NEW DELHI, OCT 31: The Supreme Court on Thursday drastically reduced political pressure on top bureaucrats by ruling that they must get an assured minimum tenure in posting. "Fixed tenure of bureaucrats will promote professionalism, efficiency and good governance," the SC bench observed. "Much of the deterioration in the functioning of bureaucracy is due to political interference," the SC said. The SC also directed the Centre and state governments to pass an order with-

ROHIT SINGH RANA Eighty three retired top bureaucrats with an honest reputation were forced to submit a PIL in the Supreme Court regarding transfers, postings, political interference in their functioning and harassment of top bureaucrats. Perhaps as a good omen the Supreme Court in a historic judgment has given directions of transfers, postings and fixed tenure for bureaucrats. The country has seen a near collapse of the possibility of a fair system in place to ensure good governance. Those who were elected to serve turned masters. In direct opposition to the spirit of the Constitution they looted the wealth of the nation. Some looted coal. Some mobile/internet band spectrum, few pocketed Common Wealth games and several looted fodder. This is the great Indian politician who has used every permutation and combination to stay in power. Their ultimate goal and destination is nothing but wealth and power at all costs and at any price. Conversely, India, where they flourish never dreamed politics would turn this putrid way, in which it has been turned into by many of the so called elected representatives of whom thirty percent are tainted and many more might be in the league but are not reported. Changing positions, dolling out ready made statements in the time of national calamity, making the country feel that if they talk with Pakistan it will stop killing our people, dressing immaculately while visiting bomb blast sites or when people get killed in terror attacks, visit musical functions many of such politicians have not changed a wee bit. They release prisoners and ferry them in a special aero plane, on 2-G spectrum they deny the loss, saying it is notional. On terrorists and their organizations, they tell emphatically that some terror organizations do not exist at all. When a police officer is killed in Batla House encounter, they visit the homes of the accused and play vote bank politics. In coal scam, coal blocks are distributed as per their grand fancy and when the Supreme Court comes in, then alone some action starts. When CAG gives its findings on scams, the very constitutional body is critisised. Frantic efforts are made to make way for convicted law makers so that they could contest elections, but when Supreme Court and President puts its foot down a drama is enacted to shape a victory out of slime and mud. Hundreds of honest officers like Ashok Khemka and Durga Shakti Nagpal are made to bite dust to protect chosen few, yet the impression is given that the such officers are found wanting in the discharge of duty. Fortunately the directions of the Supreme Court on the transfer and tenure of bureaucrats has shaken earth out of these unscrupulous politicians who have turned the great civilization of India into their personal fiefdom. It is common in the echelons of the government to victimise an officer who does not toe the line of politicians. SC is right when it says that a fixed tenure will ensure greater responsibility, efficiency and professionalism. Made to take oral dictation is routine in the government but the land mark judgment telling the top bureaucrats to write the oral direction of the political bosses on the relevant files is historic observation will save the honest bureaucrats from being hounded under political pressure. Transfers and postings have been used with devastating effect, demoralising the honest officers. Imagine Ashok Khemka has been transferred 48 times in his service. The SC had to observe that Transfers are often used as instruments of reward and punishment, with officials being frequently transferred on the whims and caprices as well as the personal needs of l cal politicians and other vested interests. Officers, especially those in the All India Services serving in state governments, have no stability or security of tenure." The piquant situation reminds of a tourist visiting India. When asked about his observations regarding the country, he in an enigmatic and low tone, said that if there was God it must be in India. Emphatically, the indulgence of Supreme Court many times over is surely ordained by God and nobody else. Otherwise, the corrupt, criminal elements in the political system must have long back mortgaged India to some terror organisation or any other country.

Imagine if a Congress rally would have been targeted in Patna would Shinde or Salman have behaved the way they did. Any premature transfer should specifically be authorised by the 'civil service board/commission' on specific circumstances to be brought out in writing, it had said. At least four high-powered panels made recommendations for freeing the bureaucracy from political interference but the government had not taken any concrete step for implementation of the reforms suggested by them, it had said. "Change of government invariably leads to new rounds of transfers as the incoming group of political leaders seeks to reward supporters and put its "own" staff in key positions. "Moreover, the 'transfer industry' is backed by entrenched and powerful vested interests as frequent transfers generate huge amounts of black money for corrupt officials and politicians...," it had said. The PIL had said that there should be an independent, high-powered and statutory 'civil services board' in each state which should process proposals of postings and transfers.

