2013 NOMINATIONS & ELECTIONS TIMELINE August 2: Call for nominations for Chair, Vice Chair, Treasurer, people with disability representative, and four Board members Positions
Only member groups can nominate; self-nominations are not allowed. Member groups here refer to only members registered with Kamukunji Network and who have paid their membership subscription fee

ELIGIBILITY In order to be eligible to be a BOD nominee candidate, a person must be a youth aged between 18-35 years; must be from a registered member group (Member groups here refer to only members registered with Kamukunji Network and who have paid their subscription membership fee); must be active member in their member group; must pledge to make every reasonable effort to attend the bi-monthly BOD meeting; and must guarantee that he/she will help actualize the Kamukunji Network mandate. The nominee must also collect and fill the nomination form, which, requires his/her name, Group/Organization, copy of identification (National Id/Passport) for age determination, telephone number and e-mail address of the person being nominated. The form must have an assurance that the indicated person meets the qualifications and is willing to stand for the position in question and his/her motivation. This nomination form must be approved by four members of his/her group or organization. This is because only member groups can nominate, as self-nominations are not allowed. The nomination

selection committee, which comprises of the secretariat and SDS technical team, will make follow-ups with the groups to verify that all nominating members are the actual group members. Any dispute regarding affiliate member qualifications shall be decided upon by the Nominating Committee (SDS staff and Kamukunji Network secretariat). A contact number and email of the nomination committee will be made public for receiving any complaints arising.

SUBMISSION OF NOMINATION FORMS AND LIST OF VOTERS BY GROUPS As from 2nd August, 2013; the nomination forms for nominees for various positions as well as forms for nominating four members of a member group to Kamukunji Network are available for collection from Kamukunji Network office. These forms MUST be duly filled and returned to Kamukunji Network, ON OR BEFORE 13TH AUGUST, 2013 at 5PM. Forms returned past this deadline will not be considered. Member groups who would not have submitted their list of voters by Deadline will be assumed to be unwilling to participate in election. A member group can submit up to A MAXIMUM OF FOUR (4) Members to vote, and this should be the real and active members of the group.

CRITERIA FOR SELECTION After closing the nomination submission on August 13th, the Nominations Committee will evaluate the candidates and, from this evaluation, select a credential list for the positions of Chair, Vice Chair, Treasurer, people with disability representative, and four Board members. The main criteria for this evaluation will be the following criteria: 1. Completeness of the nomination form (All forms that are not fully filled will be rejected) 2. Aged between 18 35 years (The nominee identification document, either a passport or national id, will be used). Applications without identification will be rejected. 3. An assurance of the willingness to carry out the responsibilities of the office being vied for. The nominee must write a short statement explaining to the nomination committee on why they want to vie for that position, in the space provided on the nomination form. 4. Diversification needs of the complete Board of Directors regarding geographic origin, gender, and group/organization affiliation. 5. Be of sound mind Prior to the submission of the list of nominees to KTI, the list of Board nominees will be reviewed by the nominations committee for the purpose of ensuring that the nominees meet the qualifications. The final list of nominees and the voters nominated by the member groups to participate in the voting process will be complied and be made public for viewing by member groups and interested partners. On 15th August, a copy of nominees will be posted on Facebook and also a copy of the voters and list of nominees will be pinned in Kamukunji Network notice board for public viewing. On this day, member groups can verify their details in the voters register.

ELECTION PROCEDURE
I.

After the nomination process, the 2013 Kamukunji Network elections shall be conducted through SMS voting system to elect directors to the board. The composition of the Board as prescribed in Kamukunji Network Constitution shall consist of Chair, Vice Chair, Treasurer, people with disability representative, and four Board members. The position of secretary to the BOD is not an elective position. The Nominating Committee shall make available the list of nominees and voters, 5 days before the Election Day. The phone numbers of the voters submitted will not be changed after 16th August; and it is therefore the mandate of member groups to ensure the phone numbers are correct. After 16th August, the phone numbers submitted to vote will be keyed into the SMS voting system and other numbers not registered in the voters register will not be allowed to vote. Election shall be by SMS voting system provided by USAID KTI and the election process will be prepared and managed by the Nominating Committee with support from KTI in accordance with procedures outlined. Each member on the voters register will be eligible to cast one vote for each office from their already submitted phone number There will be a total of five votes to cast for each voter; one vote for the position of Chair, Vice Chair, Treasurer and people with disability representative each; and the fifth vote will be for the four Board members. The nominees for the four Board of Directors members position with the highest votes will automatically become the elected new BOD members. A simple majority vote shall constitute an election. If a tie occurs, an immediate runoff election will take place. The results of the election will be projected after the voting system Transfer of Voting Rights: Each member group shall nominate a maximum of FOUR persons entitled to vote. If one or more of the voting member is unable to attend the Election Day meeting on 21st August, he or she must notify the nominating committee immediately. This transfer of voting right will expire on 16th August, 2013. Voting and announcement of results will take place following the schedule detailed in the timeline above. TRAINING PERIOD The newly elected Board Directors will be invited to participate in the bi-monthly Board of Directors meetings. They will also be given two weeks from the date of election to familiarize themselves with Kamukunji Network mandate and constitution. They will then meet with the advisory committee and be officially initiated to office. The newly elected BODs will be invited to participate in the bi-monthly Committee meetings through the start of their term in September. The newly elected BOD will be invited to immediately begin involvement in discussions and upcoming activities of the Kamukunji Network. Thus, upon taking office on September 5, the new elected Board of Directors would have had up to a 4month training period.
