Fiji's Prime Minister Commodore Frank Bainimarama refutes claims that the draft Constitution gives too much power to the next Prime Minister. Commodore Bainimarama says it is up to the people to choose the right leaders. As I have explained before the President is largely a ceremonial position and it is important that the commander in chief of the armed forces be the elected head of the government but we can have a look at this later on to see if changes can be made to this in the constitution. One of the questions brought up time and again is whether the Prime Minister has too much power in the draft constitution. Last time I sat in this room there was an Indo-Fijian gentleman who said we should go back to the 1997 constitution give the powers back to the I-taukei I dont know whether he was one of the supporters of these political parties that are vying for the removal of this particular one and bringing back the 1997 constitution but what I want to tell people is that we should not lose hope the people that went to Muaniweni did not lose hope after the events of 2000. As public consultations on the draft continue, the Prime Minister stands firm that there is enough protection for all Fijians. We are talking about this system which is going to be put in place for parliamentarians, ministers and senior civil servants to ensure that there is transparency and accountability in the system those are the major things

Fiji Government Must Open Up Constitution Process


Fiji government must open up constitution process if it wants to achieve truly inclusive democracy
The Fiji governments moves to consolidate power threaten to significantly undermine the constitutional process and an inclusive, democratic future for the country, say Minority Rights Group International (MRG) and Citizens Constitutional Forum (CCF), in a new report launched. The report finds that there is widespread concern within Fiji that the government, having declared its intention to allow the people to have their say over the country's future, is now backtracking, and is unwilling to relinquish power. This has impacted on the general publics faith in the constitutional process and their willingness to engage in it, say the organisations. The government is trying to address ethnic divisions in Fijian politics. This is laudable, but the message is being lost, as the general public simply focuses on the way the government has interrupted the constitutional process and stifled independent opinion, says Chris Chapman, MRGs Head of Conflict Prevention. In fact, our research shows that the government could arrive at the same goal by opening up the debate and trusting the people to make their own choices, he added. Against the backdrop of the controversy surrounding the draft constitution and the scrapping of the Constituent Assembly, Fiji: the challenges and opportunities of diversity, provides insight into two of the most vexed issues that the constitution sets out to address: tackling discrimination and exclusion based on ethnicity, and improving intercommunity relations. The report offers policy recommendations, based on evidence drawn from interviews across all of Fijis ethnic groups, and says that the government must enact comprehensive legislation to prohibit discrimination and exclusion based on ethnicity, and provide transparent, accessible and effective access to justice for all victims of discrimination. In January 2013, Fijis government created a political firestorm when it rejected a draft constitution, based on over 7,000 submissions received from the public and drawn up by an independent commission, and submitted it to be re-written by the Attorney-Generals office. The independent commissions draft contained many provisions aimed at improving inter-ethnic relations, tackling discrimination and exclusion, and increasing government accountability and respect for human rights notably by reducing the role of the military in government. The government then announced on March 21st that they were scrapping plans for the Constituent Assembly that was supposed to deliberate the scheduled new constitution, which was also presented on the same day. Some significant sections of the draft on anti-discrimination have made their way into the governments final version, but the rewritten constitution dramatically reduces the powers of the President, and makes the Prime Minister Commander-in-chief of the armed forces. The army is given a strong role in overseeing the future affairs of the nation. The current draft denies a civilian and civil society role in any of the public offices or commissions, centralising power between two positions, that of the Prime Minister and the Attorney General. This will signal to the people that they want to maintain the status quo, but we still have a chance to make changes if the government will listen and treat the people as partners and not as the enemy, says Reverend Akuila Yabaki, Chief Executive Officer of CCF. The report says that rapid urbanization, a growing modern economy and demographic shifts are eroding entrenched ethnic divisions. But indigenous Fijians express disquiet about what they perceive as the governments anti-indigenous policies, such as the abolition of the Fijian Great Council of Chiefs. The report finds that land ownership and access to natural resources also remain the cause of much inter-ethnic tension. Large numbers of IndoFijians, who rely on land leased by indigenous Fijians, have seen those leases expire; and indigenous Fijians fear their land will be expropriated by the government for development. The governments draft constitution scraps an independent land commission proposed in the earlier draft, in order to tackle such issues. Fiji has been under military rule since a 2006 coup. The country has suffered four coups since 1987, mainly as a result of tension between the majority indigenous Fijian population and an economically powerful Indian minority. Smaller minorities, including Banabans, Rotumans, Chinese, Melanesians and other Pacific islanders are largely politically invisible, and socially and economically excluded.

Bijendra, a 39-year-old market vendor who raped a 25-year-old woman while claiming to be a witch doctor has been sentenced to 13 years imprisonment by Suva High Court. Judge Justice Paul Madigan has imposed a non parole period of 11 years on the man. Justice Madigan said that the man knew that he was not able to cure the pimples but manipulated the victim and her aunt. The High Court Judge said the disturbing factor is that the man said that he can cure her pimples if she goes through the process. The court heard the complainant was introduced to the accused by her mother's elder sister with whom she was living at the time. The complainant and her aunt visited the accused on November 24, 2010, in his home to seek his services as a witchdoctor for an acne problem.

Following a yaqona ritual during which the vendor claimed to have summoned spirits, he demanded $350 to cover costs for a meal for the spirits. Three days later, she returned to the witchdoctor with $150 for the first session of healing and another yaqona ritual was performed. On her return home that day, she was told by her aunt she would have to sleep with the witchdoctor who would enable the curing of her acne. During the trial on Monday, the complainant told the court she was shocked when told about what she should do. She said that at 7pm on November 27, the accused came to her home with yaqona and cigarettes and performed another ritual in her bedroom. The complainant's aunt and the accused then locked her in a room. At midnight, the accused entered her bedroom and forcefully had sex with her five times.

Only One Passport


THE citizenship provisions in the draft constitution is exactly the same as what existed in the 1997 Constitution and nothing has changed except for dual citizenship, said Attorney General and Electoral Reform Minister Aiyaz Sayed-Khaiyum. Speaking prior to the start of draft constitution submissions at Lautoka, Mr Sayed-Khaiyum said the only difference was that anyone standing for parliament would now have to hold only a Fijian passport. "This draft says quite specifically that if somebody stands for parliament, they can only be a Fijian citizen. You can't be the citizen of any other country also." The A-G gave an example of how holding two passports could present problems. "If one of you, for example, stands for elections and you hold a New Zealand passport and a Fijian passport and you become the Minister for Foreign Affairs and you have to meet the New Zealand Minister for Foreign Affairs and negotiate something on behalf of Fiji where will your loyalty be if you hold two passports? "So as a requirement, if you stand for parliament you must only hold a Fijian passport. This is not something unique to Fiji, Australia also does it." The draft constitution submissions were conducted at the Tanoa Waterfront Hotel.

