City of Stoughton

Dist. 4 seat still vacant

Bill Livick
Unified Newspaper Group

Officials: Demographics, the time commitment or a satisfied electorate are possible reasons

The Common Council has been trying since May to find someone to fill a vacant seat in Aldermanic District 4 that was created when Eric Olstad resigned from the council on May 31. But despite the city repeatedly running ads in the Hub and Mayor Donna Olson asking alders to encourage people to step forward, no one has applied so far. The council has twice set deadlines for residents of Dist. 4 to apply. The last deadline expired July 31. The council then removed any deadline and is simply asking anyone who lives in the district and is interested to apply. Its not uncommon for the 12-member council, with three representatives from each of four aldermanic districts, to have a vacant seat.

The 16th annual Coffee Break festival in Stoughton is a week later this year, but the java is still hot. Organizer Dave Gasner said pushing the festival back a week allowed them to add two new roasters this year. Anodyne out of Milwaukee and Berres Brothers of Watertown will join the band of brewers. Otherwise, the event will be pretty much the same as last year, Gasner told the Hub. There will be a coffee tasting brew-off, kids entertainment, a car show and a bean spitting competition. The event kicks off with a run on Saturday, Aug. 15, followed by events at Mandt Park.

Last year, a few roasters had to back out of the competition at the last minute. Still, Stoughtons own True Coffee took the title as the best coffee at the festival, ending Door County Coffee and Cheesers three-year reign. This year, Anodyne

While most students are still enjoying summer vacation, Stoughton Area School District board members and staff have been busy planning to improve the educational experience when classes resume next month. Theres nothing like hearing job well done to motivate people, and that was the happy message delivered to board members and administrators at an Aug. 5 meeting by two members of StuderEducation, a Florida-based leadership group the district is working with for the next three years, at the cost of $12,500 per year. Earlier in the day, staff and administrators

participated in an all-day session with Dr. Robin Largue and Dr. Janet Pilcher from StuderEducation, who talked about the companys EvidenceBased Leadership process, and how they can work to improve Stoughton schools. Pilcher, who gave the main presentation, said the companys school clients are generally good districts who just want to be great ones. And I think thats where you are here today, she said. You have some really good aspects to your district. StuderGroup was founded in the late 1990s and works with more than 1,000 health care organizations around the

Stoughton Area School District

District to hold central registration

The Stoughton Area School District will hold its 2013-14 central registration for all students from 5-year-old kindergarten through 12th grade this week. The two sessions are 7 a.m. to 6 p.m., Thursday, Aug. 15 and 8 a.m. to 7 p.m., Tuesday, Aug. 20 at Stoughton High School, 600 Lincoln Ave. People are asked to use the Devonshire Road entrance to the parking lot and enter through Pool Door #24. Parents and students will receive attendance information, school ID photos and information specific to each school. Find more info on the districts website: stoughton.k12.wi.us. Students are asked to wear comfortable clothing and no dresses, as students will be sitting on the ground in groups. More than 280 freshman are expected at the program, which will be led by more than 80 junior and senior Link leaders. Link Crew is a high school transition program that welcomes freshman and makes them feel comfortable throughout the first year of their high school experience. Built on the belief that students can help students succeed, Link Crew trains grades junior and senior students to be Link Leaders. As positive role models, Link Leaders are motivators, leaders and teachers who guide the freshman to discover what it takes to be successful during the transition to high school and help facilitate their freshman year success.

Schools: Partnership will measure districts progress

Continued from page 1 country. A few years ago the company expanded to include school districts to help them be the best they can be, Pilcher said, and is now working with nine, with new ones joining every three or four months. District Administrator Dr. Tim Onsager said while administrators had heard of StuderEducation and its themes, what hammered it home was when some staff members saw a company presentation at a conference last spring and decided to give it a try. It will be a systematic approach, and they will help us on our journey, he said. Were a good district, and we should be proud. But like any good district, there are things we need to work on; there are things we need to improve. Onsager said partnering with StuderEducation will help the district facilitate surveys and work with staff to help develop and apply Evidence-Based Leadership (EBL) practices. The contract includes annual surveys of parents, employees and school leaders, training meetings and conferences and tuition for up to 15 district leaders to attend company workshops and online resources. We continually strive to provide an innovative and excellent education so that all students are career and college-ready, he said. The EBL framework supports our efforts to improve processes and focus on goals and measures so that the Stoughton Area School District will be a great place for students to learn, teachers to teach, employees to work, and parents to send their children to get a great education. Pilcher credited the work Onsager and his staff have done in improving Stoughtons schools, and said creating a positive working relationship with district decision-makers is crucial to the companys ability to help make improvements. Its hard to make the evidence-based leadership model work if we dont have board and superintendant cooperation throughout that process, she said.

