Catherine Galliford s claims she suffered from years of sexual harassment.4 Following Gallifords explosive allegations, Krista Carle contacted CBC News, breaking her own long silence.5 I know for a fact there are at least six women that I know [who] have left the force or are still in that have suffered harassment, Carle said. Im sure there are others who are afraid to come forward for fear of reprisals.6 Carle is one of four women officers who have sued the RCMP, saying they were sexually assaulted by undercover Sgt. Chapter 1 LETS LOOK AT DEFINITION OF RAPE, AND OTHER SEXUAL OFFENCES Its important to look at the various sexual crimes, and possible definitions. Its also important to note that the crime of rape may be called by something else nowadays; regardless, the underlying behavior remains the same. Its also important to examine the individual RCMP officer behaviors accused of sexual crimes against the female RCMP officers cited in this book and try to determine which crimes were committed, if any, and whether the punishment by the RCMP brass being docked a few days pay, or even promoted afterward constitutes just punishment? Rape The crime of rape (or "first-degree sexual assault" in some states) generally refers to non-consensual sexual intercourse that is committed by physical force, threat of injury, or other duress. A lack of consent can include the victim's inability to say "no" to intercourse, due to the effects of drugs or alcohol. Rape can occur when the offender and victim have a pre-existing relationship (sometimes called "date rape"), or even when the offender is the victim's spouse.1 Under a variation known as "statutory rape," some states make it unlawful for an adult to engage in sexual intercourse with a person who has not reached the age of consent (usually 18 years of age).2 Indecent Exposure Indecent exposure laws in most states make it a crime to purposefully display one's genitals in public, causing others to be alarmed or offended. Indecent exposure is often committed for the sexual gratification of the offender, and may reach the level of a sexual assault if any physical contact is made.3 Sexual Assault Specific laws vary by state, but sexual assault generally refers to any crime in which the offender subjects the victim to sexual touching that is unwanted and offensive.4 These crimes can range from sexual groping or assault/battery, to attempted rape. 5 The most important word in the above definitions is non-consensual? 7

This phrase will be doubly important when reviewing the RCMP officer behavior in this book, when it comes to their crimes of a sexual nature? The reader should also note that sexual groping comes under the heading of sexual assault, and this too will be important when the reader reads about sexual groping by some RCMP officers against female RCMP officers?6 Would you say the punishment meted out to this male RCMP officer was just to the female RCMP officer he abused? As cited, Tori Cliffe, a constable in Red Deer, Alta., came forward in 2000, after a fellow female officer reported she had been subjected to unwanted sexual advances and groping by a male colleague during an undercover operation.7 Cliffe had a similar experience with the officer accused, Sgt. Robert Blundell, a few years before, but had believed her career would be over if she dared to speak out.8 "I was having a hard time looking in the mirror each day knowing that in my job I had asked hundreds of women to do the same thing," says Cliffe.9 Two other female officers also eventually came forward - with one claiming she had been raped.10 For Cliffe, the repercussions were immediate.11 She became the target of gossip and scorn at the office, was forced to change jobs repeatedly, and faced a trumped-up Code of Conduct investigation.12 On the other hand, Blundell, who admitted to groping forfeited a day's pay and was promoted - he is now a staff sergeant in British Columbia.13 Footnotes 1 2. Sexual Assault The definition of sexual assault has changed considerably over the years. It originally encompassed crimes that fell short of rape but nonetheless involved nonconsensual sexual contact.1 Historically, sexual assault crimes only dealt with assaults by men against women and did not apply to assaults between spouses.2 Now, sexual assault has broadened to include non-consensual sexual contact between people of all ages and all genders, and includes assaults within a marriage.3 In many states, sexual assault has become a blanket term for all violent sex offenses, including rape, but other states have left it as its own criminal offense.4 Sexual Assault Overview All states prohibit sexual assault, but the exact definitions of the crimes that fall within the category of sexual assault differ from state to state.5 The laws share some basic elements, but the structures, wording and scope of sexual assault offenses vary considerably, so always check your local statutes for specific questions.6 In general, sexual assault is involuntary sexual contact that occurs through the actors use of force, coercion or the victims incapacity.7 The law will consider the victim incapacitated if they do not have the mental ability to understand the nature of the sexual acts, or if they are physically incapable of indicating their unwillingness to participate in the sexual conduct.8 Modern sexual assault laws cover non-consensual sexual contact that occurs between any sex and between people of any age.9

For example, most sexual assault laws cover involuntary sexual contact occurring between two men, two women or two children, etc., not just an adult man and woman.10 Most states have made sexual assault the umbrella term for other crimes such as rape and unwanted sexual contact.11 Some states distinguish between crimes involving penetration and crimes involving coerced or involuntary touching, making the former an aggravated or first-degree sexual assault and the latter a base-level sexual assault.12 Most states have also extended sexual assault laws to cover spousal sexual assault.13 States typically accomplished this in one of three ways: by removing the specific exemption for spousal assaults that existed in many sexual assault laws; by removing marriage as a defense to the sexual assault charge; or by creating a separate law prohibiting sexual assault on a spouse.14 The federal statute outlawing sexual assault tracks the general principles of sexual assault and prohibits any sexual act that occurs as a result of the actor threatening or placing the victim in fear.15 It also prohibits sexual acts occurring when the victim is incapacitated.16 With respect to the RCMP officers and the sexual crimes they have committed in this book, its important to notice being coerced into sexual contact and the words unwanted sexual contact? Most of the female RCMP officers held a lower rank to their sexual perpetrators, as cited senior RCMP officers. Its again important to examine the individual RCMP officer behaviors accused of sexual crimes against the female RCMP officers cited in this book and try to determine which crimes were committed, if any, and whether the punishment by the RCMP brass being docked a few days pay, or even promoted afterward constitutes just punishment?17 18 U.S.C. 2242 : US Code - Section 2242: Sexual abuse As cited, the federal mandate is: Whoever, in the special maritime and territorial jurisdiction of the United States or in a Federal prison, or in any prison, institution, or facility in which persons are held in custody by direction of or pursuant to a contract or agreement with the 11

Attorney General , Knowingly: (1) causes another person to engage in a sexual act by threatening or placing that other person in fear (other than by threatening or placing that other person in fear that any person will be subjected to death, serious bodily injury, or kidnapping); or (2) engages in a sexual act with another person if that other person is (A) incapable of appraising the nature of the conduct; or (B) physically incapable of declining participation in, or communicating unwillingness to engage in, that sexual act; or attempts to do so, shall be fined under this title, imprisoned not more than 20 years, or both.18 Would you say the punishment meted out to this male RCMP officer was just to the female RCMP officer he abused? Chapter 3 PENALTIES FOR SEXUAL ASSAULT Its again important to examine the individual RCMP officer behaviors accused of sexual crimes against the female RCMP officers cited in this book and try to determine which crimes were committed, if any, and whether the punishment by the RCMP brass being docked a few days pay, or even promoted afterward constitutes just punishment?1 Sexual Assault Penalties and Sentencing After a jury finds a defendant guilty of sexual assault, the case goes to the judge for sentencing. Judges rely on several factors to determine a sentence.2 Its important to note that in the cases cited in this book of RCMP sexual crimes, very few actually were charged let alone go to trial? Why? Apparently, the RCMP brass did not pursue female RCMP officer complaints?3 Did not charge any male RCMP officers with a crime?4 What? Continuing, first, the criminal statutes will usually set a range of punishments for sexual assault.5 This will often consist of a maximum and minimum prison term, as well as fines and other penalties.6 Judges also examine aggravating and mitigating factors when deciding on the exact terms of the sentence.7 Aggravating factors are those factors such as a defendant's criminal history and the severity of the crime that suggest a need for a harsher punishment.8 Just as every state has its own law concerning sexual assault, every state has a different sentencing scheme in place for people convicted of sexual assault.9 The federal government also has its own set of sentencing rules.10 For example, in California a sexual assault conviction carries with it a possible sentence of 24, 36 or 48 months in prison, as well as a possible $10,000 fine.11 14

