Mr Desmond Hill heads the Business Development Unit and Building Division of PentaOcean Construction Co Ltd, Singapore Office. He has over 30 years of experience in large scale civil works and building projects being involved from its inception till completion. His experience includes being involved in public housing adoption of precast elements in the early eighties to running a precast plant. Mr Hill holds a Degree in Civil Engineering from the National University of Singapore. He is also a Fellow of the Institution Of Engineers, Singapore and the Society of Project Managers and is an Accredited Adjudicator and Evaluator of the Singapore Mediation Centre. He is no stranger to the construction scene having been involved in the industry landscape concerning contracts, standards, construction management and productivity. He continues to serve actively in various private and public sector committees and associations.
Synopsis
Similar to the Industrialised Building System (IBS) adopted in Malaysia, Singapores National Productivity and Continual Education Council (NPCEC) endorsed the Construction Productivity Roadmap in November 2010 to uplift the Singapore construction sectors productivity. Its Vision is to build a highly integrated and technologically advanced construction sector led by progressive firms and supported by a skilled and competent workforce by 2020. The Roadmap seeks to address the challenges of easy availability of low cost and transient foreign workers and steer the construction industry towards greater adoption of higher buildable design and labour-efficient technology. Regulatory requirements such as lower quota for Foreign Workers, increase in Foreign Worker Levy, CoreTrade Scheme and Buildability Framework puts responsibility to developers, architects, engineers and builders to consider a wider range of construction systems, methods, technologies, materials and products to meet the requirement for minimum Buildable Design Score and Constructability Score before construction can commence and Temporary Occupation Permit is given. In view of the above, modular and repetitive designs and off-site fabrications e.g. precast, SEMINAR ON IBS AND MECHANISATION 2012 19TH SEPTEMBER 2012
steel structure, unitized curtain wall etc. are now receiving a wider adoption in Singapore. This presentation will showcase Precast adoption in Singapore.

Precast Concrete (PC) Components for buildings started when the Housing Development Board (HDB) introduced large scale industrialization in public housing programme

Benefits of Precast
Speed up construction time. Precast units can be manufactured in the factory while the foundation works are carried out at the site simultaneously. Other finishing trades can commence at lower floors whilst erecting the upper storey. The quality and finishes are better than in-situ construction. Improves weathering feature which result in lower maintenance costs. Does not compromise existing planning and building requirements.