District reading goals rise

Stoughton Area School District superintendent Tim Onsager said the schools use standardized tests like the Fountas and Pinnell or SRI that are used to alert teachers when students might need additional help. He said more than 78 percent of SASD students read at grade level, according to those benchmark tests, and the rest are put on an accelerated program. Any student whos not reading at or above grade level; were doing interventions with them and were re-assessing them in December to see if the interventions weve tried are working, he said. If theyre not, were trying something else. If theyre working great, well keep going down that path. And then well reassess everybody in the spring. Our goal is to get everybody reading at or above grade level. Onsager said the goal for next year is to raise the number to 81 percent of students reading at grade level. Board members, youve heard me talk about the ultimate goal is 90 percent, then 100 percent, he said. That hasnt changed (but) were going to step our way up to it. of the districts 407 fulland part-time employees, SASD scored higher than all eight other districts the company works with, with most questions focusing on peoples working relationship with their direct supervisor. You are starting in an extremely good place, Pilcher said. So theres got to be some good work thats been done to put you at that particular place. The districts 97 percent graduation rate was particularly remarkable, she said. Onsager noted that in 2005, the percentage was 85. I thought this was a mistake when I looked at this, she said. Lets just maintain that. Thats an incredible accomplishment for what you all have done. Largue said the survey says great things about the district. Your parents had very promising things to note, as well as your employees, so this is just such a good place to be, she said. You have such potential to be a showcase district, and we are so pleased to be able to partner with you to do that.

Anchor Bank holding company files for bankruptcy

The 55 locations of AnchorBank in Wisconsin including one in Stoughton will continue as usual after the banks holding company announced in a news release Tuesday that it has raised $175 million from investors and filed for Chapter 11 bankruptcy. The move was hailed as a win for Madison-based AnchorBank, which has struggled with losses since the economic downturn five years ago. The holding company owes $183 million for a 2008 loan from a group of lenders led by U.S. Bank and $139 million to the U.S. Treasury through the Troubled Asset Relief Program in 2009, according to the Wisconsin State Journal. Through a new agreement, those creditors have agreed to accept much less than what is owed, the Milwaukee Journal-Sentinel reported. Chris Bauer, AnchorBank president and CEO, told the State Journal that none of the companys 700 employees will lose their jobs as a result of the transactions. AnchorBank is not part of the Chapter 11 filing, Bauer said in a news release. The Chapter 11 filing includes only the Holding Company and does not affect AnchorBank, its people, or its services, he said. It will be business as usual at the Bank. Our customers will continue to work with the same employees, our leadership team remains in place and all customer deposits remain safe and insured to the fullest extent possible by the FDIC. As such, there will be no interruption of AnchorBank services and customer programs, and there will be no changes in employment or leadership within the Bank. The Stoughton branch is at 1720 U.S. Hwy. 51.

Pilcher said when improving school districts, its important to have established ways to measure success or failure. For board members, thats really important, because you want to know, Are we trending in the right direction? she said. The company used several factors to take a baseline reading on the district, Pilcher said, including results from the most recent state standardized achievement test, an employee engagement survey, parent satisfaction survey and school leader satisfaction survey. Opinions about leadership was a main focus of measurement. We cannot have great organizations without great leaders, she said. We can have great teachers, but if we dont have great leaders guiding and supporting those teachers and staff, its really difficult to achieve excellence. In the school districts that StuderEducation works with, the need for better communication is always at the top of the list, Pilcher said. Districts also need to establish ways to recognize good work. Were trained to look for problems, because were trying to correct problems, and sometimes we forget there are some really good things going on, she said. We need to take just as much time and look at those good things as well. In a recent survey of 213

