Summary of Action
Sergeant Williams is enthusiastically recommended for the Navy and Marine Corps Achievement Medal for outstanding service as the Defense Message System (DMS) Chief, G-6 Division, Marine Corps Base Camp Butler, Okinawa, Japan, from 15 May 2008 to 15 May 2011. During this period, Sergeant Williams distinguished himself through his exemplary support to all Navy and Marine Corps commands throughout Japan. Sergeant Williams managed the Area Control Center (ACC) for Marine Corps Bases Japan as both the DMS Chief and as the Platoon Sergeant. He demonstrated an exemplary level of MOS technical skill and the patient professional leadership required of a successful platoon sergeant. In his role as DMS chief, Sgt Williams supported over 1,000 users in Marine Corps Bases Japan. His understanding of the complexities of the DMS software has made him the go to duty expert in Okinawa and within Marine Forces Pacific. During the Marine Corps transition from DMS Manual proxy to Web Proxy, Sgt Williams led the efforts in Japan and provided input and guidance to the Marine Corps DMS Operations Center in Quantico. He upgraded and improved the DMS software to prevent Non-Delivery Notices. He also designed the web page that served as the Web Proxy portal for all users in Japan; a design so successful that other Area Control Centers adopted the model for their own use. Immediately exploiting his success in the Web Proxy transition, Sgt Williams renamed and reconfigured over 250 organizational DMS contacts. His update had a significant impact on users by allowing them to quickly find organizational addresses when preparing messages. Sergeant Williams distinguished himself in December 2009 when he single handedly identified the cause for a Marine Corps-wide DMS network outage caused by a Navy Marine Corps Intranet (NMCI) software upgrade. He was able to isolate the failure and instruct the DMS Operations Center on the steps to fix it. His initiative allowed the DMS Operations Center to update their procedures and prevent the problem from occurring again. Overcoming personnel shortages, Sergeant Williams has also created an atmosphere of motivation and enthusiasm for often thankless duties. Using superb training as a force multiplier, Sgt Williams ensured all Marines were cross-trained and personally led training in various topics to include Certificate Awarding Authority (CAW), Discretion Access Controls (DACs), Automated Message Handling Systems (AMHS), and Marine Corps Systems Engineering (MCSE). Sergeant Williams performance of duty has been nothing less than commendable. He has been the epitome of mission accomplishment. Sergeant Williams performed his duties above and beyond the requirement of his grade and billet. His initiative and dedication directly impacted and contributed to the overall success of the Marine Corps mission. Sergeant Williams is enthusiastically recommended and welldeserving of the recognition of this award.

HIS TECHNICAL SKILLS WERE SOUGHT TO ISOLATE AND FIX A MARINE CORPS-WIDE SYSTEM OUTAGE. SERGEANT WILLIAMS INITIATIVE, PERSEVERENCE, AND TOTAL DEDICATION TO DUTY REFLECTED GREAT CREDIT UPON HIMSELF AND WERE IN KEEPING WITH THE HIGHEST TRADITIONS OF THE MARINE CORPS AND THE UNITED STATES NAVAL SERVICE.

The citation for the Navy and Marine Corps Achievement Medals shall be prepared in landscape orientation with all upper case letters in Courier New font, size 10, and are limited to 7 1/2 typewritten lines with margins of one inch.
