The following memorandum summarizes documents obtained

from SAWYER AVIATION SERVICES (SAWYER) and SWIFT AVIATION SERVICES
(SWIFT) as of 10/07/2001. '

I. BACKGROUND
\e following information was provided by JAMES M. MOORS,

SWIFT ar.c was tasKec, witr. assisting trie ?3I with locating records
potentially -relevant to instant case. Prior to working for SWIFT,
Moore was the controller for SAWYER.
• • Cn approximately C4/2S/2000, SWIFT purchased the assets
cf SAWYER. Prior to the .purchase, SAWYER provided fixed based
operation services (F5O) such as aircraft rental, maintenance,
repair, catering and other services. SAWYER also operated a. flight
school under the name Sawyer School cf Aviation. SWIFT also
provided ?3O services including commercial fueling, charter rentals
for sports teams, maintenance, repairs, etc. SWIFT did not have a
flight school. After the purchase, the F3O operations of SWIFT and
SAWYE?. were combined, and the flight school continued under the
r.ar.e Sawyer School cf Aviation.
Gn approximately 04/25/1959, SAWYER implemented a new
cc-puter sysrem referred to as "TFEO" . This system continued to be
used after the SWIFT purchase until it was replaced on
approximately C6/30/2C01 by a system referred to as "MAS SO", the
system used by SWIFT prior the purchase.
All original documents related to SAWYER, including
Sawyer School of Aviation, prior to 04/27/2000 are in the
possession of Darrell Sawyer, the prior owner of SAWYER. However,
SWIFT did acquire all information stored on the TFBO computer
system.
MOORS advised that given the commercial nature cf SWIFT'S
operation prior to 04/2S/2000, it is very unlikely that any of

SWIFT'S "pre-purchase" records are relevant to caption

investigation. The records of interest are most, likely related to
the Sawyer School of Aviation and would be located with Darrell
Sawyer, in the TFBO computer system, or in post-pyurchase SWIFT -
records. \. RSVIZW OF POCTTMBNTS OBTAINE

On 09/20/2001, SA I I obtained 113 boxes

of records frcra Darrell Sawyer(see serial 14765). These records
covered the period prior to the purchase of SAWYER by SWIFT
(04/26/2000) . The boxes were placed in evidence and given, the
following 13 control numbers: 13(1577) to IB (.1785), and .13 (2461) to
13(2464). Under the direction of SA I l each box
was reviewed fcr information that may be relevant tc capticr.ed
investigation. Noteworthy items were then given new 13 control
r-.ur.bers (i.e. the original 13 was split), and the source of the new
13 was r.cted to be-the old 13 number. New 13s created curing the
review crccess are as follows: 13(2465), 13(2467), 13(2455),
13(2469}. 13(2470), 13(2581), 13(2585), 13(2536), 13(2537),
13(2671], 13(2751), 13(2753), 13(2764), 13(2766), 13(2755),
13(275€1, 13(2737), 13(2758), 13(2863) and 13(2869). The following
is s. summary of potentially relevant information included in the
r.ew IBs (this summary is r.ct inclusive of ail documents contained
in the r.ew l = s; :

IV.
The following is a discussion of Che location and review
of flight school records for SAWYER and SWIFT from 1996 to present.
A. 1996 to 04/25/1999
As noted in section "I" above, Darrell Sawyer took
possession of all non-computerized records prior to 04/27/2000.
Additionally, as advised by MOORE on 10/05/2001, the computer system
utilized prior to 04/25/1599 was scrapped.
Therefore, in order to obtain flight school records for
-he period 199S to 04/25/1999, a physical search was conducted of •.
records obtained from. Darrell Sawyer. Items of interest found
during this search are documented in the section titled "II. Review
of Documents Obtained From Darrell Sawyer" above.
B. 04/26/1399 to 06/30/01
As noted in item " IV. A" above, hard copies of flight
school records frcm C4/2S/139S to 04/27/2000 (date of the sale) were
reviewed by Agents.
As noted in section "I" above, the comcuter system used
frcsi C4/2S/1S3S re CS/30/2001 was TFBO. On 10/0572001, 'MOORS
conducted a search cf TFHO computer data in an attempt to locate
ir.fcrr.aticn related to individuals who may be of interest in
captioned case. He printed reports listing filtered general ledger
'257 pages) and invoice (380 pages) data, as well as a report (96
pagesj listing all unique names included in the TFBO computer
database. The general ledger accounts used to filter the data are
highlighted on a 12 page general ledger account listing report.
These reports, stored in 13(2812), were reviewed and the
following potentially significant invoices were noted:

