Philippines, Inc. is proud to present the results of the 2008 Consumer Products/Manufacturing Industry Survey. As in the past six years, the results you

Executive Summary
This section summarizes policies related to salaries, bonuses and allowances, and typical benefit practices
as well as presents market results for each of the positions surveyed.
EXECUTIVE SUMMARY
Over 500 benchmark jobs spanning different levels (from top management to general/clerical positions) and functional areas (e.g., general management,
finance, human resources, information technology, marketing and sales, manufacturing/production), including both general jobs typically found in most
organizations as well as industry-specific jobs. Only benchmark positions with sufficient number of matches have been included in the final report. Please
refer to the Appendix for a complete list of benchmark jobs and their descriptions.
All forms of cash compensation (monthly basic pay, fixed and guaranteed cash allowances, fixed and guaranteed bonuses, as well as variable income) of
all incumbents occupying positions matched with the benchmark jobs surveyed.
Policies on cash allowances, bonuses and movements in pay (including CBA-negotiate increases).

have been replaced by codes in all of the detailed company exhibits
presented.
In addition, results are presented only for benchmark jobs for which there are
at least three (3) companies reporting data, and the statistics presented are
limited to the following:
the 10th, 25th, 50th, 75th, 90th percentiles and average for at least three (3)
companies and nine (9) incumbents reporting data

EXECUTIVE SUMMARY
When examining survey results, it is important to review the List of Participants to ensure this community is the correct group to compare your company against.
Pay for jobs that are non-industry specific (i.e., human resources, administration, finance, information technology, secretarial) may be assessed across all
industry lines to determine the competitive level of pay for people in these functions. Industry-specific jobs are best compared with similar type companies
within the same business grouping.
Step 3 Ensure proper job match
A careful reading of the position description is important to ensure similar responsibilities exist for a proper match. Job content can vary significantly between
two organizations, even though the job may have the same title. Survey results may be factored up or discounted to the extent it is believed the position is
heavier or lighter than the job surveyed.

A market ratio of 100 means the average actual pay for a specific job at your company is equal to the market target. If the ratio is above 100, the average
actual pay is higher than the market target. If the ratio is less than 100, the average actual pay is lower than the market target or median.
The reasons for being off-target need to be explored further, bearing in mind that it may be justifiable for the ratio to be above or below 100%.
Step 5 Observe general administration guidelines
The following principles will assist in planning individual salary adjustments. Each staff member should be paid equitably according to the jobs internal and
external value and the individuals performance and potential. Management should consider the following in making decisions on salary adjustments:
The salary structure is intended to be used only as a guide. The company may opt to pay a person below the minimum of the pay range or higher than the
pay range ceiling. The only legal requirement is the minimum wage. The minimum wage in Metro Manila currently stands at 382 pesos per day. The
minimum mandated pay outside Metro Manila is lower and varies by region.
Use total cash compensation as a basis then convert the figure to its monthly basic salary equivalent. If various categories of staff are paid differently in the
company, you would need to divide the total annual cash compensation by the respective divisor (e.g., 13 or 14.5, depending on the number of months
guaranteed pay in a year minus fixed cash allowances) to arrive at the monthly basic salary equivalent.
Consider setting the hiring rate at about 10% to 15% below the minimum of the pay range. Move the salary up to the proposed pay range minimum upon
the employees appointment to regular employment status.

Consider the staff members rate of progress and future potential. Increase the time interval and/or decrease the size of the increase for those individuals
approaching what appears to be their ultimate potential.
Consider more liberal salary treatment when performance demonstrates potential for future growth and foreseeable promotional opportunities.
Withhold unearned increases from a poor performer where appropriate. For individuals with salaries below the minimum of the range, bring salaries toward
the minimum through somewhat larger and/or more frequent increases where performance warrants.
Try to eliminate above maximum of the range situations by assigning qualified staff to more responsible positions.