This type of sentence is known as determinate since it results in a specific term of years in prison. As mentioned above, a judge will examine the facts of the case, including aggravating and mitigating factors, in order to settle on the exact sentence.12 In New York, sexual assault constitutes a class D felony.13 The sentencing judge has discretion to set the sentence, but the law binds the judge to impose a sentence within a certain range.14 Moreover, the sentence is an indeterminate one, which means that the judge doesn't set an exact term.15 Instead, the judge picks a range of years from in between the absolute minimum and the absolute maximum set by law.16 The defendant could serve the entire term or just the minimum amount depending on their behavior in prison and other factors.17 New York law sets the absolute minimum sentence for sexual assault at one to two years and the absolute maximum penalty at seven years.18 Judges can choose any range that falls within those limits.19 Federal law directs judges to examine a number of factors, including the defendant's criminal history and their acceptance of responsibility, when setting a punishment.20 The federal law criminalizing sexual assault sets a maximum sentence of 20 years in prison, and also provides for fines.21 In addition, federal law provides that those convicted of sexual assault must compensate their victims for any expenses directly related to the crime.22 This can include costs for medical care, physical or occupational therapy, attorney's fees and other related expenses.23 In order to learn more about specific penalties and sentencing for sexual assault, consult the laws of the jurisdiction where the conviction took place.24 Would the reader agree that the punishment by the RCMP brass to those male RCMP officers committing criminal acts against female RCMP officers being docked a few days pay, or even promoted afterward does not constitute just punishment? Would you say the punishment meted out to this male RCMP officer was just to the female RCMP officer he abused? 15

Take for example R. v. Laglace, 2011 BCCA 2031, Wesley Russell Laglace had been convicted of sexually assaulting T.D. by Judge Gray of the Provincial Court of British Columbia and was appealing that conviction. However, as held and as cited, for the reasons that follow2, his appeal was dismissed: At [4]: The events in issue took place at an oil and gas exploration camp in northern British Columbia. All of the witnesses were employed there in different capacities. Of those witnesses, Michael Tabor was the most senior employee. As a foreman, he resided in what was described as a cabin. The other witnessesT.D., Mr. Laglace, Robert Henry, and George Andersonlived in a nearby bunkhouse, in which each had his or her own room. The camp was dry, i.e., alcohol free, but, as will become apparent, that rule was not always honoured.3 On January 27, 2007, all of the witnesses went drinking at a bar not far from the camp. When the bar closed, at approximately 1:30 a.m., they all went to Mr. Tabors cabin where they continued to drink. Somewhere around 3:00 a.m., T.D. left to go to her room. Mr. Laglace was the next to leave, followed a short time later by Mr. Henry and Mr. Anderson. It is clear that when the events that followed took place, all of the witnesses were intoxicated to varying degrees.4 In light of the points being raised by Mr. Laglace, it is necessary to review the testimony given by all the witnesses. I will do so in the order in which they were called.5 Mr. Henry testified that after he left Mr. Tabors cabin he went by T.D.s room to check on her. When he got to the room he knocked on the door. He said that at about the time he was knocking he heard T.D. speaking in what he considered to be a distressful voice.6 Mr. Henry used the following words in relating what he heard T.D. say: (a) No. No. No. I said no.; (b) No. No. No. No.; and (c) No. No. I said no.7

After hearing T.D.s nos, Mr. Henry heard a thump from inside the room. Thinking that T.D. might be in trouble, Mr. Henry opened the door. He saw T.D. lying on the floor semi-naked, partially covered by a blanket.8 Mr. Laglace was sitting on the bed. Shouting at each other using expletives, Mr. Henry asked Mr. Laglace what he was doing and Mr. Laglace responded by telling Mr. Henry to get out of the room. T.D., who was on the floor, was crying and kept repeating I said no.9

By this standard, did a lot of the RCMP [perverts] cited in this book breach this message, no means no? Chapter 5 CASE AFTER CASE MAKES IT CLEAR WHEN A WOMAN SAYS NO, IT MEANS NO! In another case after case, R. v. Larochelle, 2011 ONCJ 3391, and cited at para 1, Mr. Larochelle had been found guilty of sexual assault.2 Authors note: Notice that the Crown asked for a lot more than a slap on the wrist? At [2]: Crown counsel argued that I should imprison Mr. Larochelle for 16 to 18 months with respect to the sexual assault .3

As well as An order compelling Mr. Larochelle to comply with the Sex Offender Information Registration Act for 10 years.4 The Court in deciding the case referred at para 23 to M.E. Lane J in R. v. Changoo, [2009] O.J. No. 2065 (Ont. C.J.), Specific deterrence is necessary because Mr. Changoo must be made to realize that the behaviour he exhibited in this case is criminal in nature and will not be tolerated.5 Author note: Do the RCMP officers cited in this book realize that too are committing criminal acts when they assault female RCMP officers? At [24] Further along in the same paragraph she goes on to say that: The courts must also denounce those who put their own sexual gratification ahead of the right to personal integrity of those who choose to say no.6 Again, Mr. Changoo as an individual and the community at large must be reminded that no means no."7 At [25]: These sentiments apply equally here. Mr. Larochelle does not seem to accept that what he did was his responsibility and that it was a criminal act.8

Authors note: It appears that the RCMP officers cited in this book do not accept responsibility for their criminal acts and the RCMP seniors equally do not recognize the acts as criminal? After all, if they did, there would be none of this RCMP bull-shit a slap on the wrist, or a few days pay docked? And, they sure wouldnt be promoting these RCMP criminals, lie they have done time after time? 19

Chapter 6 CASE AFTER CASE MAKES IT CLEAR WHEN A WOMAN SAYS NO, IT MEANS NO! In another case after case, R. v. M., 2005 NSSC 871, in the Courts decision regarding Scott A. McAuley by The Honourable Justice Felix A. Cacchione, it was stated2: At [33]: I can tell you Mr. McAuley that in preparing for this sentencing many of the things that I read brought back memories of an individual slightly older than you that I sentenced a few years ago as a dangerous offender, and he thought that he was God=s gift to women and that he could use them for his own purposes.3 He had certainly much more profound psychological disturbances. Nonetheless he was sentenced as a dangerous offender to an indeterminate term or incarceration. I would hope and pray that the narcissistic tendencies that were mentioned in the report are such that they can be addressed and that they can be changed.4 No means no.5 You cannot take what is not yours unless it is given to you.6 It is the opinion of this Court that a fit and proper sentence for this offence, taking into account the circumstances of the offence itself and the circumstances of this offender is that the offender be incarcerated in a federal institution for a period of 7 years.7 You may not be aware of this Mr. McAuley but under the dangerous offender provisions of the Criminal Code one act of brutality may be sufficient to have someone designated as a dangerous offender, which would mean an indeterminate term of incarceration. What you perpetrated that evening comes very close, if not crossing that line.8 Some of the RCMP cited in this book no doubt feel they too are Gods gift to woman? Even if they do, with their swelled heads, they should realize when a woman says no, it means no! Chapter 7 OTHER CITATION THAT MAKE IT VERY CLEAR THAT WHEN A WOMAN SAYS NO, IT MEANS NO! The following court cases all refer to the fact that when a woman says no, she means no. For example, in another case, R. v. Ewanchuk, 1998 ABCA 521, and cited at para 91 it made clear that mistakes of consent are Mistakes of Law and not of fact and, as such, does not exonerate.2 At [91] Further, given these new legislative provisions, any mistakes about consent in these circumstances would be mistakes of law, not mistakes of fact. As explained by R. Cairns Way in "Bill C-49 and the Politics of Constitutionalized Fault" (1993) 42 U.N.B. L.J. 325 at 329: Subsection (2), popularly referred to as the "no means no" provision, enumerates the situations in which no consent is obtained as a matter of law. The purpose of these definitions is to make mistakes about consent in the circumstances described, mistakes of law which do not exonerate.3 Authors note: Apparently those RCMP cited in this book were not held to this standard? As cited in R. v. Hutchinson, 2010 NSCA 34 at para 29, the court also referred to R. v. Ewanchuk, 1998 ABCA 52: At [29]: In R. v. Ewanchuk, 1999 CanLII 711 (SCC), [1999] 1 S.C.R. 330, Justice Major, for the majority, discussed the elements of sexual assault: 23. A conviction for sexual assault requires proof beyond reasonable doubt of two basic elements, that the accused committed the actus reus and that he had the necessary mens rea. The actus reus of assault is unwanted sexual touching. The mens rea is the intention to touch, knowing of, or being reckless of or wilfully blind to, a lack of consent, either by words or actions, from the person being touched. 25. The actus reus of sexual assault is established by the proof of three elements: (i) touching, (ii) the sexual nature of the contact, and (iii) the absence of consent. The first two of these elements are objective. It is sufficient for the Crown to prove that the accused's actions were voluntary. The sexual nature of the assault is determined objectively; the Crown need not prove that the accused had any mens rea with respect to the sexual nature of his or her behaviour: see R. v. Litchfield, 1993 CanLII 23

