Refreshments will be served beginning at 5 p.m. followed by a discussion at 6 p.m. led by Tri-City consultant John Otte. The meeting will take place at Taylor Hall, 1775 N. Indian Hill Blvd. Tri-City was recently awarded another $1.5 million in state funding for its next major project, the Prevention and Early Intervention Plan. The plan is designed to expand services and provide training and funding to improve the mental health and emotional well-being of children, young adults, adults, seniors, families and under-served cultural communities.

This program is for people at the early stages of mental illness or just beginning to exhibit signs, said Jesse Duff, Executive Director of Tri City. Through early intervention, the hope is to make the problem less severe and prevent future illnesses. Roughly 15,000 residents of Claremont, Pomona and La Verne suffer from a serious mental illness or a serious emotional disturbance, Tri-City officials said. Only about 2,000 of them are receiving any professional treatment. Tri-City Mental Health was created by the cities of Claremont, La Verne and Pomona in 1960 as a Joint Powers Authority.

n his latest update on the Claremont Unified School District website, Superintendent Terry Nichols discussed recent cuts within the district and how the district plans to proceed in the future. With the district hoping to close a $6.7 million gap by the end of the 201112 school year, Superintendent Nichols indicated that the district has eliminated K-8 summer school, the entire transportation budget and some adult education courses. Reductions have taken place in ROP funding, instructional materials spending and routine and restricted maintenance funding. The district also started a Reduction in Force process last month that affected 116 district employees. Forty-two of the RIFs were rescinded by a board vote on March 15th. Yet, the RIF notices and any resulting reductions in staff are in conflict with the boards goal, my goal and the goal of the Claremont community to limit the impact of the required cuts on student learning, Superintendent

Nichols said in his update. Our goal is to preserve the integrity of our classrooms by seeking, to the full extent reasonably possible, to protect certificated and classified positions as we continue to work our way through this fiscal crisis. At last Thursdays board meeting, the Claremont Faculty Association presented a proposal to the board entitled the SMART Solution. The proposal called for the district to use 6.1 percent of its additional reserves in order to avoid RIFs, furlough days and maintain class size student-teacher ratio of 24:1. With only the additional reserves being used, the district would still have its required 3 percent reserves based on its total operating budget. According to the districts own projections outlined in the March 16th Second Interim Report, the district faces this budget crisis with a healthy reserve and continues to receive a positive certification from the [Los Angeles] County Office of Education, CFA President Suzanne Miller said at Thursdays

meeting. As this community has always proven and Superintendent Terry Nichols has often stated, our number one priority is to protect students and staff. This SMART Solution does just that. Superintendent Nichols said the district is currently in negotiations with the Classified School Employees Association (CSEA) and CFA. One idea the sides are discussing would call for all district employees and administrators to take 6 furlough days for the 2010-11 school year. According to CUSD superintendent, district administrators have also agreed to take 2 furlough days before the end of June to help address the budget crisis. We recognize and respect that these issues are a subject for negotiations, and so we continue to discuss and negotiate over them at the bargaining table, the CUSD superintendent said. We believe we are close to an agreement with CSEA on this issue, and we are also confident that we will come to some type of solution with CFA in the future.

Vista del Valle students bring scientific method to life with science fair

The 5th grader had thought Trident would emerge victorious but was surprised by the result as Bubblicious flavor lasted 31 minutes. Trident finished 2nd within the 20-minute mark while Big Red only lasted 13 minutes. I would put the pieces of gum at the edge of my tongue to see if it still had flavor and I would chew it while playing a few games on my phone, Mariah said. Bubblicious is the best gum for your money because it has the most flavor. Fourth-grader Anthony Arevalos simulated collecting space dust using created cardboard satellites with target areas for dust particles to stick to. The satellites were attached to strings on a hanger with different lengths. A rock was then dropped into a container of charcoal ash and dirt to simulate an explosion, causing dust to fly up toward the satellites. Anthonys experiment successfully proved that when the satellites were closer to the container, they received more dust particles as a result of the simulated explosion. Placing Vaseline on the target areas of the satellites helped the particles stick to the object for measurement. It took me 4 days to do everything and I decided to do it because Im into space, Anthony said. At first, it didnt turn out the way I thought because it was windy outside and so the dust would blow the wrong way. But when I turned it around, then it worked out. It was fun.

