During my visit to interior areas of different parts of the country I found that there was a general lack of awareness about the CCTNS and hence the need to address you directly. You may be aware that Ministry of Home Affairs had initiated computerization of Police Stations through projects like Common Integrated Police Application (CIPA) and Crime Criminal Information System (CCIS). However both CCIS and CIPA are currently standalone systems and Police stations across the country continue to function as isolated islands. To revolutionize the police Information Technology (IT) the Govt. of India (GoI) has sanctioned Rs. 2000 crores for a mega IT project connecting 14,000 police stations and 6,000 supervisory and related offices through Crime and Criminal Network Tracking System (CCTNS) project. 2. The CCTNS project is an advance software application which would empower the police organizations and take policing to the next levels. Policing being a State Subject, the role of the Centre is limited to funding / playing a facilitative role and hence the success of this project depends on your active involvement and support. 3. The Planning Commission of India has included CCTNS costs in the XI five year plan (20072012) with the approval of an estimated outlay of Rs. 2000 crores.
CCTNS Scope and objectives

4. As mentioned above, CCTNS is an advancement of the earlier initiatives, as this connects and shares information/data on crime and criminal throughout the State and country, thereby strengthening the information base of the Investigating officers. 5. CCTNS will create a national data bank of crime and criminals and their biometric profiles. This database will have a handshake with databases of other agencies of the criminal justice system like Courts, Jails, Immigration, Passport authorities, Forensic Labs, Transport department, mobile companies, central agencies etc. in a phased manner. 6. All the States and Union Territories have signed the Memorandum of Understanding (MoU) and have created the governance structure and the state designated agency for the project, which would help in undertaking the project initiation and management activities at the State Level. 7. The key objectives of the CCTNS project include: a. providing enhanced Information Technology tools for investigation, crime prevention, law and order maintenance and other functions;

b. increasing operational efficiency by reducing manual and repetitive tasks (data to be entered only once which would automatically prepare all the registers); c. better communication and automation at the back-end; d. sharing crime and criminals' databases across the country at state and central levels; e. sharing intelligence on real-time basis, and f. , improving service delivery to the public and other stakeholders Role of the Central Government 8. NCRB has appointed Wipro Ltd as Software Development Agency, which would be developing a common core application and would be sharing the same with the State Governments for implementation at the State Level. 9. MHA has provided funds to the State Government for appointment of agencies which would help in identifying the State specific requirements and project management.
Role of the State/UT

10. The State Governments have appointed Nodal officers for managing the project, who are working under State Empowered Committee constituted under the Chairmanship of Director General of Police. 11. The State Governments would prepare the Project Implementation and Monitoring (PIM) report, which would capture the state specific requirements. Based on this PIM report, MHA would approve the funding of the project. 12. Subsequently the State Government would appoint the System Integrator, who would be the most important agency in the state helping Police in implementation at the District level and whose role is defined as followsa. Implement the CAS software developed by Wipro with suitable amendments/configuration and additional functionalities b. Site preparation at the Police Stations and Higher Offices
c. Commissioning of Hardware at the Police Stations and Higher offices d. Provide Data Centre infrastructure to be located in State Data Centre e. User Training on application and System Administrator training

f. Data entry of old records / migration from the old system to the new system g. Provide and deploy Network infrastructure
h. Provide Operation &Maintenance support

i. Set up a helpdesk to resolve technical issues in usage of the application Role at the District 13. The implementation of this project at the District level would be managed by District Mission Team being chaired by Superintendent of Police.

14. As a chairman of District Mission team, it is expected that you would "invest" effort in this initiative initially through overseeing that :

a. Identify full time manpower who would work on the system and invest in their training. Various funds have already been provided at the district level i.e Rs. 4.5 Lakhs for procurement of training hardware and Rs. 2.5 lakhs for site preparation at each District Training Center and similarly Rs 10 lakhs for each Recruit Training Centers / Police Training College and Rs. 13 lakhs for Police Academy. b. Roughly 42% of constable rank and above, 73% of ASI rank and above and 59% of SP rank and above officers have to be trained in using the CCTNS. Thus a very large body of Police force does need to undergo the training which is going to be unprecedented. Adequate funds have been placed at the disposal at the states. Outsourcing of training is also permitted. c. Ensure that the hardware and network infrastructure is being installed and utilized properly. In case of any issues, please call up the SI helpdesk d. Carry out other relevant activities which would be communicated to you during the course of the project through State Empowered Committee and NCRB. e. Identify the consistently power deficient Police stations which may require solar backup. A total of 15% Police stations in your entire state can be given solar power backup through Police modernization schemes of the MHA. Also inaccessible and remote police stations in terror and naxalite infested areas with no connectivity are to be covered under both solar power and VSAT. These Police stations must be identified and conveyed to your State Nodal Officer immediately. f. Set up core teams at the district level so that transfer of any individual does not create a vacuum. This core team would be constituted at the district and state levels for creation of dedicated expertise and knowledge transfer capabilities of 5-7 personnel from appropriate levels. g. You need to know the CCTNS deadlines and the areas of immediate relevance to you arei. Appointment of System Integrator by the States / UTs by November 2010
ii. Site Preparation and H/W installation at 10 % of Police Stations by December 2010 iii. Networking and connectivity of all the police stations and higher offices by December 2010

iv. Training of police personnel - at least 20% of total strength targeted at the State level by December 2010 v. 15` version of Software application for entry of master data and legacy data would be released to States / UTs by NCRB by December 2010 vi. Initiation of Data digitization activities at the State / UT level from January 2011 Expected Outcomes Implementation of any project is never complete without measurement of the expected outcomes and subsequent impact. The CCTNS project envisages the following (indicative only) outcomes:

Citizen Services Ease of accessing services provided by the police department Traceability of requests through use of IT Police Department Services Quick responses to inter-district , inter-state and requests inter-departmental service
