Ladies and Gentlemen:

The U.S. Department of Labor Employee Benefits and Security Administration (EBSA)
seeks responsive technical and business proposals for a wholly outsourced, turnkey
Information Technology (IT) system to be designed, developed, and operated by a
private sector vendor under contract to the DOL. Proposals should be prepared in
accordance with the requirements of this solicitation:

Interested Offerors are requested to notify the Contracting Officer in writing via e-mail of
their intent to respond no later than September 8, 2006, 5:00 pm Eastern Standard
Time to the following e-mail address:carrion.sonya@dol.gov.This non-binding letter of
intent should include the company name, address, phone number, e-mail address, and
point of contact. Offeror questions, requests for reference materials and additional
information shall be submitted to the Contracting Officer in writing in accordance with
Section L of the RFP DOL069RP20266 and no later than September 22, 2006, 5:00 pm
Eastern Standard Time. Technical and Business proposals must be received by the
U. S. Department of Labor, Office of the Assistant Secretary for Administration and
Management, Office of Procurement Services, N-5416 200 Constitution Avenue, NW,
Washington, DC, 20210-0001, no later than November 13.2006.5:00 pm Eastern
Standard Time.

To be considered responsive, proposals must be signed by an official authorized to


legally bind the offeror, and validated for a period of at least ninety (90) days from the
date of receipt. In addition, Offerors must complete and return SECTION K,
REPRESENTATIONS AND CERTIFICATIONS along with the technical and business
proposal submission. Proposals that do not include this information or fail to meet any
other requirements specified in RFP DOL069RP20266 may be considered non-
responsive.

This RFP solicitation does not commit the Government to award of a contract. If this
solicitation is cancelled Offerors are cautioned that bid and proposal will riot be subject
to a claim against the Government, nor shall the Government be held liable for any of
these costs. Award is contingent upon Congressional appropriation of a pending Fiscal
Year 2007 Budget Bill, and the availability of appropriated funds. The Contracting
Officer is the only individual who can legally commit the Government to the expenditure
of public funds in connection with this procurement.
