Narrative:
‘On Wednesday, March 28, 2012, Charles J Hurley, Chief, Miami-Dade Schools
Police Department (MDSPD), received information that during the course of an
internal affairs investigation, a witness stated that Deanna Fox-Williams
Commander, Bradley Rosh, Sergeant, Wiliam Tagle, Sergeant and Gylmar
Ochoa, Detective, MDSPD, were potentially involved in the
printing/viewing/photographing of various police report(s) and evidence from
the MOSPD Property and Evidence Room. The police reports and property all
involved deceased and former student of Miami-Dade
County Public School skilled in Sanford, Florida in February of 2012,
and the case is a focus point of a racially charged event and controversial
death investigation, drawing national attention, The report(s) and property,
which were confidential and had not been released to the publicimedia, were|
potentially released in an unauthorized manner violating departmental policies
and procedures, as well as the Family Educational Rights and Privacy Act
(FERPA). Commander Fox- Williams, Sergeant Tagle, Sergeant Rosh and
Detective Ochoa, had no apparent reason to view/printiphotograph these
police reports and property since the cases were exceptionally cleared and
never referred fo the Investigative Division for follow up, according the Chief|
Hurley.

SUBJECT: NOTIFICATION OF COMPLAINT

NAME OF COMPLAINANT: Charles J. Hurley, Chief of Police
NATURE OF THE COMPLAINT: Improper Procedure
SPECIFIC ALLEGATION:
On Wednesday, March 28, 2012, the Chief of Police, Charles Hurley, received
information that during the course of an internal affairs investigation, a witness stated
that 4 departmental personnel, Commander Deanna Fox-Williams, Sergeant Bradley
Rosh, Sergeant Willlam Tagle and Detective Gylmar Ochoa, were potentially involved in
the printing/viewing/photographing of various police report(s) and evidence from the
Miami-Dade Schools Police Department (MDSPD) Property and Evidence Room. The

‘An Investigation is being conducted by the Internat Affairs Unit reference the above
allegation. You have been named as the subject in this complaint. You are hereby
ordered not to discuss this Internal Affairs investigation with anyone except your union
to completion of the investigation. in addition, subject employees
1. Independently participating in the investigation.
2. Being present during any investigative contact with the complainant(s) witnesses.
3. Contacting the complainant's witnesses concerning the allegations,
4. Disclosing or discussing the existence or facts of a complaint with anyone except
designated authorities conducting the investigation
Any violation of this order will result in disciplinary action, Please contact the Internal
Affairs Unit Commander within five (5) business days of receipt of this memorandum to
schedule an appointment.