SRINAGAR, OCT 31: To beautify the world famous tourist resorts of Tangmarg and Gulmarg, a slew of measures including afforestation of the barren land have been initiated to attract more tourists to the Valley. This was stated by the Minister for Agriculture, Mr. Ghulam Hassan Mir during a review meeting convened to review the measures taken for the afforestation by the concerned department. DOODHPATHI BUDGAM OCT 31: Appreciating efforts of the Forest Protection Force (FPF) for curbing timber smuggling in the Pir Panchal range for last four years and lauding the people for extending their cooperation to the Forest department in this regard, the Minister for Forests, Mian Altaf Ahmad said that checking this illegal practice could be possible only with active support of locals. He asked the authorities of FPF to maintain strict vigil on smugglers to thwart any attempt of timber smuggling in the area. "I am thankful to the people for extending their support in checking this illegal practice" said the Minister and hoped that people, in future, will help the department in preserving the green gold for our posterity. Mian Altaf asked concerned officers to distribute timber among the consumers on fast track basis and has given 15 days to the department to complete this distribution informed that 78000 cft have been distributed among the beneficiaries during past six months against target of 80000 cft fixed for current year. The Minister directed officers of Social Forestry department to carry out plantation drive on degraded forest areas. He asked them to speed up cutting, pruning and auctioning of Poplars in the district, particularly in the areas close to Srinagar city to avoid hazardous effects causing pollution during their blossom. It was given out that 2 lakh male poplars shall be planted in coming season. The meeting was told that Rs 58 lakh have been allocated under CAMPA for carrying forward different works taken up by soil conservation department in the district. The Forest Minister exhorted upon concerned officers to carry out soil conservation works where it is necessary while forest land should be first priority of conservation. Reviewing the functioning of Pollution Control Board, it was given out that 84 stone crushers have been cleared against 104 while NOC to128 brick kilns have been issued out of 210 by the department. The Minister asked concerned authority to ensure clearance of the cases within seven days and exhorted upon them to issue NOC strictly as per the parameters fixed under different Acts. Taking cognizance of the complaint of locals, the Minister asked concerned Divisional Forest Officer to allow grazing of livestock on forest land. "Do not stop people from grazing their livestock on forest land" instructed the Minister and warned stern action if any complaint is received on this account. He said that grazing of livestock on forest land is in practice since Maharaj's rule and directed concerned not to disrupt this practice rather allowing the people living near jungles to graze their livestock on forest land.

