RECORDS TO BE KEPT AT GATE LODGE: In addition to the above equipment, following records shall also be kept at the Gate Lodge:

DUTIES OF GATEMAN: ALERTNESS: The Gateman shall be alert and be prepared to take immediate action should danger be apprehended. Keys of the Gate shall be in his personal custody.

POSITION DURING PASSAGE OF TRAINS: During passage of trains, Gateman will stand in the manner indicated below:

Gateman will stand attentively in front of the gate lodge facing the approaching train. In daytime, Gateman shall hold red and green flags furled up on separate sticks in right and left hands respectively. In nighttime, Gateman shall hold lighted hand signal lamp with white light pointing towards him. He shall keep the whistle slung around his neck from a cord.

ROUTINE DUTIES OF GATEMAN: Gateman shall ensure that the gate lamps are lighted and kept burning continuously from sunset to sunrise. Gateman shall perform his duties strictly according to the duty roster and shall not leave the gate unless reliever arrives and takes charge of it. However, if it is necessary to leave the gate in emergency, he must close and lock the gates against road traffic before leaving the gate. Gateman shall observe all passing trains and be prepared to take such action as may be necessary to ensure safety of trains. Gateman shall watch all passing trains and keep sharp lookout for any unusual like hot axle, hanging chains, hanging battery, any vehicle/wagons/train/battery box on fire, shifted load, falling material like brake blocks, brake beams, safety bracket, vacuum cylinder or any other obstruction endangering safe running of trains. Gateman shall also be prepared to repeat any signal which Guard may give to Loco Pilot. If lifting barrier get damaged or become out of order the Gateman shall use the spare chain, with disc and padlocks for securing the gate against road traffic. Gateman shall report the same to SM on duty/ ODR, Gang Mate or SSE (P.Way) of the Section of any defect in his gate or apparatus pertaining to it, as soon as possible. When the signals become defective, the Gateman shall close and lock the Lifting Barriers on sighting the train and hand signal the train past the defective signal. In such case he should inform the Loco Pilot to report the defect at the next station. Gateman shall wear the badge and prescribed uniform while on duty at Level Crossing Gate. Gateman shall ensure that he is having competency certificate in his possession while on duty. Gateman shall work at the gate as per Gate working Instructions and remain well conversant with these instructions. Gateman shall ensure that the equipments supplied at the gate is in good working order and ready for immediate use. Gateman shall see that the channel for the flange of the wheel is kept clear.

Gateman must be vigilant to see that inconvenience to road users due to closure of gates should be to the minimum possible extent. Gateman shall watch that road vehicles/animals passing through the gate or within the height of the loading gauge provided on either side of the Level Crossing Gate. Gateman shall prevent tress passing by persons or cattle to the maximum extent.
During handing over and taking over charge, any instructions to be carried out other than normal duties like prolonged failure etc. to be mentioned in the Gate

ACTION IN CASE OF UNUSUAL OCCURRENCE ON TRAIN: In case Gateman observes or get information about any of the following unusual occurrence on a passing Train, he shall take the following actions to stop the Train.

a)

HOT AXLE: SYMPTOMS OF HOT AXLE:

Light smell of burning grease Splashing of grease on wheel disc. Axle box cover cut or bulged or missing Wheel not rotating (Skidding) Screeching sound (Metallic sound) Smoke Red hot / burning flames. On observing any one of the above symptoms on a passing Train, the Gateman shall wave his hand danger signal (Red Flag during day and Red Light during night) in a wide arc from left to right at chest height repeatedly till the Train comes to a halt, as the danger lies on the Train and not on the track. The Loco Pilot should stop his Train on observing the above signal shown by the Gateman. Even after this, if the Train is not stopped, the Gateman should immediately advise SM on duty/ ODR and the next Gateman.

b)