Track meet unifies schools with spirit of competition

or the 36th time, Claremont Unified School Districts 7 elementary schools came together at Vista del Valle Elementary for the annual Duane K. Jackman Track Meet last Friday.

The meet brought back memories for some while others made their own history during the 36 track & field events held for 4th through 6th graders.

Chaparral Elementary Schools Michelle Cheng was a double-winner in her debut at the annual meet, winning the 4th Grade Girls 60-Yard Dash (9.12) and the 4th Grade Girls 100-Yard Dash (14.32). Her school won a total of 9 events. I was kind of nervous at first but once the races started, I didnt think about it, Michelle explained. It was fun and I enjoyed being a part of it. Metrolink officials consider cutting two lines

wo trains servicing Claremont Metrolink commuters could be cut due to budget problems for the transportation agency.

Seeking to bridge a $8 million budget deficit, Metrolink board members on Friday considered a preliminary plan to cut a total of 12 trains throughout its service area. Metrolink officials say the trains under consideration have low ridership and are not cost effective. They are not justifiable in terms operating costs, said Francisco Oaxaca, a spokesperson for Metrolink. There are 2 trains on the San Bernardino line slated to be discontinued. Those include line 306, which leaves Los Angeles Union Station at 10 a.m. and arrives in San Bernardino at 11:35 a.m. and line 323, leaving San Bernardino at noon and arriving at Union Station at 1:30 p.m. The board originally considered 44 train lines but narrowed down the list to 12. Eight of the 12 lines will affect commuters from Ventura. An official decision on whether to discontinue the lines will be made at the next board meeting on Friday, April 23. Metrolink is not the only local transportation agency dealing with budget problems. Foothill Transit is considering massive cuts in service due to its $12.5 million budget deficit. The agency has proposed discontinuing 14 bus lines, including 3 lines in Claremont. Metrolinks budget problems stem from a combination of increasing operating costs and lower ridership due to higher unemployment rates.

When people dont have jobs to go to, theyre not going to be riding the trains, Mr. Oaxaca said. Also at Fridays board meeting, a new Chief Executive Officer for Metrolink was appointed. John E. Felton, a former operating partner with an investment

bank and former CEO of OmniTRAX, a Denver, CO-based transportation services company, will take over as CEO of Metrolink beginning April 16.

Escape to Claremont

t couldnt get much better. It couldnt get much prettier or more magical.

I was in a sea of long, floating grass. It was quite breezy as my companion and I ate lunch at a picnic under an arbor, but we were bathed in perfect warmth on this cloudless day. The meadow was in a jewel of a tiny valley surrounded by steep, craggy hills. Everything was soft and green, and I could see just glimpses of cars driving by on the road from which we had come in. There was a lake I had heard about nearby, and after we ate and after I read a bit in the sun, my companion and I took off on a walk to it. I shouldnt have gone so far, perhapsthat last .4 mile turned out to be awfully long, with the closed-off dirt road being a bit more of a challenge than I had in mind in my wheelchairbut the walk along the creek was enchanting, with more of those green, rocky hills. The lake, Century Lake, was quiet and still lovely up against a cliff and featuring a dam and with the sound of boys somewhere on the other side out on an early Spring adventure. I was certainly having an adventure, and it was only for an afternoon a couple Saturdays ago. After recently driving by Malibu Creek State Park near Calabasas off Highway 101, I decided to check it out. Yes, this is far, but, even with some traffic, the drive was only an hour and an half, far and close enough for a perfect escape into another world, a quiet, lovely world. Not unlike Claremont, it occurs to me. A week earlier, I took some time to go over to the Friday afternoon peace vigil at Arrow Highway and Indian Hill Boulevard. The vigil takes place every week, but this one marked the 8-year anniversary of the war in Iraq, and although it looked like the crowd may have been a bit smaller than on the past anniversaries, I saw no counter-demonstrators, and there was plenty of honking and cheering from cars driving by. While I wore my blue shortalls, I also