SRINAGAR, OCT 31: In a bid to counter the menace of drug addiction among youth in Jammu and Kashmir, police have sought help from 'imams', teachers and respected elders in the state. "We have lost one generation to militancy and we cannot afford to lose another generation to addictions. The imams, teachers and respectable should come forward to help the police in fighting the menace of drug addiction," Inspector General of Police, Kashmir, AG Mir said at a public meeting at Kupwara, 90 kms from here, yesterday. The IG said he has directed the police administration of north Kashmir range to deal with drug peddlers with an iron hand. The Kashmir police chief assured full help to those affected by this menace. In response to a pending demand of the locals, Mir announced the opening up of a police post at Aawora in the jurisdiction of Trehgam police station and assured that he will take up the issue of opening up of the office of the Sub-divisional Police Officer at Trehgam with the authorities. The IGP Kashmir also referred to growing causalities in road accidents and directed authorities for a special drive against errant drivers and other motor vehicle related crimes. He advised that the minors should be discouraged from driving vehicles and said that action should be taken against those vehicle owners who allow minors to drive. Over the delay in police verification for jobs and passports, the IGP said that these services have been brought under the ambit of Public Services Guarantee Act (PSGA) by the Government and are to be completed within a stipulated time. "If any official is found delaying the process, the people should bring it to notice of his supervisory officer and the erring officials will be penalised," he said. The IGP impressed upon the policemen to be sensitive towards the public who visit police stations when they are in distress. Mir later addressed a police Darbar and assured all possible help to the policemen. "I am well aware of the problems and grievances of the subordinates particularly the jawans," he said and directed the supervisory officers to take more and more jawan friendly measures. Mir impressed upon the jawans and officers to increase their professional competence by honing their skills in today's age of transparency and accountability. Ishant retained, Dhawan back for Sachin Tendulkar's farewell series
MUMBAI: Off-colour pacer Ishant Sharma was surprisingly retained even as senior bowler Zaheer Khan was ignored in the 15-member Indian squad announced on Wednesday for Sachin Tendulkar's farewell two-Test series against the West Indies next month. Ishant, who has been taken to cleaners in the ongoing ODI series against Australia, has come in for scathing criticism due to his poor form and was even dropped from the last two matches of the ongoing series. Zaheer, on the other hand, had made a case for his selection by picking up five wickets in Mumbai's Ranji Trophy opener against Haryana but the selectors thought otherwise and decided to stick to Ishant. The 35year-old Zaheer has been out of the Test team since December last year owing to fitness and form issues. All-rounder Ravindra Jadeja and batsman Suresh Raina were also dropped from the squad. But while Jadeja went out due to a shoulder strain, Raina had to make way for a fit-again Shikhar Dhawan, who has shown sparkling form in the ongoing ODIs after recovering from a hand injury, striking a hundred in the sixth ODI last night. Virat Kohli can break Sachin Tendulkar's ODI century record: Gavaskar
NEW DELHI: With Virat Kohli regularly slamming centuries in ODIs, former captain Sunil Gavaskar today said the Indian batting sensation can break retiring legend Sachin Tendulkar's record number of tons in the 50-over format. In the 112 ODI innings he has played so far, Kohli has scored 4919 runs with 17 centuries while Tendulkar at the same number of innings had scored 4001 runs with eight tons. At the rate the youngster is scoring centuries currently, Gavaskar said Kohli can break Tendulkar's record of 49 ODI hundreds. "Records are meant to be broken. While we know that some of Tendulkar's records are well nigh impossible to be able to get like 200 Test matches, nor anybody can reach 51 Test hundreds. "But the manner in which Virat is batting, the record for (Tendulkar's) 49 hundreds looks possible. Now Virat needs 32 more hundreds to go and the number of ODIs Indians play he can do it. This cricketing season itself, Virat can get to 20 or 22 hundreds," Gavaskar told 'NDTV'. In a span of just 15 days in the ongoing sevenmatch ODI series against Australia, Kohli smashed two of the three fastest hundreds by an Indian to help the home side level the series 2-2. is not going to happen. "If we do that (have a re-look at the recent rule changes) may be the balance might again be redressed a bit and but not all. Because after all at the end of the day whether anybody like it or not it's a batsman's game and people come to see a batsman bat and not a bowler to bowl."

On October 16, he scored the fastest century by an Indian off just 52 balls in the second ODI against Australia before hitting the third fastest ton in 61 balls in the sixth ODI yesterday. Asked if Kohli can take Tendulkar's place in the Indian team after the senior batsman retires next month, Gavaskar said, "I think Virat has been simply outstanding. If you compare the statistics with what Sachin had achieved after 115 ODI games, you'll find that Virat is well ahead. I think Sachin took around 80-odd ODIs to get his first hundred." He said Kohli was fortunate to have played alongside greats such as Tendulkar,

Rahul Dravid and V V S Laxman early in his career. "India is blessed to have somebody of the talent of Virat Kohli coming through. The fact that he has in his emerging years spent a lot of time with the likes of Sachin, Virender Sehwag, Rahul Dravid and VVS Laxman and put that experience to good use on the field speaks very highly of this young man's cricketing intelligence. That is the key," Gavaskar said. "He reads the conditions and situation well, he knows the opposition well and that's the reason why he is scoring so consistently," said the former captain. Kohli is the fastest Indian to score 4,000 ODI runs and he

needs 81 runs in his next ODI innings to break Vivian Richards' record of being fastest to 5,000 ODI runs. Gavaskar also said that he agreed with Indian captain Mahendra Singh Dhoni's view that the ODI game has now become a boundary hitting contest due to the new rule changes which do not favour the bowlers. "I agree with Dhoni that we don't want to see this seven hours of bang-bang cricket. This has become an extended version of T20 which is bang-bang from very beginning. But it was expected in T20 but not in 50-over cricket, where you expect bowlers to have something. But if you have pitches like these that's

