RETIREMENTS
Shri Chandra Sekhar Parida, Circle Secretary, BRMS-III Odisha Circle
Retired on superannuation on 30-11-2012. Shri Parida held and handled various
posts such as OA, HSA, O/S Divisional office and IRM N-Ist Sub Division very effectively
and sucessfully.
Shri Parida, the youngest Turk then had played a pivotal role in founding this union
in RMS in Orissa Circle in 1977-98. He had held various posts of union office bearers
like - Divisional President, Divisional Secretary and Circle Secretary BRMS-III. During
his incumbency as Circle Secretary he had brought the union with miraculous
achievements. He has given valuable advices in All India meetings/ conferences
regarding organization and welfare of the employs working in the Department. His
steward leadership had crowned this union and had booted out the opponents in the
elections of the Utkal Postal & RMS Co-operative society ltd.
CHQ BR-III conveys best wishes him happy, healthy peaceful Retired life.

REVISED NORMS FOR THE OPERATIONAL ACTIVITIES AT SPEED POST SORTING HUBS,
INTRA-CIRCLE HUBS AND COMPUTERISED REGISTRATION CENTRES.
Reference is invited to the Directorate Memo No. 30-64/2009-D dated 08.10.2009, vide
which ad-hoc norms for processing of Speed articles at Speed Post Centres were circulated.
Attention is also drawn to the Directorate Memo No. 28-5/2006-D dated 13.09.2006, vide which
norms for processing of registered articles at Computerized Registration Centres (CRs) were
circulated.
2. The matter relating to revision of norms for various activities at Speed Post Sorting Hubs,
Intra-Circle Hubs and CRCs was under examination at this Directorate . Based on the Wok Study
undertaken by the Directorate with respect to Speed Post operations at Speed Post Centres
(restructured as Sorting Hubs as part of Mail Network Optimization Project) and extension of
operational processes followed at Speed Post Hubs and Intra-Circle Hubs to the CRCs, norms for
various activities have been revised. The revised norms are given at the Annexure and would be
applicable to Speed Post Sorting Hubs and Intra-Circle Hubs as well as CRCs.
3. The revised norms for activities at Speed Post Sorting Hubs, Intra-Circle Hubs and CRCs would
be applicable with immediate effect.
This issues with the concurrences of Integrated Finance Wing and approval of Secretary (Posts)

APPROVAL OF DIVERSION OF SA
CADRE VACANCIES INTO DR QUOTA
OF JA CADRE

Diversion of vacant post in SA Cadre
into DR quota of JA.
I am directed to refer on the above
cited subject and to state that as per existing
provisions the vacancies in the cadre of Senior
Accountant are operated in Junior Accountant
cadre against the DE/SCF quota only. However ,
number of proposals for allowing the diversion of
vacant post in SA cadre into DR quota of JA cadre
has been recei ved through PAO and Staff
Associations on account of non filling of retirement
vacancies in SA cadre.
The matter has been examined and it has
been decided by the competent authority for
diversion of vacancies in SA cadre to DR quota of
JA cadre as one time measure only for smooth
functioning of PAO upto level of 60% vacancies of
Senior accountant minus the total number of
eligible candidates available in JA cadre who has
completed more than 2 years and 3 year of
vacancies as on 1-1-2012.

Central Civil Services (Revised Pay) Rules,
2008 - the re-exercise of option under Rule
6 of the Central Services (Revised Pay)
Rules, 2008 in case of employees covered
under the OM dated 19.3.2012.
The undersigned is directed to invite a
reference to Rules 5 & 6 of the CCS(RP) Rules,
2008, as per whi ch a Central Government
employee had an option to elect to come over to
the revised pay structure either from 1.1.2006
or from the date of his next increment or from the
date of promotion, upgradation of pay scales. Such
an option was to be exercised within 3 months
from the date of publication of CCS (RP) Rules,
2008. The rule also provides that the option
once exercised shall be final.
2. This Ministry issued instructions vide this
Departments OM No.10/2/2011-E-IIIA dated
19.3.2012, provi di ng that those Central
Government employees who were due to get their
annual increment between February, 2006 to June,
2006 may be granted one increment on 1.1.2006
in the pie-revised pay scale as a one time measure
and, thereafter, they will get the next increment
in the Revised Pay structure on 1.7.2006 as per
Rule 10 of the CCS (RP) Rules 2008.
3. In view of the benefit extended to Central
Government employees as per the aforesaid OM
dated 19.3.2012, the issue relating to according
of a fresh opportunity to Central Government
employees to re-exercise their option to come over
to the revised pay scale as per CCS(RP) Rules,
2008 was raised by the Staff side of the Joint
Consultative Machinery in the meeting of the
National Anomaly Committee held on 17.7.2012.
4 The matter has been consi dered by the
Government and having regard to the fact that the
provisions of the aforesaid OM dated 19.3.2012
bring about a material change in the basis for
exercise of option to come over to the revised pay
structure in terms of the CCS(RP) Rules, 2008 in
respect of employees who are covered under the
said OM dated 19.3.2012, the President is pleased

