TACLOBAN CITYA soldier and a member of the Civilian Armed Forces Geographical Unit (Cafgu) were killed when a Cafgu member ran amuck inside their detachment in a Leyte town Monday afternoon. Killed were Sergeant Renato Cabarse, assistant commander of Philippine Armys 78th Infantry Brigade operational control detachment based in Burauen, Leyte, and Cafgu member Alexander Estrella with the assailant identified as 55-year old Cesar Manidlagan who also died during the incident, Police Inspector Federico Sanchez, police chief of Burauen town, said. Another Cafgu member, Abner Tolibas, was hit and wounded at his right shoulder due to the incident. The whole incident happened only for less than three minutes, Sanchez, in a phone interview, said. Manidlagan was shot and killed by another Cafgu member, Genes Cabidog. The incident took place around 4:45 pm Monday inside a Cafgu detachment located in Barangay Anonang. Estrella died on the spot while Cabarse died while he was being treated at the Burauen District Hospital. Tolibas

Estrella and Cabarse, who was then the acting chief of the Cafgu unit, were stationed in post number 1. Sensing that he would be the next victim of Manidlagan, Cabidog shot and eventually killed the suspect. Cabidog was stationed at post number 2. The victims and the suspect belong to the 78th Infantry Battalion based in Brgy. Abuyogon, six kms away from the crime scene. Captain Dranreb Canto, spokesperson of the 802nd Infantry Brigade based in Ormoc City, declined to comment on the incident saying they would conduct their own investigation. But this is an unfortunate incident, Canto, reached on his mobile phone, said. Felipe Gerona, a Cafgu member, recounted in a mobile phone interview that Manidlangan got drunk from attending a birthday party in the village. He went to his barracks and grabbed a tip bolo and attempted to hack Cabarse but Estrella, who was on duty, pacified him. After Manidlangan was pacified, he went back to his barracks and grabbed a M1 Garand rifle and shoot Estrella. Called the Weather Index Insurance - Credit Asenso, this product will help rural banks, nongovernment organizations (NGOs) and micro-insurance financial institutions (MFIs) to cope with the effects of typhoons (windspeed) or floods (rainfall) on the low income sector. Media Night a success


TACLOBAN CITY Even the heavy rain did not prevent media practitioners to perform their duty in providing information to the people, much so in entertaining them. In the first ever Media Night of the Pintados-Kasadyaan Festival dubbed as Rayhak Media Pagdayaw Kan Senior Santo Nio, media practitioners of this city braved the rain with their antics in hosting and entertaining. The event was a success even with a short notice given by the management and organizers of the PintadosKasadyaan Festival, according to Philippine Information Agency Regional Director Erlinda Olive Tiu. We are thankful to them for giving us a chance to showcase and share the talents that we have, she said. But I hope next time, the invitation should be given earlier so we could have a longer preparation and carefully study all sequences so we could have a better presentation than what we had in this first Media Night, she added. Presidential Communication Group Operation Office Undersecretary and PIA Director General Jose Mari Oquiena, who was the guest of the Media Night, in his speech reminded the importance of media to peoples daily life. A Comelec official, who does not want to be named, said that the expenses declared by the candidates were not truthful. What they have declared were not the real amount that they actually spent during the elections, the poll official said. All candidates who run during the May 13 elections are mandated to submit their election expenses. The submission of the Soce ended last June 13. Here in Leyte, all the five congressmen who won declared their elections expenses less than P1 million.

It added, We further decree that the historical image of the Santo Nio as venerated in the Santo Nio Church, Tacloban City, be solemnly installed in the Capitol Terrace to symbolize His being recognized and accepted as patron by the people of Leyte. Everybody feels upbeat and with rare animated expectations from everyone over the annual celebration of Sto. Nio fiesta in Tacloban comes June 29 and 30. We are now beginning to experience joyous weeks of celebration in honour of miraculous Sr. Sto. Nio before fiesta day; hitches misunderstanding, controversies, even verbal hostilities like it happened before is now buried deep in forgetfulness to be resurrected no more, hopefully. -oOoThe three big festival groups in Tacloban will have their presentations on the same day 29th of June vesperas han patron. The merged Pintados-Kasadyaan Festival of Festivals (PK-FF) will displayed a colourful parade and street dancing via main thoroughfares of Tacloban in the of the Patron Saint. At eight in the morning the EL Teniente (also a Sto. Nio image) from Basey, Samar will be sailing to Tacloban dubbed a fluvial procession and will be brought to the Balyuan Park. At 10, a Holy Mass will be celebrated. At the PK-Festival Park will be the venue of the choral competition in the in the evening. Here is where government needs to take a redirection of its priorities to support agriculture that is the prime source that feeds the nation. There must be a serious effort to provide adequate support to farmers on a year-round basis that would cover from tilling to cultivation to planting until harvest and marketing. People must regain the belief that farming is a gainful economic activity and not one that will bind them forever in the pit of poverty caused by turnoffs to farming. People from the provinces had constantly been into migration to the big cities of metropolitan Manila in the hope of finding a living better than what the rural communities could offer. The thought that urban areas offer jobs and livelihood opportunities is still prevalent among our folks living in the countryside. With the proliferation of media and information technology, folks in the rural communities get a real time glimpse of the amenities and progressive life that urban areas offer as seen on television and other mass media facilities. What people in the rural areas see are attractive scenes on the television screen and not the real tales of the grinding poverty that urban folks are confronted with in their daily living. The glitter of neon lights and the well paved highways and roads in the metropolis are truly attractive in contrast to the bumpy dirt roads and muddy trails dividing communities. Our young population

