Maize/Soybean Transformation Action Plan


IMPLEMENTATION PLAN FOR THE FIRST QUARTER OF 2012 Background Maize plays a predominant role in the farming systems, and diets of millions of Nigerians. It is a very versatile crop since it is used for domestic consumption in addition to its industrial use by flour mills, breweries, confectioneries and animal feed manufacturers. Furthermore, system productivity using the maize-soybean rotation is essential to maintaining the natural resource base of the maize production environment. A key goal of the present Agricultural Transformation Agenda is to increase maize production to 20 million metric tons in Nigeria in the long run but to at least 12 m tons by 2015 while on-farm yield of soybean is expected to double translation to a doubling of the production at the same time. To achieve this, dependable maize and complementary soybean production technologies are available and a favorable policy environment that promotes growth and creates jobs is being put in place. Strategy for Achieving Targets Productivity enhancement Strategy The overall strategy to increase productivity is by linking farmers to inputs and production practices. The initiative will be targeted at the major maize producing states of the federation having high and medium production potential. Six production clusters will be established in each of the producing states to amongst others facilitate the supply of inputs and collection/collation of grains. States to focus on in 2012 are Kaduna, Kano, Niger, Adamawa, Taraba, Plateau, FCT, Bauchi, Gombe, Bornu, Nasarawa, Kwara and Oyo States. Soybean promotion and cultivation will follow closely in the second year of the program. However, adequate quantity of seeds for the proposed 0.2m ha of land will be produced using the available quantity of improved seeds in 2012. It should be noted that participating farmers also cultivate other grain legumes including groundnuts, cowpeas, pigeon peas etc and oil crops such as Sesame that still contribute to system intensification and help to diversify food base. Marketing enhancement strategy The second strategy for achieving result is to link farmers to output markets. To this end, identified major end-users of maize and soybeans will be linked to producing clusters for continuous supply of produce. Therefore, requirement from identified major end-users of maize and/or soybeans will be collated and used as a basis to link such users to appropriate producers while the commodity association, Maize Association of Nigeria (MAAN) will serve as honest broker in the deal. At present, Guinness Nig PLC, Nestle PLC, Obasanjo Holdings, Animal Care and other members of the Poultry Association of Nigeria (PAN) etc have demonstrated commitment in various ways by trying to link their existing farmers/supplies to the team (Nestle and Guinness) for guaranteed supply of quality grains and grits respectively, or directly requesting for continuous supply from the team. From these requests, a total of over 5 m tons of maize will be required annually.

Linking farmers to inputs It is proposed that a total of 600000 ha of land will be planted to maize by at least 200000 farmers/farmer groups with each growing 3 ha. Another 10000 ha is planned for soybean. It is expected that at least 4.8m bags of fertilizers (both NPK and Urea) will be required to grow the proposed 200,000 ha of land for maize alone. However, the GES intend to support only a small fraction of the required fertilizer implying that the balance would have to be bought elsewhere. The transformation team intends to and has interacted with the Bank of Agriculture to source for fund to support the provision of the additional fertilizer requirement and would also interact with relevant state governments to source for additional support to enhance productivity. Improved seed system delivery support The team will work with seed companies to promote the production and marketing of good quality seeds by providing breeder/foundation seeds as needed and also hands-on experience to use such seeds to produce good quality certified seeds. Special effort will be made to ensure that the capabilities of the private sector to produce and market only good hybrid hybrids and stress tolerant productive open pollinated varieties is enhanced as this is a first step towards achieving good yields. For soybeans, it is planned that the available 400 m tons of seeds will be provided to farmers in six states to grow and used as source of seeds for 2013 and for training purposes on the best practices to use in increasing soybean productivity to give a minimum of 2 t/ha. On-farm demonstration plots: A minimum of three on-farm demonstration plots showcasing best production practices will be established in each of the producing cluster to give a total of 18 demonstration plots per state and 252 nationally. Soybean demonstrations will only be limited to the six states and a maximum of two per state showcasing the newest improved rust resistant and shatter tolerant varieties is envisaged. Field days will be conducted using each of the demonstration sites and well established and well managed farmers fields to interact with a broader audience and share knowledge on how best to enhance productivity. A seed drop programme will also be embarked upon to introduce newly released seeds to newer areas by packaging and dropping several 1 kg packages of recently released varieties for farmers to plant as islands within their major fields for comparison and possible adoption. A total of 6000 farmers is targeted across the country for this exercise. Capacity building: In addition to providing hands-on experience as required for the seed companies, each demonstration plot will also serve as a training venue for the participating farmers and extension agents to broaden their skills. Training of at least 20 youths on the operations of sprayers, threshers and planters as necessary in each cluster will also be undertaken to create employment opportunities and provide a well equipped itinerant service provider groups to enhance productivity. Furthermore, specific training on quality seed production is planned for a minimum of three seed companies to produce good seeds for both maize and soybean. Grain collection and collation enters In association with state governments, 2-3 location specific storage facilities per cluster will be identified to serve as grain aggregating holding centers after collection and collation from farmers that are linked to input and output markets. In areas where bigger volume of grain is expected, linkages will be established with the Strategic Reserve facilities of government

