CHAPTER 11: WACIC Unidentified Person File SECTION 01: Introduction Procedure #: 11.01.000 Special Order: Supersedes: WACIC Manual 2003 Edition Applies to: ACCESS Users I. DEFINITIONS A. Purpose of the Unidentified Person File 1. The Unidentified Person File assists in the identification of deceased persons and persons who are unable to ascertain their identity and aids in the matching of dismembered body parts that have been recovered at different times and/or locations. B. Criteria for Entry into the Unidentified Person File 1. Any unidentified deceased person. 2. A person of any age who is living and unable to ascertain his/her identity (e.g., amnesia victim, infant, etc.). The information on unidentified living persons should only be included if the person gives his/her consent or if they are physically or mentally unable to give consent. 3. Any unidentified catastrophe/disaster victim. 4. Body parts when a body has been dismembered (entered as an unidentified deceased person) with message key (MKE) Unidentified Deceased (EUD) or Unidentified Catastrophe/ Disaster Victim (EUV). C. Retention Period for Unidentified Persons 1. Unidentified Person File records will remain on file indefinitely or until action is taken by the originating agency to clear or cancel the record. D. Cleared Records 1. When a record is cleared, it remains on file in the WACIC system for 14 days from the date of clear. Cleared records are removed entirely from NCIC upon receipt of the clear message. E. Validation 1. Unidentified Person File records will be validated monthly. Each record entered will be subject to validation three months after entry and annually thereafter.

1. All fields in the above inquiry are required. The following field edits will apply: a. AGE (1) Must be one or two numbers representing the age in years. The age must fall within a range of 0 to 99. The age in the inquiry plus or minus one year will be searched against the average age in the record on file. b. HGT (1) Must be three numbers representing feet and inches. The first character must be 0 through 7. The second number must be a 0 or 1. When the second number is 1, the third number must be 0 or 1. The code UNK (unknown) is valid. The height in the inquiry is searched plus or minus 3 inches against the average height in records on file. If the inquiry contains UNK, only those records with UNK will be searched.

c. WGT (1) Must be three numbers representing pounds. The minimum weight is one pound (001) and the maximum weight is 499 pounds. The code UNK (unknown) is valid. The weight inquiry is searched plus or minus ten pounds against the average weight in the records file. If the inquiry contains UNK, only those records with UNK are searched. E. Guidelines for Inquiries 1. The ORI is not required in inquiries. If no ORI is included in the transaction, the ACCESS system inserts the default ORI assigned to the terminal submitting the inquiry. If an ORI is included, it must be an ORI which the terminal is authorized to use. F. Operational Inquiries 1. Inquiries to the Unidentified Person File use the MKE QU or U, which will retrieve record information from WACIC without any added dental information, and full record information, including dental information, from NCIC. 2. 3. Inquiry by Body Parts Status Code NCIC Only a. Inquiries by body parts status code are processed by NCIC only; WACIC does not have the capability of searching the Unidentified Person File by body parts status. This type of inquiry can be used when an agency recovers a partial unidentified body in an attempt to match the body parts recovered with any record in the Unidentified Person File where these body parts were missing. In this type of an inquiry, at least one of the 15 positions must contain the code "N" in any position where the inquiry shows "R" will be returned. For example, on the above inquiry, a record(s) on file where there is an "N" code in any one or more or positions three through eight would be returned. 4. Inquiry by Non-Unique Identifiers NCIC Only a. Inquiries by non-unique identifiers are processed by NCIC only; WACIC does not have the capability of searching the Unidentified Person File by non-unique identifiers. Both WACIC and NCIC search for any record where the search element submitted (OCA, WAC, NIC) exactly matches that identifier in a record on file. 2. Body Parts Status Inquiry Search Procedure NCIC Only a. You can search by an area (ARE). For inquiries, any of the listed ARE field inquiry codes may be followed by an asterisk (*).

b. When an inquiry contains ARE/followed by a valid inquiry code and an asterisk, the response to the inquiry will be limited to records containing the same code and/or US in the first two positions of the ORI field. c. For example, an inquiry containing ARE/CA will retrieve records with AZ, CA, NV, OR, and US in the first two positions of the ORI field. An inquiry containing ARE/CA* will retrieve records with CA and US in the first two positions of the ORI field. d. The following chart shows the records retrieved for all values entered in the ARE field:

