RE: AVSEC ACTIVITIES IN THE 107th CONGRESS PRE 9-11

—A search of Thomas Legislative Information Service showed that of the bills


introduced in the 107th U.S. Congress in which both the words "aviation" and
"security" appeared, only two measures were introduced prior to 9-11-2001.
One of the bills sought to rename an FAA facility in Atlantic City, New Jersey
after Sen. Frank Lautenberg. The other bill was the Department of Justice
Appropriations bill.

—A search of the term "aviation security" in the Congressional Record


identified 394 references to the term in the 107th Congress. Only three of the
references appeared prior to 9-11-2001; they included:

1) A statement by Cong. LoBiondo regarding legislation to rename an


FAA facility after Sen. Frank Lautenberg.

2) A statement by Stephanie Bernstein, a Pan Am 103 family member,


submitted to the Record by Sen. Kennedy.

3) A reference to aviation security made by Sen. Fritz Rollings while


speaking about legislation he offered with respect to port security.

—A search of the Congressional Daily Digest through Thomas identified


approximately 26 hearings held on aviation topics in the 107th Congress prior to
9-11. No hearing was held specifically on the issue of aviation security.

--GAO oversight: The GAO issued one report in 2001 on aviation security prior
to 9-11 (Responses of Federal Agencies and Airports We surveyed About
Access Security Improvements (GAO-01-1069R) August 31, 2001). GAO
issued four major reports on aviation security in the year 2000.

--"The fact that there have been no major security incidents in recent years—
such as the 1988 bombing of Pan Am Flight 101—could breed an attitude of
complacency." April 6, 2000 GAO report to Congress on Civil Aviation
Security (p. 3).
