The Green Buffer proposal develops an alternative option to the CCDU Blueprint Bus
Interchange proposal for Christchurchs central business district. Driving the concept is
the notion of the Green Frame - a proposed belt of green space that extends from Hagley
Park and around the inner CBD. It can be argued that the idea of the Green Frame de-
rived not specifcally as a designed enhancement to the City but from government initia-
tive to help stabilise land values by controlling the supply of vacant lots on the real estate
market- essentially using the Green Frame as a landbank. The Green Buffer proposal
seeks to investigate the design potential of the Green Frame, to help develop a richer and
more dynamic public transport system for Christchurchs CBD.
Proposal
Preface
Christchurch is at a very unique crossroads where, in the wake of the recent earth-
quakes, it will rebuild large parts of the city. In 2013 Christchurch will transition from
a city undergoing massive demolition into a city under construction. For this rea-
son it is a critical time to participate in the discourse shaping the future city. The
world is watching as Christchurch emerges from the ruins, and there is a rare op-
portunity to infuence what will be built through proposals put forward by this course.
This course seizes and takes advantage of this time, to engage the public and fuel
the debate by providing creative designs when they are needed most, which is
now. To engage the public the work for the course will be published in books, ar-
ticles and exhibitions as well as presented through the Future Christchurch blog.
Research developed in previous Future Christchurch courses will be used as foun-
dational concept drivers for this brief, taking the work already done and building
up on it to create resolved design propositions. While each student will develop
their own design proposition, students will work in teams to choose a shared site
and program which the teams must bring together into an cohesive argument.

Green Frame
CCDU PROPOSAL | THE GREEN FRAME
Part of the CCDU Blueprint for the Christchurch rebuild was the introduc-
tion of a Green Frame. The Green Frame is a proposed belt of green space
that extends from Hagley Park, and around the inner CBD. The land for the
green frame is being purchased by the government to help stabilise land
values by controlling the supply of vacant lots on the real estate market.

The Green Frame helps deliver a more compact city core. This controversial pro-
posal also offers a series of unique design challenges that provide the basis for
our proposal. In the CCDU Blueprint, a single centralised transport exchange is
proposed, while The Green Buffer proposes zero cars within the Green Frame
and seven decentralised public transport hubs to support transport within the CBD.

THE PROPOSAL
What: The removal of all cars from within the greenframe. How: A net-
work of seven decentralised transit hubs located on the edge of the
greenframe act as a series of car buffers, by providing car parking at
these boundaries and continued user movment into the CBD via public
transport.The proposed greenframe thereby becomes the Green Buffer.

In order for The Green Buffer proposal to fully push the potential of the
green frame as an urban design scheme, it was nessecary to reconstruct
the proposal of simply parking a car and taking one of three modes of
public transport into the city. The buildings needed to be activated as at-
tractions in themsleves, leading to the adoption of hybridised programs.

SITE CHARACTER
Before 2010, the south east corner of the CBD was the hub for fash-
ion and the event scene - with High street fostering the fashion scene,
and Poplar Lane, Soul Square and the Bedford playing host to the vi-
brant nightlife and event scene. The Tuam & Madras street transport hub
therefore suitably accomodates fashion and events into its program.
ALICES CINEMATHEQUE | the front of the site looks past what
used to be poplar lane and towards the old postoffce (now Alices
Cinematheque).

SURROUNDING HEIGHTS
Amongst the remaining buildings in the immediate site, the major-
ity of them have an average building height of 5-14m high. This
building design therefore tries to be in keeping with the others in
the area so that despite the somewhat emptyness of the broad-
er site, there is a unifying factor across the buildings still standing.

THE DIFFERENCE | Hardwood | Softwood
The main difference is the presence of vessels in hard-
woods and absence in softwoods. Softwoods have an
open cell structure which means the cells themselves act
as conduits for water and nutrients and have openings
to other cells acting as the vessles we see in hardwoods.

The vessels in hardwoods are continuous pipes run-
ning the length of the tree and serve as conduits for wa-
ter and nutrients. The cells are closed and cannot func-
tion as conduits so rely on these vessels for circulation.

External Infuences
The effect of varying external foces on developing timber cells during their
growth period can be read architecturally. The images of cell structures can
be read as a series of spaces within a plan that are either integrated or sep-
arated with a designated fow or a free fowing circulation. These circulation
mappings can then be used to organise spatial patterns for the different users.