Local airlines carried a total of 749,831 passengers on international flights last year. And this marked an increase of 5.8 per cent compared to the 709,025 passengers that travelled in 2011. According to the Fiji Bureau of Statistics's Epeli Waqavonovono, the total number of passengers carried by local airlines on domestic flights in 2012 was 260,093. "This was an increase of 11.7 per cent compared to the 2011 figure of 232,793," he said. Meanwhile, 192,387 international passengers had generated 501,290 thousands of revenue passenger kilometres in the December quarter last year. Compared to the September quarter 2012, Mr Waqavonovono said the airlines transported 1.6 per cent

For domestic flights, he said local airlines carried a total of 67,496 passengers in the December quarter last year compared to 65,549 passengers flown in September. Compared to September quarter 2012, the airlines transported 3 per cent more passengers. Mr Waqavonovono said statistics for this year's March quarter would be released on June 21.

THE delay in having overseas cruise ships to visit Savusavu this year has affected handicraft business there. Women selling handicraft items at the market have seen a drop in their income because no cruise ships have visited their town since February. Vendor Rosalia Sui who has been in the business for 11 years said this year was a challenging one. "We depend a lot on these cruise ships that come in from Australia or other countries because their involvement has helped our business grow," she said. "The last cruise ship came in February and there have been no other cruise ships since then. We have seen a drop in our income and it's affecting our business. "Apart from the cruise ships, we also

The situation has forced the businesswomen to turn to local customers and hotels. "At times, we just have to sell it at a lower price because we also need the money to support our business and families. "But when we have tourists from the cruise ships, then we earn more and we miss their visit so much. Our main market is the tourism industry and tourists who come on cruise ships help us a lot when they buy our handicraft items."

A LABASA secondary school teacher who drove a vehicle while disqualified from driving has been jailed for eight months. Anish Kumar Dayal, 40, pleaded guilty before Magistrate Ropate Cabealawa to a count of driving a motor vehicle without a licence and one of driving in contravention of the Third Party Policy. According to court proceedings, Dayal was followed by two Land Transport Authority officers on February 8 this year. When they demanded his licence, Dayal failed to produce one and begged the officers not to book him because he had been disqualified from driving for 12 months from May 17 last year. In his judgment, Magistrate Cabealawa said while Dayal pleaded guilty at the first possible opportunity and saved the court's time and resources, the aggravating factor was that he

"I have noted that the accused stated in his mitigation that he was driving to Labasa Town to pick up medication for his sick son," Mr Cabealawa said. "I find this explanation fanciful." The magistrate noted that Dayal was neither young nor a first offender. "Given his education background, the accused should have known better that it is an offence to commit a crime. He is not a good role model to the students of the school. "The accused is sentenced to eight months imprisonment that I will not suspend."

Vatukoula Gold Mines major shareholder, Zhongrun International Mining Company Limited, has increased its stake to 29.1 per cent after it backed a share placing to raise 1.32mln (FJ$3.6 million). The Chinese mining group took up all of the 8.8 million shares issued at 0.15 (FJ$0.40) per share, a price over 20 per cent higher than the market price at the time. Zhongrun used to hold 29 million ordinary shares in the company. Following the admission of the new ordinary shares to trading, it would hold 37.8 million ordinary shares.

Vatukoula Gets Cash From Main Shareholder

Vatukoula Gold Mine directors intend to use the proceeds of the placing to supplement the companys working capital which it continues to finalize its longer term funding requirements. Vatukoula said it will use the funds for general working capital while it continues to finalize its longer term funding requirements. In March, the miner said it was in talks for funding between US$30 million (FJ$53.55 million) to US$40 million (FJ$71.41 million) of expansion work. This will help it develop higher grade and lower cost areas of Vatukoula Mine in Fiji.

Prime Minister Voreqe Bainimarama is only required to resign as the Commander of the Fiji Military and not as PM before next years elections. This was clarified by Attorney General Aiyaz Sayed-Khaiyum at the draft constitution consultations in Lautoka. Sayed-Khaiyum says this has been practiced by past governments and is nothing new. The Prime Minister, before nominating his name as a candidate will need to resign as the commander of the RFMF, but he continues as Prime Minister until the new parliament is appointed as would other ministers. That is the case in all Commonwealth countries or common law countries I should say. The AG adds there needs to be a government in place running the country during elections and this in no way compromises the transparency of next years elections.

Hong Kong Airbus A330 Flight Takes Off


Air Pacific, soon-to-be rebranded Fiji Airways, operated its first Airbus A330 commercial flight to Hong Kong, China. 273 passengers left on the new Airbus A330 for Hong Kong with a celebratory farewell to mark the occasion. Airports Fiji Limited organised festivities at the Nadi International Airport with serenades, garlanding and a spirited lion dance throughout the aircraft by the Suva-based Chinese Youth Social and Cultural Association. Colourful and traditional Chinese and Fijian ceremonies marked the event at the Nadi International Airport. In addition, the new plane also featured its new state-of-the-art in-flight entertainment system, new seats and other on board amenities. Customers will experience even more service and product enhancements after the airlines rebranding takes effect in June. New schedules Air Pacific managing director and chief executive Dave Pflieger said the airline was excited to showcase the new A330 aircraft flagship to key destinations now serviced by its Boeing 747s. Hong Kong is an important market for Air Pacific, and were committed to Hong Kong residents and those who transit through this award-winning airport, Mr Pflieger said. From today onwards, all customers travelling to and from Hong Kong will only travel on our new A330 aircraft, and as a further demonstration of our commitment to this market, we will be adding a third weekly Hong Kong service in January 2014. Fiji's official tourism body is boycotting an event aimed at luring Australians to the Pacific, claiming it may instead encourage holidaymakers away from Fiji. The annual Bula Fiji Tourism Exchange (BFTE) is in Fiji in May, and last year drew representatives from the Cook Islands, American Samoa, Tahiti, Tonga and Vanuatu. Most of these other island nations have their own shows where they can promote themselves and we believe Fiji is in a strong position to stand alone at its own dedicated event. Despite 24-hour service by taxi operators everyday in Lautoka, illegal taxi operators continue to operate and invade taxi business turf. A meeting was held by Fiji Taxi Association members of Lautoka district in Lautoka Club to once again review their strategy of how to combat illegal operators. A Lautoka taxi driver, Abdul Saddiq said the Association earlier suggested that taxi drivers must provide services 24 hours. Following this we started our 24 hour services from base and did shift works but the illegal operators, mainly vans, continue to come in front of us and take our jobs. Mr Saddiq said. A new report on Fiji's inter-ethnic relations says decrees and constitutional clauses for equality are not enough to force change in the country. Professor Vijay Naidu is the author of the report released by London-based Minority Rights Group and Fiji's Citizens' Constitutional Forum. However, he says there have been some positive developments and the country has by no means remained static. There have been numerous changes, he said. About two tonnes of papaya worth $24,000 is expected to be exported to Australia per week from this week as papaya exports to Australia resumed last week. Fiji voluntarily suspended papaya exports to Australia last year while investigating a papaya disorder that was affecting papaya plants in Sigatoka. Biosecurity Authority of Fiji acting chief executive Waisiki Gonemaituba said the reopening of the papaya exports to Australia is very timely. The bulk of papaya in Fiji will be maturing in three to four months time hence the reopening of Australian papaya market will allow our exporters to export their papaya, he said. Papaya export to Australia is very lucrative for Fiji as in a good year, we have potential to export about 600 tonnes of papaya annually to Australia and 200 tonnes to New Zealand. In three months when the bulk of the papaya matures, the export to Australia is expected to increase to about 15 to 20 tonnes a week. Voluntary suspension Mr Gonemaituba said the Biosecurity Authority of Fiji had to request for voluntary suspension of papaya exports to Australia after they identified a papaya disorder in a farm in the Sigatoka area. He said as a result, the Biosecurity team conducted surveys on the farms as well as the papaya plants in backyard gardens in the area and the signs found pointed towards a papaya disorder. The cultures were sent overseas for analysis and authentication and the results received showed that the disorder is localised, traceable and not