TRAIN PARTING: The Gateman shall be on the look out for Tail Board/Tail Lamp of all passing Trains and if he notices the train has parted, he shall not show any danger signal to the Loco Pilot but he shall endeavour to attract the attention of the Loco Pilot/Guard of the Train by whistling continuously, shouting, gesticulating and by raising both hands vertically above and quickly separating them by day and by waving White Light slowly Up and Down vertically as high and as slow as possible during night. In case the Train does not stop he shall immediately inform SM on duty/ ODR. He shall also show danger signal to the Guard of the Train and if time permits place three detonators about 10 m apart on the track and take all efforts to stop the rear portion of the Train.

c) FLAT TYRE:

Flat tyre can be identified by the hammering sound. If the Gateman notices a flat tyre on the Train, he should immediately report the matter to SM on duty/ ODR. If the hammering sound is severe and if it is unsafe for the Train to proceed, the Gateman shall take appropriate steps to stop the Train by showing hand danger signal. 5. i) ACTION IN AN EMERGENCY AT THE LEVEL CROSSING: In case of an obstruction at the Level Crossing Gate, the Gateman shall at once remove it. If the Gate Stop Signal is not cleared for any Train, he shall immediately inform SM on duty/ ODR about the presence of obstruction at the LC and not to despatch any more Train in the section under exchange of Private Number. Emergency two way switch is provided in Gate lodge and is kept in a separate glass fronted box. During emergency like any obstruction at LC gate after closing the gate, the Gateman shall press the two way switch to Emergency Position to put back the cleared signal to danger but gate cannot be opened. After this stage the LC closed indication will extinguished on the Control Panel and red light will glow with a buzzer sound. Except in case of emergency, the Gateman should not meddle with this switch, as it will affect the aspect of the controlling signals. Again when the obstruction is removed the switch has to be normalized to re-clear the signal. Now the Red light will extinguish and the buzzer will be stopped. iii) Gateman shall remove the obstruction. If the obstruction could not be removed, the Gateman shall immediately inform the same to SM on duty/ ODR under exchange a Private Number and protect the gate. GATEMAN SHALL PROTECT THE LINE AS UNDER: If both lines are obstructed, the Gateman shall plant a Red Banner Flag by day and a Red Light by night 5 m away on post provided for this purpose. Pipes have been provided permanently on either side of the Level Crossing to facilitate the plating of Banner Flag. He shall first protect the line on which a Train is expected to arrive first. Then he will similarly plant the other Red Banner Flag by day and Red Light by night on other line 5 m away from the sight of obstruction. The Gateman shall then proceed to protect the gate along with detonators fusee and Red Flag by day and Red Hand Signal Lamp by night. Gateman shall precede exhibiting Red Flag by day and Red Hand Signal Lamp by night on the line on which a Train is expected to arrive first, to a point 600 m and place one detonator on the line. Thereafter he shall proceed to a distance of 1200 m from the Level Crossing Gate and place 3 detonators on the Track 10 m apart. Having thus protected the line, he shall return to the Level Crossing Gate picking up the intermediate detonator on his way back.

Thereafter he shall proceed on the other line, showing Red Hand Signal, similarly place detonators as described in Para (iv) above and return to the site of obstruction, picking up the intermediate detonator on his way back. Having return to the gate, he must then take steps to remove the obstruction and warn the Loco Pilot of the approaching Train. In case the Gateman observes or hears a Train approaching when he is still on his way to protect and before he reaches the stipulated distance to place detonators, he shall place detonators on the line at a distance as far as away as he can go. Thereafter, he shall light up and fix the fusee to warn the Loco Pilot and stop the approaching Train by waving his Red Flag by day/Red Hand Signal Lamp by night repeatedly. OTHER ACTION TO BE TAKEN BY THE GATEMAN: At night Gateman shall light two Hand Signal Lamps and take action to exhibit Red Light and protect the line as described in Sub Paras (a) and (b) above. If the gate is broken by road vehicle which is fouling the Track or if Lifting Barrier or any part of the Gate foul the Track or if there is any obstruction at the Gate, the Gateman must take immediate action. He shall note down the particulars of road vehicle, vehicle number, name of the Driver, owner and relay these details to the nearest SM on duty or Permanent Way Inspector regarding the particulars and obstruction at the Level Crossing Gate through messenger or other means available. ENGINEERING ITEMS: Refer Para 1.1. Regarding visibility (Para 916 of IRPWM), provision of Speed Breakers (Para 918 of IRPWM) and Census at the Gate (Para 919 of IRPWM).