Farming and food production which is ideally the strength of the nation as it feeds the population, is in a bind to an exploitative setup where farm workers are buried deeper in the quagmire of poverty. The toil of their hands on the soil which they dig and till with sweat and blood seems a hole on the ground that would push them into the precipice of abject poverty. Farmers are captives of high-interest borrowings which they obtain to finance the tilling and cultivation necessary for food production. Planting materials, farm inputs as well as post-harvest facilities are too costly for the farmer whose earnings at the end of the harvest season is inadequate to settle the debts and interests of the previous planting season, pushing the farmer to borrow more to finance the next cropping. ALMSGIVING, PRAYER, FASTING


Jesus said to his disciples: Be on guard against performing religious acts for people to see. Otherwise expect no recompense from your heavenly Father. When you give alms, for example, do not blow a horn before you in synagogues and streets like hypocrites looking for applause. You can be sure of this much, they are already repaid. In giving alms you are not to let your left hand know what your right hand is doing. Keep your deeds of mercy secret, and your Father who sees in secret will repay you. When you are praying, do not behave like the hypocrites who love to stand and pray in synagogues or on street corners in order to be noticed. I give you my word, they are already repaid. Whenever you pray, go to your room, close your door, and pray to your Father in private. When you fast, you are not to look glum as the hypocrites do. They change the appearance of their faces so that others may see they are fasting, I assure you, they are already repaid. When you fast, see to it that you groom your hair and wash your face. In that way no one can see you are fasting but your Father who is hidden; and your Father who sees what is hidden will repay you.

That is why, while giving, Jesus asks us not to parade our alms giving, but expect that Your Father who sees in secret will reward you (Mt 6:4). We are becoming more and more aware of the needs of people throughout the world. While giving we must see ourselves as part of all humanity. May our superfluities give way to our neighbours conveniences, our conveniences to our neighbours necessities and our necessities to their extremities. TACLOBAN CITY The Department of Energy (DoE) has issued a certificate of commerciality to a 30-megawatt (MW) solar project in Ormoc City, the first under the Feed-in-Tariff (FIT) system. DoE director for Renewable Energy Management Bureau Mario Marasigan said in a statement the certificate was given to Philippine Solar Farm-Leyte, Inc., the company that intends to build the solar project. Marasigan added the DoE eyes FIT-related power projects to start operations by 2015.

The project in Ormoc City costs about P2.9 billion and will be located in a 44-hectare area at the upland village of Dolores in said city. Korean investors expect to source the funds for the project from the Korea Development Bank Daewoo Security Co. and constructions are expected to commence this July or August. According to Marasigan, the FIT incentive will be given to renewable energy (RE) proponents that will finish their power plants ahead of the rest or based on a first come, first serve basis. He added the government has a 50MW quota for solar energy plants, 200MW for wind, 250MW for biomass and 250 for minihydro. Granting of FIT is stipulated under the Renewable Energy Act of 2008 to encourage proponents to put up more RE projects in the country. TACLOBAN CITY To help save the environment as well as to give employment, a skills and livelihood training on bag production and novelty items utilizing tarpaulins and scrap woods are conducted by the City Cooperative today at Balyuan Convention Center. The two-day event is a twofold livelihood training for unemployed men and women as well as persons with disabilities (PWDs). In an interview, City Cooperative OIC Ruena Mate said that the training aims to provide livelihood opportunities to unemployed individuals and to help alleviate the increasing problem in environmental pollution by making use of recyclable materials such as scrap woods and tarpaulins used during the election and the citys festivity. Through the election tarpaulins as well as the tarpaulins that are used during this fiesta, we will be able to make tarp bags, cellphone holders, laptop bags and throw pillow cases. The scrap woods can be used to make novelty items such as personalized key chains and other table decorations. In this way, we are able to provide livelihood assistance to our people as well as to help minimize the garbage, Mate said. Mate further said that the training is not only to offer an income-generating assistance to the dwellers of the city but also to assist them on how to market their goods. Coconut farmers told to venture into processed coco-based products