wore a black tee shirt, as requested, in memory of the thousands of war dead. I kept thinking, however, that those cars making all that noisemany of them, anywaywere from somewhere else. The war and the thousands dead definitely are somewhere else. So are the drug gang killings in Mexico and the children dying in Los Angeles County foster homes. So are Tiger Woods and his foibles and billboards popping up in more and more places and getting bigger and bigger. So is the McCourts divorce, the child abuse cases in the Catholic church and the uproar over the health care insurance reform. This certainly isnt to say we dont hear about these and other issues and arent impacted by at least one of them. Yes, there have been numerous letters in these pages, as well as a few articles, regarding health care insurance reform, and there are hundreds of lectures and presentations at the Colleges on all sorts of current topics. We even had our own infamously raucous town hall meeting on health care insurance reform last summer. But I always feel like these are reports, if not intrusions, from other places. Those we hear from at the Colleges are mostly from somewhere else, and I have heard it said a number of times that the people raising a ruckus at the town hall meeting were not from Claremont. This all makes some sense. Not long before my afternoon away at Malibu Creek State Park, there was an Op-Ed piece in the Los Angeles Times by

Gregory Rodriguez, talking about the suburban dream and how it involves a lot of escapism. Mr. Rodriguez posits that, for better or worse, people live in suburban towns to get away fromand perhaps ignorethe big, bad city and all the harsh goings-on there and everywhere else. Titling his piece TLI: Too Little Info, Mr. Rodriguez states that he was inspired by First Lady Michelle Obama, in that her home is a news-free zone. I dont think I would say that Claremont is a news-free zone. However, as Ive often thought, the War on Terror, pedophile priests, Tiger Woods, politicians spending millions of dollars to campaign for office and all the other things all seem so far away as I tool around the Village and through the park-like college campuses or as I read a novelor even the Timeson my backyard patio. Theres no doubt that we have set up Claremont this way. Yes, there is grumbling every now and then about our police being over-vigilantthe Landrum shooting, driving while black or brown in Claremontbut it would be tough to argue that it is not the case that we dont really appreciate our police keeping a sharp eye out and keeping Claremont extra safe. And look at the way 7-Eleven was drummed out of town. There was more outcry over the proposed store on Foothill Boulevard than there was over Starbucks or even, years ago, a tattoo parlor in the Villageso much that it backed out of its own requested City Council appeal hearing. Sure, there were all sorts of eloquent arguments regarding the unsafe access and parking at the site and the college students having easy access to alcohol (as if they dont already.) Fine, but why not say whats really going on? We just dont want that kind of place and its customers in Claremont.

Dear Editor: Responses to my recent letter to the COURIER (Understanding our unique government, March 31, 2010) require some clarification. Mr. Gar Byrum invokes the commerce clause of the Constitution as authority for the recently passed Obamacare legislation. Discussing the commerce clause in a letter is a tall order, but lets see if we can shed at least some light on it. The commerce clause is contained in Article I, Section 8, and states, The Congress shall have Power...To regulate Commerce with foreign Nations, and among the several States... [Note: it says to regulate commerce. It doesnt say to impose commerce, as Obamacare would.] Until the 1930s, Congress was relatively careful to limit its use of the commerce clause to justify new laws. That all changed in 1936, with Carter v. Carter Coal Company. As a result of this case, the Supreme Court ruled the Bituminous Coal Conservation Act of 1935 unconstitutional. That act would have created a national coal commission and coal districts, the fixing of prices for coal, and the fixing of wages, hours and working conditions for miners, among other things. Now doesnt that sound eerily familiar to the current discussion of Obamacare? As a result of that Supreme Court ruling, Franklin Roosevelt bullied and browbeat the court by threatening to increase the number of justices from 9 to 14, by packing the court with five of his political lackeys. His threats worked. In 1937, in NLRB v. Jones & Laughlin Steel Corporation, the court issued a flawed and coerced ruling, which changed the course of the country and

