JOB DESCRIBTION: Responsibilities Assists in planning, preparing, organizing, directing the activities and staff of the Human Resources

s Department, including recruitment and selection, classification and compensation, employee benefits, environmental, health and safety, organizational development and training, payroll, labor relations, affirmative action, risk management and work plan Assists to upper management in the development and implementation of goals, objectives, policies and priorities for each function of the Human Resources Department. Prepares and updates job tasks of each unit Reviews and evaluates work methods and procedures Comprehends programs, policies, and activities regarding the Human Resources Department Assists in negotiations and resolving sensitive and controversial issues Analyze statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of organization's personnel policies and practices Maintain records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and turn-over rates Reports to upper management regularly Complies with company and government safety requirements and other regulations Reviews CVs and share with upper management Maintain job postings on company website and social media sites Suggests traditional, creative and alternative recruiting techniques Assists in building out and establishing recruitment strategies and requirements for temporary and permanent positions Meets with staff to identify and resolve problems Establishes and maintains effective working relationships with other employees and officials Analyzes training needs to design employee development, language training and health and safety programs

Qualification At least bachelor's degree in Human Resource Management, Organizational Behavior and Development, Business and Public Administration or equivalent At least eight years Human Resource experience related to the position. At least six of the eight years must have been at the professional-level Fluent in Kyrgyz, Russian and English languages Familiar with local legislation Considerable knowledge of modern policies and practices of personnel administration; thorough knowledge of employee classification, compensation and benefits, recruitment, selection, and training Excellent organizational and planning skills Excellent written and oral communication skills Excellent computer skills (i.e. use of software and MS Office application)

Any equivalent combination of training and experience that provides the required knowledge, skills and abilities is qualifying. Professional and enthusiastic, self-motivated, job oriented, proactive and ability to multitask. Adaptation to flexible working hours International experience is an asset
