Condition assessment describes the process of a qualified group of trained industry professionals performing an analysis of the condition of facilities to estimate the time the asset can remain in productive service. It is recommended that IWK do not implement CARL on am asset-wide basis. CARL is not seen to provide added value if an effective maintenance system is in place. A maintenance strategy for IWK is included in the CAMP, Section 5.11. Implementing a CARL in addition to an effective maintenance strategy including EEL would not necessarily provide enhanced information on the effective and residual life of an asset. However, IWK has to make a corporate decision if CARL is seen to be valuable in the context their asset management system. If adopted, IWK has to formally document their CARL procedures, acceptance criteria, etc. in a document for wider dissemination within the company. If required, development of an internal IWK Training Course for personnel involved in CARL Assessments will assist in standardising decisions on plant acceptability.
