcomplete monthofdataisprovidedforDecember2012andisshownto
illustratecomparabledatatobeforeopeningwithinthesameperiodand
subsequentmonthssinceopening.Monthlycomparisonsofbeforeand
afterperiodswillbeavailableaspartoftheformal12monthevaluation.
AverageDailyTraffic(ADT)istheaveragenumberofvehiclesinbothdirections
passingaspecificpointina24hourperiod. Thisisdifferentfromthetotalnumber
oftripsbecausenotalltripspassthroughaspecificpoint.Forexample,onetrip
maygofromI105toAdamswhichmeansitpassesthroughtheSlauson segment
butanothertripmayonlytravelbetweenI105andManchester.SimilartotheGP
lanespeeds,ADTisimprovingwithinExpressLanesduringtheperiod(Fig8).Over
time,theExpressLanesareexpectedtoredistributetraffictobenefitboth
ExpressLanesandgeneralpurposelaneusers.
Moreover,decliningGPspeedsandADTfrom2011to2012priortothe
ExpressLanes openingarebasedinpart,onabroaderpreexistingtrend.The
openingoftheExpressLanes doesnotappeartohaveaffectedthistrend.The
aforementionedformalevaluationwillprovideacomprehensivedatacomparison
beyondthepreliminarythreemonthscontainedherein.

addition,peakperiodtollsforan11miletriponthe110ExpressLanesmust
beatleast1.5timestheMetroBusRapidTransit(BRT)fareof$2.45(Fig13).
Overall,operationsandmaintenancecostforthefacilityareapproximately
$2.9millionfortheperiod,excludingstartupcosts. Attheconclusionofthe
demonstrationperiod,nettollrevenueswillbereinvestedinthecorridor.

I85operatesoneExpressLaneineachdirection,abenchmarkof