44 (SCC), [1993] 4 S.C.R. 333, and R. v. Chase, 1987 CanLII 23 (SCC), [1987] 2 S.C.R. 293. 28. The rationale underlying the criminalization of assault explains this. Society is committed to protecting the personal integrity, both physical and psychological, of every individual. Having control over who touches one's body, and how, lies at the core of human dignity and autonomy. The inclusion of assault and sexual assault in the Code expresses society's determination to protect the security of the person from any nonconsensual contact or threats of force.5 Also at para 111, the Court cited: At [111]: This interpretation is also reinforced by the balance of s. 273.1. Section 273.1(2) sets out five circumstances where consent cannot be obtained. Of note is para. (d) that no consent is obtained where the complainant expresses by words or conduct a lack of agreement to engage in the activity; and (e) the complainant, having consented to engage in sexual activity, expresses by words or conduct a lack of agreement to continue to engage in the activity. Together with s. 273.1(1), no means no and yes to one activity does not mean yes to a different one.6

Its apparent that some of the RCMP referred to in this book displayed the actus reus of sexual assault, as cited above. Chapter 8 PERVERTS, SEXUAL DEVIANTS OCCUPY TOP RCMP RANKS As cited in Perverts, Sexual Deviants Occupy Top RCMP Ranks1, allegations Say Some Top Officers Constantly Harassed Women Officers For Sex, Blackmailed Some Trainees Into Sexual Submission Their Punishment A Slap On The Wrist If Caught!2 The LINK did its own investigation and found one case of a recent Indo-Canadian woman RCMP trainee who was married before she began her training but has filed for divorce since becoming an officer.3 The husband, who did not want his name disclosed, says that his wife most likely had an affair with her superiors or was coerced into sexual submission, which led to his wife becoming cold and distant.4 He said hes devastated. And given the recent shocking allegations of sexual harassment and abuse he blames the RCMP for ruining his life and tearing his family apart.5 Serious allegations of sexual harassment, blackmailing trainees into sexual submission and corruption have come to light against top RCMP officers, some of whom were involved in the expensive Air India investigation, which was dodged by failure on the part of the force, as well as another troubling investigation of sex-killer Robert Willy Pickton.6 More female members of the RCMP in British Columbia have come forward with serious allegations of harassment following CBC Newss shocking revelations of well-known Mountie spokeswoman Cpl. Catherine Galliford s claims she suffered from years of sexual harassment.7 On Monday, CBC News revealed Cpl. Catherine Galliford has filed an internal RCMP complaint alleging repeated sexual harassment from some of her supervisors.8 Galliford said she experienced six to 10 incidents of harassment or sexual harassment, including one occasion in which a superior showed her his genitals and asked if a mole on his penis was cute.9

Earlier, during the Air India investigation, she said she was dragged along on pointless trips to Eastern Canada to meet with victims families. She said there was no news to impart, but her superior used the road trips as an opportunity to try to have sex with her.10 Following Gallifords explosive allegations, Krista Carle contacted CBC News, breaking her own long silence.11 I know for a fact there are at least six women that I know [who] have left the force or are still in that have suffered harassment, Carle said. Im sure there are others who are afraid to come forward for fear of reprisals.12 Carle, who graduated from the RCMPs training academy with Galliford in 1991, says she was harassed and sexually assaulted. She is now off the job and says she has been diagnosed with post-traumatic stress disorder. 13 RCMP management tried to cover up the problems when she complained, Carle told CBC News.14 When I spoke out against the harassment, it wasnt taken seriously and I felt diminished and I felt re-victimized every time I told what happened to me, she said.15 Carle is one of four women officers who have sued the RCMP, saying they were sexually assaulted by undercover Sgt. Robert Blundell in the late 1990s.16 The women worked for Blundell on undercover investigations in Calgary from 1994 to 1997. According to the statement of claim, they were individually and separately sexually assaulted and harassed by Sgt. Blundell.17 The case was eventually settled in 2007 with all parties agreeing to keep the terms of the settlement secret.18 Current authors note: The little guy has never kept his successful suit of the RCMP secret. The little guy has maintained for years there are a lot of lying bastards in the RCMP [and Canadian Government] and incidents like those appearing in this book confirm his sentiments to be absolutely true!

Recently an Ottawa RCMP sergeant admitted to internal charges of disgraceful conduct after he had sex with one secretary and made advances toward another.19 Sgt. Daniel F. Marquis, posted to the forces immigration and policing unit, has been docked eight days pay under the RCMP Act. He was docked three days pay for having sex with an underling, and five days pay for trying to kiss another secretary after calling her to a private meeting in a headquarters conference room.20 Current authors note: Another slap on the wrist for another RCMP pervert? The next disgraceful conduct case against Marquis involved another secretary in his unit.21 For his perverted indiscretions, Marquis only received 8 days docked pay. What a disgrace.22 As further noted, Sexual harassment of women thrives in environments that are male dominated, hierarchal and demand strict adherence to codes of silence like the RCMP, said MacDougall, noting female officers are afraid to speak up.23 MacDougall adds that police are not an option for women in this crisis.24 Female police officers are incredible public servants and the general public is only starting to hear about the harassment that we go through, said Galliford, former RCMP spokeswoman for the Missing Women Task Force. It can break you, and then if you need help, its very hard to find.25 The RCMPs employee assistance program was of no help and even leaked her medical files to the RCMP, said Galliford, who now has good medical support.26 In a 115-page statement to RCMP Internal Affairs Insp. Paul Darbyshire, Galliford said she documented the sexual harassment she experienced from top RCMP.27 An RCMP boss insisted she go along on road trips to visit victims families and then hed turn into Octopus-Man in a hotel room at night, she said.28 Galliford named another female officer who had to physically fight off an attempted rape by the same officer. Female civilians also were targeted.29

