Gentleman, It is hereby informed that the list of ACES Reports on Central Excise as detailed below generated on 27.12.

2012 pertaining to Mysore Commissionerate only, shows in-correct figures as detailed against each of the report hereunder. 1. Central Excise Commissionerate wise Migrated Assessees Registered with ACES (Annexure I): This report shows that the total number of assessees is 737, and the number of migrated assessees is 603, whereas the total number of assessees who have filed Returns on ACES is 935. In this regard, it may please be clarified that which of the said figures is the total number of assessees as on that date? Also kindly explain the relevance of each of the figures, as to what type of assessees (existing ones, surrendered ones, shifted to LTU, STPs, Warehousing agents, etc) are included in each of the said category? Also, kindly furnish the detailed list of assesses as per ACES as on date under each category for Mysore Commissionerate. 2. SSI-Non SSI Report generated for the II Quarter, i.e., for JulySeptember 2012-13 (Annexure II) : This report shows that the total number of units in this Commissionerate is 1650 for the year 2012-13, whereas the number of Non SSI units is 10169, total number of SSI duty paying units is 653, number of units availing full exemption is 0. First & foremost, it may be explained as to how the number of Non SSI units being 10169 be more than the total number of units in this Commissionerate which is only 1650. Further, the total number of units paying PLA revenue more than Rs. One Crore is shown as 39 as per this Report whereas as per the Central Excise Revenue from Top 10 Assessees generated from ACES on 27.12.2012, which incorporates 41 assessees shows only 37 out of these 41 have paid more than Rs. 1 crore. It can also be seen from the annexure that 60 EOU units have been shown in that report whereas only 40 are there as per the Hqrs- Stats report. In light of the above, it is requested to kindly furnish the list of all the assesses pertaining to each of the categories mentioned under the above mentioned SSI & Non-SSI Report i.e SSI Units, Non-SSI Units, SSI units availing full exemption, Units paying more than 1 Crore, EOUs, STPs, etc along with the revenue figures pertaining to each (in soft copy).

Furthermore, the enclosure attached also incorporates the actual Commissionerate figures as reported by Hqrs. Statistics, in all their Reports. As can be seen, there is absolutely no co-relation between the two reports at all. Reasons for the same may please be furnished. 3. Statement of Duty foregone on Excise Duty- Free Procurement From Indigenous Factories Under Various Export Promotion Schemes: This report shows the amount foregone under various export promotion schemes like EPZs/EHTPs/STPs, 100% EOUs, SEZs, etc. the figures pertaining to the duty foregone as per ACES and as per the Commissionerates figures have no co-relation with them and the amounts reflected under the ACES report are too much inflated. Reasons for the same may please be furnished. 4. Central Excise Targets and Revenue Realisation Report: This report shows the different types of revenue targets and realization pertaining to a Commissionerate. It can be seen from the annexure that the figures shown as per the report generated from ACES and the Commissionerates figures are too much varying. It can also be seen that the target figures are not at all reflected in the report generated from ACES. Reasons for the same may please be furnished. 5. Trends of Central Excise Revenue from Major Commodities: This report shows only the trend of revenue from major commodities for each Commissionerate. Out of the 21 commodities mentioned under this report very few are pertaining to this Commissionerate. Hence, the basis of selecting these 21 commodities for Mysore Central Excise Commissionerate itself is not clear. It does not serve the purpose of carrying out any such kind of analysis pertaining to a jurisdiction and hence to study impact of major commodities in their Commissionerates vide this report. Hence, this report needs to be redesigned.