through a lease arrangement with MAAN to hold grains for continuous supply to identified and contracted end-users. Development of soybean data base Although soybean is now grown as a cash crop in Nigeria, there is no accurate data suggesting the level of production and consumption. For example, available data suggests that soybean production has increased from 160000 m tons in 1995 to 550,000 m tons in 2010, there is still a national demand gap of 200, 000 m tons being met through importation and there is also the local consumption (wara, soymilk etc) unaccounted for. In effect, data on soybean is very scanty thus informing the need to develop a soybean data base including inventory of different actors in the soybean value-chain, total production and distribution and production areas etc. This will help modulate the development of a robust soybean value-chain and to target interventions appropriately. Establishment of a Soybean Market and Trade Development Corporation, In line with the paucity of data and yet realizing the fact that soybean is a golden crop, there is the need to develop the Soybean Market and Trade Development Corporation (SMTDC) to serve as the primary vehicle for implementation of value-added chain activities for soybean. Primary activities
of SMTDC are market development, including advocacy with potential users of soybean-based products and policy makers, to ensure reliable demand. The corporation will also be charged with establishment of quality standards for the various soybean products

Establishment of soybean innoculum production and supply facility Yield and productivity of soybean is greatly enhanced by the application of appropriate innoculum to fix nitrogen for use by the plant. Using appropriate innoculum and optimum plant density, on-farm grain yield of 2 t/ha is easily achievable. The program will interact with players in the N2Africa, a project specifically looking at the supply and use of innoculum for legume crops including soybean, to establish a innoculum producing facility that will supply adequate quantities of innoculum for the use of soybean farmers to optimize on-farm yield. Implementation plans by State It is expected that a total of 12 States namely Kaduna, Kano, Niger, Adamawa, Taraba, Plateau, Bauchi, Gombe, Bornu, Nasarawa, Kwara, Oyo States and the Federal Capital Territory, (FCT) will participate in the Maize Soybean implementation programme. Other states not initially included will be added as required based on interest shown by the State or the level of comparative advantage of the state in producing a particular crop. For example, although Benue State was not included as part of the initial targets for maize, it is very important for the production of soybean and would thus be used for soybean production. Similarly, Ondo State was not included for either maize or soybean, interest shown by the Governor of the State demands that some maize activities take place in the State. Soybean activities in 2012 will be limited to only six soybean producing states namely Kaduna, Niger, Benue, Nasarawa, Bauchi and the FCT. To initiate state activities, four groups will be formed from the Maize-Soybean transformation team to visit all the 14 states originally earmarked and the two additional states, Ondo and Benue, specifically chosen for maize and soybean respectively. Each group will visit only four States with similar messages informing the state stakeholders of the role the Federal Government will play in the transformation agenda and soliciting for support and policy advocacy to itemize roles that the States and the Local Governments will play in the exercise to create common