opened the congressional floodgates by dramatically expanding the scope of activities which Congress could regulate under the commerce clause. So, as we now see, any justification of Obamacare, as authorized by the commerce clause, is invalid, as it is based upon a flawed and coerced Supreme Court ruling. Also in his letter, Mr. Byrum, citing ...lifting a hand to the sick, or being a good custodian of the earth..., confuses good intentions with constitutional authority. He goes on to state, that there is nothing unconstitutional about our representatives attempting to provide for the general welfare of all Americans. Thisas all platitudes dosounds like a worthy and noble goal, but must, of course, always be accompanied by the caveat that whatever our representatives do, it cannot exceed the enumerated powers of the Constitution. His description of the source of tyranny is, I believe, unique, and truly baffling. Furthermore, if Mr. Byrum is concerned, that It is time to stop the hate speech before our Republic is permanently damaged..., then he might look to his own utterances. He will get nothing but sober, considered statements from me. I can assure him, though, that our republic will very likely be permanently damaged by this Congress recklessly unconstitutional actions. Now, in his letter, Mr. Dave Nemer (aside from his baseless accusations), declares ...Mr. Lyon never acknowledges the importance of open elections in ultimately determining the direction of government policy. [It is possible, that I may never have specifically acknowledged that reality, as it seems self-evident to any rational person.] But Mr. Nemer intends this as the old we-won-the-election-so-we-can-dowhatever-we-want argument. Those personal whims I recently wrote about. Im sorry Mr. Nemer, but you still dont get it. Contrary to widespread popular beliefyours included, apparentlyno political campaign, and no particular set of election results has the ability to rewrite our Constitution. That can only be done through the amendment process. As their oath of office declares, those elected to office remain always bound by the enumerated powers and limitations of the Constitution. In conclusion, Im sorry Mr. Nemer dislikes the term socialized health care. I only wish he disliked the recently passed socialized health care legislation with equal fervor.

Unacceptable theory

Dear Editor: Douglas Lyon has returned with his unacceptable theory of constitutional interpretation under which almost everything the government does is unconstitutional. The target this time is the health care bill recently signed into law. Instead of addressing the grand theory behind it all, let me restrict my comments to two matters he raises. He alleges that the health care bill was nothing but whim on the part of the Congress and the President. That only

means that since the new law doesnt find a justification under his theory of the Constitution, it can only be whim, something arbitrary. It never crosses his mind that there is a radically different view of what our Constitution is and means in which that legislation is grounded. Now if he wants to criticize that view let himbut there was no whimsy whatsoever in the lengthy proceedings by which that legislation came to be law. He says that those who were in favor of the change in regulations governing financial access to health care in this country were demanding socialized medicine. Now there was probably someone somewhere calling for socialized medicine but no one, I repeat no one, in the mainstream discussions has been demanding socialized medicine. Mr. Lyon, like so many others, completely fails to understand what socialized medicine would be, namely that all medical personnel be employees of the state and all medical facilities be owned by the state. No significant party to the discussion just concluded suggested that system of health care provision. What the liberals, the left-wing as Mr. Lyon calls them, wanted was single-payer (which is what Medicare is)an issue of how medical care is paid for not one of socialized medicine. What was passed is a far cry from single payer (there is not even a public option, a watered-down analogue to single payer)the system relied upon in the legislation is regulated capitalism. Mr. Lyon simply cannot see the difference between regulation and ownership.

Holocaust Remembrance Day marked at TBI

David B. Cioni
David Brian Cioni, a 26-year Claremont resident, died at home in Claremont, surrounded by his family, on March 24, 2010. Age 58, Mr. Cioni had been coping with numerous medical problems. Mr. Cioni was born to Adelmo and Vivian Cioni in Selma, Alabama on January 28, 1952, a member of the first

volunteer, amateur radio operator

Passionate about volunteering and helping people in need, Mr. Cioni contributed time and energy to the American Red Cross and the Los Angeles County Disaster Communications Service, which honored him with the Volunteer of the Year award. He also belonged to the Inland Empire Amateur Radio Club and enjoyed the friendship of fellow club members. Mr. Cioni, described by his family as a loving father, son, brother and grandfather, is survived by his mother, Vivian Cioni; his daughters, Heather Best and Amber Ferguson; his brothers, Gene, Phillip and Arthur Cioni; and his grandchildren, Christian and Matthew Best and Cameron Ferguson. Services will be held at 11 a.m. tomorrow, Thursday, April 8, 2010 at Our morial Chapel in Pomona from 5 to 8 Lady of the Assumption Church, Claremont. p.m., with a rosary at 6:30 p.m. Ms. Winn died at her Claremont home, with her family by her side, on April 2, 2010. joyed it when I raced. Sumner-Danbury schools Ronnell Gallon also had a strong debut last Friday. The 4th grader won the 4th Grade Boys Standing Broad Jump event with a leap of 6 feet, 5 inches. The jump was the 3rd best of the day out of all the 4th, 5th and 6th grade competitors. Ronnell also participated on Sumner-Danburys 2nd place 4th Grade 300-Yard relay team. The unit also consisted of Travis Coombs, Kristen Koepp and Aneesa Clardy. It was really fun and everybody was running very hard, Ronnell said. People were fast. It was a fun event and I liked it that my parents came out too. Next year, Im going to try and do something different but I still want to do the broad jump. The Duane K. Jackman Track Meet was started 36 years ago from an idea by a group of Cal Poly Pomona student teachers when Mr. Jackman was principal of Vista del Valle. The idea became an annual tradition for the school. Running for almost 3 hours, the meet contains several track & field events for 4th through 6th graders to participate in. The events include the 60-yard dash,

