DRAFT MINUTES OF THE COORDINATION MEETING ON RAILWAY PROJECTS HELD BY THE PRINCIPAL SECRETRY, TRANSPORT, T.R.& B DEPARTMENT AT 11.

30 AM ON 12.12.2012 IN HER CHAMBER. *****

Railway The Prl.Secy., was appraised about the progress of the following projects Bhadrachalam Road Sattupalli: It has been appraised that messes SCCL has conveyed consent on cost sharing that it will bear the cost of expenditure excluding cost of the land for the project. Accordingly SCCL deposited funds and survey for final location of the project is in progress. Bhadrachalam Road Kovvur: Sri Nagya, ED, SCCL has stated that this project had been studied and found not feasible for consideration considering that they propose Rail line posses through forest land which may not be agreed to GOI. In the alternative he has suggested that a against the original identified Railway Line (marked in Green) of 151 Kms. from Bhadrachalam to Kovvur for which the State Government has conveyed consent for sharing 50% of the cost, if the proposed New Railway Line (marked in orange) which will result in saving distance of 36 Kms. an also Rs.200.00 Crs. He has also suggested that passing through Sattupalli with an extra Rail Line of a distance 32 Kms. which will cost around Rs.192 Crs. and which would be highly beneficial to SCCL for coal transportation. He has proposed that the State Government may bear 50% of the cost as was agreed to the original identified Railway Line i.e. Bhadrachalam to Kovvur. It was appraised to the Prl.Secy (Tr), that TR&B Department had consulted the SCCL who are beneficiaries of the proposed new Railway line via Sattupalli. The SCCL has informed that this project may be taken up the Indian Railway at their own cost. Therefore, the Railway Authorities were requested to take up the project of new alignment via Sattupalli at their own cost. The Railway Authorities assured that the final location survey were will be taken up after sanction of estimate by Railway Board.

Kondapalli Kothagudem: The proposal to construct a new BG line between Kondapalli Kothagudem (126.50 Kms) was examined the State Govt. had agreed earlier on 4.2.2010 for sharing the cost of project 13% under PPP in Railway Authorities. Whereas, the Railway Authorities requested the State Government for sharing 50% cost of the project and also to provide required land there for free of cost. In the meeting it has been appraised that the distance between existing section of Kothagudem (Bhadrachalam Road)DornakalKondapalli is 161.20 Kms, whereas the project distance between KothagudamKondappli is 126.50 Kms. Thus the project line is operationally shorter by 34.70 kms. Further, it serves as an The alternative route between DornakalVijayawada which is already saturated. 50:50. Bhadrachalam Road Visakhapatnam: Sri T.A.L.N.Prasad, SE Railway, has stated that this project is falling in 3 districts covering Tribal Areas and is at survey stage and after completion of survey a proposal will be submitted to State Government. The Prl. Secy (Tr), has advised for projects for development of tribal areas and people. Pandurangapuram Bhadrachalam Town: The Railway Board sanctioned the project under Socially Desirable Project @ cost of Rs.79.39 Cr. with RoR 18.43 and the State Government had offered the land required for the project free of cost. Whereas, the Railway Authorities proposed for cost sharing at 50:50. the proposal is under consideration by the Government. OTHER ISSUES: It has been represented to the Principal Secretary to Govt., TR&B Dept. on consent(i) (ii) (iii) (iv) (v) (vi) to allot funds of Rs.1.00 crore for NadikudiSrikalahasthi project Rs.1.00 crore for AkkannapetMedak project and Rs.20 crores to Kadapa Bangalor project. For consent for 86% cost sharing in respect of Bitragunta Donakonda project, 58% cost sharing for Krishna Vikarabad project 75% cost sharing for Gadwal Macherla project
