Introduction
1.1 Background
The Sanjen Jalavidhyut Company Ltd (SJCL) is a subsidiary of Chilime Hydropower Company Limited (CHPCL). CHPCL has commissioned the Chilime Hydropower Power Plant of 22.1 MW capacity in August 2003 and the power plant is in operation. Alongwith business expansion, SJCL has planned to develop new project Sanjen (Upper) Hydroelectric Project (14.8MW) in Rasuwa district, Nepal.

1.2 Project type


This project is designed as peaking run off scheme which has major structures viz. Concrete diversion weir, intake, gravel trap, desander basin, headrace tunnel, underground surge tank, penstock and powerhouse. Project utilizes design flow of 11.07 cumec at 40 percentile exceedance of long term available river discharge and 163m gross head to produce 14.8 MW power and 82.56 GWh sellable energy per annum. Three sets of generating units will be installed, substation installing 11/132kV transformers and 5 km 132 kV transsmission line connected at Chilime hub will be constructed for power evacuation.

1.3 Project status


Feasibility Study of Project has been completed. Access road construction is continuing. Detail design and preparation of tender documentation is continuing and planned to complete before October 2011.

1.4 Project schedule


Being cascade scheme of two projects the upper project SUHEP will have to be commissioned by July 2015 and the lower project SHEP by September 2015. Therefore it is essential that the civil construction works have to be completed by March 2015 and handed over to the powerhouse equipment contractor for erection and commissioning. Due to requirement of a 10.65 km long main access road, the road construction has been started with completion period of 18 months. Also, 132 kV transmission line to Chilime hub is required to be completed before the commissioning of this project.

The Project Site


2.1 Location and accessibility
Geographically the project area lies between longitudes from 85 16 30 E to 85 18 15 E and latitudes from 28 13 00 N to 28 14 25 N. The site is considered as remote area. This Project is located at 150 km road head distance towards north-west of Kathmandu. The project is accessible via Kathmandu-Trisuli road (72 km), Trisuli-Somdang Highway (Pasang Lhamu Highway 72 km) and 6 km long access road up to existing headworks of Chilime Hydro Power Plant i.e. Powerhouse site of SHEP. The project will be accessible after the construction of additional 10.65 km access road from existing road up to the headworks site

of SUHEP at Tiloche. The powerhouse site of SUHEP will be located at Simbu village and the access road length will be 2.90 km from powerhouse to headworks. It takes about seven hours drive up to the present road head. Roadways have multiple loops and sharp bends. A part of road section between Kathmandu and project site gets damaged due to landslides during rainy season for four months approximately. For such blockages and inconvenience or difficulties, contractors shall make provisions of stocking sufficient construction materials such as cement, steel bars, plates, explosives, fuels etc. a site.

2.2 Climate
The Site is situated in high altitude and sometimes snowfall occurs in winter. Concreting during this period might be required to do in frosty condition. The Sanjen Khola originates in the upper catchment behind Ganesh Himal Range as high as El. 7422 m. The average gradient of the river in between the weir site and powerhouse site is about 10%. Construction works at head works will have to be carried out in high altitudes above 2300 m above mean see level. In this elevation works may have to be executed in frosty condition in the winter period. Construction at powerhouse area is expected to be slightly more comfortable since this area lies about 160 m lower form the level of headworks area.

2.3 Hydrology
The source river is known as Sanjen Khola in the upper catchment, which is then known as Chilime Khola in the lower catchment after having been joined by other tributaries. The Sanjen Khola originates in the upper catchment behind Ganesh Himal Range as high as El. 7422 m. The catchment area of Sanjen Khola behind Ganesh Himal totally lies in Tibet (China) and is about 74 km2. The drainage area at the proposed weir site at Tiloche is about 180 km2 out of which only 4 km2 lies below El. 3000 m. The drainage area at the proposed powerhouse site is about 190 km2. Powerhouse will be located on the left bank of Chhupchung Khola about 300 m upstream of the confluence with the main river Sanjen Khola. The average gradient of the river in between the weir site and powerhouse site is about 10%. The flow duration curve was constructed from the daily project inflow time series 1977-1996 at SUHEP weir site. The design discharge of the project is adopted as 11.07m3/s which is 40% exceedence flow. The flood discharges at the weir site with the return periods are as presented in the Table below. The design of the diversion weir and the headworks structures has been carried out for a flood discharge of 100 years return period of 194 m3/s. Dry season flood of 30 m3/s is considered for temporary diversion during construction of headworks.