The four key users in this building can be categorised
under motor traffc users, bus users, cyclists and pedes-
trians, which can then be further broken down into those
users who are either incoming or outgoing from the build-
ing. Located in the South East corner of the green frame,
the majority of motor traffc is from the Eastern suburbs
of Sumner, Redcliffs, Mt Plesant, Heathcotte and Avon-
side travelling into the CBD. There is heavy pedestrian
and cycle use at the west end of the site, as users park
their cars to continue across the green frame and into the
CBD by foot or by bike. Busses travel one way up Madras
Street and pull into the site at either of the three platforms.
Creating user specifc entry and exit points to the building
helps ensures pedestrian safety, with minimal amount of
intersecting paths for pedestrians and motor vehicles.

CIRCULATION STRATEGY
The internal circulation for this building program was broken into two main
types: Short Term & Long Term Circulation - both of which were informed
by the two differing types of users. The conceptual driver behind the in-
ternal circulation strategy derrived from the composition of the timber cell
In timber cells a degredation of cellulose leads to a collapse and disconnection
of cell walls resulting in clearly defned separated spaces with a disig-
nated circulation route seen between. This informed the short term circu-
lation pattern where users wanted to get from point A to B in one route.
On the other hand when cell walls are broken down the spaces become
integrated and there is a free fow in between cels. This circulation in
the timber cell form was best suited to the long term circulation model.

The Miami Beach multi-storey car park is one that changes peoples perception of
what a parking building is. The concrete building with foor slabs supported on wedge-
shaped colums transforms from car parking into a social gathering space- hosting
activities such as parties, yoga classes and weddings as well as high end shops.

Movement through the staircase
Timber Cell Flows
The movement of users through the plan is very much similar to how nutri-
ents and water are circulated through the hardwood timber cellls to access
the different parts of the tree. Hardwoods have continuous pipes running the
length of the tree and serve as conduits for water and nutrients. The cells are
closed and cannot function as conduits so rely on these vessels for circul-
tion. The large staricase that spans the length of the building across multiple
levels acts in a similar nature to the vessles in hardwoods- it helps to easily
circulate the users and tt provides the core to the building around which the
rest of the spaces form.

WALLS & FLOORING
The main load bearing walls are made of thick pre cast
black concrete panels. The desired fnish is somewhat
rough. These large panels help to give the building a
sense of grounding to the site and a weighty solidness.
A grey fnished concrete will be used for the fooring.

The main vessel for transportation within the building is the
prominent staircase that spans the length of the building. It
is constructed out of a light coloured Fir wood in sheet pan-
els to create the faceted, sculptural quality of the staircase.
FACADE AND INTERNAL WALLS
With the program of this building being of a tran-
sitory nature; by day car parking and by night
mixed use event spaces, the facade needed a
material that could support the constant shifting
state of the building.
Clear Corrugated Plastic, is used for compo-
nents of the facade. By day it defnes the space,
whilst still letting in ample light and by night it
can be lit up to create a building that is beacon
on the green frame. This helps contribute to the
night life feel associated with the event-based
program of the building. It is constructed using
two layers of corrugated plastic which are bolted
to either side of a steel framework.

Site
My transportation hub (Art Park) will be focused on the North
Western sector of Christchurch. Tis area is of high socio-eco-
nomic standing and is rich in culture.
My site is on the corner of Durham and Kilmore St, next to the
iconic Town Hall. In keeping with CCDU outlines and out of
respect for the surrounding architecture my building will not ex-
ceed 20m(the height of the Town Hall). Te Art Park will open
up the view from Victoria street into Victoria square and allow
bus and pedestrian trafc into the city centre via this axis.

Concept
Capilary action
Te fow of substance through space due to negative pressure.
Ease of transfer is directly correlated to the size of the space. Te
smaller the space the less force required to draw the substance
through it.

Te concept has been applied to the design by using diferent
sized modules (cells), the fast paths of transfer being smaller
than the large lingering gallery spaces.

Form
Pointed arch
Te pointed arch is derived from the Gothic style. Examples
of the pointed arch could be found throughout various histor-
ic buildings, most of which where lost in the earthquake. Te
pointed arch has been repeated about a square and diagonally
through the center to create a vaulted arch. Tere are three mod-
ule sizes; small, mediumand large.

Each module contains six laminated timber beams. Tese beams
span between eight and thrity-two metres. Because of the way
the module sizes have been chosen, whichever way the modules
are stacked, the four points-of-contact will align with a beam
span below.