to decide that all those employees who are covered
under the provisions of the aforesaid OM dated
19.3.2012 may once again be permitted to re-
exercise their option to come over to the Revised
pay structure.
5. The benefit under these orders for re-exercise
of option shall be available for a period up to
31.3.2013. The revised option shall be intimated
to the head of the offi ce by the concerned
Government empl oyees i n accordance wi th
the provision of Rule 6 (2) of the CCS (RP) rules,
2008.
6. All the Ministries and Departments are requested
to bring the content of this OM to the notice of their
empl oyees so that such empl oyees can
avail themselves of the same within the stipulated
time period.
7. In so far as persons serving in the Indian Audit
and Accounts Department are concerned, these
orders i ssue after consul tati on wi th the
Comptroller and Auditor General of India.

Implementation of the decision of Hon'ble
CAT in OA No. 296/2002, in the matter of S.
Mohan Kumar, " on dismissal of WP No.
7593/2003 in the Karnataka High Court, and
SLP No. CC 10080/2012 in the Supreme Court
of India " , regarding treatment of Special
Pay/ Allowance for fixation of pay on pro-
motion / financial upgradation.
Consequent upon implementation of 5th
CPC recommendation contained in Para 109.3 of
the report, Special Pay allowed under FR 9 (25)
was doubled and termed as " Special Allowance "
under DoPT OM No. 4/4/97-Estt.(Pay II) dated 22-
04-1998 and given effect to from 01-08-1997. PO &
RMS Accountants were in receipt of Special Pay of
Rs. 90/- per month before terming the same as
Special allowance , which was in lieu of separate
higher scale. In therms of Ministry of Finance OM
No. F.6(1)-E.II(B)/68 dated 08-01-1968; special pay
in lieu of separate higher scale drawn in the lower
post continuously for a mimimum period of three
years on the date of promoti on / fi nanci al
upgradation under the normal rules was allowed
to be treated as part of basic pay for the purpose of
pay fixation.
2. Following dismissal of SLP No. CC 10080/2012
by Apex Court filed by the Union of India against the
judgement of Karnataka High Court in WP No.
7593/2003 in the matter of Union of India vs. S.
Mohan Kumar, the issue of reckoning Special Pay
termed as special allowance for the purpose of
pay fixation on promotion / financial upgradation
(TBOP/BCR) has been examined in consultation
with Department of Expenditure , Ministry of Finance
. The Nodal Ministry vide ID No. 202660/E-III (A)/
2012 dated 21-12-2012 has accorded its concur-
rence to the implementation of the judgement of
CAT Bangalore Bench in OA No. 296/2002 dated
22-10-2002 upheld by Karnataka High Court in WP
No. 7593/2003 in respect of Shri S. Mohan Kumar
and other similarly placed persons, who were pro-
moted after completing three years of service as
PO & RMS Accountants before 22-04-98 and in
whose cases, the special pay was Rs. 90/- at the
time kof promotion.
I am accordingly directed to convey that
the judgements of CAT Bangalore Bench in OA 296/
2002 in the matter of S. Mohan Kumar , CAT
Ernakulam Bench in OAs No. 691/2005 & 347/2006
in the matter of Ms. K. Rajeshwari and Ms. Anita K.
Alexander respectively and CAT Madras Bench in
OA 773/2010 in the matter of Ms. Jayalaxmi may be
implemented by reckoning the special pay termed
as special allowance as part of basic pay for the
purpose of pay fixation of the above the then PO &
RMS Accountants. The recovery , if any made from
their pay and allowances on this account shall be
refunded to them immediately and compliance re-
ported.
4. The aforesaid benefit of pay fixation on pro-
motion / financial upgradation (TBOP/BCR) shall
also be extended in all similarly placed cases of
the PO & RMS Accountants where the special
pay/ allowance @ Rs. 90/- per month was drawn
continously for three years before 22-04-1998 .
In cases where the promotion / financial
upgradation (TBOP/BCR) has taken place on or
after 01-08-1997 but before 22-04-1998 special
pay / allowance of Rs. 90/- will only be reck-
oned for this purpose.

