Dear Mr. Kean:

The Cement League is an Association of Union Contractors, established over a century ago, which
collectively discuss and resolve common problems faced daily within the Construction Industry. Our
Association consists of contractors who employ Cement Masons, Cement & Concrete Workers, Carpenters,
Mason Tenders, Metallic Lathers, and Operating Engineers on job sites within New York City.

The National Commission on Terrorist Attacks Upon the United States primary objective is to provide
recommendations designed to guard against future attacks. The Cement League Association, plus its affiliate,
the Concrete Alliance, primary goal is to educate the public about the safety of the structures they live and
work in. The erecting of a structure using cast-in-place reinforced concrete or a concrete core, will provide
the public a chance to exit the building in case of an emergency. Developers, Architects, and Builders
primarily design commercial buildings with structural steel for the reason of economic savings.

We have created a short public service announcement demonstrating the efficiency, speed, and cooperation
the Union Labor Trades display when working on a structure built with cast-in-place reinforced concrete.
We have an in-depth cost analysis comparing cast-in-place reinforced concrete verses structural steel,
indicating that safety and savings can be achieved simultaneously when using concrete. The Trade Unions
have pledge cooperation by offering work rule changes, which will save time and labor costs. Union
contractors look forward to exhibit the speed and flexibility that a concrete job offers. Mayor Bloomberg
has proposed legislation based on the findings from the World Trade Center Building Task Force to improve
building safety.

If the mandate that your Commission abides by addresses improving public safety within the premises they