3. Non-Unique Identifier Search Procedure NCIC Only a. When NCIC receives a non-unique Unidentified Person File inquiry, the data in the inquiry is searched against an Unidentified Person File index to identify records having matching data or data which falls within a range assigned to an input data field. All records identified will be assigned to an input data field. All records identified will be assigned a score based upon the degree of similarity to the corresponding data in the inquiry. The NCIC response to this type of inquiry will contain: (1) A statement that furnishes a count of the total possible matches found. For example: NCIC HAS 245 POSSIBLE MATCHES FOR YOUR INQUIRY. THE TWO HIGHEST SCORING RECORDS ARE LISTED FOLLOWED BY THE NIC NUMBERS OF UP TO 20 OF THE HIGH SCORE RECORDS. CONTACT NCIC OFF-LINE SEARCH FOR ALL RECORDS. (2) The two records having the highest scores. (3) The NIC numbers and scores for the two records furnished followed by the NIC numbers and scores of the next 18 records having the highest scores. These will be listed in descending order by score. H. Scoring 1. When a non-unique identifier inquiry is received, the NCIC computer searches the Unidentified Person File for possible matches ( i.e., candidate records). The sex, race, eye, and hair color codes in the candidate records will be identical to the sex, race, eye, and hair color codes in the inquiry. The age, height, and weight in the inquiry are searched against the average of the ages, heights, and weights stored in the candidate records. The average age, average height, and average weight in the candidate records may vary from the age, height, and weight in the inquiry. For example: a range of 150-200 in the WGT field of a record has an average of 175. Only those inquiries having a weight of 165 to 185 pounds will match that particular record.

2. A score is assigned to each candidate record. The score is computed based upon the variance between the inquiry age, height, and weight and the corresponding data in the candidate records. The score is an abstract numerical representation of the relative similarity between the inquiry data and the data in the candidate records. The score is used by NCIC to select up to 20 most likely candidate records for the response to the inquiring agency. 3. To determine if a hit (identification) has been made, the inquiring agency must review all of the information in the candidate records and contact the agency that entered the record(s) to confirm the possible matches. 4. These identifiers will be used to search the NCIC computer. A score will be assigned to each possible matching record. This score is computed based upon the variance between the inquiry age, height, weight, and the corresponding data in the possible matching record(s). The score is an abstract numerical representation of the relative similarity between the inquiry data and the data possible matching records. In this search, the sex, race, hair color, and eye color will remain constant; only records with an exact match in each field will be considered as possible matches. Any record with an age of plus or minus one year of the year submitted on the inquiry will be searched, any record with weight plus or minus ten pounds of data will be searched, and any record with a height plus or minus 3 inches of this data submitted will be searched. 5. NOTE: When the code UNK or U is used to indicate the sex, race, height, and/or weight, only those records on file in NCIC with an exact code of UNK or U will be searched. Therefore, at the time of the search, it might be advantageous to submit more than one inquiry (e.g., the sex is unknown, submit three inquiries; one showing sex as U, one showing sex as F, and another showing sex as M). 2. MKE (Message Key) a) The MKE field must be a valid message key. 3. ORI (Originating Agency Identifier) a) The NCIC-assigned identifier of the agency holding the record. 4. BPS (Body Parts Status) a) The BPS Field in an EUD or EUV record entry describes whether the whole body or only part(s) of the body has been recovered as well as the condition of those recovered parts; i.e., skeletal. b) When only part(s) of a body or skeleton has been recovered, the NCIC 2000 diagram for the BPS Field should be used. c) The diagram divides the body into 15 parts which correspond to the 15 positions (characters) in the field. The field should contain N (not recovered), S (recovered skeletal), D (recovered-decomposed), or F (recovered-fresh) in the positions corresponding to the body parts. For example, if a body is recovered missing both legs, the field should be coded: FFFFFFFFFNNNNNN.

d) When all 15 major parts have been recovered as skeletal remains, instead of 15 Ss the code SKL may be entered in the BPS Field. NCIC 2000 will automatically convert the code SKL to 15 Ss. e) When all 15 major body parts have been recovered, the codes ALD or ALF, instead of 15 Ds or Fs, may be entered in the BPS Field. NCIC 2000 will automatically convert the codes ALD or ALF to 15 Ds or Fs. f) NOTE: The BPS field is mandatory only when the message key field (MKE) contains the codes EUD or EUV.