Pesticides in parks are poisons

Special thanks to Ald. Jenson for having the courage of his convictions in standing up to the Mayor and the beholden good ol boys club on the city council. Ald. Jenson has reviewed the well-documented research and correctly classified these pesticides/herbicides as poison. Unlike the others, he genuinely cares about the health and welfare of our children. Chemical-free natural lawns, as nature intended, look as good as the toxic green lawns that are saturated with harmful chemicals. Kids and pets can play on them without becoming seriously ill. In Chicago, herbicides are not applied to any neighborhood parks. (Also, dandelions are placed on this earth for the explicit purpose of providing essential nutrients to the soil. Leave them alone and theyll soon be on their way.) Parents, never allow your children to play on grass that has been treated to any degree with chemicals, including throughout the year following the treatment as the chemical residue remains very potent. Research has proven that kids are very susceptible to cancer and other anomalies. Ask your pediatrician. The American Academy of Pediatrics warn in their Policy Statement that children are especially vulnerable to pesticides. Fortunately, we have a legal system in this country to protect us from wayward representation. The local group of concerned parents, Naturally Stoughton, should now consider filing a lawsuit against the city for contaminating our taxpayer-owned public parks and placing our kids at substantial risk. Flower baskets improve downtown appeal

What happened to the beautiful draping flower basket/planters that used to adorn our Main Street light poles? Nothing is more inviting both to visitors and local citizens than a splash of seasonal color. It serves as an example that the city cares enough to invest a bit extra in time and money to welcome those who visit our downtown area. How do you sell a house? Improve its curb appeal. That is exactly what the flower baskets offer - high impact for a low investment. If the city is too cash-strapped from all of the street/curb improvements perhaps they can develop an adopt a flower basket program. I would certainly offer to chip in for a basket of color. ur nation was founded on the Rule of Law. We declared independence from England and fought the Revolutionary War to bring this idea to reality. The Rule of Law is enshrined in our Declaration of Independence and Constitution. This concept means politicians at all levels of government must be held accountable for following the laws we as a nation have created. The oath of office politicians take is to uphold the rule of law. And yet we are more lenient with politicians, Davis especially presidents, who break laws than we are with youths, adults and businesspersons. Our Founders studying history saw a long string of murderous dictators (caesars, kings, emperors, caliphs) who monopolized power. Their solution, to prevent future dictators like Britains King George, was dividing power between three equal branches of government, the checks and balances system we all learned about in school. Elected representatives, acting openly in legislatures, pass our laws. An elected executive vetoes or signs the laws. The judiciary tries law-breakers and has the power, if needed, to declare laws unconstitutional. And if a leader significantly breaks laws, consolidates power or tries to become a dictator, the Founders gave us remedies, as well, to avoid bloody revolutions. The first was to vote such leaders out at the next election. The second, if crimes are too serious, is that Congress can impeach and immediately remove a president from office. This is what we should give serious consideration to now, and Ill

To uphold the Rule of Law we must consider Impeachment

explain why. On Sept. 11, 2001, a gang attacked people in the United States and thousands died. Legally, those perpetrators should have been tracked down and brought to trial by law-enforcement officers. Instead, President George W. Bush and Vice President Dick Cheney chose to start two wars Afghanistan and Iraq based on lies. More than a million people have died since, and millions are homeless. Both wars are illegal under the Constitution and U.S. and international law. Democrat and Republican leaders went along with these crimes and thus are complicit. The Bush administration and allies practiced torture. Our nation illegally spied upon Americans. Bush was not the first president to start illegal wars. LBJ started Vietnam based on lies; Richard Nixon, promising to stop the war, carried it on and started his illegal war in Cambodia. But neither was impeached for these illegal wars. Nixon resigned under threat of impeachment for his Watergate scandal spying on political opponents. By 2007, millions of Americans believed Bush and Cheney should be impeached and removed from office for illegal wars, torture and spying. The House Judiciary Committee was poised to start an impeachment inquiry. But Democratic Speaker of the House Nancy Pelosi ruled, Impeachment is off the table. Impeachment was killed by Democrats. Today, we repeat history Bush started two wars and Obama continues them saying he is winding them down. Obama continues torture and expands spying. Veterans for Peace (VFP), a national organization comprising of men and women who believe that making war is not the way to solve political problems, passed

