JOINT COMMUNIQUE ISSUED AFTER A MEETING BETWEEN H.E.

PRESIDENT UHURU KENYATTA AND THE COUNCIL OF COUNTY GOVERNORS AT STATE HOUSE, NAIROBI REGARDING CLOSE WORKING ARRANGEMENTS TO FOSTER PUBLIC SAFETY AND SECURITY IN KENYA. H.E. the President, today held a meeting at State House, Nairobi, with the Council of County Governors to deliberate on measures that will enhance partnerships between the national government and county governments to enhance public safety and security throughout the country. The meeting resolved to establish an integrated national security framework with active participation of County Governments and citizens. In attendance were the Cabinet Secretaries for Interior and Government Coordination and Devolution and Planning Mr.Joseph Ole Lenku and Ms. Anne Waiguru respectively. The meeting also agreed on the following specific measures: 1. To establish a nationwide security management structure based on the nyumba kumi strategy and in this regard County Commissioners will work closely with County Governors to ensure the expeditious establishment of this structure at all administrative levels. 2. The two levels of Government will take immediate steps to join-up security related technologies such as CCTV, into one integrated platform. 3. Improve community policing especially in border Counties to tighten loopholes currently being exploited by people illegally crossing into Kenyan territory and for the general enhancement of security in these Counties. 4. A national disaster preparedness and response mechanism with focal points in every County will be established so as to better equip the nation with better capabilities of dealing with disasters and emergencies. The meeting also noted that the recent terrorist attack on the Westgate Mall served to unite Kenyans on a common purpose rather than divide them on ethnic and religious lines. In this regard, it was agreed that the current efforts to fight crime including terrorism should not be viewed with religious or ethnic lenses.

The Council of Governors led by its Chair, Governor Isaac Rutto presented H.E the President with a cheque for the amount of KES 4.7 Million to go towards the support of the Westgate Mall attack victims fund. The President assured the Governors of his willingness to work with County Governments on security matters. He directed the Cabinet Secretary for Interior and National Government Co-ordination Mr. Joseph Ole Lenku to meet with the Council of Governors to implement all the points as agreed at the meeting.