The Prime Minister, Commodore Voreqe Bainimarama, is cautioning members of the public to be aware of liars in the country. Opening the public discussion (talanoa session) at Sawanikula Village in Wainimala, Naitasiri, the Prime Minister said the political upheaval that led to the mutiny at the Queen Elizabeths Barracks (QEB ) in 2000 was caused by liars. The Prime Minister said some chiefs were involved and they used the Counter Revolutionary Warfare (CRW) unit of the Republic of Military Forces (RFMF) to try to remove the military leadership. They failed and the event was very costly as soldiers were shot and killed, the Prime Minister said. Commodore Bainimarama said these liars wanted to remove the RFMF leadership to let them be in control and put in place policies only to their advantage. Now the RFMF is united and will never be swayed by liars. The same, he said led to the military taking over leadership in 2006. The Prime Minister said they had warned then government of corruption and abuse of office but in return those in power told the people that nothing was wrong. The government carried out discriminatory policies that worked in favour of them during elections. He said the military took over leadership and carried out a clean-up campaign, which was very successful. His government, he said had removed all discriminatory policies and had treated all citizens equally. Commodore Bainimarama said they have set up a new roadmap to democracy and a new Fiji. Part of the roadmap for democracy, he said was the draft constitution and again liars have been going around misleading the people and asking them to reject the draft. Liars, he said include old politicians who had nothing new to offer the people. They are against our new political way because it has a zero tolerance on corruption as they want the old way to corrupt the people. The draft constitution they now hate creates Human Rights and AntiDiscrimination Commission and an Accountability and Transparency Commission. None of Fijis previous constitutions has ever created such bodies to keep public officials, civil servants and parliamentarians accountable and create transparency. The Prime Minister has offered the olive branch to all critics to sit with government to discus Fijis way forward. He also told the people at Sawanikula that the draft will address coups.

Little impact on exports Mr Gonemaituba said suspending exports did not have much effect on papaya exports to Australia because the exports had already plummeted as a result of two major floods last year and a cyclone. He said for the authority, this has been a successful example of how our scientists worked with industry, trading partners and Department of Agriculture to minimise the impact. Mr Gonemaituba said papaya exports are crucial to Fiji and the Biosecurity Authority of Fiji is working very closely with the Department of Agriculture and the Fiji Papaya Industry to help increase the papaya exports.

Fiji To Up Skill Border Officers


Fiji being the hub of the Pacific will always be vulnerable to illegal migration, human trafficking smuggling of persons and other related transnational crimes. The Department of Immigration Director Nemani Vuniwaqa relayed these challenges while addressing participants at the 5th Bali Regional Ministerial Conference on People Smuggling, Trafficking in Persons and Related Transnational Crime. Vuniwaqa said Fiji must ensure that the border protection officers are trained and equipped with the necessary knowledge and skills to tackle these issues. He said stakeholders had continuously organized workshops at national level, to better address this issue of protecting our borders from transnational crimes.

Fiji-NZ Trade Brings Benefits


FIJI can benefit from programs that are focused on expanding the range of Pacific fresh produce exported to New Zealand. And according to New Zealand High Commission trade commissioner Peter Lund, co-operation from quarantine authorities on access requirements for individual products or crops would strengthen trade relations between the two countries. "New Zealand exports more than $300million worth of goods to Fiji that's more than we export to countries like Russia and South Africa so Fiji is an important market," he said. "We are very pleased to see some good things happening on the reverse side like export of biscuits from Fiji to New Zealand. For example, all the Griffin's cream biscuits that are sold in New Zealand are quite popular and all made in Fiji. "So there's been a strong growth in the area of biscuits, certain areas of apparel and fresh produce. "While there is obviously a difference in value, there are still some really significant developments happening." Mr Lund said New Zealand was the second source of tourists into the country after Australia. "New Zealand and Fiji are a good fit for each other and if you add services to the mix and tourism on Fiji's side, you really do see an extensive commercial and economic linkage," he said. Construction Services (SP) Limited business development consultant Navin Sharma said there was room for improvement in terms of exports from Fiji of natural resources - fruits and seafood - to offset the hardware imports that were not available in Fiji and manufactured in New Zealand.

Safety Is Paramount PM
The Prime Minister says people should not lose sight of the fear that is created when there is a prison break-out. Commodore Voreqe Bainimarama was responding to a request for an update on investigations into the video which allegedly showed the beating of an escapee two months ago. Speaking to Radio Tarana in New Zealand, Commodore Bainimarama said the safety of law abiding citizens should be paramount. He told Radio Tarana: The average law abiding Fijian is fed-up of playing victims to criminals. They are fed up with burglaries, home evasions, women being raped, men being bashed. As you know we had a group of criminals who escaped from Naboro they also had help from inside and we also think the whole thing may have been orchestrated from outside because this group did not go into hiding like normal escapees. They headed straight to Suva and started terrorizing the city. The ordinary citizens were terrified they left their offices and rushed home to protect their loved ones. And the victims of these criminal attacks have left physical and mental scars on the people that will stay with them through-out their life. Police investigations into the alleged beating continue.