resolutions in 2005 calling for Bush and Cheneys impeachment and in 2011 calling for Obamas impeachment: Resolved that VFP call on the U.S. House of Representatives to immediately begin impeachment proceedings against President Barack H. Obama for failure to uphold his sworn oath to protect and defend the Constitution of the United States of America from all enemies foreign and domestic, and for his commission of war crimes, crimes against humanity, obstruction of justice and the violation of numerous national and international laws, treaties and conventions. It is difficult for a nation to live under the Rule of Law. But we must try for if we do not, our nation may again live under a dictatorship not of a king but of a president. If Obama is impeached or resigns under threat of impeachment, Vice President Joe Biden becomes president and appoints a new vice president. Obama, Bush and Cheney may then be prosecuted for committing war crimes. As citizens we must set politics aside. Using impeachment, not weapons, we must remove from office those who break the Rule of Law and conduct illegal war. This is the genius of the founders of our Constitution: They have given us the tool of impeachment to create a revolution removing a national leader without firing a shot. Our Nation has been in illegal wars for 12 years. Starting war is the ultimate crime. Because of this, we should consider all options, including impeachment, to ensure that the Rule of Law is held sacred. Buzz Davis is a Stoughton resident and retired state government planner who served in South Korea during Vietnam. He is a member of Veterans for Peace.

Kathy Horton, right, and Jean Gohlke share a drink while rehearsing for the Stoughton Village Players performance of Collected Stories.

Fact and fiction blurred at new SVP show

Do you remember the first time after high school when a former teacher told you to call them by their first name? Suddenly, they looked more like a real person than a teacher. This often-confusing scenario of heroes with human frailties is at the heart of Stoughton Village Players new production, Collected Stories. Collected Stories is at Stoughton Village Players Theater at 7 p.m. Aug. 22-24 and Aug. 29-31. Tickets are available at StoughtonVillagePlayers.org and McGlynn Pharmacy: $10 for Thursday performances and $12 for Fridays and Saturdays. This provocative play, based in modern times, is the work of Pulitzer Prizewinning playwright Donald Margulies (and contains adult content). The story takes viewers through a sixyear timeframe in the interconnected lives of Ruth (Kathy Horton), a professor and famous writer, and Lisa (Jean Gohlke), her admiring student and aspiring writer herself. Their ever-shifting relationship runs the gamut from mentor to colleague to competitor as they struggle to deal with trust and betrayal. Audiences will have moments of surprise where one characters motives are questioned and doubt creeps in. Horton labelled acting in a two-person show a real challenge for an actress. With the multi-year scope of the character, you need to show some changes in her perspective and approach to life in a realistic way, Horton said. I enjoy playing Ruth because shes so different than me. Likewise, Gohlke needed to find areas from her own life experience to tap into to fully capture Lisas mindset. People in their 20s have a drive that my character embraces but the consequences of her ambition are not clear to her, Gohlke said. My job is to make that emotion come alive for the audience. The show opened recently on Broadway and was an instant favorite for director Stephanie Robey. I really enjoyed the flow

The Stoughton Police Department is holding its second annual K9-unit fundraiser Saturday at Claws 2 Paws Animal Supply on East Main Street. The departments police dog, Ole, will be on hand with his handler, officer Chad ONeil, to meet and greet residents and donors to the program. The department will sell barbecued chicken sandwiches and other food at the event, which will also feature a dog wash. People can bring their dog in and for a $12 donation, they can get their dog washed, shampooed and dried, ONeil told the Hub. Last year we did 93 dogs. Its a lot of work for the volunteers. We have people from the community and the department that help us out. ONeil said the police department hopes people will also grab something to eat for a $10 donation. The food got great reviews last year, and were using the same food vendor, ONeil said. We had a lot of success last year and actually sold out of the barbecued chicken. We hope to have the same success this year. All the proceeds will go to fund the K9 unit. ONeil said the department has been able to operate the unit with out any city funding. We want to continue that for the program as long as we can, he said. We dont want to cost the city anything, especially with the tight budgets they have now. The police department does continuous fundraising with T-shirt sales throughout the year to cover K9 units cost.