SPECIAL INSTRUCTIONS FOR WORKING OF LEVEL CROSSINGS:

1.7.1. MODE OF OPERATION: a) This LC is interlocked with UP Semi Automatic Gate Stop Signal No. 1327 in Up direction and DOWN Semi Automatic Gate Stop Signal No.1322 in Down direction. These signals are provided with 'G' Marker Board and 'A' Marker Light. The Lifting Barriers are operated through a winch mechanism provided near the Gate Lodge. The winch is provided with a key, which can be extracted only when the barriers are lowered fully against the road traffic. A Single Lever Ground Frame is provided at the Gate Lodge unlocked by Winch Key. When this Lever is reversed (Boom locking), Key B gets released. An Electrical Key Instrument is provided at the Gate Lodge to secure Key B.

Key B can be extracted from the Electrical Key Instrument only when the FREE indication is available on the Indicator provided nearby. d) An illuminated Diagram is provided at the Gate Lodge with repeat indications of all signals interlocked with this LC. LC closed (Green) and LC free (White) light indications are provided on the illuminated diagram. Whenever this LC is opened for road traffic, White Road Warning lights on both sides will be glowing to guide the road users that this LC is in open condition. When a Train/Shunt Movement occupies any one of the Approach Warning Tracks, the Gate Warning Bell starts sounding at the LC and the 'White' lights facing the road approach disappear and Red Road Warning lights will get exhibited on both sides of the LC to warn the road users about the LC being closed shortly and also to alert the Gateman to lower the barriers against the road traffic. The Gateman on duty at the LC shall on getting the warning, ensure that there is no road vehicles / obstruction at the Level Crossing, lower the barriers by operating the Winch nearby, extract the Winch Key, insert and turn it in the lock adjunct of the Single Lever Ground Frame provided and reverse the lever for Boom locking and extract the Key B which is normally secured in the lock on the Single Lever Ground frame. If any vehicle, cattle etc., are trapped in between the Lifting Barriers, while lowering the Lifting Barriers, the Gateman shall raise the barriers to allow the trapped vehicle etc., to get cleared of LC. Then he shall operate the Lifting Barriers for closing the LC against road traffic. The extracted Key B shall be inserted in the EKT and turned in clockwise direction. When this is done, the Gate Closed indication (Green) appears on the illuminated diagram available at the LC and the Road Warning Bell will stop ringing but the road warning RED lights will continue to be exhibited towards the road traffic. The Gate Stop Signals interlocked with the LC will also assume OFF aspect. After the complete passage of the Train/Shunt Movement through the LC and if there is no Train on any one of the Approach Warning Tracks, an illuminated white FREE indication appears on the indicator provided near the Single Lever Ground Frame. The Gateman on seeing this FREE indication, shall extract the Key 'B' from the Electrical Key Instrument by turning the key in the anticlockwise direction duly pressing the economiser Push Switch provided near by. This key B shall be utilised for normalising the Single Lever in the reverse process to extract the winch key and raise the barriers to permit road traffic. RED Road Warning Lights exhibited towards the road approach will get extinguished and 'White' lights will get lit up. The Gateman shall not raise the barriers immediately after he gets FREE indication, until he has ensured that there is no Train approaching the Level Crossing and it is safe for opening the LC for road traffic.

Emergency two way switch is provided in Gate lodge and is kept in a separate glass fronted box. In case of failure of Warning Lights or Warning Bell or the interlocking arrangements, the Gateman shall immediately advise SM/ODR through the telephone provided, who in turn shall advise the ESM /JE/SE/SSE (Sigg.) of the section by first means. During damage to the Gates, the road traffic is prevented by fixing Emergency Gate Chains across the LC and padlocked; padlock keys shall be secured by Gateman on duty.