Chapter 9 IM GOING TO GET ME A GINGER TONIGHT Very apparently the RCMP prefer idiots like this Nanaimo RCMP officer, instead of well educated, good natured, polite and respectful others.1 RCMP officers are allowed to use online blogs and sites but there are guidelines. Police must conduct themselves in a professional manner that does not violate a code of ethics and values.2 However, as cited, A Nanaimo RCMP officer may face disciplinary action because of comments he posted on his public Facebook page that the force calls troubling.3 The online social networking site of a Nanaimo RCMP constable is being reviewed by an RCMP professional standards unit. Chapter 10 APPARENTLY THE RCMP COULDNT GIVE A CRAP ABOUT ABUSE OF YOUNG NATIVE GIRLS Heres more proof of the piss-poor attitude the RCMP have toward females, including vulnerable young girls. In this case, as cited a Kamloops RCMP constable is suing top-ranking members of his own police force, prosecutors and several cabinet ministers for $1 million in damages.1 As noted, in a writ filed in B.C. Supreme Court, Const. Joseph Dale Kohut seeks damages for a "malicious" investigation by the RCMP, who were looking into allegations that some Prince George police officers were complicitous or involved in abuse of prostitutes.2 David Ramsay, a former provincial court judge, was sentenced in 2004 to seven years in jail after he was charged with preying on young aboriginal women, ranging in age from 12 to 17, over an eight-year period beginning in 1992. Ramsay pleaded guilty to one count of sexual assault causing bodily harm, three counts of obtaining sexual services from someone under 18 and breach of trust by a public officer.3 After his conviction, B.C. aboriginal leaders demanded an inquiry into allegations that surfaced at Ramsay's trial that at least 10 police officers knew about Ramsay's conduct and either looked the other way or got involved. The RCMP created a special task force called Project E Prevails to look into the stories about its officers.4 Kohut was stationed in Prince George from April 1991 to June 2004 and had to "deal with, and reveal his identity to, individuals involved in prostitution and the drug trade," the writ states. It says Kohut was told Jan. 31, 2005, that he was the subject of a criminal and internal investigation.5 In March 2005, RCMP went to the home of Kohut's ex-wife Sandi Quayle and told her "he had engaged in violent sexual relations with child prostitutes," the writ says. The investigators knew Kohut and Quayle were separated and "engaged in a spirited custody battle" over their daughter. "As a result . . . Const. Kohut lost custody of his daughter," the writ claims.6 It also alleges that RCMP investigators then went to Kohut's current wife Lisa, told her Kohut "had engaged in violent sexual relations with child prostitutes . . . and inquired as to whether Lisa Kohut was infected with a 33

sexually transmitted disease."7 Bob Sandbach of Prince George, whose late daughter Celynn was just 13 when she was attacked by Ramsay, was outraged to hear of Kohut's lawsuit against the RCMP. "This is why we're demanding a public inquiry into how a prominent and well-known judge could have openly picked up and abused all these underage girls, like my daughter, without the police knowing," said Sandbach.8 "My daughter told me by name about several police officers who abused her or were regular dates paying for sex." Sandbach said the allegations in Kohut's writ, which he read yesterday, "prove this whole thing just stinks."9 He said he is "outraged" that Kohut considers himself a victim. His daughter, Celynn, 22, who had been battling drugs died in hospital April 1.10 On Oct. 3, 2006, Kohut's writ alleges, RCMP internal investigator Sgt. Armin Teitz disclosed Kohut's "identity to the mass media" and said Kohut had been "suspended on the basis of reliable evidence that he had engaged in sexual relations with minors involved in prostitution."11 Kohut says he suffered "pain and suffering, loss of enjoyment of life, embarrassment and loss of reputation, loss of opportunity for advancement, loss of the opportunity to earn income and extensive legal expenses."12 Footnotes 1 - 12. Chapter 11 MORE PROOF THE RCMP COULDNT GIVE A CRAP ABOUT ABUSE OF YOUNG NATIVE GIRLS - RCMPS INTERNAL PROBE INTO RAMSAY FIZZLED As cited, for an eight-year period in Prince George starting in 1992, former provincial court judge David Ramsay openly preyed on young, often underage aboriginal girls. Ramsay was charged with several sexabuse counts in 2003. 1 Ramsay was charged and, after a lengthy trial, sentenced June 1, 2004, to seven years in jail. In September of this year, he was denied early day parole. 2 In 2004, the RCMP launched its own internal investigation, Project E Prevails, after allegations surfaced during and after the Ramsay case that approximately 12 of the complainants alleged they had engaged in paid sexual encounters with members of the RCMP." 3 What? Then-assistant RCMP commissioner Gary Bass, who is also named in Kohut's suit, said police didn't do anything about it at the time because so many officers in a small town like Prince George had been named by prostitutes. 4 What? The RCMP decided to proceed against Const. Justin Harris in 2005. The RCMP eventually alleged that Harris, who was at one time Const. Joseph Kohut's partner, behaved in disgraceful manner while he worked in Prince George, sexually touched an underage prostitute during an improper search, and on another occasion paid her for sex. 5 But the force lost its internal case due to the delay in proceeding with the case. 6 What? A Nain man was charged with the crime last fall. He was acquitted in May after Supreme Court Judge Robert Fowler ruled there was reasonable doubt of his guilt.2 The source of that doubt, Fowler said in his decision, was how long it took police to respond to the womans complaint, and the way the investigation was carried out.3 The woman said she was attacked as she walked home at around 4 a.m., and reported the assault to the RCMP minutes later.4 That officer, Const. Delphus Caldwell, testified at the trial that he phoned the woman, but got a busy signal.5 Caldwell said he then decided the investigation could wait until he went to work six hours later.6 Caldwell did not speak to any possible witnesses who were in the area at the time of the incident, nor did he carry out any further investigation.7 In dismissing the charge because of a lack of evidence, Fowler called Caldwells actions inexcusable. He said it is not good enough for a police officer to say that an investigation can wait because of the time of day that an alleged offence occurred. Fowler noted that the allegation did not involve a trivial property offence, but rather a violent sexual assault which demanded a rigorous, exhaustive investigation something Fowler said Caldwell did not do.

Chapter 13 THE RCMP DID LITTLE ABOUT ALLEGATIONS OF SEXUAL ASSAULT BY ONE OF ITS OWN OFFICERS Perhaps among the most disturbing revelations about the RCMP is the sexual abuse of children. In this incident, the RCMP did little about allegations of sexual assault at the Kingsclear Training School by one of its own officers, a CBC news investigation has learned.1 The culprit, Staff Sgt. Clifford McCann, apparently abused seven teenage boys at the reform school in 1991, was considered a father figure and a male mentor to the troubled teens and could take them on outings whenever he wanted.2 Carl Schneider said that during one visit to McCann's house, McCann asked to see Schneider's penis.3 Other assault victims have accused McCann of similar actions. A mother of one of the victims claims to have seen her son having sex with McCann in the back seat of a car.4 In addition, prior to the Kingsclear case, CBC uncovered that McCann faced allegations of sexually assaulting a young hockey player in a washroom and of appearing in photos with naked teenage boys.5 What did the RCMP do? The news investigation found that RCMP Commissioner Giuliano Zaccardelli, in charge then of the RCMP in New Brunswick, had been briefed on the allegations against McCann but nothing was done.6 You remember RCMP Commissioner Giuliano Zaccardelli, he was the guy at the centre of the pension scandal. Incredibly too, after a 12-year investigation into the allegations the RCMP said they couldnt find enough evidence to press charges.7 Sexually abused Carl Schneider said he was outraged the investigation has been closed.8 "It's damaged me inside and out. One way I could possibly explain is I feel like a ghost in my own body," he said.9 40