None of this would be possible without the community support, he noted. Claws 2 Paws has been a big supporter of the K9 unit program, ONeil said. The store donates Oles food. Thought for the week

Pope Francis
In his first official meeting with journalists, the new pope gave some insight into why he chose the name Francis. After the two-thirds vote was reached, a fellow cardinal from Brazil, Claudio Hummes, embraced him and said to him Dont forget about the poor. This stuck with him, he said, and immediately made him think of St. Francis, who was devoted to the poor, renouncing his fathers considerable wealth as a young man and living essentially as a poor beggar. St. Francis was known as Il Poverello, the little poor man. Pope Francis went on to say that as the vote-counting continued he thought about war, and St. Franciss devotion to peace. The first line of the prayer of St. Francis says Lord, make me an instrument of thy peace. And finally, St. Francis was enamored of nature and saw Gods hand in all of physical creation. Pope Francis summarized his choice of names by saying Francis of Assisithe man of poverty, the man of peace, the man who loves and guards creation. This was a good choice of names, and inspiring ideals for the man leading the worlds largest Christian denomination. Christopher Simon via Metro News Service Defend the weak and the fatherless; uphold the cause of the poor and the oppressed. Rescue the weak and the needy; deliver them from the hand of the wicked. For the week of July 29 through Aug. 2, Stoughton High School band students attended band camp, where they pulled out their marching skills out and dusted them off to learn a new marching show for the 2013-14 season. The work of more than 100 Wisconsin artists including three from Stoughton will be showcased in the fifth annual Fitchburg Agora Art Fair Saturday. The juried fair is set amid the impressive architecture of the Agora complex in Fitchburg and the natural prairie landscape of southern Wisconsin. It will feature local and regional artists from every medium: painting, ceramics, jewelry, photography, glass, metals, woodwork, mixed media, fiber and sculpture. There will be plenty of other activities in addition to art, including live music on two stages, a Capital Brewery beer and wine garden, a childrens art yard, local food and beverages, retailer specials, and a flower show. Cassius Callender, of Stoughton, will present examples of his landscape photography for the fourth time at the Agora Fair. He photographs mostly sunrises and sunsets and presents the images in a way that causes viewers to see the area in a different light. The majority of my work is in the Madison area, he said. A lot of times people think that in order to see a beautiful sunrise or sunset, they have to take a vacation

and go to the Caribbean or to Hawaii. People have told me that Ive been able to show them Madison in a way that they hadnt seen before. Callender said hes always been interested in photography but never had the time to pursue it. Oddly enough, once we had our boy, he gave me a chance to go out early in the morning, he recalled. Thats why most of my work is of sunrises, because I got used to getting up early in the morning and I could sneak out of the house while he was still sleeping. Once he began photographing landscapes with a serious eye, Callender was hooked. He developed his talent by taking lots of pictures. And I took advantage of the Internet, he said. Theres a lot of forums where you can post your pictures and ask for critiques. Thats pretty much what I did. The biggest thing is just going out and practicing as much as possible. While Callenders lens focuses on the broad landscape, Stoughton photographer and author Lynne Diebel zeroes in on smaller things hidden in nature. In 2003, she and her photography partner Jann Kalscheur, published their book, ABCs Naturally, which featured 26 things in nature shaped like letters of the alphabet. Since the books publication, the pair have taken over 300 more photos of letters in nature. They mat and

Diebel and Kalscheur will display their images at the Agora Fair for the at least the third time Saturday. Diebel described Agora as almost the perfect art fair. Its a beautiful fair, she said. The people who organize it take care of every detail. Its a very welcoming scene and comfortable for the customers. Theres good food and live music and assuming the weathers good, its like the perfect art fair. Becky Guzman, owner of Diakonos Designs in Stoughton, makes handcrafted jewelry and is returning to Agora for the third time. She called it a great little fair. Agora is my favorite art fair, she said. It is so well organized and run. The quality of the art is really high, and they always have a nice variety. I used to love going to the Art Fair on the Square, but its so crowded, she continued. This is never crowded. There are plenty of people and its busy its one of our best shows but its not over the top. Guzman describes her work as earthy and organic. She incorporates such materials as clay, Roman glass, copper, leather and precious stones into her art. Along with the art, fair organizers have lined up live music for the entire day. The Capital Brewery Beer Garden will be set up next to the Capital Stage. The event is free to attend and open to the public, and will take place rain or shine. Plenty of free parking will be available with free shuttles running throughout the day from the surrounding parking areas. The Agora is located two miles south of Highway 12/18 (the beltline) off Fish Hatchery Road.

