Market description of the technology introduced: how does this (e.g cookstove) market function in your country, and in the target region ? What is market history and what are strong versus weak points in the market chain? Why is support needed? Laos has a big potential for hydropower, because of its large mountainous areas. Over the past years, a lot of attention has gone out to developing large hydropower projects in tributaries of the Mekong river and there are even plans for mainstream dams. Although these projects can yield macroeconomic benefits for the country, these projects usually do not benefit poor people in remote rural areas. Small and very small hydropower has received much less attention from the government, multilateral organizations and NGOs. Yet, pico-hydropower (<2 kW) is very common in remote rural areas, completely market-driven and provides many people with a source of electricity. An estimated 60,000 low-head pico-hydropower units provide electricity for about 90,000 households, making it the most important renewable energy technology in the country. Yet, there are challenges of using this technology, such as coping with low quality hardware, risks of electrocution and breaking of electronic devices and light bulbs. Many problems have been overcome by innovation of actors in the supply chain of pico-hydro: users, village technicians, shopkeepers, traders and producers. Market is currently focused on individual users. However, there are opportunities for 1) scaling up and improving 2) the quality and safety and 3) efficiency and reliability of pico hydro technology through existing and potential new market channels. This project targets the poorest provinces with the highest incidence of pico-hydropower units and the least access to grid electricity, all in the Northern part of the country. The project therefore aims to alleviate poverty and provide people with better access to electricity using an existing market-based technology. The initial target province will be the same as the one in the first phase of the picohydropower programme: Xieng Khouang. Subsequently, two other provinces in the North of Laos will be targeted.

This product package has to be completed in full detail before the rest of the proposal can be written: without a complete and logical product package, rest of the project proposal cannot be written. All outputs of the project will be described as products, including for example workshops. Although the products will be described separately, they are very much complementary and are part of an integrated programme. (a) Technological description of products 1) Informational workshops for shop owners These workshops targeted at shop owners will be positioned to provide information and support to shop owners to improve their sales, but also the quality and safety of picohydropower units. A general workshop will be provided for all shopkeepers in each target district, followed by tailor-made follow-up coaching trajectory in smaller groups or even with individual shop owners on specific issues. The content for the workshop and the individual coaching will be on pico-hydro turbines and complementary products (load controllers, draft channels, cables, switchboards, light bulbs, etc), providing information to customers (e.g. in the form of the user manual) and business support (how and where to order and check quality products and related administration) 2) Technical advisor Technical Advisors are trained experts consisting of technical staff from Provincial and District Department of Energy and Mines, literate and experienced pico-hydro users in target villages or other technicians in the area. These Technical Advisors will be selected in consultation with the concerned authorities, i.e. the provincial or district government or the village chief. These technical advisers consult with villagers on their needs and issues with pico-hydro units. The Technical Advisors will be able to provide advice on installing a new pico-hydro unit as well as how to optimize the output of an existing unit. Technical Advisors will also be able to reinforce safe interactions and maintenance with the pico-hydro unit after the consultation is complete. Technical Advisors might also be able to carry product offerings with them (e.g. spare parts via motorbike or potentially full pico-hydro units via truck) to make actual installations or unit repairs as needed (selling product to the villagers with whom they are consulting). The Technical Advisors will be initially trained by LIRE Technical Officer 1 . This Advisor at district level will then provide training to selected literate villagers/existing endusers in target villages. Technical Advisors at village level will be a consultant first, and can also act as a salesperson when parts are needed on the spot. This distinction is important because such positioning will establish trust with the villagers. Such trust will be key for sustainability if the Technical Advisors input is to be understood, accepted, and actually cause a change in villager behaviour. 3) Pico-hydro Installation and Use Manual in Lao language An installation and use guide targeted and localized for the Lao PDR about pico-hydro will be a short and simple manual. The manual will be written and Lao language but will also be highly visually oriented, so that the widest possible population could benefit from the guide, including illiterate people and people speaking minority languages. The guide will use simple, low-tech language and would provide numbered steps or bullets so that the information is easily accessible. The manual will feature normal use as well as mentioning the most important local adaptations collected during the first phase of the project. The guide will not only be targeted at end-users, but will also be relevant to shop owners (to help them sell product effectively), to Village Technical Advisors, to welders who may be asked to create draft channels and inlet tubes (to help them manufacture components to optimal specifications) and to relevant local government authorities (who will be provided