5. SEX (Sex) a) The SEX field must be a valid code as listed in the Personal Descriptors Section of the NCIC Code Manual. 6. RAC (Race) a) The RAC field must be a valid code as listed in the Personal Descriptors Section of the NCIC Code Manual. 7. EYB (Estimated Year of Birth) a) The EYB field must be four numbers followed by a hyphen and then four more numbers. The numbers in positions six through nine may be identical to the numbers in positions one through four to indicate that the year of birth is known (i.e., EYB/1965-1965). b) If positions six through nine are not identical to positions one through four, the numeric value of positions one through four must be less that the numeric values of positions six through nine (i.e., 1951-1971). The numeric value of positions one through four cannot be more than 20 years less than the numeric value of positions six through nine. c) NOTE: This field is required when ALD, ALF or all Fs or Ds is entered for BPS. 8. EDD (Estimated Date of Death) a) The EDD field must be eight numbers representing year, month, and day (YYYYMMDD), in that order. The month (MM) can contain zeros to indicate that the month cannot be estimated. b) If MM is not zeros, MM must contain a value of 01 through 12. If MM is zeros, then days (DD) must be zeros. DD may contain zeros to indicate that the day cannot be estimated. Example: Estimated Date of Death 1999 June 1998 April 26, 2000 9. DBF (Date Body Found) a) The DBF field must be eight numbers representing year, month, and day (YYYYMMDD), in that order. It must be a valid date. 10. HGT (Height) a) The HGT field must be three numbers followed by a hyphen, and followed by three numbers. The estimated height of the individual (feet and inches) as reported by the medical examiner, coroner, or investigating officer should be entered. If the exact height is known, it must be entered twice (e.g., 510-510). b) This field is restricted to a range of 6 inches. If the height range is more than 6 inches (e.g., 500 to 508), a height which falls within a range of 6 inches (e.g., 501 to 507) must be from the medical examiner, coroner, or officer. The new range should be entered in the height field (e.g., HGT/501-507) and the original height should be entered in the MIS field (e.g., MIS/HGT is 500-508). WGT (Approximate Weight) a) The WGT field must be three numbers followed by a hyphen and three more numbers or the three letters "UNK." SMT (Scars, Marks, Tattoos, and Other Characteristics) a) The SMT field must be a valid code listed in the Personal Descriptors Section of the NCIC Code Manual. 15. FPC (Fingerprint Classification) a) Must be 20 alphabetic and/or numeric classification characters which must be valid codes from the Personal Descriptors Section of the NCIC Code Manual. e) The code NA is also used when a finger cannot be printed because it is burned or mutilated and the burning or mutilation was related to the death of the individual. Ante mortem burns, mutilations, and scars that are not related to the death of the individual are indicated by using the code SR (scarred/mutilated). f) If all ten of the deceased's fingers have been amputated and not found with the body, burned, or mutilated and the amputation, burning, or mutilation is related to the death of the individual, the code NFP may be entered in the FPC field. The NCIC computer will convert the code NFP to ten NA's for insertion into the FPC field. 16. OCA (Originating Agency Case Number) a) The OCA field contains a maximum of twenty letters and/or numbers. It must not contain a single zero only, a run of zeros only, the word NONE, or the first seven characters of the ORI field. 17. LKI (Linkage Agency Identifier) a) The LKI field contains nine alphanumeric characters. It must be a valid NCIC 2000-assigned ORI. The LKI and LKA cannot be identical to the ORI and OCA. LKI and LKA are entered as a set. 18. LKA (Linkage Case Number) a) The LKA contains a maximum of 20 alphanumeric characters. It must not contain a single zero only, a run of zeros only, a single alphabetic only or the word NONE. The first seven characters of the LKA cannot equal the first seven characters of the LKI. The only valid special character is the hyphen. The LKA must be valid for the LKI. (There must be an ORI and matching OCA in the System). b) The Linkage ORI and OCA Fields are provided as separate fields to associate incidents that are handled by multiple departments. An agency entering a record which shares the same incident of a record entered by a different ORI and/or OCA can link the records by entering the associated ORI and OCA in the linkage fields (LKI and LKA). The record will be rejected if the LKI/LKA Fields are the same as the ORI/OCA Fields, or if the first seven characters of the LKA are the same as the first seven characters of the LKI.