What police force takes 12 years to do an investigation? Either an incompetent one! Or a corrupt one! McCann's accusers have demanded an inquiry.10 Casey O'Byrne, the boys lawyer, questions whether the RCMP were in a conflict of interest investigating themselves.11 Of course they were -- nothing came of the RCMP investigation! What did RCMP Sgt. Gary Cameron say about the conflict of interest, incredibly he refused to admit that an investigation even existed.12 "What investigation?" Chapter 14 MORE RCMP PERVERTS In a more recent incident, Langley RCMP officer Adam Jonathan Clarke was charged in June with two counts of child luring for allegedly using a community police office computer to convince a 12- and 15-year-old girl to produce child pornography for him.1 Another RCMP officer Const. Justin Harris was suspended with pay in September 2004 and accused under the RCMP Act of behaving in a "disgraceful manner,"15 accused of having sex with underage prostitutes.2 RCMP Const. Justin Harris was one of nine officers in Prince George named in investigative reports alleging links to underage prostitutes.3 One of the women said she was between the ages of 13 and 15 when she had sex with Harris, who is now in his early 30s.4 That woman, who can be publicly identified only as C.C., told investigators Harris once paid her $60 for oral sex and struck her in the face when she refused to perform the act.5 Incredibly, but quite typical of the RCMP, Const. Justin Harris had the disciplinary charges against him thrown out because the Mounties took too long to bring their case against him.6 Deputy RCMP Commissioner Gary Bass lifted the suspension in April and ordered Harris reinstated as a full-time RCMP officer.7 Harris lawyer Reginald Harris argued the Mounties failed to meet that standard in his clients case because senior members of the force including assistant commissioner Gary Bass were aware of the allegations as early as July 2002.8 In other words, the RCMP purposefully dragged their feet so the accusations against Const. Chapter 15 MORE RCMP PERVERTS In another incident, in September 2006, a female passerby witnessed an RCMP constable openly masturbating in his unmarked police vehicle.1 The RCMP constable was supposed to be conducting surveillance in a counterfeiting investigation.2 The RCMP constable simply smiled at the passerby and kept on masturbating.3 What did the RCMP do, they docked him 10 days pay.4 He remains on active duty in Montreal.5 In another situation, Mounties say they will not comment on unconfirmed media reports that officers did not intervene in a potentially dangerous sexual encounter between two detainees at the Kamloops RCMP detachment earlier this month.6 Police announced on Friday that four officers and three municipal staff were under investigation in connection with an undisclosed incident that occurred in the jail cell block on Aug. 18.7 A little more digging, and this was the undisclosed incident: what exactly happened inside a Kamloops cellblock on a steamy mid-August night?8 Seven people including four RCMP officers allegedly watched the incident on video but theyre now under investigation and are saying nothing.9 City council wants to know, the mayor is promising to get to the bottom of it and the central British Columbia town is abuzz over reports of what happened.10 Its not often the story includes two women one allegedly HIVpositive engaging in sex for as long as an hour while RCMP officers and prison employees gathered around to watch the show on closed circuit cameras, doing nothing to stop the duo.11 A justice official in Kamloops Monday told the Toronto Star on the condition of anonymity that there is also the possibility of a charge of aggravated assault against the inmate who is reportedly HIV-positive.12 44

The cellblock incident investigation is being undertaken by the detachment and the RCMP headquarters in B.C., an issue that creates concerns over independence, according to William Sundhu, a former provincial court judge and now a defense lawyer in Kamloops.13 Sundhu said ever since Robert Dziekanski, the Polish man who died at Vancouver airport after getting shot by RCMP officers with a Taser gun in 2007, the public has become wary of the RCMP investigating itself.14 The public has over the last two to three years become very aware of the problems that arise when police investigate police, he said Monday. Theres been a loss of confidence in the RCMP.15 There is a feeling among many people on the streets that theyre justified in not trusting the RCMP and that evidence is starting to come out.16 She said the four RCMP members and three city workers who allegedly watched for several minutes before intervening failed to protect her while she was in the cell.17 Such incidents obviously open the door to lawsuits, said Victoria lawyer Erik Magraken, who is representing the woman. "What you're left with is a sexual assault or an aggravated assault, exposing the person with HIV to criminal consequences, but also civil consequences," Magraken said.18 As one commenter mentioned: Is there ever an end to the problems with the RCMP? Possibly they are taught they are above the law as apparently they are taught in training that they are the best police force in the world. Holy mackerel that is laughable. The stupidity of the members of this organization never ends, if you dont believe me find the story that was reported yesterday from Kamloops of the investigation started over jailers and members of the RCMP watching two females engaging in a sex act in a cell and one apparently is HIV positive. Hard to believe ANYONE can actually think the RCMP deserves to have their contract renewed here in BC.19 Footnotes

Chapter 16 HERES ANOTHER JACK-ASS, RCMP CONST NORMAN LAPOINTE HAD SEX SEVERAL TIMES IN HIS MARKED POLICE CAR WHILE ON DUTY Incredibly, one RCMP was found guilty of severe misconduct -- rape -according to documents obtained by The Vancouver Sun.1 On May 30, 2005, an RCMP constable from Fort St. John was guilty of having sexual intercourse without consent.2 In addition to the officer from Fort St. John, eight other B.C. officers were subject to milder forms of discipline over the past year for a variety of offences, including sexual harassment, having sex in a marked police car and looking at Internet porn while on duty.3 On Oct. 27, 2005, RCMP Const. Norman Lapointe of Fort St. John was reprimanded and docked 13 days pay after the board found him guilty of having sex several times in his marked police car -- while on duty and in uniform.4 The RCMP rationalization, "at all times" during the sexual encounters, Lapointe "continued to monitor for duty-related calls and telephone calls."5 What? Isnt that the stupidest comment you have ever heard? On Aug. 24, 2005, RCMP Sgt. Glen William Anderson of Surrey was docked four days pay and ordered to receive harassment training after he had sexually harassed two female colleagues and insulted several male co-workers.6 RCMP Andersons comments: "So, I just want you to know that I really like your tits," Anderson said, according to Johnston a female member. "In fact, it's the nicest set of tits I've ever seen."7 Another female member said, "on a few occasions he made her feel uncomfortable," a summary of Falk's testimony states. "He asked her a number of times, in a joking tone, whether she wore a push-up bra.... On one other occasion RCMP Sgt. Anderson made comments about her breasts. She then put on a sweatshirt and he made further comments about why she would wear a sweatshirt because her breasts looked nice."8 47