1.7.2. INTIMATION TO GATEMAN: i) Since Automatic Working is in force, Approach Warning Tracks are provided on these Lines. The Approach Warning Tracks intimate the Gateman about the approach of a Train by initiating the ringing of the Gate Warning Bell at LC when these tracks are occupied. When a Train occupies the nominated track the White lights facing the road approach at the LC disappear and Red Road Warning Lights are lit and Gate Warning Bells are sounded to warn the road traffic that the barriers are about to be lowered and the gate would be closed shortly and also to alert the Gateman to lower the barriers against road traffic. It is the duty of the Gateman to ensure that the gate is closed in time, so that there is no detention to the Train or excessive detention to road traffic. During failure of Approach Warning Tracks, the Gateman shall be alert to close, secure and take OFF the Gate Stop Signal when the Train is sighted. The nonreceipt of Gate Warning Bell for a Train shall be reported by the Gateman to SM on duty/ ODR, who in turn shall report the same to ESM/JE/SE/SSE (Sigg.) of the Section for immediate rectification.

1.7.3. FAILURE OF TELEPHONE COMMUNICATION: i) Magneto Telephone communication is provided between this Level Crossing and SM on duty/ ODR to call each other as shown below in the circuit.

One ring to call each other

When the communication between SM on duty/ ODR and the Gateman fails or when there is no response from the Gateman despite several attempts, SM on duty/ ODR shall report about the communication failure to TCM/JE/SE (Tele) of the Section to rectify the same at the earliest. SM on duty/ ODR shall also advise the Gateman through Gang man/Patrolman that the Telephone has become defective. Normal working of the Magneto Telephone shall be resumed only after rectification of the defect and issue of Reconnection/ Fit Memo.

1.7.4. FAILURE OF LIFTING BARRIERS: i) When the gate cannot be closed due to failure of lifting barriers, the Gateman shall immediately inform the SM on duty under exchange of private numbers, and ensure that lifting barriers do not foul the track. He shall immediately fix red banner flag by day and red light on the post at that end first from which the train is approaching and then at the other end. Gateman shall secure the gate against road traffic by means of safety chains and padlocks. After securing the gate against road traffic, Gateman shall show Proceed with Caution Hand signal to the Loco Pilot of the approaching trains. SM on duty shall issue caution order to the Loco Pilot of a departing Down train. He shall also advise the SM at the despatching end, under exchange of private numbers, to similarly issue a caution order to the Loco Pilot before despatching an Up train in the Block Section. SM on duty/ ODR shall advise ESM/JE/SE/SSE (Sigg.) and SE/SSE/P.Way of the Section about the failure to rectify the same at the earliest. Normal working shall be resumed only after rectification of the defect and issue of Reconnection/ Fit Memo.

1.7.5. FAILURE OF GATE KEY WITH THE GATE IN CLOSED POSITION WHEN GATE KEY CANNOT BE EXTRACTED FOR OPENING THE GATE: i) If the Gate Key cannot be extracted from the Electrical Key Instrument, then the Gateman must immediately inform SM on duty/ ODR on Magneto Telephone under exchange of Private Number. The Gateman shall secure the gate against road traffic after lowering the barriers and fastening the meeting posts by means of chains and padlocks and pass Trains on hand signals. SM on duty/ ODR shall issue Caution Order to all the Loco Pilot of stopping Down Train before despatching the Train into the Section, notifying the location of the signal and to whistle continuously and proceed cautiously while approaching the LC. He shall also advise SM on duty/ A Cabin/GDR under exchange of Private Number for issue of similar Caution Order for all stopping UP Train before despatching the Train into the Section from his end. The Loco Pilot should stop in rear of Gate Stop Signal, which is at ON and follow the procedure laid down under GR 3.73 & 9.15 and SRs there under. 1.7.6. FAILURE OF GATE KEY WITH THE GATE IN OPEN CONDITION: i) If the Gate Key cannot be extracted from the Single Lever Ground Frame then the Gateman must immediately inform SM on duty/ODR on Magneto Telephone under exchange of Private Number. The Gateman shall secure the gate against road traffic after lowering the barriers and fastening the meeting posts by means of chains and padlocks and pass Trains on hand signals.

