INDIA Punjab State Road Sector Project REQUEST FOR EXPRESSION OF INTEREST CONSULTANCY SERVICES FOR DEVELOPMENT OF ROAD

SAFETY SRATEGY AND GENERATING AWARENESS ON TRAFFIC AND ROAD SAFETY Phase II (Package VII) Project ID No.: P-090585-IN Loan No: Expressions of Interest This request for expressions of interest follows the General Procurement Notice for the Punjab State Road Sector Project that appeared in the United Nations Development Business online, Issue No. 1276863 published on 17th May 2006. The Government of Punjab (GOP) through Government of India has received a loan from the World Bank towards the cost of the Punjab State Road Sector Project (PSRSP) and intends to apply part of the proceeds of this loan to finance these consulting assignments for carrying out Road Safety Awareness. The services for Traffic and Road Safety awareness on approx. 400 km of road length shall include: Preparation of a public information campaign designed to create awareness about Traffic and Road Safety measures among the road users and other stakeholders for reducing incidence of road accidents. Conducting meetings, workshops, and seminars on road safety directed at specific target groups of road users and designed to change their behavior. Providing capacity building training to the key stakeholders. Monitoring and evaluation of the effectiveness of the campaign. 4843 - IN

The time period for providing these services shall be 18 months. The Punjab Roads & Bridges Development Board (PRBDB), the implementing agency of PSRSP now invites Expression of Interest from eligible Consultant and/or non-political Non Government Organizations (NGO) with proven track record of satisfied beneficiaries on similar assignments to indicate their interest in providing the aforesaid services. Interested Consultants /NGOs must provide information demonstrating that they are qualified to perform the services (e.g. brochures, description of similar assignments, certificates of successful completion of similar assignments, experience in similar conditions, and availability of appropriate skills among staff/key personnel, etc.) along with information in the prescribed format as per Registration Form. The Consultants / NGOs may associate to enhance their qualifications for this assignment. The association may take the form of a joint venture (with joint and several responsibility) or of a sub-consultancy. The Consultant / NGO will be selected in accordance with the Selection procedures based on Quality and Cost Based Selection Method (QCBS) as set out in the World Banks Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, revised Oct 2006. Expressions of interest, on the prescribed registration form, must be delivered to the address below by 1500 hours on 2nd April 2009.