Saina Nehwal slips to seventh spot in BWF ranking


NEW DELHI: The secondround exit from French Open Super Series proved costly for Saina Nehwal as the Indian badminton ace continued her downward slide, slipping one more spot to be placed at world number seven in the latest BWF ranking released on Wednesday. The Olympic bronze medallist shuttler had slipped to world number six last week after failing to defend her title at Denmark Open. SARDAR PATELS LEGACY
The Iron Man isnt Congresss private property Just why is the Congress so enraged over the so-called appropriation by the Bharatiya Janata Party of Sardar Vallabhbhai Patel's legacy? Prime Minister Manmohan Singh went out his way to point out in his speech at the inauguration of the Sardar Vallabhbhai Patel Memorial Museum in Ahmedabad on Tuesday that he was proud to belong to a party of which Sardar Patel was a member. Earlier, a few of his Cabinet Ministers lashed out at the BJP's prime ministerial candidate Narendra Modi because he had hijacked' the Sardar to score political points, with one Union Minister even resorting to the petty gesture of turning down an invite to attend the Ahmedabad ceremony. The Congress's outrage is misplaced. While Sardar Patel was one of the stalwarts of the party, he is rightly seen more as a national icon than a Congress leader. The Congress cannot seek to confine his legacy within its party walls. If Mr Modi invokes the Sardar's contribution to the country, he has as much right to do so as the Congress or anybody else. The Congress is on weak ground when it accuses the Gujarat Chief Minister of exploiting Sardar Patel's name. It has for decades shamelessly used Mahatma Gandhi as if the Father of the Nation belonged to the Congress and none else. It has released various Government advertisements displaying his photographs, and even named a rural employment scheme after him. If this is not misappropriation' of a legacy, what is? But the Congress has been for years invoking Mahatma Gandhi's name selectively. The party does not want to remember the Mahatma's later disillusionment with the party. Mahatma Gandhi had even suggested disbanding the Congress. Interestingly, while the party has expressed such ire over Mr Modi taking the centre-stage on Sardar Patel's legacy, it has done little beyond making symbolic gestures to promote the legacy of another stalwart, Netaji Subhas Chandra Bose. Although Netaji Bose was associated with the Forward Bloc, he is not that party's property; he belongs to the country. Can the Congress list the schemes that it has named after Netaji Bose? What appears to have especially enraged the Congress is Mr Modi's remark that Sardar Patel would have made a better Prime Minister than Jawaharlal Nehru. Such response is understandable for a party which is wedded to the rule of the Nehru-Gandhi dynasty though Nehru must have never wanted it that way. The BJP's prime ministerial candidate has not committed sacrilege. He has only articulated an opinion shared by millions of Indians. Those who are outraged are the ones who always lecture others on the need to respect diverse opinions. The fact is that the troublesome Kashmir legacy is Nehru's creation. He handled the matter directly in the immediate period of independence and later, and made a mess that we have to contend with, decades later. Patel had the mandate of getting the princely States to join the Indian Union, and he did it with clinical efficiency, which earned him the respect and admiration of people. Had he also been tasked with settling the Kashmir issue, perhaps things would have been different. Neither Mr Modi nor his party seeks to convert the discourse into a Nehru versus Patel issue. There is no harm in having a healthy discussion, though.

SLIVER OF HOPE IN THE MIDDLE


Israels security cooperation with Egypt has strengthened in the past two years, and a mutual dissatifaction with US policy has brought it on the same page as Saudi Arabia. Will the Jewish nations ties with its neighbours finally blossom in the Arab Spring?

