21PointManadoOceanDeclaration Wedeclaretothefollowing: 1. Wewillstrivetoachievelongtermconversation,managementandsustainableuseof marinelivingresourcesandcostalhabitatsthroughappropriateapplicationofprecautionary andecosystemapproach,andtoimplementlongtermstrategiesinmeetingthe internationallyagreedsustainabledevelopmentgoals,includingthosecontainedinthe UnitedNationsMillenniumDeclarationthatarerelatedtothemarineenvironment,andin doingsowillstrengthenglobalpartnershipfordevelopment. 2. Westresstheneedfornationalstrategiesforsustainablemanagementofcoastaland marineecosystem,inparticularmangrovewetland,seagrass,asprotectiveandproductive bufferzonesthetdelivervaluableecosystemgoodsandservicesthathavesignificant potentialforaddressingtheadverseeffectofclimatechange. 3. Wewillimplementintegratedcoastallanduseplanning,tominimizeandreducetheriskand vulnerabilityofcoastalcommunitiesandcriticalinfrastructure. 4.

Wewillstrivetoreducepollutionofocean,coastalandlandareasandtopromote sustainablemanagementoffisheriesinaccordancewithrelevantinternationalagreement andcodesofconductinordertoenhancethehealthandthustheresilienceofcoastaland marineecosystem. 5. Wewillcooperateinfurtheringmarinescientificresearchandsustainedintegrateocean observationsystem,promoteeducationandpublicawareness,worktogetherforthe improvedunderstandingontheroleofoceanonclimatechangeandvisaversa,andits effectonmarineecosystem,marinebiodiversityandcoastalcommunities,especiallyin developingcountriesandsmallislandstates,invitescientificinformationontheroleof coastalwetlands,mangrove,algae,seagrassandcoralreefecosystemsinreducingthe effectsofclimatechange,sharetheknowledgeonavailable,bestpracticesonthedynamic relationshipbetweenoceanandclimatecontinuepromotingconsiderationofthis relationshipinotheroceanrelatedform,andtoincorporatethisknowledgeintoadviceon sustainablemanagementpractices. 6. Wewillpromotegatheringandexchangeofinformationrelatedtoclimatechangeimpacts onmarineecosystems,communities,fisheriesandotherindustries;emergency preparedness,monitoring,andforecastingclimatechangeandoceanvariability;and improvingpublicawarenessofearlywarningsystemcapacity.

7. Weemphasizetheneedtodevelop,consistentwithinternationalcommitments. Comprehensiveadaptationmeasuresincludingwhithinnationalsustainablestrategiesto addressclimaterelatedimpactsonoceanandcoasts,andtodevelopenvironmentallysound policiesforintegratedcoastalandoceanmanagementbasedonreliablescientific assessmentsandinternationallyagreedgoals,particularlyforthemostvulnerable communitiesthatfullydependonmarineresourcesfortheirlivelihood. 8. Weresolvetopromote,forthepurposesofincreasingcoralatollsandcoastalcommunities, resilienceandpreparationfortheimpactofclimatechangeonoceans,thedevelopmentof nationaladaptation,climateimpactprojectionscenario,earlywarningsystems,disasterrisk reductionandriskassessment,andvulnerabilitymappingtoidentifyprioritiesforshortterm andlongtermactions. 9. Wewillstrivetoimplementsutainabledevelopmentstrategies,includingthrough appropiratelyapplyingaprecautionaryapproachtocoastalandoceanmanagementin addressingtheadverseeffectsofclimatechangeonoceans,andinthisregard,wewilltake adequatemeasurestoreducesourcesofmarinepollution,assureintegratedmanagement, andrehabilitatecoastalecosystemsuchasestuaries,coastalwetlands,mangroves,coral reefs,seagrassbeds,andsandduneswithparticularattentiontosedimentationsaswell. 10. Westresstheneedforfinancialresourcesandincentivestofurtherassistdeveloping countries,effortsinpromotingdiversified,environmentallysustainablelivelihoodoptions forcoastalcommunitiesmostvulnerabletoclimatechange. 11. Wealsostresstheneedtopromoteaffordable,environmentallysound,andrenewable oceantechnologiesandknowhow,particularlyindevelopingcountries,notingrelevant provisionsintheUNFCCC. 12. WeinvitePartiestotheUNFCCCtoconsiderdevelopingandsubmittingclimatechange adaptationprojectproposalforcoastalandoceanmanagementtotheAdaptationFund Boardforconsideration. 13. Wewillworkindividuallyorcollectivelyandcollaboratewithrelevantregionaland internationalorganizationsandregionalseasprogrammes,toenhancescientificmonitoring activitiesinaccordancewithintenationallawrelatedtothemarineenvironmentandto developwaysandmeanstoadapttotheeffectsofclimatechangeontheocean.

Weresolvetocontinue,atregionalandnationallevels,toexchangelessonslearnedand bestpractices,andtoenhanceassessmentofthevulnerabilityofoceanandcoaststothe effectsclimatechangeinordertofacilitatetheimplementationofadaptationmeasures. 15. Weresolvesforfurtherestablishandeffectivelymanagemarineprotectedareas,including representativeresilientnetworks,inaccordancewithinternationallawasreflectedin UNCLOS,andonthebasisofthebestavailablescience,recognizingtheimportanceoftheir contributetotheefforttoconservebiodiversity,sustainablelivelihoodandtoadaptto climatechange. 16. WewillpromotetheLargeMarineEcosystemapproachthatenhancesinstitutionaland internationalcooperationamongcountriessharingmarineecosystemsandtheirresources, duetoitswidevisionconsideringpollution,fisheries,primaryproduction,environmental monitoring,socioeconomicdevelopment,andgovernance. 17. WethankstheUnitedNationsSecretaryGeneralforprovidinganoverviewofongoing UnitedNationsactionsinkeyclimatechangerelatedareas,whichprovidesuseful informationonoceansandclimateactivities. 18. WeencouragetheeffortoftheUnitedNationsSecretaryGeneraltofacilitiescooperation andcoordinationintheUNSystemtoaddressclimatechange,toemphasizetheimportance ofensuringthatactivitiesrelatingtotheoceancontinuetobereflectedinthisprocess. 19. Werecognizetheimportanceofimprovingunderstandingoftheimpactofclimatechange ontheoceanandtheneedtoconsideroceandimensionstoinformadaptationand mitigationstrategies,asappropriate,andinthisregardwereiteratethecontributionofthe 2009WorldOceanConference. 20. WewelcometheeffortoftheCoralTriangleInitiativeasoneofthemeansofcarrying forwardthevisionofthe2009WorldOceanConference. 21. WereiteratetheimportanceofachievingoneffectiveoutcomeattheCOP15ofthe UNFCCCinCopenhagen2009andinvitepartiestoconsiderhowthecoastalandocean dimentiocouldbeappropriatelyreflectedintheirdecision.