The Fijian Prime Minister has reaffirmed that university education is still within reach for students from low-income families. Speaking at Navuso Agricultural School, Commodore Voreqe Bainimarama mentioned that students, who were held back, because of financial constraints, could apply for the Student Loan Scheme and the Tertiary Education Loan Scheme from the Government. The Ministry of Education has commended the effort of the United Nations Children Fund or UNICEF, in assisting the development of education in Fiji. UNICEF last week injected more than $800,000 to assist some of the planned activities within the Ministry of Education. The effort of donor agencies like UNICEF towards fulfilling the planned activities for the Ministry of Education is very much appreciated, commented the Ministrys permanent secretary Dr Brij Lal. The fund is aimed at developing minimum quality standards for schools including the rehabilitation of infrastructure and facilities. This will also assist in capacity building for teachers teaching classes 1, 2 and 3. The assistance is a timely one for the Ministry as it embarks on creating a safer environment for learning. Education is an asset in life and children should be provided with the safest and best services possible to achieve their dreams, remarked Dr Lal. Quality standards should be a priority in any educational environment to guarantee quality outputs. UNICEF Pacific Education Officer Mr Iosefo Volau presented signing documents to the Permanent Secretary for Education to formalizing the release of funds for these developments. This fund will ensure that we create a safer environment for learning to reduce the risks of danger and to assist in equipping teachers for quality delivery, said Mr Volau.

Concerns that move to ban psychoactive substances may affect cultural ceremonies.
Pacific Islanders including Fijians living in New Zealand have been advised to make submissions on a new bill that if passed would ban culturally important substances such as kava. Culturally important substances such as kava could be captured by a law change which aims to stamp out harmful synthetic drugs, MPs have told Parliament. All eight political parties backed the Psychoactive Substances Bill at the first hurdle, though Opposition MPs hoped for clarification of the scope of the bill at select committee stage. Labour MP for Mana Kris Faafoi said it was unclear whether the law would ban or limit the sale of kava crops, used in a traditional drink consumed at Pacific Island ceremonies and gatherings. Kava contained psychoactive substances and could have a sedative effect. Mr Faafoi said: "There is a lot of cultural significance to kava and kava ceremonies ... for the Tongan community, for the Samoan community, and for the Fijian community. It is a serious issue." He urged Polynesian communities to make submissions on the bill. Psychoactive substances were defined broadly in the legislation as substances, mixtures, preparations, articles, devices, or things that were capable of inducing a psychoactive effect. The law change put the onus on the industry for the industry. Opposition parties hoped for amendments at the select committee stage. The Greens wanted Government to rule out the testing of party pills on animals. Mr Dunne has said there would be no lethal or barbaric tests on animals but said some testing on dogs would be difficult to avoid. Labour welcomed the 18-year-old age restriction on buying and selling approved drugs, but suggested rules around packaging and advertising should also be written into the legislation. MPs generally welcomed the groundbreaking legislation, with some hailing the new approach to drug use as a health issue instead of a criminal justice issue. Mr Hague described it as New Zealand's first attempt to develop "rational, principles-based" policy with regard to drug-related harm.

Air Pacifics new A330 Airbus is still grounded in Auckland for repairs in less than a month since its arrival to Fiji. Air Pacific spokesman Shane Hussein said the aircrafts windshield was damaged and that repair works had begun in Auckland. The A330 aircraft had an in-service defect on a wind shield and rectification for this is being done in Auckland, Hussein said. More Suicide Cases Reported


Four new suicide cases were recorded by Police, bringing the total number of suicide cases to 39 and attempted suicide cases to 48 for this year. In the first incident, a 15-year-old form four student of Rishikul College was found hanging from the rafter of their house with a sari. The deceased was living alone with his mother. The body is now kept at CWM hospital mortuary awaiting post mortem. In the second incident, a 40-year-old salesgirl of Koronivia consumed a glass of weedkiller. She was conveyed to Nausori Health Centre where she was admitted under observation and later died. The body is now kept at Mokani mortuary awaiting post mortem. In the third incident, a 33-year- old male of Korovou, Deepwater settlement consumed a glass of weedkiller at his residence after the woman he was having an affair with called and informed him that her husband found out about their relationship. He was conveyed to Korovou Hospital and admitted under observation but later died. In the fourth incident, a 24-year-old self employed man consumed 3/4 glass of weed-killer after a dispute with his wife. The victim was conveyed to Ba Mission Hospital and is admitted at Mens Ward under observation. Meanwhile, a 67-year-old woman of Walana, Vunivutu, Labasa who consumed 1/2 glass of chemical on Sunday night has died at Labasa Hospital. In light of the rise in reported suicide and attempted suicide cases, Dr Nirvana Karan, the Senior Medical Officer at the Central Community Mental Health Hub said the Ministry of Health through its various awareness programmes was doing its best to prevent suicides. "We have educational seminars at community level on suicide prevention and have a collaborative partnership with Empower Pacific to provide free counseling services to the general public," she said. "Stress management Units are also opened at each Divisional Hospital (CWM, Labasa, Lautoka) to provide accessible mental health services to cases of attempted suicide." She added that all cases seeking medical attention or advice on suicide prevention or have attempted suicide can also present to their nearest hospital or health centre for advice and treatment.

10 Years For Rape


A 32-year-old Naitasiri farmer was sentenced to 10 years imprisonment for raping a child in his house on July 26, 2011. According to the girl, she lived in the village with her grandmother since birth, is uneducated and she cant read nor write. On the day of the incident, she was cooking taro in the kitchen when the accused, who is a neighbour, called her from his home to remove his bed sheet from the clothes line. As per his request she took the bed sheet from the clothes line and went across to put it inside the farmers home, at which point the farmer closed the main door and dragged her to the room. In the room he allegedly forcefully took off the girls sulu, closed her mouth and removed her undergarment while she was lying on her stomach and had sex with her. The accused denied the charge throughout the trial. In mitigation he submitted that he was a sole breadwinner of his family, and was supporting his 13-year-old sisters education. The accused said he had offered a traditional apology to the complainants family which was accepted by them. Justice Kumararatnam mentioned that the objective of sentencing was to punish offenders to an extent and manner which was just in all circumstances and to deter offenders or other persons from committing offences of the same or similar nature. He took a starting point of 10 years imprisonment and added three years for the aggravating factors. He deducted three years for the mitigating factors. The accused has been ordered to serve eight years before he is eligible for parole. materialize I have to form my own party, he said. These, the Prime Minister said, included rights to housing, reasonable access to transportation, education, adequate food, clean water, a just minimum wage, social security schemes, health services and sanitation. And they also included specific rights for children and the disabled. The Prime Minister thanked the people for their support. He said he was optimistic his Government would come back to power after the 2014 elections.