In his address to the Winter Session of the Knesset earlier this month, Israeli Prime Minister Benjamin Netanyahu made an important comment that has gone largely unnoticed. He said: For the first time since the establishment of the State of Israel, a growing understanding is taking root in the Arab world, and it is not always said softly. This understanding, that Israel is not the enemy of Arabs and that we have a united front on many issues, might advance new possibilities in our region. The statements were made in reference to the tremendous upheaval that the region has witnessed since 2011 and placed against the background narrative of radical Islam gaining ground in the aftermath of the Arab Spring. Prime Minister Netanyahu now believes that this narrative is flawed; that radical Islams assumption of power is neither inevitable or nor irreversible, as the common man doesnt support the extremists. While only time will tell if Mr Netanyahus assessments (which many believe to be a tad bit too optimistic) are correct, and more importantly if Israel will be able to leverage these shifts in regional power equations to push for a less-hostile neighbourhood, there is, however, some reason to hope for the better. We see this primarily in Israels relations with Egypt and to a lesser extent with Saudi Arabia. In the case of Egypt, Israels peace with the worlds largest Arab nation has held strong despite the tumultuous changes that have taken place in that country since 2011. MESS IN THE MALDIVES


Delayed poll may lead to a constitutional crisis With the political crisis in the Maldives continuing to escalate, the archipelagic nation is now on the verge of a constitutional logjam. After the police intervened, following a judicial order, and prevented the Electoral Commission from holding the presidential re-election on October 19, polling has now been postponed to November 9 and a run-off, in case no single candidate receives a majority, scheduled for November 16. The problem here is that the tenure of the incumbent regime expires on November 11. So, unless the November 9 election throws up a clear winner which is highly unlikely, Maldives will be left without a Government after November 11. This is only the latest in a series of twists and turns that the Maldivian electoral process has taken since February 2012, and there is now a real and imminent danger that the country will fall off the democratic path altogether. Already, the past year-and-half has seen a definite resurgence of those loyal to Mr Maumoon Abdul Gayoom, the autocrat who ruled the archipelago for three decades before he was defeated by Mr Mohamed Nasheed in the 2008 election. This year, Mr Nasheed had again secured the maximum number of votes (45 per cent) in the September 7 election which was annulled by the Supreme Court following charges of electoral fraud and re-election ordered on October 19. Mr Gayoom's half-brother Abdullah Yameen placed second while businessman Gasim Ibrahim trailed him by less than two percentage points. Interestingly, the fact that these two men failed to ratify the voter list for the October 19 poll was one of the reasons why the re-election could not be held on that date. Overall, the manner in which a segment of the political establishment in Male has sought to derail the electoral process in the island nation points to a return of the old guard. In this context, the role of the judiciary and the police in throwing the election schedule off track also cannot be overlooked. It is no coincidence that these two institutions played a key role in precipitating the political crisis back in 2012. The judiciary, in particular, is known to be staffed by Gayoom-era loyalists who have only limited knowledge about modern jurisprudence but were appointed based on their knowledge of Sharia'h. Clearly, largescale institutional reforms are necessary if democracy has to be sustained in the Maldives but that can only happen after a legitimate Government that enjoys the mandate of the people takes charge. For that, all stakeholders need to come together and chalk out a consensus plan. Ideally, India should have been able to play a strong and supportive role in this, but that does not seem to be happening. Earlier, New Delhi had managed to ensure that Mr Nasheed, a long-standing friend of India's, was allowed to at least contest the election but this time when it tried to insist on timely poll, it was summarily snubbed. The situation bodes well neither for Male nor New Delhi.

While only time will tell if Mr Netanyahus assessments (which many believe to be a tad bit too optimistic) are correct, and more importantly if Israel will be able to leverage these shifts in regional power equations to push for a less-hostile neighbourhood, there is, however, some reason to hope for the better. We see this primarily in Israels relations with Egypt and to a lesser extent with Saudi Arabia.

This cooperation stems from a mutual interest in curbing the terrorist factions that have emerged in Sinai over the past decade, threatening both the Israeli border and the Egyptian control over the peninsula. A good example of this kind of cooperation, and the mutual trust that it quietly engenders, lies in the fact that earlier this year when Egypt wanted to temYom Kippur war, the last war waged by an Arab nation against Israel, its strategic benefits cannot be overstated. Not only has it fostered a cold peace between the two nations, protecting lives and territory, it has also now seemingly encouraged Israeli-Egypt cooperation on the global platform. For instance, after the Egyptian military ousted President Morsi from office, Israel lobbied hard with Washington, DC, to not label it a coup even though that was exactly what it was. Terming it as such would have immediately ended the flow of all American aid to Egypt and upset the generals in Cairo. Of course, the Obama Administration has since then still partially suspended its hefty aid package to Egypt, its biggest Arab ally, at a time of widespread instability in the Maghreb and Mashreq, and no doubt the decision has come under intense scrutiny from several quarters. Some experts, such as Princeton scholar Sharanbir Grewal, believe that it was the Obama Administrations smartest possible option. Writing for a Washington Post blog, he notes that by halting cash Ultimately, though the strongest criticism of Americas decision to cut aid to Egypt has come from what many would consider to be an unlikely quarter: The State of Israel. Irrespective of the merits of the debate on US aid to Egypt, the point to be noted here is that it was yet another instance of diverging Israeli and American interests in the region. It is, of course, still unclear if Israel in the near future will be able to have peaceful ties with its Arab neighbours but a sliver of hope seems to be emerging.