ownership of the transformation agenda. Thereafter, a small group will be formed to visit Katsina and Enugu to lobby the respective State Governments to buy into the plan and to encourage the interaction between producers and end users. Below is the summary of state-by-state plan for 2012. Kaduna State (15% Maize and 20% Soybean) 1. In association with State Government and Local Government authorities, six maizesoybean producing clusters will be established to facilitate linking farmers to inputs and output markets. 2. Will produce 15% of the projected 600,000ha resulting in 90000ha and a projected grain yield of 270,000 tons in 2012. 3. 20% of the 400 tons of available soybean seeds, that is 80 tons of soybean seed will be used to plant 2000ha resulting a yield of about 4000t of soybean. 4. Will receive support from the BoA currently being negotiated for a few pilot states 5. Will receive support of about 60% for maize quality seed production because more than 60% of the Seed Companies in Nigeria operate in and around Kaduna State 6. 15% of all demonstration and promotional activities for the uptake of new varieties of maize and soybean will be concentrated in the state 7. Serve as home (NAERLS) for the database to be developed for soybean 8. 120 youth will be trained in the operation of sprayers, threshers etc to create jobs and enhance productivity 9. A minimum 15000 farmers receiving GES support for maize and a similar number for soybean farmers receiving support 10. A minimum of six storage facilities, one each per cluster, created for grain collection, collation and storage. Kano State (5% Maize) 1. In association with state government and Local Government authorities, six maizesoybean producing clusters will be established to facilitate linking farmers to inputs and output markets. 2. Will produce 5% of the projected 600,000ha resulting in 30000ha and a projected grain yield of 90,000 tons in 2012. 3. 5% of all demonstrations and promotional activities for the uptake of new varieties of maize and soybean will be concentrated in the State 4. Will receive support of about 10% for maize quality seed production due to its expansive irrigation facilities 5. 120 youth will be trained in the operation of sprayers, threshers etc to create jobs and enhance productivity 6. A minimum of 10,000 farmers will be receiving GES support for maize and a similar number for soybean farmers receiving support 7. A minimum of six storage facilities, one each per cluster, created for grain collection, collation and storage. Niger State (10% maize and 15% soybean) 1. In association with State Government and Local Government authorities, six maizesoybean producing clusters will be established to facilitate linking farmers to inputs and output markets. 2. Will produce 10% of the projected 600,000ha resulting in 60000ha and a projected grain yield of 180,000 tons in 2012.

3. 15% of the 400 tons of available soybean seeds, that is 60 tons of soybean seed will be used to plant 1,500ha resulting a yield of about 3000t of soybean. 4. Will receive support from the BoA currently being negotiated for a few pilot States 5. Will receive 10% of maize and soybean quality seed production activities due to its available irrigation facilities 6. 10% of all demonstration and promotional activities for the uptake of new varieties of maize and soybean will be concentrated in the State 7. A minimum of 120 youth will be trained in the operation of sprayers, threshers etc to create jobs and enhance productivity 8. A minimum 15,000 farmers will be receiving GES support for maize and a similar number for soybean farmers receiving support 9. A minimum of six storage facilities, one each per cluster, created for grain collection, collation and storage. Adamawa State (10% maize) 1. In association with the State Government and Local Government authorities, six maize-soybean producing clusters will be established to facilitate linking farmers to inputs and output markets. 2. Will produce 10% of the projected 600,000ha resulting in 60000ha and a projected grain yield of 180,000 tons in 2012. 3. 10% of all demonstration and promotional activities for the uptake of new varieties of maize and soybean will be concentrated in the state 4. A minimum of 120 youth will be trained in the operation of sprayers, threshers etc to create jobs and enhance productivity 5. A minimum 15,000 farmers receiving GES support for maize and a similar number for soybean farmers receiving support 6. A minimum of six storage facilities, one each per cluster, created for grain collection, collation and storage. Taraba State (7.5% maize) 1. In association with the State Government and Local Government authorities, six maize-soybean producing clusters will be established to facilitate linking farmers to inputs and output markets. 2. Will produce 7.5% of the projected 600,000ha resulting in 45000ha and a projected grain yield of 135,000 tons in 2012. 3. 7.5% of all demonstration and promotional activities for the uptake of new varieties of maize and soybean will be concentrated in the State 4. A minimum of 100 youth will be trained in the operation of sprayers, threshers etc to create jobs and enhance productivity 5. A minimum 10000 farmers receiving GES support for maize and a similar number for soybean farmers receiving support 6. A minimum of six storage facilities, one each per cluster, created for grain collection, collation and storage. Plateau State (7.5% maize) 1. In association with State Government and Local Government authorities, six maizesoybean producing clusters will be established to facilitate linking farmers to inputs and output markets. 2. Will produce 7.5% of the projected 600,000ha resulting in 45000ha and a projected grain yield of 135,000 tons in 2012.

