Believe me, Bill and are giving straight counsel.

First, if PON is going to be held responsible, he needs full time, full bore because the
reality is that (1) someone else is setting the priorities on collection and use and (2)
because the intelligence is so lousy, he needs someone going abroad constantly on what is
essentially a diplomatic mission to urge action on almost no evidence. It is a big, big
job.

Second, sometime in the next 3 months, a Congressional committee is rightfully going to

haul us up to the Hill ( or the President is going to call us into the Oval Office) and
and ask 4 questions:

1. Who finances al Qaeda?

2. How?
3. Where is it?
4. Why don't you have it (and stop it)?

Paul could not answer today.

Third, as long as I chair the Pec, the person at Treasury charged with terrorism will feel
tension. It has been down right unpleasant.

Fourth, the chair ought to move on to State because that is where the heart of the
controversy is -- getting foreign states to act on less than law might otherwise permit.
