: 01722740335 Please find attached here with the double standard applied in the Haryana Khadi and Village Industries Board, matter was taken up with the top bureaucrats but dog tail biased Administration in Haryana KVIB always twisted the matter, never think for natural justice. Grievances was the annual increment due as on 1-4-1995 was not granted to Naresh Kadyan while modifying his pay scale from 1600-2660/- to 1640-2900/- on 1-4-1995. In fact pay should be fixed first in modified grade and then annual increment benefit needs to be given as on 1-41995 to Naresh Kadyan, what KVIB biased, incompetent officials are doing, they don't know the natural principals of justice, good governance means welfare of their employees, where as 18 years long grievances willingly hushed up always by the biased dealing Establishment branch. There are no alternative left to approach Court of law, Human Rights Commission or Lokayukta. May I ask that in Haryana KVIB, when Secretary post was created, when and how this post is occupied by whom, as we find signature on the letter? in fact, there are : no such post sanctioned in KVIB, neither any previous sanction obtained from the Government, pick and choose basis andha batey rewadi, apne..apno ko de, like wise junior clerk posted as In Charge, Consignment Agency at Faridabad and senior clerk placed under his junior clerk, where as most senior DKVIO also sitting in same premises, why all establishments in Faridabad are not placed under over all control of DKVIO, Faridabad? First of all, pay may kindly be fixed of Naresh Kadyan in modified pay scale 1640-2900 as on 1-4-1995 and then grant him due annual increment on 1-4-1995, arrears may kindly be given with interest and this amount be recovered from the responsible dealing officials. All establishments in Faridabad be placed under the control of DKVIO, necessary sanction and approval may kindly be obtained first, for the post of Secretary, then filled up sanctioned posts as per rules, till then Secretary orders be withdrawn at once with apology. It may kindly be treated as notice in the interest of public.

Tribune News Service Chandigarh, September 28 Nearly 18 years after a teacher moved the Punjab and Haryana High Court against the Punjab Government, Justice K. Kannan has minced no words to say the delay in disbursing salary after securing her service was unjustified. The ruling came on a petition filed by Raj Karni against the Punjab Government and other respondents. She was seeking the grant of interest on delayed payments for arrears of salary, increment etc. The petition is just one of the two lakh cases pending before the High Court; and it is suspected that many of the petitioners are no more there to pursue their grievances. some of these cases are suddenly listed, the counsels are often at a loss in the absence of complete records or instructions. Attribute it to the shortage of judges or filing of frivolous petitions, the fact remains that the delay also tends to change the course of the outcome. At present, the High Court has a shortage of 21 judges. It has 47 judges against the sanctioned strength of 68. Her petition, filed in 1995, was been directed to be posted after the disposal of another similar case, which was disposed of the same year after recording the counsel's statement that the government had paid Rs 11,637 by way of interest on delayed payment. The delay had apparently occurred in view of the stand taken by the state that JBT qualification obtained from Rajasthan University was not recognised. In Karni's case, Justice Kannan observed that the petitioner had worked the entire period from January 1992 till December 1994 without salary. It was released after the disposal of an earlier writ petition filed by her that culminated in a judgment by the Supreme Court approving the qualification obtained by her. Taking up the matter, Justice Kannan asserted: "The delay in disbursing salary after securing the service of the petitioner was unjustified". Considering the fact that the petitioner was paid the amounts due by way of salary on December 29, 1994, the petitioner shall be entitled to 9 per cent simple interest for the amount due and payable from January 31, 1992, (38 months before the institution of writ petition) to December 28, 1994, (the date when arrears were paid)".