C. 07/01/2001 to Present
All flight school and other records for this period are in
the possession of SWIFT. The computer system used during this period
was/is; "MAS 90". MOORE conducted" a search of MAS 90 computer data in
an attempt to locate information related to individuals who may be of
interest in captioned case. He printed a 25 page report listing all
unique; names included in the MAS 90 database. Upon review, the names
Lctfi ?.aissi (MAS SO invoice 3679 dated 06/23/2001) and Rayed Abdullah
(MAS 9jO invoice #672 dated 06/23/2001,) were found. These invoices were
the same invoices as TFBO invoices 19/3B and 1945 dated 06/23/2001, and
were duplicated in MAS 90 because SWIFT was running TFBO and MAS 90 in
"parallel" while SAWYER'S operations were being assimilated into
SWIFT'S. Accordingly, the review of MAS 90 computer records provided

no additional information of interest for the period 07/01/2001 to

present.
D. ffaag Banjoul? Record* Search

As documented in the letter provided by MOORS and maintained

in 13(2812), MOORS searched both the TFBO and MAS 90 databases for
references to Hani Hanjour (or, variants thereof) with negative results.
The only reference to Kanjour at SWIFT/SAWYER was in the renter card
database as discussed below.
2. Renter Ca.rd Database

Sawyer School cf Aviation maintains a computer database to

keep records cf students and renters who use the school's aircraft and
who are members of the simulator club. Contact information such as
address, phone number, etc. is maintained in the database which has
beer, in use since April 2001. This database is completely separate
from the MAS SO financial database.
Prior to April 2001, similar records were kept manually and
were stored in a metal box. This box was obtained and reviewed as
detailed in paragraph "II, item 13(2868)", above. When the
computerized, database was implemented, many of the old manual records
were entered into the.new computer database. *
A copy of the computer database was provided to MOORS by
JZ^JIFE?. STENGEL, adr.ir.istrative assistant at the Sawyer School of
Aviation. MOORS then provided a six-page printout of the database.

STANGEL provided a letter detailing the nature of the renter
card database, its "structure, and 4 discussion of the multiple entries
for Hani Han jour (see letter in 13 12812) . In the letter, STANGEL
advised that, after a careful, review, it is believed the entry denoted
as "ID 7" belongs to I J> and that Han j cur' s name was
inadvertently typed/overwritten in the name field of 1 | record.
STANGEL advised that the second record for Hanjour, denoted
as "iDj 272", contains only his name and the beginning and ending dates
for the simulator club. She advised that a search cf the SAWYER and
SWIFT invoicing system was unable to match the entry in the renter card
database with a corresponding payment for joining the simulator club
(As noted previously, MOORS searched the .TF3O and MAS 90 computer
databases for Hanjour's name, or variant thereof, with negative
results).
STANGEL advised on 10/09/01 that the names of all students
who attended Sawyer School of Aviation from 1996 to present should be
included in the metal box and/or the renter card database. However,
she cautioned that those records may not be totally complete as record
keeping has not always been adequate.
A letter from MOORE detailing the methodology employed to
conduce the data searches detailed in section "IV", copies of all
reports provided by MOORE, the letter, from STANGEL discussing the
renter card database, and a ZIP disk containing all underlying computer
files are stored in 13(2812).