Structure
Engineered timber beams
Te buildings wooden structure and symetrical plan lends itself
to good earthquake performance, which is crucial in the shaky
city of christchurch.
Perspective
Due to the alignment of columns the loads of the building are
all transfered through the timber beams and into the founda-
tions.

Program
Art Park
My building will satisfy the needs of daily commuters and art
enthusiasts alike. It will provide an interchange between car, bus,
bike and pedestrian activity. It will act as a flter for the green-
frame only allowing busses bikes and pedestrians to transfer into
the inner city.

Busses, Bikes and pedestrians are given direct into the city
through the centre of my building. Cars drive in part of the way
then work their way up the building via a series of ramps.

Te ramps have been designed to accomodate single direction-
al trafc therefore the eastern side of the building is always for
cars travelling upward and the western side for cars descending
the building. Tere are two bridges that link the ascending and
descending routes, this leaves the victoria street axis clear and
defned.

Wooden and concrete fooring will be used together to empha-
sise the diference between the fast and slow spaces, concrete
will be used in the carparking spaces to encourage people to
be more efcient with their time and wood will be used in the
gallery spaces to encourage lingering to appreciate the art that
surrounds them.

Slat of timber will span between the beams following the curva-
ture they creat not covering the structure completely but creat-
ing a 3 dimensional feel.

Energy
Environmental Sustainability
Te sun heats water in evacuated glass tubes [fg.1]. Tis wa-
ter is then transfered through the service core and distributed
throughout the building where heating is required [fg.2]. When
the building has reached the desired temperature the water is
then used to heat a large insulated heat core underneath the
building [fg.3]. Tis heat core can then be drawn from to heat
the building when sun is not availible either at night or during
winter months [fg.4].

Te evacuated glass tubes have been arranged on the roof about
the service cores. Each panel is 2.5 x 2m and they are laid out
in group of 36. Tere is a total of 252 units whixh is enough to
provide heat all year round. Cooling can be achieved through
natural ventilation which is very easy in such an open building.

the recent earthquakes, it will rebuild large parts of the city. This
yearChristchurchwilltransitionfromacityundergoingmassivedemoli-
tionintoacityunderconstruction,forthisreasonitisacriticaltime
toparticipateinthediscourseshapingthefuturecity.Theworldis
watchingasChristchurchemergesfromtheruins,andwehavethe
rareopportunitytoinfluencewhatwillbebuiltthroughproposalsput
forward by this course. In this course we will seize this time and
take advantage of it to engage the public and fuel the debate by
providingcreativedesignswhentheyareneededmost,whichisnow.
StudentshavebeenrequiredtoutilizeresearchfrompreviousAD1&D6
2012projectsandusedtheseasastartingpointfromwheretheywould
developtheirownuniquedesignpropositions.Whileeachstudentdevel-
poedtheirowndesignproposition,studentshaveworkedingroupsto
comeupwithanurbanplanwhichlinkstheprojectstogether.Theteams

landscapearchitectureandurbanism.TheGreenFrameisthecityslargest
transitionalproject.TheGreenFrameandAvonPrecinctwillcreatea5km
looparoundthenewinnercoreandactasanextensionofHagleyPark.
TheGovernmentispurchasingprivatepropertyintheseareaswiththeeco-
nomicintentionofstabilisinglandvaluesbymitigatingthesupplyofvacant
lotsontherealestatemarket.Forthenext10-15yearsthislandismeant
tocreateagreenbeltaroundanewlydefinedinnerCBD.Itisaboldand
ambitiousurbaninterventionandonethatoffersuniquedesignchallenges.

CBD.Thoughitslocationappearstobecon-
venient,thisparticularsiteopenstheopportunity
for congestion to occur during peak hours.
SincetheintroductionoftheGreenFrame,the
buscurrentexchangedoesnolongertheseemthe
mostefficienttransportationsystemforthecity.
Rather than to centralise the bus exchange,
it would be more effective to have multi-
ple transport hubs located around the Green
Framearea,wherethesewillactasbuffers
togetaroundthecity.Thesetransporthubs
arethenabletoaccomodateotherusesand
become more frequently used and enjoyed.

Theproposedhasseventransporthubslocatedaround
the green frame. The proposal is to eliminate all
private car traffic from the inner CBD (space in-
side Green Frame). This will be achieved by turn-
ing each of the seven transport hubs into parking
lots. People will park their cars in the hubs and
take an alternative form of transport into the city
The three highlighted hubs are the three
that will be taken to develop in more detail.