PALO, Leyte Fazed by unstable copra price? Its time to venture to process other coconutbased products coco cream and coco milk. The Philippine Coconut Authority (PCA) is conducting an inventory of active farmers cooperative in Eastern Visayas that will be tapped in processing these two alternative products. After the assessment, we will submit a list of active farmers cooperatives. They will be given funding assistance for processing coco milk and coco cream, said PCA Regional Manager Edilberto Nierva. According to him, there are hundreds of coconut farmers groups in the region but only less than 50 of them are functional until this year. We are promoting these two products because of the huge potential both in the local and foreign markets. This is one effort to diversify because of the price of copra is unstable, Nierva

said. Coconut milk is the milky white extract from freshly ground and testa pared matured nuts. It has a characteristics milky flavor and aroma of fresh, natural coconut. The product is processed using modern sanitary processing methods under strict quality. Coconut cream is very similar to coconut milk but contains less water. It has a thicker, more pastelike consistency, while coconut milk is generally a liquid. Coconut cream is used as an ingredient in cooking, having a mild non-sweet taste. The country has been shipping these two cocobased products abroad. Eastern Visayas, the second largest coconut producing region of the country, has average output volume of 1.7 billion nuts from 2009 to 2012. According to PCA, 80% of the nuts harvested are processed into copra, which is vulnerable to unstable trading price.

Permit to cut trees required also for govt road projects


PALO, Leyte Applications for cutting of trees affected by government projects, such as opening of roads, road construction or road widening, is secured through the concerned Community Environment and Natural Resources Office (CENRO). According to Manuel Ferreras, CENRO Palo, Leyte, in the case of Burauen- Albuera road wherein a portion of the project was forced to stop recently due to lack of necessary permit/clearance to cut trees from the DENR Manila, the Burauen section which is still under the CENRO Palo, and it applied for permit to cut trees affected by the road construction. Ferreras further explained that after the application has been filed with the CENRO, the office will then conduct an inventory of the subject trees. After which the application will be forwarded to the Provincial Environment and Natural Resources Office (PENRO) and then to DENR regional office and finally to DENR central office for the issuance of permit. Ferreras clarified that there is no way that the application will have any problem, such as lack of requirement, because the DENR regional office sees to it that all needed requirements are complied with before it forwarding to Manila. As to the when, why or why not a permit should be granted, its up to the Manila office to decide and the CENRO has no more hand to it. Following Executive Order No. 26 or the National Greening Program and EO No.23-the logging moratorium, DPWH must secure clearance from DENR Manila before they can proceed with their project involving cutting of trees. Some said that the reason of an almost no celebration of the founding anniversary of the province was because of the change in political atmosphere of the province with Daza defeated on his reelection bid as governor. Northern Samar is bounded on the north by the San Bernardino Strait San, on the east by the Pacific Ocean, on the west by the Samar Sea, on the southwest by Western Samar and on the southeast by Eastern Samar. Its total land area is 3,692.93 km. The province began its journey as was a province after Congressman Eladio T. Balite of Northern Samar and Felipe J. Abrigo of Eastern Samar authored Republic Act 4221, which was approved by Congress in 1963. The law, ratified in a plebiscite on June 19, 1965, divided Samar into three provinces, namely,

Northern Samar, Eastern Samar and Western Samar. The first provincial officials of Northern Samar were elected on November 14, 1967 and on January 1, 1968, they officially assumed office. Catarman is the capital town of the province where most political and economic activities take place. It is the seat of administration and the center of trade and commerce as well as industry. The province is divided into three (3) major geographical areas, namely: Balicuatro area, Central area, and Pacific area including Catubig Valley the provinces rice granary. It comprises 24 towns or municipalities with 569 registered barangays. The province is divided into two legislative districts, the first district covers 14 towns namely; Allen, Biri, Bobon, Capul, Catarman, Lavizares, Lope de Vega, Mondragon, Rosario, San Antonio, San Isidro, San Jose, San Vicente and Victoria with the latest registered voters of 192,778. Media Night lights up RTR Plaza


TACLOBAN CITYThe evening of June 17 turned into a non-stop show of talents and vigor among media workers. Were so happy that at least weve seen the people behind the voices that we hear over the radio. Those people who are giving us news may it be in the newspaper, magazine, on TV or radio. And its as well amazing because weve not just seen them in person but weve also seen them perform before us. Now I know, media men are also talented, a spectator said. About 230 media practitioners from various media outlets from print, online, government information offices, radio and television gathered at the RTR plaza to take a toast during the first ever Media Night in light of the PintadosKasadyaan Festival, anchored on its catchphrase Rayhak Media Pagdayaw Kan Senior Santo Nio. Despite of heavy rains, it did not hinder the enthusiasm and the show that were just about to flare up as it was mobbed by a huge crowd of spectators. Flabbergasting fire dance performance heated up the dance floor eventually introducing the media practitioners from each media outlet who took a show-off move of the famous Gentleman of Korean sensation PSY on the center stage. The dance is so famous so we easily danced it even without a practice. I hope that the audience liked it because we did enjoy, said Raniza Darole from Radyo Diwa. Shortly, different performances from the representatives of each media outlet namely Leyte Samar Daily Express, Radyo Diwa, interns from 8 Magazine, MOR DJs, IBC-6 staff, Philippine Information Agency (PIA) personnel and AGIO members entertained the crowd. Some rendered a song number, while others showcased a dance presentation and a magic show. The media people are so talented, weve never really expected they could do such performances, another spectator said.