100-yard dash, 300-yard run, 300-yard relay, 1200yard relay, softball throw and standing broad jump. Both relay events include 4 runners per team. Claremont High Schools Kori Carter was this years special guest. The track standout participated in the meet when she was an elementary student at Condit. In her speech to the elementary students, Kori shared 5 tips to encourage them to pursue their dreams. Number one, you have to have passionyou have to love what you do, she said. Next, you have to have determination to work hard at whatever you do. Number 3, you have to have respectrespect for yourself, your teachers, your family and your friends. That also means that you dont do steroids. Number 4, you have to have faithyou have to believe in yourself and dream big. And lastly, you have to have heartthe will and desire to be the best you can be. Mr. Jackman was pleased that Kori attended last Fridays event and anticipates success for the CHS senior in the future. YES, ANUV DID IT Claremont High School senior Anuv Ratan has been selected as a finalist for the Young Epidemiologist Scholars (YES) competition. Sponsored by the Robert Wood Johnson Foundation and the College Board, the event is a challenging nationwide scholarship competition. Students submit original research projects using the methods that epidemiologists utilize to discover ways to improve the health of the public. Epidemiology is the study of factors affecting the health and illness of populations, and serves as the foundation and logic of interventions made in the interest of public health and preventive medicine. Sanjiv and Arti Ratan, will travel to Washington D.C. on April 23, to present his research and compete in the regional and national finals where students are awarded scholarships ranging from $1,000 to $50,000. POETRY AND PROSE Helen Graziano won first place and a cash prize for her poem Afternoon. It was chosen by Chaparral poets for its theme The Porch Swing. Chaparral will be having its convention on April 23-25 at the Ontario Marriot. Ms. Graziano is the founder of Scribblerus Salon, a literary group that meets in Claremont every Thursday at Pizza n Such. According to Ms. Graziano, the poem was inspired by the front porches on the homes on Indian Hill Boulevard. DOUBLE TROUBLE HEADS TO BOSTON Claremont High Schools softball teammates, Sarah Free and Kelliner Croushore, will head off to Worcester, Massachusetts this fall to play together for The College of the Holy Cross. The Twins, Sarah and Kelliner, have been best friends since the second grade at Mountain View Elementary School. Sarah played baseball and softball in Claremont Little League while Kelliner played softball through the Upland Hilltopers program. The two joined forces on an under-14 travel ball team and have patrolled two-thirds of the outfield ever since. The only four-year CHS lettermen on the 2010 Wolfpack team, Captain Sarah and Kelliner have earned team and league honors throughout their high school careers. The girls signed Commitment Letters recently with their hitting coach Andy Trevino of Baseball and Softball World in Yorba Linda. CROSS CULTURE International Place of The Claremont Colleges will host the 32nd Annual International Festival on Saturday, April 10. The festival, which brings together the worlds nations and cultures for a celebration of diversity, is open to the public from 11 a.m. to 4 p.m., rain or shine. Admission and parking are free.

More than 700 students from approximately 70 countries will present food, crafts, and entertainment from their respective countries or regions. Canada, China, France, Spain, India, Italy, Japan, Mexico, Philippines, Singapore, South Korea, Taiwan, Thailand, Turkey, Ghana, Morocco, United Kingdom and more will be represented. The festival is located on the Claremont McKenna College campus between Eighth and Ninth streets and between Mills and Columbia avenues. Parking is available on Ninth Street, west of Claremont Boulevard. The event is sponsored by International Place of The Claremont Colleges, International Club and Community Friends of International Students.