Again, on June 9, 2005, RCMP Const. Bob Archer of Prince George was reprimanded and docked three days pay after the board found him guilty of harassing his ex-girlfriend ... no criminal charges have been laid against him9 Once again, on July 11, 2005, RCMP Const. Myrl Stus of Princeton was docked four days pay after the board found him guilty of viewing more than 40 pornographic websites during four successive shifts in August 2003.10 In December, in an unrelated case, Stus pleaded guilty in court to assault with a weapon for ordering another Mountie to Taser an unconscious prisoner.11 Why do provinces put up with this police force, it would be less disastrous and more economically feasible to have their own provincial police forces -- more control? Chapter 17 NORTH WEST TERRITORY FACES SEX CHARGES As cited, Duncan Canvin, a former mayor of Fort Simpson, was arrested Thursday night and charged with sexual assault and sexual exploitation in connection with offences that allegedly took place while he was a member of the RCMP's Fort Simpson detachment.1 Canvin, now a 52-year-old liquor store owner, has since been released on several conditions, including one that he not be around the complainant or anyone under the age of 17, police said in a release Friday.2 Oh, oh? Not another case of an RCMP officer sexually assaulting young women, is it? He is scheduled to appear in territorial court on Dec. 7 in Fort Simpson, a village of about 1,200 located about 400 kilometres west of Yellowknife.3 The authors mistake, as further cited, police also said they could not release the male complainant's name because he was a young person at the time of the alleged offences, even though he is an adult now.4 Oh, oh not another case of diddling little boys -- is it, as the saying goes? As indicated, the complainant told CBC News on Friday that he and other teenage boys in Fort Simpson came under Canvin's influence in the early 1990s, when Canvin was an RCMP officer and a minor hockey coach in the community.5 According to the complainant, Canvin had allegedly turned his home into a fraternity house of sorts, where alcohol was readily available and pornographic movies were shown regularly.6 The author must ask again, are these RCMP officers properly psychologically tested? Chapter 18 RCMP GARY STEVENS GUILTY OF SEXUALLY ASSAULTING TWO TEENAGE GIRLS In another incident, RCMP officer James Douglas Macleod was charged with sexual assault after allegedly raping a woman at a Super Bowl party in Maple Ridge in February 2005.1 In yet another incident, RCMP officer Gary Stevens is sentenced to 18 months in jail for sexually assaulting two teenage girls Mr. Stevens pleaded guilty to attacking a girl in Vancouver in the early 1990s, and a girl in Terrace in 2004.2 Again, two RCMP officers based in Watson Lake, Yukon, have been charged with sexual assault following an attack on a woman earlier this week A woman told police she was sexually assaulted.3 "It's obvious people are going to be very concerned," said Kevin Brosseau, the commission's senior director of operations.4 No kidding Brosseau! Court documents obtained Thursday by CBC News show the two RCMP officers to be Graham Belak, 29, and Shawn McLaughlin, 32.5 And on July 11, 2005, Sgt. Dean Meikle of Richmond was docked two days pay and urged to attend harassment training after inappropriately touching several female colleagues at staff parties.6 In another incident, in February 2005, an RCMP constable attended a Super Bowl party at a suburban Vancouver residence where at the constable had sexual intercourse with an unconscious adult woman who had been drugged at the party.7 His decision to take advantage of a woman in this state demonstrates a fundamental flaw in his character that renders him unfit to perform the duties of a police officer.8 In yet another incident, Saskatchewan RCMP Constable Thierry Jacques was sentenced to three years in jail for sexually assaulting a female prisoner while she was in custody.9 A judge found him guilty of taking the 26-year-old woman from her cell and sexually assaulting her in the garage at the La Ronge RCMP 51

detachment on Sept. 4, 2004.10 As cited, RCMP Const. Thierry Jacques left court Thursday in leg shackles after being sentenced to three years in a penitentiary for sexually assaulting a female prisoner in the garage of a northern police detachment.11 Jacques, 32, will have his name on the national sex offender registry for 20 years and has also been ordered to provide a DNA sample for the national databank.12 Justice Duane Koch found Jacques took the 24-year-old aboriginal woman from her detention cell at the La Ronge RCMP detachment on the pretext of having a cigarette in the adjoining garage.13 When they were alone, he told the woman to lift her shirt so he could touch her breasts, which she did while he masturbated and ejaculated on her. A white shirt belonging to the victim and stained with semen matching Jacques's DNA was entered into court as evidence during the trial.14 "He (Jacques) has managed to destroy some of the bridges built between police and aboriginal people. He has created a rift and mistrust," said Crown prosecutor Inez Cardinal.15 The sentence is exactly what Cardinal requested, saying it "sends the appropriate message to the public" that police misconduct is a serious offence to be dealt with harshly.16 What about all the RCMP officers who get off with a slap on the wrist, loss of pay? "This was a serious, serious breach of trust," she said. "He was on duty, dressed in full uniform complete with gun in his holster. She was a young woman in custody, vulnerable, with nowhere to go and no ability to defend herself against his advances."17 Portions of a victim impact statement, read into the record by Cardinal, spoke of flashbacks that have left the woman "tormented and ashamed."18 In yet another case, as reported, a former Manitoba RCMP officer is facing up to six years in prison after pleading guilty to trying to sexually assault a teen girl on a First Nation community north of Winnipeg.19 Benjamin Neufeldt, 26, pleaded guilty to two sex-related charges at a hearing in Winnipeg on Tuesday. He admitted to asking a 17-year-old girl 52

to touch him sexually while he was in a position of trust over her and forcible confinement.20 The charges stemmed from an incident on the reserve 200 kilometers north of Winnipeg in August 2008. The Crown is seeking a six-year prison term for Neufeldt, while his own lawyer is seeking about 2 1/2 years behind bars.21 An agreed statement of facts tendered in court showed that a knife seized from Neufeldt as part of the investigation contained DNA belonging to the victim.22 Incredibly, although this disturbing sexual assault story broke on 12 September, the newspaper had already closed reader comments.23 Footnotes 1. Chapter 19 DRUNK RCMP OFFICER FORCES HIS WAY INTO WINNIPEG HOME In this incident, a Manitoba RCMP officer was drunk and forced his way into a Winnipeg home, spooking the female resident, and falling asleep.1 The 30-year-old RCMP officer supposedly thought he was entering a house be it his own or one belonging to a friend or relative in River Heights where he was welcome and would spend the night, but that wasnt the case.2 The man was allegedly unaware of this due to his intoxicated state.3 How drunk do you have to be? How did he get there - did he drive that drunk? The RCMP officer gained entry by breaking through a door or window, causing some damage. This awakened a woman, who was the homes lone occupant.4 She encountered the man and fled to a neighboring residence, where she called police.5 The RCMP officer wasnt charged with break and enter.6 One person commenting on this story said, why is it only a boo boo for a cop yet drunk driving charges for a civilian? The double standard lives on!7 Heres another example of a double standard when it comes to RCMP boo boos. Incredibly, two Ridge Meadows RCMP officers, Pat Hughson and Steve Frazer, were only docked 10 days' pay after they got very drunk and then rode around Maple Ridge assaulting innocent people, described as "intentional, serial abuse of innocent passersby, without reason."8 Just incredible, docked a few days pay for "disgraceful" conduct, because they were "highly intoxicated" as they drove downtown around 3 a.m., the two off-duty officers spotted a man, Colin Frederick, walking down the street Hughson and Frazer stepped out of the pickup truck and started fighting with Mr. Frederick."9 55

Hughson to hide his deplorable behavior, wrongly identified himself as a "PoCo [Port Coquitlam] cop. Even the other wonder did the same. As a security guard came to investigate the raucous, Frazer flashed his police badge and said he and Hughson were with the "PoCo Police."10 The security guard believing the badge to be a fake one asked RCMP Const. Frazer if he could see his badge again, to which RCMP Const. Frazer then flashed his police badge for a second time and shoved the security guard backwards threatening the security guard with Do you want to get into it with me?"11 What brave RCMP officers, in the same evening, in a separate incident, Hughson and Frazer accosted another man, D. Cirtwell who was riding his bicycle11 Again, Hughson falsely identified himself as an undercover police officer -- then pushed Cirtwell to the ground and Frazer picked up the man's bicycle and threw it to the ground.12 For the assaults, neither RCMP Hughson nor RCMP Frazer ended with a criminal record.13 RCMP Hughson refused to comment and RCMP Frazer could not be reached.14 Footnotes 1 - 7. Chapter 20 RCMPS RECKLESS CAMPAIGN OF SEXUAL HARASSMENT A Manitoba RCMP officer is suing her employer for what she calls an intentional and reckless campaign of sexual and emotional harassment and discrimination that allegedly spanned 15 years and two provinces.1 Sherry-Lee Benson-Podolchuk is seeking unspecified financial damages from the Mounties in a statement of claim obtained Monday by the Winnipeg Free Press.2 Benson-Podolchuk, 44, claims the alleged abuse forced her to go on disability from stress and has caused other ailments including clinical depression, anxiety and loss of self-esteem.3 Benson-Podolchuk, a resident of Winnipeg Beach, Man., says her problems began while she was posted at the RCMP detachment in Tisdale in 1991 to start what she thought would be a promising career in law enforcement.4 She was repeatedly subjected to sexual harassment and other harassment by male members of the RCMP, her lawsuit claims.5 Benson-Podolchuk cites specific alleged incidents including hearing improper sexual comments from fellow officers in public, at the police station and even over the RCMP radio.6 She said a dead chicken was placed in her private gun locker, with blood dripping down into her personal belongings.7 What kind of swine are these RCMP to do this? Another so-called prank involved tampering with the stall door inside the womens washroom, she claims.8 Benson-Podolchuk said she filed a complaint with the Canadian Human Rights Commission in 1992, which resulted in her being transferred to a new posting in Selkirk, Man.9 Her lawyer claims the human-rights complaint essentially blackballed her in the eyes of her superiors and co-workers.10 Benson-Podolchuk has also accused RCMP of trying to obtain confidential medical information from her doctor, pulling her over during 57