Stoughton hits the road again this Sunday as the team travels to Fort Atkinson looking to avenge an early-season home loss to the Generals.

Stoughton ace Ben Riffle eliminated the Jefferson Blue Devils for the second time in three seasons Sunday, tossing a four-hit shutout at Fischer Field. A notoriously slow starting team offensively, Riffle found himself locked in a pitchers duel with Jeffersons Tom Klug through the first

five innings, allowing only four baserunners over that span. Klug was nearly as impressive, giving up only four hits while allowing four runners to reach base before Stoughton broke through with two runs in the sixth. Its been like this for the past couple of years, Riffle said. We kind of relax in the early part of the game and things pick up in the middle. I just try to do my best to keep us in every game. Catcher Rory Menzer, who doubled twice in the win, started things off for the Merchants, one-hopping his second double of the game to the center-field fence. Two batters

later Jake Wenzel was hit by a pitch before T.J. DiPrizio doubled in both runners with two outs. Riffle, who carried a two-hitter into the eighth, saw Stoughton put up two more runs in the seventh on a Tanner Klitzke single and Menzer suicide squeeze. It was hanging but smooth sailing for the Merchants from there, however, as Riffle saw Jeffersons Brian Klug led off the eighth with a first-pitch bloop single to right. Riffle then fell behind to Jason Thiede, who singled past second to bring Stoughton manager Dale Seffens to the mound. I was basically just trying to get

give him a break, Seffens said. Hes been a gamer all year long and thrown a lot of innings. Wed be in a world of hurt this year without him. Whatever Seffens message was, it seemed to work despite a walk to lead-off hitter Zach Wellnitz that loaded the bases with no outs as Riffle struck out the next two Blue Devil hitters looking and induced clean-up hitter Chris Folbrecht to hit into an inning-ending fielders choice. Riffle didnt allow another hit from there, striking out five in the complete-game shutout.

Athletics makes minor improvements to polish look at SHS

Jeremy Jones
Sports editor

Stoughton athletics capped the 201213 season with a bang, this fall Athletic Director Mel Dow is hoping to contine where the Vikings left off. To that end, Stoughton has made several improvements of varying degrees around SHS. Among them include new bleachers in the main gym and ground graphics leading to Collins Field, along with a few other changes to present a more polished public image of the community. The last couple of years weve put some pretty good teams on the field, Dow said. Its been pretty good entertainment for the dollar. With baseball and boys basketball

turning in a pair of state tournament appearances, registration is up five percent from 30 to 35 percent for student/ athletes this fall. Were hoping to continue to grow that excitement, Dow said. Its something the community should be very proud of.

Senior passes will again be available at the high school, district office and the Senior Center. A shuttle service will also be available for seniors from the high school parking lot to the north side bleachers. New head football coach Jason Thiry

Improvements: SHS wants

to continue builting excitement
Continued from page 9 Thursday of each month. In preparation for football games this season, the district has taken steps to ensure the safety of all spectators. Two items that are being addressed are: moving the location of middle school students and informing them of the expectations of behavior, Dow said. All middle school students will be on the north (home) side of Collins Field, located east of the pressbox on the hilltop behind the main grandstand. Students without a parent/guardian escort are expected to enter Collins Field through the east (community) gate. Students are reminded to be respectful of the game, fans and staff. Footballs, soccer balls and etc. will no longer be allowed. Running, tag, wrestling and the like are also not acceptable.

