On June 28, 1996 Local #46 of the Connecticut Independent Labor Union (the Union) filed
with the Connecticut State Board of Labor Relations (the Board), a complaint alleging that the Town
of Hamden (the Town) had engaged and was engaging in prohibited practices within the meaning of
the Act.
At a hearing held on February 19, 1997, the Town and the Union agreed pursuant to Section
7-471-61 of the Board’s General Regulations to waive their right to a hearing, findings of fact, and
conclusions of law and to request that the Board issue an order as follows:
ORDER
1). The Town shall pay the employees listed below the following amounts in a separate check,
subject to necessary deductions, not later than Thursday, March 6, 1997:

2). If said payments are not paid by Thursday, March 6, 1997, then it is agreed that interest
at the rate of eight percent (8%) per annum shall be calculated on said amounts effective and
retroactive to July 1, 1996.
Payments made under item three are not subject to payroll taxes but are replacing damaged
property.