DEFINITIONS
Anniversary Date: The term used in the salary increase table to denote the practice of using a different effectivity date, typically the Date of Hire, to adjust the
salaries of individual employees. This is in contrast to the more common practice of adjusting the salaries of all or most employees on the same date.
Cash Compensation
Basic Guaranteed: Basic Salary plus all fixed and guaranteed bonuses. Fixed bonuses would include the mandatory 13th month pay for rank-and-file
employees.
Total Guaranteed Cash: Basic Guaranteed, plus all fixed and guaranteed cash allowances such as rice allowance, car allowance, transportation
allowance, and meal allowance, if any.
Total Cash: Total Guaranteed Cash, plus any compensation of a variable or discretionary nature. Items included here are commissions, sales incentives,
profit shares, performance bonuses, and management incentives. Historical data was utilized as estimates. Overtime pay and night shift differential are not
included. Pay-outs for long-term incentives are likewise excluded.
Total Remuneration: Total Cash, plus the peso value of selected benefit items motor vehicle benefits, company-sponsored loans, club memberships,
medical benefits, life insurance and retirement benefits. These monetary values of these benefits are determined by using actuarial assumptions and
calculated as a value to the employee rather than the cost to the company.

EMPLOYEE CATEGORY
Top Management (Global Grades 16 to 25): This category covers all employees at organization or group board level up to, and including, the highest
executive position in the company (i.e., Chief Executive Officer, General Manager, Managing Director, President). These are the visionaries of a company;
they set business goals and develop strategies to achieve them. The responsibility for the overall direction and control of a company's total operations rests
on these positions. While the range of top managers in the Philippines range from global grades 16 to 21, majority are at grades 17 and 18, few (typically
heads of conglomerates with regional responsibility) are at global grades 20 and 21.
Senior Management or Department Heads (Global Grades 15 to 18): Positions under this category typically head a major departmental function (also
known as functional heads or functional leaders) and would have other managers reporting to them. These positions would have a rank of Director or
Senior Manager. For some companies, positions with a rank of Department Manager or AVP to VP would fit into this category. Incumbents are responsible
for the overall direction and control of the department or function they represent. As such, they would develop strategic polices and procedures together
with or based on the direction set by Top Management.
Management (Global Grades 12 to 16): This category, also referred to as Section Managers or Middle Managers, covers middle managers below "Heads
of" function and/or those reporting to senior management. Positions with supervisory responsibility, but which are not regarded as having full management
status, should not be included here. For some companies, these positions would have a level of Manager to Senior Manager. Incumbents would typically
implement company or departmental strategies rather than develop them, but they contribute to developing and recommending policies and budgets and
ensure that their section meets business targets. They would also establish general objectives, schedules and priorities for their section's activities.
Officers/Supervisors (Global Grades 8 to 12): This category covers supervisory positions and junior managers where staff responsibility is a large
proportion of the job (e.g. Accounting Supervisor, Operations Supervisor). They typically manage the day-to-day activities of a team, including
implementing schedules, evaluating employee performance and recommending merit increases, promotions, transfers and other personnel actions. This
category also includes professional staff (e.g., Accountants, Systems Analysts and Programmers, Engineers) who are able to work independently on daily
activities (also known as "individual contributors"), occasionally referring non-routine matters to superiors. For some companies, these positions would
have a level of Specialist or Officer to Assistant Manager.
Clerical/General Staff (Global Grades 1 to 8): This category covers all clerical, administrative and secretarial staff with no supervisory responsibility.
These positions are eligible for overtime pay (i.e., non-exempt) and sometimes includes entry-level jobs for professional positions. For some companies,
these would be non-officer or staff positions. Much of the incumbents' work would be routine and conducted under close supervision.

INCUMBENT CHARACTERISTICS
Years of service with the company: This represents the length of time an employee has worked in the company from the Date of Hire.
Years in current position: This represents the length of time an employee has occupied a particular position from the Date of Appointment to that
position.
Number of Companies: The total number of companies reporting data for a particular benchmark position.
Number of Employees: The companys total full-time workforce.
Number of Incumbents: The total number of individuals reported in a particular survey benchmark position.
Percentage Receiving: A term used to indicate the percentage of incumbents who received a particular item (an allowance, fixed bonus or variable bonus).
Statistical Terms
Lower Decile (10): The figure below which 10% of the relevant data fall. Also known as the 10th percentile.
Lower Quartile (25): The figure below which 25% of the relevant data fall. Also known as the 25th percentile.
Median (50): The figure above and below which 50% of the relevant data fall. Also known as the 50th percentile.
Upper Quartile (75): The figure below which 75% of the relevant data fall. Also known as the 75th percentile.
Upper Decile (90): The figure below which 90% of the relevant data fall. Also known as the 90th percentile.
Average (Ave): The total sum of the data for a particular item divided by the number of individual observations.