The Prime Minister confirmed that his current Government will form the political party he will lead into next years general elections. This revelation was made at Sawanikula Village in Wainimala, Naitasiri, by Commodore Voreqe Bainimarama during a talanoa session with the villagers. The Prime Minister had previously confirmed to the media that he would be forming a party. Now he has confirmed this will be built on the Government he now leads. Commodore Bainimarama was answering questions from the villagers when asked about the political party he was about to form. In his reply he said Well to answer your question on my party, its the current Government that will form this new political party. However, he said the launch would be early next year as their priority now was to prepare the nation for the 2014 elections. The Prime Minister said in his visits around the country, many had asked that the Government continued leading the country and there should be no elections. He said since his Government came into power he had promised he would return the nation to democratic elections. I stand by my word and we will have elections in 2014 and its up to you to elect the government you want to lead the country after 2014. The Prime Minister said a majority had also said they wanted him to lead the country after the 2014 elections and that was the reason he was forming his own political party. THE Consumer Council is closely monitoring promotions and competitions that are being run by traders to ensure disclosures and accurate information. This comes in light of concerns raised by consumers on some of the competitions terms and conditions and transparency over the awarding of prizes. While the Council has received consumer complaints on promotions that work through mobile texting platforms, it is also keeping a close watch on other competitions such as those that involve purchasing of products and submission of receipts, wrappers, barcodes etc. In some cases promoters do not fully disclose information on the noncash prizes on offer. For example in a recent case the Council confronted the promoter after it did not disclose the brand and model information on a computer tablet that was on the prize list. Some businesses simply use the generic terms tablet, smartphone etc but do not disclose the brand,

model and other details which can give consumers an idea of the value of the prize. The Council is calling on businesses that run these promotions or competitions to provide clear, unambiguous and accurate information about conditions of entry, prizes, collection of prizes, etc. We have found that some traders inform consumers that prizes can be redeemed at their branches or authorized outlets, but these collection points are not available Fiji-wide and consumers have to incur costs to get to these points. The Council is gathering information, posters and other documents on ongoing promotions or competitions and will be tracking these from their inception to their closure. We are tracking each one in terms of when the competition ends, draw dates and information on winners. The Council is calling on those running these promotions that they must publicly disclose the winners, or at least disclose the winners to those customers who had entered the competition.

Likuliku Lagoon Awarded Best Overseas Resort

Mr Whitton said bookings for the reopening have started to pick up. The resort reopens on April 22.

Hardwood Debt Improves


THE Fiji Hardwood Corporation Limited (FHCL) board has submitted an application to the Fiji Development Bank to consolidate its outstanding $18.8million debt, says board chair and permanent secretary for Public Enterprises, Elizabeth Powell. Speaking at the presentation of licences to buyers of grades 3-5 mahogany last week, Ms Powell said the board had improved its debt service to FHCL creditors Fiji National Provident Fund, FNPF Investment, Fiji Development Bank and Fiji Investment Corporation. "The board has also reallocated resources and increased replanting fees paid to landowners to boost the replanting of mahogany from a mere 417 hectares in 2010 to more than 1000 hectares per annum for 2011 and 2012," she said. "The board also tendered for and appointed an international commercial forestry management and development consultant company from the US, The Forestland Group, which began work on restructure implementation plans last year. "The company has already developed core processes for financial and forest management. The Forestland Group's comprehensive experience in hardwood forest enterprises and in the restructure and turnaround of international hardwood forestry businesses, enables it to effectively assist FHCL as it continues its translations into its new roles." She said for the Mahogany Industry Council, chaired by Prime Minister Commodore Voreqe Bainimarama, FHCL had reviewed and analysed bids from 25 companies that responded to the invitation for expressions of interest before the closure of submissions early last year. "The assessments were based upon the socio-economic impact of value-added manufacturing activities and on the bid price per cubic meter," Ms Powell said. Mahogany Industry Council chairman Prime Minister Commodore Voreqe Bainimarama said earlier FHCL accumulated more than $20m of government-guaranteed debt and made little serious effort to service the debt.

Glazed Chicken in Bean Sauce


Ingredients: Marinade:
2 boneless, skinless chicken breasts 1 tablespoon light soy sauce 2 teaspoons rice wine 1 teaspoon sesame oil 1 egg white 2 teaspoons cornstarch Other: 2 garlic cloves 2 green onions 4 cups oil for deep-frying, or as needed 2 tablespoons black bean sauce 1 teaspoon sesame oil Marinate the chicken for 30 minutes. While the chicken is marinating, prepare the remaining ingredients. Peel and finely chop the garlic. Cut the green onion on the diagonal into thirds. Heat the oil for deep-frying to between 360 and 375 degrees Fahrenheit. When the oil is hot, add the chicken cubes. Deep-fry the chicken until browned (about 1 minute). Remove from the pan with a slotted spoon. Drain on paper towels. Remove all but 2 tablespoons oil from the wok. Add the garlic and the bean sauce. Add the chicken back into the pan. Stir until it is glazed with the sauce. Stir in the green onion. Remove from the heat. Stir in the sesame oil. Serve hot.

Slow-Cooker Lamb Shanks


Some cuts of meat are meant to be grilled fast; others are best simmered for hours. In this recipe, lamb shanks, wine, vegetables, and herbs simmer for eight hours to reach a delicious level of taste and tenderness. 1 teaspoon chicken bouillon granules

Preparation:

Cut the chicken into small cubes. Add the chicken to the marinade ingredients, using your fingers to mix it in and adding the cornstarch last.

4 lamb shanks Salt and pepper to taste 2 tablespoons dried parsley flakes 2 teaspoons minced garlic 1/2 teaspoon dried oregano 1/2 teaspoon grated lemon peel 1/2 cup chopped onion 1 medium carrot, chopped 1 teaspoon olive oil 1 cup Burgundy wine or chicken broth

1. Sprinkle lamb with salt and pepper. Place in a 5-quart slow cooker. Sprinkle with the parsley, garlic, oregano, and lemon peel. 2. In a small saucepan, saut onion and carrot in oil for 3 to 4 minutes or until tender. Stir in wine and bouillon. Bring to a boil, stirring occasionally. Pour over lamb. Cover and cook on low for 8 hours or until meat is tender. 3. Remove lamb and keep warm. Strain cooking juices and skim fat. In a small saucepan, bring juices to a boil; cook until liquid is reduced by half. Serve with lamb.