with hard and soft copies). Once created and tested, the guide can be easily photocopied or printed cheaply (black and white, while remaining attractive to read) and distributed to shop owners, Village Technical Advisors and government staff2 to be provided at product purchase, consultation or inquiries. Once in circulation, it would be encouraged to share and distribute the installation and use guide freely. 4) Electronic Load Controller (ELC) An electronic load controller is a small device that is placed inline in the electricity circuit and dumps excess voltage when it spikes or insufficient load is connected. The excess voltage is directed to a dump load, generally a heating element. In this way, voltage directed into the end-users house (and appliances and light bulbs) is mitigated and kept steadier, significantly improving the lifetime of light bulbs and electronic devices as well as the turbine itself, by protecting it from spinning too fast. Solution components include the electronic load controller itself, a dump load and a place for the excess load to be dumped (e.g. water tank). The use of the ELC will be part of the Pico-hydro Installation and Use Manual. The electronic load controller would require little maintenance, such as ensuring that the controller is functioning and that the dump reservoir is sufficiently able to absorb the excess electricity load. This device is not in use yet in the Lao PDR and will therefore have to be introduced into the existing market. End-users will be able to purchase an electronic load controller from the market where they purchased the pico-hydro unit itself, or through a technical advisor, and could install it into a new pico-hydro system or an existing one. Electronic load controllers can be procured from manufacturers directly in country of origin or through existing trader channels. Initially, the bigger shops at provincial level will be targeted to act as local dealer for smaller shops. (b) How do we know the products are a proven solution for the energy demands of our target group (provide references) All information in this section is derived from the MSc thesis of Smits and the progress reports from the first phase of the Pico-hydropower Innovation and Capacity Building Programme. The four products combined will contribute to all three EASE strategies: ACCESS, CONTROL and SHARING. Improved ACCESS is achieved by promoting higher quality products, advice to improve the amount of electricity generated, promoting solutions to deal with the instability of the electricity output (and resulting costs), advising on finding suitable locations for installing turbines and promotion of sharing. These aspects will tackle the most important bottlenecks for upscaling, namely lack of money and lack of suitable locations. Improved CONTROL by end-users is achieved by providing advice through the Technical Advisers and the Installation and Use manual. Shop owners will be provided with information through the workshops and the Manual and will be coaching in selling better quality and complementary products so as to improve the safety and make more revenue. SHARING will be done through the EASE toolkit and the other deliverables which will be shared within the EASE network, the LIRE network and through the LIRE website. 1) Informational workshops for shop owners Some shop owners have shown the willingness and expertise to provide technical advice to end-users about the pico-hydro products they use. For example, some shop owners promote thicker, insulated cables which, though they are sold at a higher price, are also better for end-users because of safety concerns and less loss of electrical output. While such willingness and expertise is not universal for shop owners, this example does provide a model for how shop owners goals (selling more products) can be aligned with end -users (safe and efficient electricity from pico-hydro).

2) Technical Advisor Successful and safe installation of pico-hydro technology depends on a significant amount of technical knowledge and experience. Optimizing the units for efficient electricity output also requires a significant amount of understanding. This level of knowledge does not typically exist within the members of village communities. Often, pico-units are not optimally installed (producing less electricity than possible or so much that appliances and light bulbs get damaged); villagers also may spend a lot of time installing and maintaining pico-hydro units in ineffective ways. Safety continues to be a concern of villagers and the government regarding pico-hydro installation and use. This product is closely based on feedback from villagers regarding the Installation Advice concept from phase 1. Villagers articulated a need for more information and help with their pico-hydro units, but preferred the Installation Advice idea over something like a Purchasing Aids (also phase 1) because the Installation Advice concept affords a person (expert) to provide face-to-face advice and to propose solutions based on the very specific environmental and use context of that village. The discussion with village chiefs during the field trip with ETC expert3 to Xieng Khouang Province revealed that they would prefer to have Technical Advisors who are from their own villages. 3) Pico-hydro Installation and Use Manual in Lao Language Typically, end-users install their pico-hydro systems by themselves, potentially with input and guidance from other villagers who have experience in setting-up a pico-hydro unit. This task is often accomplished by trial-and-error, usually with little real knowledge on how to optimally install the unit. Pico-hydro units are rarely distributed with any documentation, since most specifications and user manuals are in the language of the country of product origin (China or Vietnam). Additionally, pico-hydro units are typically purchased with little knowledge about which wattage of unit or product type is best for the end-user in terms of installation context or product quality. Information about how to safety interact with and maintain a pico-hydro unit is also not documented or communicated. Shop owners are often under-educated about pico-hydro technology and do not have a lot of useful information to give potential customers. Moreover, welding shops currently do not have access to proper specifications for creating efficient draft channels and inlet tubes. Although pico-hydropower end-users are quite independent when it comes to purchasing and installing their unit, there is a demand from villagers for more information. Some interviewees in the first phase tried to use the Chinese manual, relying purely on the limited pictures and figures available. Yet others went to ask for more information at their local government office, without any result. The Pico-hydro Installation and Use Manual will be a great complementary product for the other proposed products. 4) Electronic Load Controller Since fluctuation in the electricity produced from pico-hydro units causes appliances and light bulbs to break and this is a major concern to end-users, promoting distribution and use of electronic load controllers would offer a financial advantage to both end-users and shop owners. For end-users, such a device, if initial purchase is cost-effective, would reduce their monthly electricity expenses for replacing damaged appliances and light bulbs. Moreover, it would improve the ease of use of the pico-hydro unit, since people will not have to take care of load management manually anymore (for example, by scheduling which house of a shared system can watch TV at a certain time or inserting/removing light bulbs in different combinations of wattage to match pico-hydro output). For shop owners, this recommendation would enable them to have another product to sell which would be in high demand. During phase 1, the electronic load controller received the most points from both endusers and shop owners, indicating that they see the added value of such a device. Although there are no cases of use of load controller known in the Lao PDR, the devices are available in other countries and designed specifically for the use envisioned in this proposal.