a highway traffic stop for no reason and threatening consequences if she didnt quit.11 She says the abuse left her afraid to go to work, embarrassed, intimidated and afraid for her personal safety.12 Nancy Sulz, a former RCMP constable in B.C. who was harassed by her supervising officer, successfully fought a decade-long battle against the federal government and the RCMP and won $950,000 damages last year.13 The harassment award is the largest-ever imposed against the RCMP.14 A B.C. The same male superior repeatedly asked her when she was going to be viewing the series, she said. Galliford refused to tell the colleague, but she said he kept track of her calendar on the office electronic datebook and he showed up anyway. Earlier, during the Air India investigation, she said she was dragged along on pointless trips to Eastern Canada to meet with victims' families. She said there was no news to impart, but her superior used the road trips as an opportunity to try to have sex with her. "I was not prepared for the harassment in the workplace. I kept on waiting for it to end and it didn't end," she said. "There wasn't a lot that went through my mind, because I think that female police officers start to normalize that type of thing within the workplace. It almost becomes normal, and I don't know what a shrink would say about that, but I just started to normalize the harassment." Most municipal forces have unions, but RCMP officers are prevented by statute from organizing one. Galliford has spent four years off the force, battling demons that have included posttraumatic stress disorder and, for a while, a drinking problem. She has now filed a 115-page internal complaint. The RCMP has not responded directly to Galliford's internal complaint, but said in a statement earlier this week that sexual harassment is not tolerated in any way. Of the 6,000 Mounties in British Columbia, the RCMP said there are 225 members who have been off the job for more than 30 days. While most of those are off for physical or psychologic reasons not related to workplace conflict, 48 of those are off for some form of workplace conflict. Mike Webster, a former RCMP psychologist who is now in private practice, said he has several RCMP officers in a support group he runs who have been on paid leave for four years. "The record in the country is 13 years," said Webster. "The record in this division, EDivision (British Columbia), is 11 years. Eleven years off work, being paid. It's crazy." The harassment policy and complaint procedure isn't working for RCMP employees, Webster said. "Females don't have anywhere to go, so they end up turning to a lawyer and they can't go back to the workplace because that's where this abuse took place, so what do they do, they flee into this unlimited sick time," he said. 62

"This ridiculous thing that the RCMP has enshrined in the RCMP Act, where they have unlimited paid sick time." Webster said other similar organizations such as city police and fire have unions that act for the complainant, whose rights are protected by a collective agreement. Sometimes, he said, the complaint can be completed in days to the agreement for everyone. In July, the RCMP Commissioner acknowledged there is a systemic problem with the Mounties' grievance process, including the length of time it takes and the impact it has on members and morale. Tom Stamatakis, president of the Canadian Police Association, said there are half a dozen safeguards within union processes that create levels of accountability. He said there are few cases that would ever last as long as Galliford's. "We just don't have sick plans that allow for someone to be off as a fully paid employee for that period of time," he said. "It doesn't make sense." Stamatakis doesn't know Galliford, but, as the president of the Vancouver Police Union, he's worked on harassment cases in the past. He said it's unfortunate she felt there wasn't anywhere to get help. "Because, unfortunately, with issues related to workplace harassment, sexual harassment, usually if there's not an intervention right away the longer things go on unresolved then the more difficult they are to deal with, but also to recover from." A section of the RCMP Act prevents the RCMP from having a unionized force, but that was struck down by an Ontario court in 2009. The Ontario Court of Appeal granted the federal government a temporary stay on the ruling and the court will review the decision in a few weeks. Before the last federal election, the government tabled a bill that would give Mounties the right to form a union, but it wasn't passed before the election was called. There's no word on whether the legislation will be revived. "The RCMP is very concerned with the health and welfare of its employees and ensuring safe and timely return to work," Supt. Kevin DeBruyckere of the RCMP said in a statement.

He said employees have access to comprehensive care, and he said the RCMP has a proactive peer-based member-employees assistance program of trained employees for support. "The RCMP is clear in its approach to harassment. It is not tolerated." Stamatakis said one of frustrating problems for many RCMP officers is if they have a dispute with their employer, their employer is the ultimate adjudicator of their complaint. In a union environment, that would be different, he said. "It doesn't necessarily mean you always get the outcome you're looking for, but at least somebody from outside the organization has had a look at it and judges it on the merits." Webster said he is already seeing the impact of Galliford's bravery. He said current and former RCMP members have called his office to say they've gone through similar circumstances and want like to support Galliford. The LINK did its own investigation and found one case of a recent Indo-Canadian woman RCMP trainee who was married before she began her training but has filed for divorce since becoming an officer.3 The husband, who did not want his name disclosed, says that his wife most likely had an affair with her superiors or was coerced into sexual submission, which led to his wife becoming cold and distant.4 He said hes devastated. And given the recent shocking allegations of sexual harassment and abuse he blames the RCMP for ruining his life and tearing his family apart.5 Serious allegations of sexual harassment, blackmailing trainees into sexual submission and corruption have come to light against top RCMP officers, some of whom were involved in the expensive Air India investigation, which was dodged by failure on the part of the force, as well as another troubling investigation of sex-killer Robert Willy Pickton.6 More female members of the RCMP in British Columbia have come forward with serious allegations of harassment following CBC Newss shocking revelations of well-known Mountie spokeswoman Cpl. Catherine Galliford s claims she suffered from years of sexual harassment.7 On Monday, CBC News revealed Cpl. Catherine Galliford has filed an internal RCMP complaint alleging repeated sexual harassment from some of her supervisors.8 Galliford said she experienced six to 10 incidents of harassment or sexual harassment, including one occasion in which a superior showed her his genitals and asked if a mole on his penis was cute.9 Earlier, during the Air India investigation, she said she was dragged along on pointless trips to Eastern Canada to meet with victims families. Following Gallifords explosive allegations, Krista Carle contacted CBC News, breaking her own long silence.11 I know for a fact there are at least six women that I know [who] have left the force or are still in that have suffered harassment, Carle said. Im sure there are others who are afraid to come forward for fear of reprisals.12 Carle, who graduated from the RCMPs training academy with Galliford in 1991, says she was harassed and sexually assaulted. She is now off the job and says she has been diagnosed with post-traumatic stress disorder. 13 RCMP management tried to cover up the problems when she complained, Carle told CBC News.14 When I spoke out against the harassment, it wasnt taken seriously and I felt diminished and I felt re-victimized every time I told what happened to me, she said.15 Carle is one of four women officers who have sued the RCMP, saying they were sexually assaulted by undercover Sgt. Robert Blundell in the late 1990s.16 The women worked for Blundell on undercover investigations in Calgary from 1994 to 1997. According to the statement of claim, they were individually and separately sexually assaulted and harassed by Sgt. Blundell.17 The case was eventually settled in 2007 with all parties agreeing to keep the terms of the settlement secret.18 Current authors note: The little guy has never kept his successful suit of the RCMP secret. The little guy has maintained for years there are a lot of lying bastards in the RCMP [and Canadian Government] and incidents like those appearing in this book confirm his sentiments to be absolutely true! Recently an Ottawa RCMP sergeant admitted to internal charges of disgraceful conduct after he had sex with one secretary and made advances toward another.19 Sgt. Daniel F. Marquis, posted to the forces immigration and policing unit, has been docked eight days pay under the RCMP Act. He was docked three days pay for having sex with an underling, and five days pay for trying to kiss another secretary after calling her to a private meeting in a headquarters conference room.20 Current authors note: Another slap on the wrist for another RCMP pervert?