US authorities are deciding whether to charge anyone after police say a six-year-old was shot in the head by a four-year-old in New Jersey.
The older boy is in serious condition. Authorities are still investigating how the younger child obtained the .22-calibre rifle from his family's home on Monday night. Police Chief Michael Mastronardy says the children were outside the fouryear-old's home when the boy went inside, got the rifle and shot the sixyear-old about 15 meters away. It's not clear if the four-year-old pulled the trigger or if the rifle accidentally discharged. The parents of the four-year-old were home at the time. No names have been released. The shooting came after another fouryear-old shot and killed a Tennessee woman on the weekend. Josephine Fanning, 48, was shot dead when a boy who was visiting her house picked up a gun off the bed and fired. Fanning's husband, Wilson County Deputy Sheriff Daniel Fanning, has taken the handgun out of a cabinet to show a friend his rifle. Reports suggest the shooting happened 'within seconds' of Mr Fanning putting the gun on the bed. It looks to be a tragic accident, Wilson County Sheriff Robert Bryan told The Tennessean. He did not normally have small kids at his house, and his guns were locked prior to coming out. I dont want the perception that guns were everywhere. The Tennessee Bureau of Investigation is examining the shooting to see if charges will be laid against any of the adults. Tennessee has the sixth-highest rate of accidental shooting deaths in the United States, according to the US Centres for Disease Control and Prevention. It says that from 1999 through 2010, 427 people were killed in such incidents in Tennessee, and more than 8300 were killed across the US.

The price set a new world record for any Chinese porcelain from the Kangxi period during the Qing dynasty after it was bought by a Hong Kong ceramics dealer for HK$74 million ($9.1 million) Monday, Sotheby's said in a statement. The ruby-ground "falangcai" bowl decorated with pink, yellow and blue lotuses was originally expected to fetch HK$70 million at the sale, part of Sotheby's six-day spring sale in the southern Chinese city that concluded on Monday. The auctioneer said the bowl broke a previous Qing Kangxi porcelain record in 2006, when a blue and white "Dragon" vase was sold for HK$22.52 million. PROSECUTORS in northern Poland are questioning a woman suspected of killing her three newborn boys whose bodies were found in the family's freezer. US President Barack Obama appeared to fight back tears as he urged lawmakers to vote on gun control legislation that appears to be stalling in Congress. Indian authorities have vowed to crack down on illegal construction after almost 80 people, including 30 children, were killed when a building collapsed in Mumbai. A man who murdered his girlfriend and dumped her body in a back alley in Vancouver in 1999 will spend a minimum of 16 years in prison before being eligible for parole. Ninderjit Singh pleaded guilty last month to the second-degree murder of Poonam Randhawa. It took police 12 years to track him down in California where he had grown a beard, put on weight, and lived under an assumed name. In his reasons for sentencing, BC Supreme Court Justice Bruce Butler says Singh has shown complete disregard for the law, and his apology during sentencing was simply too little too late. He added, the murder was not spontaneous and his law abiding life during the last 12 years was simply to avoid detection. Harry Randhawa is Poonams cousin and he says the sentence sends a strong message. That does tell everyone around us that our daughters matter, our sisters matter. That you cant harm somebody that people care about, that they love without causing tremendous damage, he says. He says theres no words to explain how hard these last 14 years have been. Its been a horrendous ordeal and the pain of her loss will continue for the

rest of our lives. Remembering the beautiful things that Poonam did in her life and what she meant to us. A Canadian teenager, who was allegedly gang-raped and bullied, has died, her family said. Rehtaeh Parsons, 17, was hospitalized after she tried to hang herself last Thursday. The high school student from Halifax, Nova Scotia, was taken off life support Sunday. The teen was bullied for more than a year after the alleged sexual assault in November 2011 when she was 15, her family said. In addition to the sexual assault, a photo taken during the incident was circulated to friends via text and online, and she developed suicidal thoughts as a result, according to her family. Five of the nine lowest-rated hospitals in Canada are in Metro Vancouver according to a new Canada-wide rating developed by CBC's fifth estate. Burnaby Hospital, Ridge Meadows Hospital, Surrey Memorial Hospital, UBC Hospital and Vancouver General Hospital all received the lowest rating a "D" in the study that based its assessment on data collected from hospitals by the Canadian Institute for Health Information. The study used five of 21 clinical performance indicators, such as readmission rates, rates of patients who died after major surgery and unexpected complications tied to low nursing levels like bed sores or urinary tract infections. Toronto cardiologist, Dr. Jack Tu, advised the CBC on the data. "I wouldn't neccessarily panic. I think we do need to get to the bottom of why these hospitals are getting the Ds and there are likely factors that can be done to improve the ratings," he said.

"I think it needs to be investigated but if I were living in the Lower Mainland, I would still encourage patients to go to their local hospitals." Health minister responds B.C. Health Minister Margaret MacDiarmid said she hoped health authorities would use the findings to improve. The Ministry of Health and the health authorities should take this very seriously and look at it carefully and see if there is a lesson there for us, or are there areas we're not already focused on in terms of quality improvement that we should be focussing on, she said. MacDiarmid stressed that British Columbians have the longest life spans in Canada and the best outcomes for serious illnesses such as cancer. The Vancouver Coastal Health Authority said it does not agree with the findings. It says in a recent survey, more than 90 percent of patients described their care as good to excellent.

Passport Canada Plans 25 Per Cent Staff Cut As It Rolls Out ChipEmbedded Travel Documents

It will cost $190 to apply for, or receive, the five-year document in another country, up from $97. The fee will be $260 for the 10year version requested under the same circumstances. The cost of a domestically ordered childs passport is also going up to $57, an increase of $20. That same childs passport, if applied for outside Canada, will cost $100. The agency noted in December that it had not increased fees for nearly a decade, and that it was losing nearly $5 every time it issued a travel document. Passport Canada is considered a socalled cost recovery agency, and can only finance deficits through previously accumulated surpluses. Its current surplus is expected to run out next year. Canada is the only G8 country that doesnt currently issue ePassports to the general public, although it has been issuing chip-enhanced diplomatic and special passports since 2009.