To share insights into what works in Guatemala with those who are working on the ground and then to to suggest a solution that has worked in India (or vice versa) is good; It is even better when that perfect fit of problem and solution, or seeker and solution provider occurs. Three themes emerge for India: Funding, teachers and data. India and its education naturally get attention here driven by the sheer demographics. There are only a few funding agencies that do not have at least one project' running in India. Others are daunted by the sheer scale of the challenge and it is true that every project and initiative feels like a drop in the ocean. Globally (and we have known this), a project that serves 25,000 people is a large project. In India, it barely qualifies as a pilot scheme. And for India's education issues this is the real challenge. The educators who receive these funds must watch and measure the difference they make to education achievements of their target groups. The language of success in these is very different from the language used in Government projects here you hear terms heard in management and manufacturing applied to the process of education. It is heartening to hear the leaders of Gali Gali Sim Sim (in India) the Sesame Street project speak of applying kaizen, among other tools, to improve the quality of her projects. How does this translate to India's teacher shortage? Does India need more textbooks is this the technologywill-resolve-for-scale solution that we are banking on for the next decade as teachers are prepared for the next generation? Will edutech solutions impact class sizes to allow the limited number of good teachers to look after more students than before? I think not, in traditional schooling, though it clearly has a role in both post-school support education and in flipped classrooms. Edutech has a clear role in improving achievement levels and in allowing the teacher to focus on what is more important in the context of that classroom. While it is not a part of the core solution for scaling up quality education (that responsibility lies with teachers and principals), education technology solutions have a strong role to play in the whole solution for improving and standardising learning outcomes.

Fodder scam: Lalus bail plea rejected by Jharkhand HC


RANCHI, OCT 31: Jharkhand High Court on Thursday rejected the bail plea of RJD supremo Lalu Prasad, who is serving a five-year sentence at the Birsa Munda Central Jail in Ranchi after being convicted in a fodder scam case. Justice R.R. Prasad passed the order stating after hearing the petition it was not inclined to give bail and thereby rejected it. The court had on Wednesday concluded the hearing and reserved the order for Thursday. The bail petition of former MP Jagdish Sharma was adjourned till November 22. Mr. Lalu, another former Bihar Chief Minister Jagannath Mishra and 43 others were on September 30 convicted by the special CBI court Judge Pravas Kumar Singh in the fodder scam case involving fraudulent withdrawal of Rs. 37.7 crore from Chaibasa Treasury during the Lalu-led RJD regime. Ailing Mr. Mishra secured provisional bail from the High Court till January 8. The CBI court had pronounced varying prison terms to the convicted persons on October 3.

While census data is not yet available by religious group, the primary data of scheduled castes and scheduled tribes was made available by the office of the Registrar General of India and Census Commissioner on Monday.

MUZAFFARNAGAR (UP), OCT 31: Eight persons have been arrested and cases registered against 15 people in connection with fresh communal violence in Budhana area of Muzaffarnagar district where paramilitary forces are patrolling tense areas. Three persons were killed on Wednesday night as communal violence erupted afresh in Budhana area of Muzaffarnagar district which was hit by riots last month leaving 62 dead. Eight persons were arrested in connection with the latest round of violence and security was enhanced in the entire district where tension ran high, officials said. Cases have been registered against 15 persons at Budana Police Station, SSP, Muzaffarnagar, H.M. Singh said. District Magistrate Kaushal Raj had said on Wednesday that three victims, identified as Afroz, 20, Meherban, 21, and Ajmal, 22, were beaten to death while another was injured in clashes between members of two communities at Muhammadpurraisingh village. Sources said the victims were among those people staying in relief camps after the recent riots. The incident appeared to be fallout of the communal tension in the region. Muhammadpurraisingh village was one of places affected by the riots last month. Residents of Muhammadpurraisingh clashed with people belonging to Hussainpur village that led to the death of the three youths, the sources had said.

