MEMORANDUM FOR ALL REGIONAL DIRECTORS

SUBJECT: Joint Terrorism Task Force (JTTF) Monthly Activity Report

Effective June 1, 2000 the attached Monthly Activity Report format is to be used. The
report is due in to Headquarters Operations/National Security Unit (HQOPS/NSU) via regional
channels by the seventh working day of the month. The report should be submitted to the NSU
desk agent assigned to your respective region. (Also attached is a sample report for illustration
purposes.)

The report is to be prepared by each full-time, dedicated JTTF agent monthly. In locales
where more than one INS agent is assigned to the JTTF, the reports will be collected and
submitted at the same time, from supervising District officials to the Regions. Regions need not
wait for all of their respective sites' submissions prior to relay to HQNSU. However, each
submission should be complete and encompass all required reports for the site submitted.

Each narrative paragraph relating to a case should specify whether it (a) was previously
reported, and is a continuation of that case; (b) is a new reported case; or (c) is a completed
matter. The narrative should also reflect the INS Investigations Case Management System line
number (s). Each report submitted will be classified, at a minimum, as LIMITED OFFICIAL
USE. Higher classifications should be used when and as necessary, and submitted via STU fax
to HQNSU at (202) 305-8070.

These reports will form the basis for future allocations and re-allocations of the INS JTTF
special agent positions. They will be a primary source for assessing the productivity of each site.
INS supervisors should also use them in the performance appraisal process for each agent.

(C) On 03/28/99, coordinated classified lead regarding stowaway arriving in Houston,


Texas. Two Dominican Republic aliens were located by Houston Inspections, on the
Mora Bora cargo vessel.

(LOU) Sealed indictments were obtained in the Sourthem District of Texas for previously
described Huey Long and Donald Crump, for naturalization fraud. A planning meeting is
scheduled for April 3, 1999, to plan the arrest warrant service on both subjects.

(S) Recent investigation under Operation Blue Cap had revealed an additional
conspirator. John Rockhead (10/20/48/Iran/LAPR) resides at 123 Orange, Pasadena,
Texas 65744, with telephone number 211/777-0987. Subject Rockhead last arrived in
the United States from Grenada at St. Louis on 03/01/99. Other agency information
indicates that subject Rockhead has been dispatched to coordinate ARJU activities in
Houston. Information gained through sensitive means reveals that subject Rockhead
previously headed an ARJU cell in Britain (TD-332/78996-96). Investigation and
surveillance of subject Rockhead continues.

(S) On March 2,1999, JTTF agents facilitated and expedited the legal entry of another
agency asset at POE Houston, reducing the number of INS personnel who needed to
know of his cooperation. This asset is anticipated to provide assistance in Operation
Beetlejuice.