1.7.7. DEFECTIVE GATE SIGNALS: i) a) b) ii) iii) iv) The Gateman shall treat the Gate Stop Signal as defective in the following circumstances: If the Gate Stop Signal assumes OFF aspect without closing the Gate. The Key B can be extracted when the gate is in open condition. If the Gateman becomes aware that the Gate Stop Signal is defective, he shall ensure that the defective signal is in ON position. The Gateman must immediately inform SM on duty/ODR on Magneto Telephone under exchange of Private Number regarding the defective Gate Stop Signal. If the defective signal is in OFF position, the Gateman shall immediately close the gate against road traffic if the LC is not already in the closed condition. The Gateman shall open the gate only after getting the permission of SM on duty/ ODR under exchange a Private Number and also protect the Lines on which the Trains are expected. After the passage of the road traffic, the gate must be closed again and SM on duty/ODR informed accordingly. This procedure shall be adopted till such time the normal working is restored. If the defective signal is in OFF position, SM on duty/ODR shall stop all Down Trains entering the section and advise the Loco Pilot through Caution Order about the condition/location of the Gate Stop Signal and to treat the Gate Stop Signal at ON and follow the procedure mentioned in GR 3.73 & 9.15 and SRs

He shall also advise SM on duty/ A Cabin/GDR under exchange a Private Number, for taking similar action for Up train entering from his end. vi) If the defective signal is in ON position, SM on duty/ODR shall issue Caution Order to all the Loco Pilots of stopping Down Trains before despatching the Train into the Section, notifying the location of the signal and to whistle continuously and proceed cautiously while approaching the LC. 1.7.7.1. If the Signals interlocked with the LC become blank and/or the illuminated Diagram becomes dark due to Power Failure, the Gateman on duty shall immediately close and secure the gate against road traffic, if the LC is not already in closed condition. Then he shall advise the SM on duty/ODR, about the illuminated Diagram dark and/or Signals become blank under exchange of Private Number. On getting the information about the Signal becoming blank, the SM on duty/ODR shall stop all Down trains proceeding towards that LC to issue Caution Order to this effect duly advising the SM on duty/A Cabin/GDR for taking similar action for all Up trains entering from his end. The SM on duty/ODR shall also advise ESM/JE/SE/SSE (Sigg) of the section for immediate rectification. The Gateman shall open the gate only after getting the permission of the SM on duty/ODR under exchange of Private Number and also protect the lines on which the trains are expected. After the passage of the road traffic, the gate shall be closed again and inform SM on duty/ODR accordingly. This procedure shall be adopted till such time the normal working is restored. 1.7.8. OBSTRUCTION AT THE GATE: i) If the Gateman notices any obstruction on the Line, he shall at once remove it. If the gate is broken by road vehicle which is fouling the Track or if the Lifting Barrier or any other part of the Gate foul the Track or if there is any obstruction at the gate, the Gateman shall put back the Gate Stop Signal to ON position.