Man Spends 'Weekend From Hell' In Edmonton Hospital


What started out as a simple injury turned into something much worse, says Greg Poirier. Poirier, 64, hurt his leg and foot when he fell down the stairs into his basement suite last Thursday night. He managed to drag himself into his apartment where he called a taxi to come pick him up. He said he then made his way to the emergency ward at the University of Alberta Hospital, where he waited over four hours to be treated. He said when he finally made it in, he was given painkillers and two nurses attempted to bandage his leg. By then, he said, the pain in his foot was excruciating. "I said: Girls, I appreciate your help but its not helping its just making it more painful five minutes later I was released." Poirier then took a taxi home. When he arrived, he was forced to crawl to his door and back down the stairs. When he finally made it inside, he collapsed on the couch and fell asleep. Soon after he woke up, his phone rang. A woman who Poirier believes may have been a U of A hospital manager was calling. She didnt announce her name but she was extremely angry. She said you shouldnt have been released... you have to return to the hospital. Although he was tempted to ignore the call, or go elsewhere, Poirier phoned Blue Cross and requested an ambulance to take him back to the hospital. received, and we do have avenues he can pursue if he so wishes, said Kerry Williamson, a spokesperson for AHS. He was then wheeled into the operating room, where doctors installed a plate along the broken bone in his leg that he said hospital staff failed to tell him about during his previous visit. Poirier is now recovering at a rehab hospital. He said the experience has thoroughly shaken his faith in the provinces health care system. When they were contacted for comment, Alberta Health Services said this type of situation does happen occasionally but stresses people shouldn't worry about going into city emergency rooms. All children need acceptance, love, encouragement, discipline, consistency, stability and positive attention. What can you do when you feel your behavior toward your child is not embodying these qualities but is bordering on emotional abuse? Here are some suggestions: Never be afraid to apologize to your child. If you lose your temper and say something in anger that wasnt meant to be said, apologize. Children need to know that adults can admit when they are wrong. Dont call your child names or attach labels to your child. Names such as Stupid or Lazy, or phrases like good for nothing, Youll never amount to anything, If you could only be more like your brother, and You can never do anything right tear at a childs self-esteem. A child deserves respect. Address the behavior that needs correcting and use appropriate discipline techniques, such as time outs or natural consequences. Be sure to discuss the childs behavior and the reason for the discipline, both before and immediately after you discipline. Discipline should be provided to correct your childs behavior, rather than to punish or humiliate him or her. Compliment your child when he or she accomplishes even a small task, or when you see good behavior. Walk away from a situation when you feel you are losing control. Isolate yourself in another room for a few minutes (after first making sure the child is safe), count to 10 before you say anything, ask for help from another adult or take a few deep breaths before reacting. Get help. Support is available for families at risk of emotional abuse through local child protection services agencies, community centers, churches, physicians, mental health facilities and schools.

What You Can Do

Doctors often fail to recognize the causes of head trauma in children who were victims of shaken baby syndrome because the children usually do not exhibit external signs of injury. In a study, researchers found that if a child had normal respiration, no seizures, no facial or scalp injury, and came from an intact family, the probability that abusive head trauma would be recognized was less than one in five. The percentage of child injuries incurred from shaken baby syndrome is not currently known.

Violent shaking is especially dangerous to infants and young children because their neck muscles are not fully developed and their brain tissue is exceptionally fragile. Their small size further adds to their risk of injury. Often, the outward signs of injury to an infant or young child are not obvious, as the injuries occur on the inside, particularly in the head or behind the eyes. These injuries can include: Brain swelling and damage Subdural hemorrhage Mental retardation or developmental delays Blindness, hearing loss, paralysis, and speech and learning difficulties Death Shaken baby syndrome can have disastrous consequences for the family, the child and society. If the child survives, medical bills can be enormous. These children may require lifelong medical care for brain damage injuries such as mental retardation and cerebral palsy. The child may even require institutionalization or other types of long-term care.

Sunny Deol to reprise Dharmendra's role in Anil Sharma's remake of 'Hukumat'

Reacting to allegations that "Ek Thi Daayan" portrays women regressively and promotes witchcraft, Ekta Kapoor says she cannot justify everything in a film. Releasing April 19, the Kannan Iyer directed film is a supernatural thriller that revolves around a 'daayan' (witch). The National Commission for Women (NCW) summoned both the producers - Ekta and Vishal Bhardwaj - last week after a complaint was filed by Ipsita Roy Chakraverti, a Wiccan priestess, alleging that the film shows women in regressive roles. Chakraverti has also filed a petition to President Pranab Mukherjee, requesting him to ban the film as it

promotes witchcraft. "I am beyond this. I cannot justify everything that happens in a movie or supernaturally because there will always be questions raised on various issues, " Ekta said in an interview. "But I would like to say that the movie was being made for two years and I don't know why people got up 10 days before its release (realising) that its content could be problematic. I just don't get it, " she added. Meanwhile, "Ek Thi Daayan" promotions are in full swing with all the leading actors - Huma Qureshi, Konkona Sen Sharma and Emraan Hashmi except Kalki Koechlin participating in it.

While father and son have done films together, this will be the first time Sunny Deol will be reprising a role that was played by Dharmendra many years ago. Anil Sharma, who also helmed the original project, will be directing its remake. Apparently Sunny has already given his nod for the project. A source says, `Hukumat (1987) starring Dharmendra and Rati Agnihotri was a runaway hit. If things go well then Prakash Raj will play the

villain (originally played by Sadavshiv Amrapurkar) in the film.` Rumour is that Sharma is also planning to re-use one of the famous tracks from the original, Na Zulm that was originally composed by Laxmikant-Pyarelal. When the film released in 1987, it ran successfully for 75 weeks at the box office. Sharma adds, `It is too early to talk about it as I am busy with another film. There is no other actor better than Sunny to play the lead. Only he can do justice to Dharamji's character.`

Veteran actress Jaya Bachchan will be conferred with Deenanath Mangeshkar Award on April 24th. Jaya will be presented the award for her remarkable contribution to Indian cinema. heading for the grade-8 locker room lineup all over again. So, I procrastinated. After all, we're in the middle of a recession! If women could darn their stockings over and over during WW II surely I could make my ill-fitting undergarments last a month or two longer. I'd like to say I came to my senses out of concern for my health and comfort. But noit was Mad Men that finally drove me to a professional bra fitting. If Joan and Betty could look that good then surely there was hope for me... right? As it turns out, there was. The girls are happy in their new, improved locationand I am never going back. I wear a bra every day and it is worth the time to wear the right one. Here's what you should know: Prepare to be fitted Here's how not to buy a bra: Run into a sale, grab the size you think will fit, then come home and live with your decision for twelve months. (Not that I have any experience with this method.) Instead: Use a tape measure to ball-park your size. First, the band size: measure your chest just below your breasts after exhaling. Round to the nearest whole inch. Then, if the number is even, add 4. If the number is odd, add 5. Don't ask me why you have to add these numbers in, but if you don't you will regret the attempt. So for example, if you have a chest size of 32.5", round up to 33" and add five. You have a 38 band size. Next: Find your cup size, and how to tell you've found the right size Next, the cup size: measure around the fullest part of your chest. Subtract your band size. If the difference is less than half an inch, you're an AA, one half to one inch and you're an A, a B if it's two inches, a C if it's three, and so on. Don't stop there: Fit is not just about the numbers. In my case I went up a size from what the tape measure might have indicated. Sorry, but you will actually have to go in and try different sizes on. Don't rush. Take the time to try different brands and models of bras. There are a bunch of really neat options out there: wire-free bras and just plain pretty bras. It actually is kind of fun. And lest you need a reminder: You wear a bra every day. It's worth the time. Preview the actual results. Bring or wear a tight, unforgiving shirt (preferably a tank) with you to slip on over your selections. You really can tell the difference when you get a great bra on. If you go for a professional fitting, prepare for the touching. It is strange to have someone tugging on the back of a bra you're wearing and checking that the cups lie flat, but it's worth it. It's also nothing like the locker room. Have fun. Nothing starts the day right like slipping your shirt on over something that makes you smile at the mirror. How you know the bra fits Your bra should fit snugly on the loosest hook when the bra is new. The gore (the centre part of the bra) should fit snugly against your body. Your breasts should maintain their natural separation. Likewise, when the straps are adjusted, the edges of the cups should lie flat against your breasts. A little bit of "spillage" at the top of the cup is all right, but it should not be visible under a tight-fitting t-shirt. If it is, then the cup size is too small.

