To: All Staff From: Shannon & Lorraine Freedle Re: Notice and Update Affecting Employment Date: 7/19/13 Team, As you are all aware, the recent unexpected and precipitous action taken by the New Mexico Human Services Department (HSD) to place a payment hold on fifteen safety-net providers across the State has dire consequences. Without funding we will be unable to continue to provide services. Despite our best efforts, we have been unable to reverse that decision, and learned officially on Wednesday that our request to continue funding has been denied. Those of you who were able to join us at the New Mexico Legislative Finance Committee meeting earlier this week to advocate on behalf of TeamBuilders and protest to save behavioral health in New Mexico heard both Shannon and Lorraine request immediate assistance in transitioning TeamBuilders staff and those we serve to a promised and as yet unnamed agency from Arizona engaged to assume responsibility for the services TeamBuilders provides. It is with overwhelming sadness that we must inform you that the TeamBuilders Governing Board met last night to discuss the situation and due to the unexpected complete cut off of funding, under their direction we have today provided 30 day notice of breach and 30 day notice of termination to HSD and United Healthcare/OptumHealth New Mexico, the States behavioral health single payer. We have again asked for immediate assistance in transitioning all of you and those you care for to new management so that the vital services we provide will not be interrupted. We will work cooperatively and expeditiously with the new agency once it has been made known to us to effect this rapid transition. It is our understanding that some of the services we provide cannot be transferred to any of the new Arizona agencies identified by HSD. We have requested a meeting with the Children, Youth and Families Department (CYFD) to initiate an expedited transition plan for those services which fall into this category. Because we have not been provided basic information regarding the situation, the incoming managing agency or the intended methodology for engaging in the transition process, we must inform each of you that unless this breach is cured, this may result in a permanent termination of, or interruption in employment for all positions within the organization at all locations, and a shutdown of all our operations in the State, starting 30 days from today. Additional information will be forthcoming. We are so proud of our TeamBuilders family and all that we have accomplished together. It is our hope that the heart and spirit of TeamBuilders lives on in us and the lives of those we touch. Above all, we want you to know that we love each and every one of you and are filled with gratitude for the time we have shared.
