Dear Cecil Township Residents, My name is Cindy Fisher and I am a candidate for Cecil Township Supervisor in the Primary

Election on Tuesday, May 21. Hopefully I met you while I was out knocking on hundreds of doors throughout the township, but if we havent met yet, hopefully youve heard a little bit about me. I began attending the Board of Supervisors meetings when, like most people, I had a concern about something going on in our township. I continued to attend the meetings and decided that although I liked some of what I was seeing, there were definitely things I did not like. I have regularly attended the Board of Supervisors meetings since and with the support of my family eventually made the decision to run for Supervisor. I am not a career politician. I have never run for or even considered running for any political office before. I am a wife, a mom, a businesswoman and a concerned Cecil Township resident. My family and I have lived in Cecil for years, and we love it, but I have concerns about the direction some individuals want our township to go. Our township is very divided and is spending a lot of time and resources fighting amongst ourselves. While I do not expect to be elected and immediately fix all of the townships issues, I do believe that electing someone like me with a college education and real world business experience is a real step in the right direction. ACT 13 AND NATURAL GAS DRILLING While out on the campaign trail, I am hearing two things I feel need clarification. The first question is about my position on natural gas drilling. Although I have been mischaracterized as anti-drilling, it simply is not true. I am NOT anti-drilling. I believe responsible natural gas drilling can happen in Cecil Township and I want to see that development succeed to benefit local leaseholders and generate an economic boost for our township. The second question I am asked most often is what Act 13 is and how does it impact our township? Act 13 is a law passed by the Pennsylvania Legislature in February 2012. Act 13 was passed as a way for the natural gas industry to avoid local zoning laws. For example, zoning prohibits a landfill from being placed in the middle of a residential area. Zoning protects residents and home values by allowing communities to plan for different uses in specific areas of the township. Several townships in Pennsylvania decided to challenge the constitutionality of Act 13. Cecil Township was one of those townships. I support the decision to challenge Act 13. The natural gas industry used the argument that each township had their own set of rules and therefore it was impossible for gas companies to operate effectively. Again, this simply is not true. The truth is all townships are required to follow the Municipal Planning Code (MPC), which sets a uniform set of rules for all townships in Pennsylvania.

If the township had not challenged ACT 13, the natural gas industry could potentially drill, place compressor stations, pipelines and frac ponds in any zoning district in the township with no protection for the residents. By comparison a resident has to get permission to build a deck on their house, but the natural gas industry can build a compressor station without needing any permission at all. To date the challenge has been successful in the Courts and we are waiting for the Supreme Courts final ruling. I am NOT anti-drilling, but allowing any industry into our township without any rules, regulations, or oversight simply is not ok with me. If we dont do this the right way, your property value could decrease significantly, and thats something nobody wants. Please understand that in supporting the challenge of Act 13 I have ALL the residents of Cecil Townships best interest at heart; that includes those that hold gas leases and those who do not. For the record, I am the only candidate for Township Supervisor who has publicly supported Cecil Townships challenge of Act 13. I am running in the Democratic Primary, but I am asking for support from all Cecil Township residents. Since no one is running in the Republican Primary, I am asking any registered Republican to consider voting for me as a write-in. Republicans will not see any candidate listed; just touch the write-in button and spell my name CINDY FISHER. Election Day is Tuesday, May 21. The polls will be open from 7:00 AM 8:00 PM. My campaign will be hosting a very casual Meet and Greet for any voters I havent been able to meet in person who want to meet the woman whose name theyre seeing on all the yard signs.