19. MIS (Miscellaneous) a) The MIS field contains a maximum of 500 characters. All additional searchable data must be entered in a supplemental record (MKE/EUN), as illustrated and explained in the Supplemental Entry section of this file, as this procedure increases the chances of a hit on the record. b) The types of information that should be included in the MIS field are as follows: (1) Clothing description (size, color, style, laundry marks) (2) Shoes (size, style, color) (3) Smoker (pipe, cigar, cigarette; brand) (4) Chews tobacco (brand) (5) Fingernails (polish, length, biter) (6) Amount of money in possession (7) Medication in possession (8) Left-handed (9) Right-handed (10) Explanation/description of scars, marks, tattoos, and physical conditions 20. BXR (Body X-Rays Available) a) Must be a valid NCIC-assigned code as listed in the Personal Descriptors Section of the NCIC Code Manual. 25. VRX (Corrective Vision Prescription) a) Maximum of 40 characters. May be any of the characters in the NCIC character set except for the period (.). Use of the period is field delimitation only as defined in the Personal Descriptors Section of the NCIC Code Manual. 26. CDA (Cause and Manner of Death) a) The first character entered in the field must be a valid NCICassigned code as listed in the Personal Descriptors Section of the NCIC Code Manual. The code must be followed with a space. 29. MAN (Medical Examiner/Coroner Agency Name and Case Number) a) The MAN field contains a maximum of 50 characters to indicate the agency name and case number. 30. MAL (Medical Examiner/Coroner Locality) a) The MAL field contains a maximum of 30 characters to indicate the city and state. 31. MAT (Medical Examiner/Coroner Telephone Number) a) Must be three numbers followed by a space, three numbers, a hyphen and four numbers. For example: 360 427-7754. 32. DNA (DNA Profile Indicator) a) The DNA field must be either a Y or N. N is the default value. If Y is entered then the DLO Field is required 33. C. NCIC Quality Control 1. NCIC requires an agency to verify and update its unidentified person records with any additional information within 60 days of entry. On a daily basis, the NCIC system checks all missing person records on file with a date of entry older than 30 days that do not contain information in any of the following fields: a. Blood Type (BLT) b. Dental Characteristics (DCH) c. Fingerprint Classification (FPC) d. Jewelry Type (JWT) e. Scars, Marks, Tattoos, and Other Characteristics (SMT) 2. CHAPTER 11: WACIC Unidentified Person File SECTION 08: Clear Transactions Procedure #: 11.08.000 Special Order: Supersedes: WACIC Manual 2003 Edition Applies to: ACCESS Users I. PROCEDURE A. Clears 1. When a clear message is sent, the first character of the message key is changed to C and the record is retained in the WACIC system for 14 days from the date of clearance. If the record must be re-entered before the end of this 14-day period, it must first be cancelled before it can be re-entered or the entry will be rejected as a duplicate record on file. Cleared records are removed entirely from the NCIC system upon receipt of the clear message. B. When to Use a Clear Message 1. Clearance of a record is restricted to the agency that entered the record. A clear message is transmitted when: a. The agency identifying a person is the agency that entered the record. b. The agency that entered the record is officially advised that the person has been identified by another agency. 2. A clear message on the base record will cause the entire record, including supplemental SMT's and dental information, to be removed from the WACIC/NCIC file. The supplemental data cancellation is used to remove supplemental data appended to an unidentified person base record that is determined to be inaccurate or invalid. Supplemental data cannot be modified; in order to change a supplemental identifier, it must be cancelled and re-entered. 2.