Merchants: One win away from Final Four in Night League

Continued from page 9 I wanted the shutout, Riffle said. I wanted to be the guy out there finishing the game. I wanted it on my shoulders. Jeffersons Tom Klug (9-4) pitched all nine innings, striking out four while walking three and gave up four earned runs to suffer his first loss since June 23. We had a lot of guys all season long, but we didnt have the same lineup very often until the last few weeks, Seffens said. That comes as most teams are losing a couple of guys going back to school like Stoughtons Max Fuller, who returned to Minnesota for Bemidji State football camp. The departure allowed veteran Steve Pennekamp to step into right field where he came up with a great diving play in the sixth. Simon Maurice, who had been on vacation, stepped in and played great defense in place of designated hitter Dave Hanson not to mention a great sacrifice bunt that helped Stoughton get two more runs in the seventh.

1 p.m. on Sunday in the sectional championship game. It would have been nice to see Orfordville for a third time, but we feel like we owe Fort after losing a close game there earlier this year, Seffens said. We got good sticks on this team. We feel like we can line up with anyone. The victory moved the Merchants, who needed help to get into the playoffs the final week, to within one game of the HTL Final Four. I knew at the beginning of the year we were going to have a good group of guys, Seffens said. It was just a matter of getting everyone together at one time. Things are finally starting to fall into place.

Wenzel finished 3-for4 at the plate with a pair of towering doubles and four RBIs as the top-seeded Merchants defeated fourth-seeded Lodi 11-2 last Thursday in the round of Central Division Night League playoffs. DiPrizio (2-for-4) and Maurice each knocked in a pair of runs. Fuller went 2-for-3 in his final game with the team, while Gerber (2-for-3) scored three times. Erick Sperloen went the distance, scattering five hits and striking out five over seven innings. Lodi committed four errors. The win moved the host Merchants onto the division finals against Middleton at 6 p.m. Thursday from Norse Park.

For information or to have the materials mailed, contact acting city clerk Pili Hougan at 646-0423 or mhougan@ ci.stoughton.wi.us. sure why nobody wants to serve, but maybe everybodys just satisfied. He also noted the time commitment required and pointed out that the area is a newer district without as many historic Stoughtonites. Most of the homes in this district were built in 1995 to 2005, he said. People that Ive talked to and tried to get involved have kids and dont have time, or theyre just not interested in it. Its one of those jobs you dont do for the money. No matter what you do, theres going to be somebody whos not entirely happy. Ald. Greg Jenson (Dist. 3) also thinks the problem may have to do with demographics. He speculated that the other districts may have residents with stronger ties to the community or who may have lived here longer. Or, he said, perhaps District 4 is composed of younger families, with parents who dont feel they have the time. People in the fourth district are living here and working in Madison, he said. Thats why theyre

Time to downsize?

In August 2011, Larry Weiss died and left an opening in District 1. Three applicants stepped up to fill the vacancy, and the council selected former Ald. Steve Tone. When Tone decided not to run for the seat in the April 2012 election, Ald. David Kneebone ran and won the seat. In that same election period, former Ald. Carl Chenoweth was successful in his bid for a seat on the Dane County Board of Supervisors. That created an opening in District 3 that was filled by Ald. Tom Majewski. Chenoweths term would have expired in April 2013, and Majewski subsequently ran for the seat and was elected for a full threeyear term. When former Ald. Larry Peterson resigned from his Dist. 4 seat in December 2012, Tom Selsor was the sole applicant for the seat. The council had extended the application deadline by a month before making an appointment in hopes of having more than one applicant to choose from, but unanimously supported Selsors bid for the seat.

Aldermanic District 4 is made of Wards 7 and 8 on the citys northwest side. The area is roughly east of Hwy. 51 to Lincoln Ave. The area extends north from Hwy. 51 to the city limits on the north end of town along Hwy. B.

Identifying reasons behind the vacancy

UN304646

With a seat in District 4 again vacant and no one applying to fill it, people are wondering why. Is there something about District 4 thats different from other districts in the city? Or is the vacancy simply a temporary issue thats not worth fretting about and will be resolved eventually? Some say its because the council and the city are operating well and people dont sense a need to fill the vacancy. Others think its the time commitment required to be an effective alder. And some feel the council may be too large for a city of a bit more than 12,000. Mayor Olson said shes not sure what the reason is. I wish I had an answer, because then I would be able to go find somebody, she said. We continue to put the word out and talk to folks that live in that district and encourage our alders to talk to people that they may know. It is a lot of work, she added. I have to be honest about that. She noted that the council meets twice each month and that alders typically are also assigned to two committees that meet at least once a month. And of course, it takes time to prepare for the meetings. It takes a commitment, but there have been people in the past able to do that and Im certain there are people who can do that today, she said. We just havent found that right person yet. Council president Eric Hohol, who along with Selsor represents District 4 on the citys northwest side, said hes not

living on the west side. I may be totally wrong on this, he added, but I just dont know that they have the same interest in the city that the other three districts do. By saying that Im probably offending some people who live there and do have a strong commitment to the city but just dont have the time. Selsor thinks the time commitment is the biggest hurdle. You end up with three or four nights a week with something related to the council.