If the gate is broken by a road vehicle which is fouling the track, or if lifting barriers or any other part of the gate foul the track, or if there is any other obstruction at the gate, the Gateman shall immediately press the two way switch to Emergency Position to put back the cleared signal to danger but gate cannot be opened. After this stage the LC closed indication will extinguished on the Control Panel and red light will glow with a buzzer sound. Except in case of emergency, the Gateman should not meddle with this switch, as it will affect the aspect of the controlling signals. Again when the obstruction is removed the switch has to be normalized to re-clear the signal. Now the Red light will extinguish and the buzzer will be stopped. After the removal of obstruction, if it is safe for the passage of the Train, the Gateman shall turn the Gate Key B in the Electrical Key Instrument in clockwise direction till Gate Closed indication appears on the illuminated diagram at the gate lodge for re-clearance of Gate Stop Signals. Gateman shall immediately fix Red Banner Flag by day and Red light by night on the post on the Up & Down Lines. Immediately after this, the Gateman shall advise SM on duty/ODR regarding the defects/obstruction at the gate under exchange of Private Number. If there is no response from SM on duty/ODR even after 2 or 3 attempts the Gateman shall first protect the gate and then inform SM on duty/ODR over Magneto Telephone. Gateman shall then protect both UP & Down Lines as detailed in Para 1.5 (5) (a) & (b) mentioned below. The Track protection shall be done in the Direction of Movement while Double Line working is in force.

NOTE: A drawing showing the above details is exhibited at the Gate Lodge for the Gateman to refresh his knowledge. vi) If the obstruction is due to road vehicle, the Gateman shall note down the particulars of the road vehicle, name of the driver, owner and relay these details to SM on duty/ODR who shall not start his train unless he has been assured by the Gateman that the road vehicle or Lifting Barrier are not fouling the Track. SM on duty/ODR shall inform SM on duty/A Cabin/GDR immediately under exchange a Private Number asking him not to despatch any Up Train in the Block Section from his end until the Track has been cleared of all obstruction. After the Track has been cleared of all obstructions, the Gateman shall inform SM on duty/ODR accordingly under exchange a Private Number. If the Gate is broken but clear of any obstruction, SM on duty/ODR and SM on duty/A Cabin/GDR shall issue Caution Order to Loco Pilots of all stopping Trains notifying the location of the signal and to whistle continuously and proceed cautiously while approaching the LC.

Gateman shall secure the gate against road traffic by means of safety chains and padlocks and thereafter exhibit Green Hand Signal to the Loco Pilot if the gate is not obstructed and the gate is broken. The Loco Pilot who is in receipt of such Caution Order should follow the procedure mentioned in GR 3.73 & 9.15 and SRs there under. 1.7.9. OBSTRUCTION ON THE TRACK NEAR LEVEL CROSSING GATE: i) If there is a rail fracture or obstruction on the Track due to falling of a tree fouling by road vehicle or derailment which is visible to the Gateman, the Gateman and SM on duty/ODR will adopt the procedure given under Para 1.7.8 above. If the obstruction fouls the Level Crossing Gate, the Gateman must keep the Gate closed against the road traffic till the Track is cleared of the obstruction. POWER SUPPLY ARRANGEMENT: There are two sources of power supplies available at this LC gates, one from Electricity Board and the other from OHE through Auxilliary transformer, either UP or DOWN. The switching operations are given exclusively for the supply of electricity for the Gate Lodge and Gate Stop Signals. A Six Way rotary switch is provided inside the automatic change over switch panel. As the EB supply is not reliable source it should be made as standby supply and normal supply shall be from AT. iii) Luminous indications are lit at the EB, DOWN AT and UP AT positions when power supply is available from these sources. The luminous indication extinguishes when power supply from a particular source fails. Luminous indications are also available for Auto mode (out of the three indications provided for Auto mode only one indication will be lilt at a time) and for output supply. Incase any of luminous indication is not glowing Gateman shall inform to TPC through SM on duty.

Normally the rotary switch must be kept in Auto position. When the indication for the automatic operation fails, an alarm will be activated and Gate man should acknowledge the alarm by pressing the reset button provided on the Panel and then Gateman shall turn the selector switch to UP AT or DN AT or EB position as per the availability of the power supply. Gateman on duty shall advise the failure of power supply to the concerned SM on duty who in turn shall advise S&T controller, Traction Power Controller, Section Controller and Electrical (General) Controller. Failure of power supply shall be promptly recorded in the Power failure Register maintained by SM on duty. Hooting of alarm in automatic change over shall be acknowledged by Gateman on duty by pressing re-set switch provided on the front panel.