The next disgraceful conduct case against Marquis involved another secretary in his unit.21 For his perverted indiscretions, Marquis only received 8 days docked pay. What a disgrace.22 As further noted, Sexual harassment of women thrives in environments that are male dominated, hierarchal and demand strict adherence to codes of silence like the RCMP, said MacDougall, noting female officers are afraid to speak up.23 MacDougall adds that police are not an option for women in this crisis.24 Female police officers are incredible public servants and the general public is only starting to hear about the harassment that we go through, said Galliford, former RCMP spokeswoman for the Missing Women Task Force. It can break you, and then if you need help, its very hard to find.25 The RCMPs employee assistance program was of no help and even leaked her medical files to the RCMP, said Galliford, who now has good medical support.26 In a 115-page statement to RCMP Internal Affairs Insp. Paul Darbyshire, Galliford said she documented the sexual harassment she experienced from top RCMP.27 An RCMP boss insisted she go along on road trips to visit victims families and then hed turn into Octopus-Man in a hotel room at night, she said.28 Galliford named another female officer who had to physically fight off an attempted rape by the same officer. Chapter 23 MORE RCMP SEXUAL MISCONDUCT Incredibly, one RCMP was found guilty of severe misconduct -- rape -- according to documents obtained by The Vancouver Sun1 [see Appendix 4, cited below]. On May 30, 2005, an RCMP constable from Fort St. John was guilty of having sexual intercourse without consent.2 In addition to the officer from Fort St. John, eight other B.C. officers were subject to milder forms of discipline over the past year for a variety of offences, including sexual harassment, having sex in a marked police car and looking at Internet porn while on duty.3 On Oct. 27, 2005, RCMP Const. Norman Lapointe of Fort St. John was reprimanded and docked 13 days pay after the board found him guilty of having sex several times in his marked police car -- while on duty and in uniform.4 The RCMP rationalization, "at all times" during the sexual encounters, Lapointe "continued to monitor for duty-related calls and telephone calls."5 What? Isnt that the stupidest comment you have ever heard? On Aug. 24, 2005, RCMP Sgt. Glen William Anderson of Surrey was docked four days pay and ordered to receive harassment training after he had sexually harassed two female colleagues and insulted several male co-workers.6 RCMP Andersons comments: "So, I just want you to know that I really like your tits," Anderson said, according to Johnston a female member. "In fact, it's the nicest set of tits I've ever seen."7 Another female member said, "on a few occasions he made her feel uncomfortable," a summary of Falk's testimony states. "He asked her a number of times, in a joking tone, whether she wore a push-up bra.... On one other occasion RCMP Sgt. Anderson made comments about her breasts. She then put on a sweatshirt and he made further comments about why she would wear a sweatshirt because her breasts looked nice."8 Again, on June 9, 2005, RCMP Const. Bob Archer of Prince George was 71

reprimanded and docked three days pay after the board found him guilty of harassing his ex-girlfriend ... no criminal charges have been laid against him9 Once again, on July 11, 2005, RCMP Const. Myrl Stus of Princeton was docked four days pay after the board found him guilty of viewing more than 40 pornographic websites during four successive shifts in August 2003.10 In December, in an unrelated case, Stus pleaded guilty in court to assault with a weapon for ordering another Mountie to Taser an unconscious prisoner.11 Why do provinces put up with this police force, it would be less disastrous and more economically feasible to have their own provincial police forces -- more control? Chapter 24 EVEN MORE RCMP SEXUAL MISCONDUCT In another incident, RCMP officer James Douglas Macleod was charged with sexual assault after allegedly raping a woman at a Super Bowl party in Maple Ridge in February 20051 [see Appendix 5, cited below]. In yet another incident, RCMP officer Gary Stevens is sentenced to 18 months in jail for sexually assaulting two teenage girls Mr. Stevens pleaded guilty to attacking a girl in Vancouver in the early 1990s, and a girl in Terrace in 2004.2 Again, two RCMP officers based in Watson Lake, Yukon, have been charged with sexual assault following an attack on a woman earlier this week A woman told police she was sexually assaulted.3 "It's obvious people are going to be very concerned," said Kevin Brosseau, the commission's senior director of operations.4 No kidding Brosseau! Court documents obtained Thursday by CBC News show the two RCMP officers to be Graham Belak, 29, and Shawn McLaughlin, 32.5 And on July 11, 2005, Sgt. Dean Meikle of Richmond was docked two days pay and urged to attend harassment training after inappropriately touching several female colleagues at staff parties.6 In another incident, in February 2005, an RCMP constable attended a Super Bowl party at a suburban Vancouver residence where at the constable had sexual intercourse with an unconscious adult woman who had been drugged at the party.7 His decision to take advantage of a woman in this state demonstrates a fundamental flaw in his character that renders him unfit to perform the duties of a police officer.8 In yet another incident, Saskatchewan RCMP Constable Thierry Jacques was sentenced to three years in jail for sexually assaulting a female prisoner while she was in custody.9 A judge found him guilty of taking the 26-year-old woman from her cell and sexually assaulting her in the garage at the La Ronge RCMP detachment on Sept. 4, 2004.10 74

As cited, RCMP Const. Thierry Jacques left court Thursday in leg shackles after being sentenced to three years in a penitentiary for sexually assaulting a female prisoner in the garage of a northern police detachment.11 Jacques, 32, will have his name on the national sex offender registry for 20 years and has also been ordered to provide a DNA sample for the national databank.12 Justice Duane Koch found Jacques took the 24-year-old aboriginal woman from her detention cell at the La Ronge RCMP detachment on the pretext of having a cigarette in the adjoining garage.13 When they were alone, he told the woman to lift her shirt so he could touch her breasts, which she did while he masturbated and ejaculated on her. A white shirt belonging to the victim and stained with semen matching Jacques's DNA was entered into court as evidence during the trial.14 "He (Jacques) has managed to destroy some of the bridges built between police and aboriginal people. He has created a rift and mistrust," said Crown prosecutor Inez Cardinal.15 The sentence is exactly what Cardinal requested, saying it "sends the appropriate message to the public" that police misconduct is a serious offence to be dealt with harshly.16 What about all the RCMP officers who get off with a slap on the wrist, loss of pay? "This was a serious, serious breach of trust," she said. "He was on duty, dressed in full uniform complete with gun in his holster. She was a young woman in custody, vulnerable, with nowhere to go and no ability to defend herself against his advances."17 Portions of a victim impact statement, read into the record by Cardinal, spoke of flashbacks that have left the woman "tormented and ashamed."18 In yet another case, as reported, a former Manitoba RCMP officer is facing up to six years in prison after pleading guilty to trying to sexually assault a teen girl on a First Nation community north of Winnipeg.19 Benjamin Neufeldt, 26, pleaded guilty to two sex-related charges at a hearing in Winnipeg on Tuesday. He admitted to asking a 17-year-old girl to touch him sexually while he was in a position of trust over her and 75

forcible confinement.20 The charges stemmed from an incident on the reserve 200 kilometers north of Winnipeg in August 2008. The Crown is seeking a six-year prison term for Neufeldt, while his own lawyer is seeking about 2 1/2 years behind bars.21 An agreed statement of facts tendered in court showed that a knife seized from Neufeldt as part of the investigation contained DNA belonging to the victim.22 Incredibly, although this disturbing sexual assault story broke on 12 September, the newspaper had already closed reader comments.23 Footnotes 1.