(c) How will the products be presented in market (commercial strategy) 1) Informational workshops for shop owners The project will invite shop owners to a workshop and be presented with product samples such as ELC, switchboard, cables, draft tubes/channels, quality units etc. On this occasion, interests and willingness of shop owners in selling the introduced products will be assessed. The nature of possible follow up training on individual coaching, to be carried out by LIREs Technical Officer, will then be determined and executed. In a later stage, we will determine the need for additional support from ETC or Triodos Facet to provide this coaching/Business Development Support. (Please also see Section. 6 in this project proposal) 2) Technical Advisor The Technical Advisors will be initially trained by LIRE Technical Officer. This Technical Advisor at district level will then provide training to selected literate villagers/existing endusers in target villages. Technical Advisors at village level will act as a consultant first, and may act as a salesman only when parts are needed on the spot.4. 3) Pico-hydro Installation and Use Manual in Lao Language The guide will primarily be targeted at end-users, but will also be relevant to shop owners (to help them sell their products effectively), to Village Technical Advisors, to welders who may be asked to create draft channels and inlet tubes (to help them manufacture components to optimal specifications) and to relevant local government authorities (with hard and soft copies). Once created and tested, the guide can be photocopied or printed cheaply (in black and white, while remaining attractive) and distributed to shop owners, Village Technical Advisors and government staff5 to be provided at product purchase, consultation or inquiries. Once in circulation, it would be encouraged to share and distribute the installation and use guide freely. 4) Electronic Load Controller Sample products will be purchased 6 and tested in selected households in the village. Monitoring on the performance of the ELC will be conducted in a later month. Results will be disseminated to villagers and shop owners. This will result in increase demand in buying and selling the products by end-users and shop owners, respectively. In addition, contact details of suppliers will be unveiled to villagers as well as shop owners. (d) How will the products be distributed in the market, what is the planned stock situation (Logistical strategy) The project will only provide technical support for the market and not provide the picohydropower products themselves. Instead, the project builds on existing supply and demand for pico-hydropower turbines and complementary products. However, shop owners will be encouraged to adapt and diversify their product portfolio with pico-hydropower turbines and complementary products to sell to their customers. Whenever there are no existing market channels (as is the case for the Electronic Load Controllers), the project team will try to open these up for the shop owners. For these products, it might be necessary to provide a demonstration in order to convince them and their customers of the benefits of the products. (e) Will finance be offered with the products, how? In principal, the project will try to avoid financing products, since it might disrupt the existing market dynamics. However, in case the shop owners are not willing to adopt any higher quality and safer products, providing subsidies for a limited supply of new products can be considered. In this case, the shop owners would still be asked to sell at market prices, giving

them a big incentive (margin), but not jeopardising the situation for the end-users.

4. Justification (Max page)


(a) What will the project bring in terms of benefits for the target group compared to the current situation? The project will increase the awareness about quality, safety and use of pico-hydropower technology for shop owners and end-users. Shops will benefits from increased knowledge on pico-hydropower and related products and some marketing techniques, which will enable them to sell more products and make more profit in the end. End-users will have access to better and more reliable information through shops, the provision of technical advice and training, and the manual. They will be able to make a choice for better quality products and complementary products that make the use of pico-hydropower less expensive and/or more comfortable. The government will not only benefit from increased awareness about household level electricity generation, but will also bring benefits in terms of capacity building to local civil servants who will subsequently be in the position to provide information to people in their province or district. (b) What are the testing questions that will be answered by the project? Please formulate them as real questions (with the aim to answer them during and after project implementation). 1) What are the needs of shop owners and how can they best be addressed through informational workshops and individual coaching? What improvement in the functioning of the market is feasible? 2) What is the best model and target group for technical advisors on pico-hydropower? 3) What is the best design for the pico-hydropower manual? How can the manual be made accessible for end-users and shopkeepers in the Lao PDR? What are the best ways to spread the installation and introduce the manuals? 4) How can electronic load controllers be introduced to the market? 5) What is the optimal role for LIRE in this market toward market players and other stakeholders? (capacity of LIRE and innovations) 6) Does improvement of the safety and quality of turbine and installation lead to increase in number of end-users?

However, part of the products will be transferred to shop owners and selected target advisors and, of course, eventually to the end users. Is the entrepreneur the contract party? If not, why not? No, LIRE is in charge of managing the programme and providing services to shop owners and training Technical Advisors.

This is necessary as there will be more workload in the future due to the expansion to two more provinces. The project intends to find a candidate with ethnic minority language skills and electrical engineering education background. 11 With his extensive experience on user-oriented approaches, Matthew Jordan has been instrumental to give shape to the first phase of the project, largely on pro bono basis. Building on this experience during the first phase of the project, he could play a key role in building more capacity within LIRE, especially in training LIRE to create the user manual as well as general aspects of the project