ECONOMIC OVERVIEW
Year 2007 in Retrospect
The past few years has resulted in an economy characterized by buoyant consumption and an optimistic investment outlook. Despite persisting political turmoil
and increasing market volatility hounding the Philippine landscape through the years, the economy was still able to perform much better than usual. The growth
spurt culminated in a three-decade-high Gross Domestic Product (GDP) of 7.3% for the year 2007, which was bolstered by a benign inflation rate of 2.8%.
Gross National Product (GNP) also showed an even healthier jump to 7.8% from the previous year. The aforementioned paved the way for the recognition of
the Philippine economy as the years star in the cluster of regional economies.
The year 2007 also commemorated the steady climb of the peso, which brought on mixed ramifications for different sectors in the economy. While this did not
augur well for the export market, which exhibited a steep decline throughout the four quarters of 2007, the strengthening peso did little to impede the continuous
and rising influx of remittances from abroad that registered a total of $14.5 billion in the previous year. Apart from the resulting boom in consumer spending that
sprung from these inflows, foreign investment also strengthened due to upbeat investor sentiment on the countrys improving macroeconomic status. In the
domestic scene, investment was buoyed in both the public and private spaces. Led by advance spending during the May national elections and aided by the
improving fiscal situation, government investment rose and even stimulated higher private spending, most notably in construction. Total investment, which
demonstrated a relatively frail performance in the preceding years, grew by 9.3% in 2007.
From the production side, the services sector became the star performer of the economy, having notched a record-breaking performance of 8.7% growth for the
year. Traction from this continually broadening sector was spurred by more expansion in finance, trade, and private services. The finance space, which is set to
experience a slight shakeup in the year 2008, was very much aligned with the growth and development that was sustained by the overall economy. Its 12.3%
rise was propelled by an upsurge in credit lending, the huge growth in the insurance market, and the stock market surge. In the private services subsector,
enhanced traction was pushed in part by continued expansion in the outsourcing space. Along with this came expansion in the areas of hotels and restaurants,
recreational services, and personal services. All this translated to a healthy market symbiosis that bolstered each others growth prospects.

RETIREMENT BENEFITS
It is mandated by the Philippine Labor Code for companies to
provide minimum retirement benefits for their employees.
Under Article 287 of the Labor Code, as amended by RA 7641,
an employee may be retired upon reaching the age established
in the collective bargaining agreement (CBA) or other
applicable employment contract, and shall be entitled to receive
such retirement benefits as he or she may have earned under
existing laws and any CBA and other agreement, provided that
the benefits are not less than that provided by law.
Statutory Provisions
In the absence of a retirement plan or agreement providing for
retirement benefits of employees in the establishment, an
employee upon reaching the age of sixty (60) years or more,
but not beyond sixty-five (65) years which is hereby declared
the compulsory retirement age, who has served at least five
(5) years in the said establishment, may retire and shall be
entitled to retirement pay equivalent to at least one-half (1/2)
month salary for every year of service, a fraction of at least six
(6) months being considered as one whole year.
The term one-half (1/2) month salary shall mean fifteen (15)
days plus one-twelfth (1/12) of the 13th month pay and the
cash equivalent of not more than five (5) days of service
incentive leaves.

EXECUTIVE SUMMARY
WORKING HOURS, OVERTIME PAY AND NIGHT SHIFT PREMIUM PAY POLICIES
Normal working hours are prescribed by Article 83 of the Philippine Labor Code as eight (8) hours per day for a maximum of six (6) days a week. Work in
excess of 8 hours in a given day is regarded as overtime and is entitled to additional pay. Where an employee is assigned to perform work on night shift or
obliged to work on his scheduled rest day, he is likewise entitled to an additional compensation.
The Labor Code provisions relating to working hours as well as those covering rest periods, public holidays, do not apply to government employees, managerial
employees, field personnel and certain workers who are paid by based on results/output.
