My commitment statements: I fully commit to communicating information which the public should know or should be aware of such as plans, programs, services and special events. Full compliance to the full disclosure policy will be sustained. My commitment statements I commit to strengthening CSO participation in Local Special Bodies and the Citizen Feedback system, including the maximization of CSO engagement in development projects. Continuous public consultations with stakeholders will also be done to ensure that all areas are heard and given equal opportunities. Structures and systems for accounting, internal control, procurement and financial transactions which are now in place and are welldefined and working will be sustained. My commitment statements Efficient tax collection instead of tax maximization. Bayan The Sangguniang at present focuses its effort to

review all existing ordinances related to taxation and factor in some revisions that will be the bases in crafting a just and reasonable tax ordinance. The present administration holds on to the principle that Government Income Gains not from Constant tax Increase but rather from Efficient Tax Collection. Hence, taxes will be lowered particularly on the small and medium enterprises and will be collected comprehensively, nevertheless additional tax increase has no possibility. Customer Service My commitment statements We will sustain the seamless delivery and ease of obtaining frontline services especially in civil registry and real property documents. Management and My commitment statements Human resource is the most valuable asset of the Municipality and I am committed to sustain management of the human resource towards a desired end which is "desirable organizational performance and productivity". In addition, the allocation for the procurement of medicines is maximize and a proposed municipal owned diagnostic center will be established to lessen any expenses that might occur during medical examinations.

Support to Education

To cope with the increasing numbers of Palomponganons who are in dire needs for medical assistance, the present administration optimizes its efforts by working with the Philippine Health Insurance Corporation (PhilHealth) to cater the medical needs of true indigents and poorest of the poor families who rely solely on government assistance. In addition, the allocation for the procurement of medicines is maximize and a proposed municipal owned diagnostic center will be established to lessen any expenses that might occur during medical examinations. My commitment statements 1. Improvement and Maintenance of Water System in the poblacion, barangays and sitios. Water is not everything, its the only thing. The need for potable and easy to access water supply is almost a primeval needs of every individual. The present and the in-use water system of WASH operating within the town proper will be improved and enhanced to cater the needs of some adjacent barangays. Additional water wells, reservoirs and water intakes will be developed in several strategic locations of the municipality to ensure that all barangays and sitios within its territorial jurisdictions will be afforded with clean and potable water supply 2. Installation and Maintenance of Electrical Lighting System in all sitios of all barangays. Let there be light. The fifty (50) barangays of Palompon are privileged enough to have permanent electrical connection. However, some of its Purok and Sitios are not that fortunate. Residents of these places are still deprived with regular and stable power supply. Their livelihoods that rely on electricity did not prosper and their property and personal security are also at stake. The lack of electricity means less opportunity for them. The local government unit of Palompon shares their sentiments and it aims to rectify this problem by ensuring that these far-flung puroks and sitios will be tapped with electrical connection.

A drug-free municipality thru an organize and cohesive community . The problem about drug abuse and proliferation of illegal drugs is almost perennial and it cannot be solve with only government agency battling against it. Hence, an inter disciplinary and multisectoral approach will be applied by the local government unit. A comprehensive and continuous anti-drug campaign will be launched while a community-based informant network will be established to assist the proper authorities on the implementation of the tasks mandated to them. Family and peer counseling workshops will also be conducted to complement with the anti-drug enforcement campaign. Disaster Risk Management My commitment statements With the active performance of the Municipal Disaster Risk Reduction Management Council, we will sustain the efforts we have put into disaster preparedness and continue to enhance our machineries towards the prevention of loss of lives and properties. My commitment statements: 2. Alleviation of the socio economic condition of the poor farmers and fishermen In favor and consideration to the majority but marginalize sectors. Palompon is an agro-commercial municipality where farmers and fishermen play a vital role on its economic development. The majority of the towns population emanated from these sectors and the bustling market of Palompon continue to flourish and expand because of them and yet they are marginalized. The present administration aims to empower these sectors. An integrated program on upland and coastal management that include some vital components such as provision of alternative livelihood, construction of farming and fishing infrastructure and facilities, provision of technical trainings, and a constant animal vaccination is designed and soon to be implemented for farmers and fishermens benefits.

We will do more to gain better performance in environmental management by putting more efforts in programs to Pollution control and proper solid waste management which are essential in preserving the integrity of the environment I, RAMON C.