2.4 Geology
Geologically, the project area lies in the Higher Himalaya and the Lesser Himalaya, Central Nepal. Major rocks are schist with gneisses, quartzite, phyllite and slate. The diversion weir lies on stable and relatively flat channel having alluvial deposits consisting of predominately coarse gravel to boulder in sand matrix. The desanding basin, reservoir and forebay lies on a flat alluvium terrace consisting of a thick accumulation of alluvial deposit comprising of grey, sharp-textured, angular to sub-rounded, coarse-grained soil. The headrace tunnel passes through feldspathic schist, augen gneiss, quartzite, phyllite, slate and chlorite-garnet-schist. Feldspathic and chlorite-garnet-schist with augen gneisses partings is rock unit in the surge tank. Underground penstock passes through feldspathic and chlorite-garnet-schist and graphitic slate. Surface penstock runs on gentle to steep dipping topography characterized by less than 1 m thick residual soil and bed rock outcrop. The powerhouse lies in a hill slope characterized by a mixed geological formation. The Main Central Thrust (MCT) is traced at about 60 m south i.e. downhill side of the surge tank that crosses the penstock alignment. It is at about 320 m northwest i.e. uphill side of the powerhouse site. Shear zones parallel and sub-parallel to foliation plane are resulted due to influence of the MCT.

2.5 Constructional facilities and local services


Construction Power Construction power is planned by extending the existing 11 kV transmission line from headworks of Chilime Power Plant at Chilime Village to powerhouse Simbu and headworks at Tiloche. Work Sites Some construction adits for underground works are located in steep slopes and accessibility by road might not be possible. Therefore manpower, equipment and materials need to be transported by airlifting, by cableways, using rails and power winches along foot trails or by other means of transportation. Local Construction Materials Production of fine and coarse aggregates need to be done at site using quarry materials and suitable equipment. Natural sand is scarce at the site. Local People Main occupation of the people is agriculture although land for cultivation is limited. Local people are mostly Tamang and Ghale and follow Buddhist religion. Literacy is also not high.

Skilled manpower has to be imported although locals can be trained during the construction phase. As far as possible, local people should be given priority in construction works. Services Dhunche, the district headquarters, is the local administrative centre where government offices provide services to the people. Telephone and internet facilities can be installed at Site. Commercial Banks are located at Syafrubesi and Dhunche, the district headquarters. Police station is situated at Thambuchet near the headworks of existing Chilime Power Plant. A few hotels and lodges are available at Thambuchet. Bus services are available up to Thambuchet from Kathmandu in fair weather period.

Brief description of project components


3.1 Headworks
The scheme comprises a 3.3 m high diversion weir above river bed with a 14 m long ungated overflow spillway, a 3.0 m wide gated undersluice, an intake with three bays of width 4.70m and height 1.30m each, a 25 m long gravel trap, a side channel spillway, a 75m long two-bay-desanding basin and flushing facilities. These structures will mostly be founded on boulder mix type soil.

3.2 Waterway
The waterway consists of a forebay, a peaking pondage capacity of about 41,500 m3, a 1396.5 m long headrace tunnel, a partial underground and mostly exposed 468.25m long steel penstock. Underground surge shaft of Dia.6.0 m with total height 40m is situated at the end of Headrace tunnel with aeration tunnel of total length 40 m.

3.3 Powerhouse and tailrace


Three horizontal Francis Turbines of 5.1 MW capacity each will be installed in a surface powerhouse. The powerhouse site will be located near the suspension bridge at the right bank of Sanjen River, on bed rock upstream from the confluence of Chhupchun Khola with Sanjen River in Simbu village The tail water feeds water into the lower Sanjen Hydroelectric Project (42.9 MW) scheme of the cascade system. Construction of power house requires excavation in rock.

3.4 Transmission line


A 5 km long single circuit 132 kV Transmission line is required to be constructed to evacuate power from this project up to Chilime hub.