Subject: Extension of the revised orders on
encashment of Earned Leave and Half Pay
Leave to industrial employees.
The undersigned is directed to state that the
matter regarding extension of revised orders on

encashment of Earned Leave and Half Pay Leave
lo industrial employees at par with the non
industrial Central Government employees
covered by the CCS (Leave) Rules. 1972 has
been under consideration of this Department. It
has been decided in consultation with the
Ministry of Finance (Department of Expenditure)
to extend the provision of this Departments OM
No.14028/3/2008-Estt (L) dated 25th September
2008, mutatis mutandis to industrial employees
of Ministries/Department other than Railways.
Accordingly, industrial employees shall
be entitled to encash both Earned Leave and
Half Pay leave, subject to overall limit of 300.
Cash equivalent payable for Learned Leave shall
continue unchanged. However, cash equivalent
payable for half Pay Leave shall be equal to leave
salary admissible for Half Pay Leave plus
Dearness Allowance admissible on the leave
salary without any reduction being made on
account of pension and pension equivalent of
other retirement benefit payable. To make up
for the short fall in Earned Leave, no commutation
of Half Leave shall be allowed. This Departments
OM No. 14028/25/94-Estt.(L) dated 7th October,
1996, stands amended to this extent.
2.These order shall take effect from the date of
07.11.2006, the date from which accumulation
and encashment of 300 days EL were allowed
to them and subject to the following conditions
:-
(i) The benefit will be admissible in respect of
past cases i .e. rel ati ng to peri od w.e.f.
07.11.2006 to till date, on receipt of applications
to that effect from the pensioner concerned by
the Administrative Ministry concerned.
(i i ) In respect of reti rees (reti red after
07.11.2006), who have already received
encashment of earned leave of maximum limit
of 300 days together with encashment of HPL,
standing at their credit on the date of retirement,
such cases need not be reopened. However,
such cases of Government servant considered
as industrial employees retiring after 07.11.2006,
in which there was a shortfall in reaching the
maximum limit of 300 days can he reopened.

dated 13-11-2009 and the method of pay
fixation of Assistants of CCS in grade pay
of 4600 dispite the fact that they were in

1-1-2006 vide order dated 16-11-2009 . On
the same footing the para 7.56.58 can be
fully applied over the senior accountants of

If it is not possible then JA & SA cadres may

MAJOR DEVELOPMENT IN STRIKE
DEMANDS
1. Delegation of BPEF comprising Secretary
General ,General Secretary Civil Wing and
Office Secretary BPEF Shri Prem Chand met
Member (P) Shri S. Sarkar over the issue of
strike and informal meeting to BPEF. He has
assured early solution to the Charter of
Demand.
2. The delegation met Member (O) over MNOP
project. He assured that feedback of unions will
be taken into accounts in future decisions.
3. All other Postal Board Members have
requested for positive Co-operation of Unions.
4. The delegation met DDG (Estt.) over the
settlement of MACP related issues submitted
by BPEF. He being new has assured early
solution in the matter with consultation of
Federation.
5. The Delegation met Director PA (Admn.) Shri
Sanjay Kumar. He has assured that the
decisions taken in periodical meeting will be
conveyed to all GM (Finance) & Directors at
earliest.

RETIREMENT AGE OF CENTRAL
GOVERNMENT EMPLOYEES.
Whether the Government proposes to
increase the age of retirement of Government
employees from 60 to 65..? and
Whether various Departments of the
Government has fixed different age limits for
the purpose of retirement..?
The Minister of Personnel, Public
Grievances and Pensions Shri.V.Narayanasamy
said in a written reply to the Lok Sabha on 5th
December 2012 as follows...
There is no such proposal at present.
As per Fundamental Rule 56, except as
otherwise provided in the Rule, every Government
Servant shall retire from service on attaining the
age of 60 years.