3. 7.5% of all demonstration and promotional activities for the uptake of new varieties of maize and soybean will be concentrated in the state 4. A minimum of 100 youth will be trained in the operation of sprayers, threshers etc to create jobs and enhance productivity 5. A minimum 10,000 farmers receiving GES support for maize and a similar number for soybean farmers receiving support 6. A minimum of six storage facilities, one each per cluster, created for grain collection, collation and storage. Federal Capital Territory (5% Maize and 10% soybean) 1. In association with the State Government and Local Government authorities, six maize-soybean producing clusters will be established to facilitate linking farmers to inputs and output markets. 2. Will produce 5% of the projected 600,000ha resulting in 30000ha and a projected grain yield of 90,000 tons in 2012. 3. 10% of the 400 tons of available soybean seeds, that is 40 tons of soybean seed will be used to plant 1000ha resulting a yield of about 2000t of soybean. 4. Will receive support from the BoA currently being negotiated for a few pilot states 5. 15% of all demonstration and promotional activities for the uptake of new varieties of maize and soybean will be concentrated in the State 6. Will receive 10% of the effort for maize seed production promotional activities 7. A minimum of 120 youth will be trained in the operation of sprayers, threshers etc to create jobs and enhance productivity 8. A minimum 10,000 farmers receiving GES support for maize and a similar number for soybean farmers receiving support 9. A minimum of six storage facilities, one each per cluster, created for grain collection, collation and storage. Bauchi State (10% Maize and 20% soybean) 1. In association with the State Government and Local Government authorities, six maize-soybean producing clusters will be established to facilitate linking farmers to inputs and output markets. 2. Will produce 10% of the projected 600,000ha resulting in 60000ha and a projected grain yield of 180,000 tons in 2012. 3. 20% of the 400 tons of available soybean seeds, that is 80 tons of soybean seed will be used to plant 2000ha resulting a yield of about 4000t of soybean. 4. Will produce 7.5% of the projected 600,000ha resulting in 45000ha and a projected grain yield of 135,000 tons in 2012. 3. 15% of the 400 tons of available soybean seeds, that is 60 tons of soybean seed will be used to plant 1500ha resulting a yield of about 3000t of soybean. 4. 7.5% of all demonstration and promotional activities for the uptake of new varieties of maize and soybean will be concentrated in the state 5. Will produce 5% of the projected 600,000ha resulting in 30000ha and a projected grain yield of 90,000 tons in 2012. 3. 10% of all demonstration and promotional activities for the uptake of new varieties of maize and soybean will be concentrated in the state 4. A minimum of 100 youth will be trained in the operation of sprayers, threshers etc to create jobs and enhance productivity 5. A minimum 5000 farmers receiving GES support for maize and a similar number for soybean farmers receiving support 6. A minimum of six storage facilities, one each per cluster, created for grain collection, collation and storage. Oyo State (5% Maize)