I enjoy it mainly because its a good learning experience, Hohol said. Selsor added that not everyone is suited to be an alder. You do have to be willing and able to read this material and know what youre talking about, or you feel really bad that youre not doing your job, he observed. I feel a responsibility and I enjoy trying to do what I can to make a contribution and improve the city.

Selsor thinks lots of people want to live in a nice city and pay their taxes, but they dont want to run the city. I dont have any resentment about that, he said. It is unfortunate, I guess, that more people dont want to get involved, but I dont feel its unreasonable. If I was 35 years old and doing what I did then, I wouldnt even remotely be able to do something like this.

Like others interviewed, Chenoweth speculates that people are generally happy with the way the city is run and dont feel a need to change things: I think people are satisfied with the leadership in the city and the council. He also cited the time commitment, but thinks the problem may be related to the councils size. Chenoweth noted that two years ago during the redistricting process, the council debated reducing the number of alders and was equally divided on the matter. There was discussion about reducing the council to a body of eight or nine. But after considerable discussion and a vote, the majority with Mayor Olson casting a tiebreaking vote decided to maintain the status quo. I think it is an issue that needs to be addressed, Chenoweth said. In the short time Ive been on the County Board you hear that too, that theres too many members. Yet there is no shortage of candidates for a seat on the County Board, he said. Jenson doesnt agree that the council has too many members. He thinks thats not the reason for the vacancy in District 4. I would argue the point that if we only had eight or nine alders, we would probably still be looking for somebody, he said.

A rewarding time commitment

Hohol and Selsor both said they enjoy serving on the council because its an opportunity to learn about the city and make decisions on how its run.

Advantages to filling the Dist. 4 seat

There are some advantages to filling the vacant seat in District 4 now. Mayor Donna Olson noted that right now is a great time because youre not running for election. You would be appointed to the council, and then you kind of have a trial period to see if you like it and if it works out for you. If so, then we would encourage you to run again for the next term. Ald. Tom Selsor (Dist. 4) made the same point. He said its not as stressful taking the seat now because you wont have to run for it in a contested race. I dont think anybody enjoys campaigning for a seat and going around asking your friends to vote for you, he added. Selsor is speaking from experience. When he replaced former Ald. Larry Peterson on the council, part of his thinking was he dreaded having to campaign. It was in the back of my mind that if Im not elected for a full term, I could leave in April next year and not feel bad about it. Its a nice way to pick up a little experience and not disappoint anybody if you cant continue, but on the other hand not be committed for three years. Thats a big plus.

Coffee Break festival organizer Dave Gasner said this years logo competition for the festival brought in nearly 40 entries. Almost half of those were from the Stoughton High School art classes taught by Howard Roloff. Their logos just keep getting better and better, Gasner told the Hub. She is a senior designer for Killarney Golf Media, graphic designer for Dunlop Associates, and a freelancer, according to information from the Stoughton Chamber of Commerce. Festival attendees will have a chance to set a new, unofficial world record again this year as they see how far they can spit a coffee bean. Last year, the mens competition was taken by Jeff Turner of Stoughton, who spit a coffee bean 29 feet, 5 and inches. The womens champion, Terry Osgood of Stoughton, nearly matched the mens record with a spit of 29 feet and 1 inch. Sheboygan Falls resident Ben Hiles grabbed the top spot in the 11-15 year old division with a spit of 16 feet and inch. In the 5-10 year old competition, Adam Anderson of Stoughton won with a 12 foot, 7 inch spit. Those who wish to spit can make a donation to the Kiwanis Club from 1-3 p.m. near the baseball diamond in the park.