Take cleanser on your fingers and rub gently in a circular motion all over your face, going your way up and into the hairline and also down past your jawline. 4. Wash it right: Washing the face more than once or twice can lead to irritation of the skin. If you're someone who sweats a lot, then maybe you can wash your face when you feel too much grime accumulation, also when you feel uncomfortable (then again don't overdo it). Even after a rigorous workout session, washing the face is recommended. Otherwise, no matter what skin type you be, stick to washing the face just twice, in the morning and before you sleep at night.

Just as the long-injured Ryan Kesler returned to the Vancouver Canucks lineup, the team has lost two key players, defenceman Chris Tanev and winger Chris Higgins, for an extended period of time. The loss of Tanev and Higgins means they join David Booth in convalescence - and the Canucks are now missing three of their main 15 forwards and defenceman, 20 per cent of their primary players. It occurs just as it seemed the ebb-and-flow team was just conjuring crucial momentum ahead of the playoffs. Tanev, the steady defenceman in his first full pro season who has impressed many, is "out indefinitely," according to Coach Alain Vigneault, in comments midday Tuesday after practice in

Vancouver ahead of a five-game roadtrip. Tanev was injured on Saturday in a game against the Calgary Flames, hobbling off with something that looked like a knee or an ankle injury. On Tuesday, Vigneault was already in "playoff mode" and cryptically called Tanev's injury "lower body," the same description he gave to Higgins's injury. Higgins was hurt on Monday night during a game he finished and had played with an inspired effort. Neither Tanev nor Higgins will be on the Canucks's five-game roadtrip. Asked whether Higgins would be back for the playoffs, Vigneault was not fast with an answer and said, "Hopefully." The diagnosis for Tanev was more dire, with the "out indefinitely."

Vancouver coach Alain Vigneault said Tuesday that the Canucks hope to have forward Chris Higgins back in time for the playoffs. Vigneault's update came through the team's Twitter feed. Ba Team Demands Compensation


Ba Football demand compensation of $125k from Fiji Football to withdraw from their partnership with Digicel. Suva Football President Mahen Prasad has denied reports that their star keeper Emori Raqata is looking to part ways with the Whites in the new window. Ba president Rishi Kumar said they should be compensated for breach of their $50k sponsorship contract with Digicel. This also covers the supply of a new set of uniforms for Saturdays home OFC Champions League game against Hekari United. We have written to Fiji FA outlining this. Because we have signed on with Digicel, severing ties early into the partnership is a breach of contract which means we are liable to pay a lot of money for, Kumar said. We do not have that kind of money. Since Fiji FA had given us their approval which prompted the signing, they will have to compensate us. Kumar said in the last few days, the Men-in-Black have had to review their plans for the OFC CL season. Irrespective of how we look at it, it still costs a lot of money. We have been talking to our solicitors and they have been working around the clock. We maintain we did not do anything wrong. Kumar also raised concerns on their upcoming match with Hekari United since all their OFC Champions league gears for the season carry the Digicel logo. And we cant use the NFL uniforms because its not a local competition. The uniforms that we had used for our first two games cost us $25,000 from Melbourne Kappa. And all have Digicel logo on them. They are telling us not to associate ourselves with Digicel, then what are we going to wear? He said it was time the Fiji FA became transparent in their dealings and produce the 2010-2011 agreement they had used to penalize us. They come up with clauses and agreements which none of us have seen. We would like to sight the agreement. Last week, Fiji FA ordered Ba to withdraw from the partnership with Digicel, saying they were not permitted to do so because it violated an agreement that was in place with existing sponsors.

Top welterweight prospect Gunnar Nelson will have to wait a little longer before he gets to step back into the Octagon for his third fight after suffering an injury that will keep him out of his scheduled bout at UFC 160. The Renzo Gracie Jiu-Jitsu black belt was signed to face veteran Mike Pyle on the upcoming card on May 25, but the injury bug bit the Icelander and he's now forced to the sidelines. UFC officials announced late on Wednesday night that with Nelson out of the fight, Rick Story will now step in to take his place and face Pyle on the upcoming card. With 12 UFC fights to his record, Story has been a mainstay in the welterweight division for nearly the last four years. He's managed to pick up some very big wins along the way, including a unanimous-decision victory over current UFC welterweight title contender Johny Hendricks. As a matter of fact, Story is currently the only blemish on Hendricks' record as he storms toward a title shot later this year. Story has fallen on tougher times of late, however, bouncing back and forth between wins and losses over his last four fights. He was submitted by Brazilian jiu-jitsu ace Demian Maia last October but returned with a vengeance in March by blasting through former Strikeforce welterweight Quinn Mulhern at UFC 158. Following the win, Story immediately began calling for a fight against fellow UFC welterweight Jake Ellenberger, whom he defeated back in 2008 as part of the SportFight promotion. Story didn't get his wish, but he will get the chance to compete at UFC 160 against another crafty veteran of the Octagon. Mike Pyle has faced some of the toughest competition in the division over the past few years, and lately he's turned into a finishing machine by putting away his last three opponents by knockout or TKO. He will look to keep that streak alive as he also goes for his fourth win in a row overall when he faces Story in May.

Fijian professional golfer Vijay Singh qualifies to participate in the Masters tournament in Georgia despite a pending investigation into the use of deer antler spray. Augusta National chairman Billy Payne told Scotsman website that Singh was currently qualified to participate. Singh tees off with Bo Van Pelt and Y.E.Yang at 4.46 am on Friday.

He last won the Masters tournament at Augusta in 2000 had admitted to using the spray in January. Deer Antler spray contains an insulinlike growth factor-1, or IGF-1, a muscle-building hormone banned by the PGA Tour. In a statement he had said he was not aware that the spray had a banned substance.

Fiji Scores Third Win Cricket


THE national cricket team's hopes of qualifying for the ICC World Cricket League (WCL) Division 6 was increased when it recorded its third win. Fiji beat Ghana by 18 runs in the Pepsi ICC World Cricket League (WCL) Division 7 competition. It was massive turnaround from Fiji which lost by six wickets to Vanuatu a day earlier. Fiji's Jikoi Kida was named man of the match for scoring 69 runs against Ghana. Fiji plays Botswana in the last pool match today.