1. In association with State Government and Local Government authorities, two maizesoybean producing clusters in Oyo North and a third in Ibadan/Ibarapa area will be established to facilitate linking farmers to inputs and output markets. 2. Will produce 5% of the projected 600,000ha resulting in 30000ha and a projected grain yield of 90,000 tons in 2012. 3. 5% of all demonstration and promotional activities for the uptake of new varieties of maize and soybean will be concentrated in the state 4. A minimum of 100 youth will be trained in the operation of sprayers, threshers etc to create jobs and enhance productivity 5. A minimum 5000 farmers receiving GES support for maize and a similar number for soybean farmers receiving support 6. A minimum of two storage facilities, one each per cluster, created for grain collection, collation and storage. Benue State (20% soybean) 1. In association with State Government and Local Government authorities, six maizesoybean producing clusters will be established to facilitate linking farmers to inputs and output markets. 2. 20% of the 400 tons of available soybean seeds, that is 80 tons of soybean seed will be used to plant 2000ha resulting a yield of about 4000t of soybean. 3. 10% of all demonstration and promotional activities for the uptake of new varieties of maize and soybean will be concentrated in the state 4. A minimum of 120 youth will be trained in the operation of sprayers, threshers etc to create jobs and enhance productivity 5. Ondo State (2.5% Maize) 7. In association with State Government and Local Government authorities, two maize producing clusters in drier areas of Ondo State linking Kogi, Ekiti and Edo States will be established to facilitate linking farmers to inputs and output markets. 8. Will produce 2,5% of the projected 600,000ha resulting in 15000ha and a projected grain yield of 30,000 tons in 2012. 9. 2,5% of all demonstration and promotional activities for the uptake of new varieties of maize and soybean will be concentrated in the state 10. A minimum of 100 youth will be trained in the operation of sprayers, threshers etc to create jobs and enhance productivity 11. A minimum 2000 farmers receiving GES support for maize 12. A minimum of two storage facilities, one each per cluster, created for grain collection, collation and storage. Other activities In addition to the already mentioned States, three additional states namely Katsina, Enugu and Benue will be sensitized and encouraged to produce maize in designated areas of each State where maize will do well. Whereas, promotional activities for maize in Benue State will be linked to soybean promotion and production, those for the other two states will de directed towards specific activities. Funtua in Katsina State and Gusua in Zamfara State are particularly

good areas for maize and soybean production that should benefit from the transformation agenda. Therefore, efforts planned for Katsina State will be pushed to accommodate Gusau as a special case. Thus, Funtua-Gusua axis will be treated as a cluster operated from Katsina State in 2012. Katsina state 1. In association with State Government and Local Government authorities, three maizesoybean producing clusters will be established to facilitate linking farmers to inputs and output markets. 2. Target the production of a minimum of 20,000ha resulting in a projected grain yield of 60,000 tons in 2012 for linkage to end-users. 3. Support a minimum of 15 demonstration and promotional activities for the uptake of new varieties of maize and soybean will be concentrated in the State 4. A minimum of 100 youth will be trained in the operation of sprayers, threshers etc to create jobs and enhance productivity 5. A minimum 10,000 farmers receiving GES support for maize and a similar number for soybean farmers receiving support 6. A minimum of three storage facilities, one each per cluster, created for grain collection, collation and storage. Enugu state 1. In association with State Government and Local Government authorities, two maizesoybean producing clusters will be established to facilitate linking farmers to inputs and output markets. 2. Target the production of a minimum of500ha resulting in a projected grain yield of 1500 tons in 2012 for linkage to end-users especially poultry farmers operating in the region. 3. Support a minimum of 10 demonstration and promotional activities for the uptake of new varieties of maize and soybean will be concentrated in the state 4. A minimum of 20 youth will be trained in the operation of sprayers, threshers etc to create jobs and enhance productivity 5. A minimum 1000 farmers receiving GES support for maize and a similar number for soybean farmers receiving support 6. A minimum of two storage facilities, one each per cluster, created for grain collection, collation and storage.