Maintain fixed tenure for bureaucrats: SC


NEW DELHI, OCT 31: In a path-breaking verdict, the Supreme Court on Thursday said bureaucrats should not act on verbal orders given by political bosses as it sought an end to frequent transfers and suggested a fixed tenure to insulate them from political interference. Suggesting sweeping reforms in the functioning of bureaucracy, a bench headed by Justice K.S. Radhakrishnan said Parliament must enact a law to regulate postings, transfers and disciplinary action against bureaucrats. Holding that much of the deterioration in bureaucracy is because of political interference, it said that civil servants should not act on verbal orders given by political executives and all actions earlier order on police reforms for giving fixed tenure to senior police officers in Prakash Singh case, will go a long way in giving freedom and independence to the functioning of bureaucracy. The judgement comes close on the heels of controversies surrounding Ashok Khemka, IAS officer of Haryana cadre over DLFRobert Vadra land deal, and Durga Sakhti Nagpal, U.P. cadre IAS officer, who was targeted by the State government for alleged misconduct. Alam, taken into custody by the NIA from Darbhanga, was taken to the house of Mohammad Aftab, another suspect on Wednesday, the sources said. Aftab, a kin of yet another blast suspect Ujjair Ahmad, had gone to the Delhi airport to see off his wife when he was detained by security agencies and taken for questioning. Alam, who was being held in a guest house near Moti Jheel area of the town, escaped on Wednesday night, the sources said. After the escape, the NIA lodged an FIR with the town police station and a search for him was mounted, they added.

WASHINGTON, OCT 31: For the first time in five years, the US government has run a budget deficit below USD 1 trillion. The government said on Wednesday that the deficit for the 2013 budget year totalled USD 680.3 billion, down from USD 1.09 trillion in 2012. Thats the smallest imbalance since 2008, when the government ran a USD 458.6 billion deficit. Its still the fifth-largest deficit of all time. The deficit is the gap between the governments tax revenue and its spending. It narrowed for the budget year that ended on Sept. 30 because revenue rose while spending fell. Revenue jumped 13.3 per cent to USD 2.77 trillion. Government spending declined 2.4 percent to USD 3.45 trillion. A stronger economy created more jobs and income over the past year, which generated greater tax revenue. At the same time, the Obama administration and Congress agreed in January to end a temporary cut in Social Security taxes and also to raise income taxes on the wealthy. And spending fell in part because of across-the-board cuts that took effect in March. The Obama administration and Republicans in Congress are now engaged in another battle over the budget and Obamas health insurance program. That led to a 16day partial government shutdown this month. And while the parties reached a deal to re-open the government this month, it contained an agreement to only fund government operations until January 15 and suspend the governments borrowing limit until February 7. A House-Senate conference committee met on Wednesday for the first time since the shutdown. They are hoping to reach a deal that would remove the threat of another shutdown and ease fears of a debt default. The Obama administration stressed in announcing the 2013 results that the government is succeeding in reducing the deficit from the record levels that had been hit. It is now less than half of what it was when the president took office, Treasury Secretary Jacob Lew said in a statement. The USD 680.3 billion deficit for the just-completed budget year represents 4.1 per cent of the total economy, down from 6.8 per cent last year. In dollar terms and not adjusted for inflation, the deficit is still the fifth-largest in history. It was exceeded only by four straight deficits above USD 1 trillion. The record deficit was USD 1.4 trillion set in 2009, Obamas first year in office.

NEW DELHI: The government on Wednesday reduced the minimum export price of wheat by USD 40 per tonne to USD 260 per tonne as it found no buyer at the higher floor price of USD 300. The Food Ministry had moved a Cabinet note proposing a reduction in the floor price of wheat to USD 260 a tonne from USD 300/tonne to make exports viable and clear surplus stock. "Wheat export price of USD 260 per tonne has been approved by the Cabinet Committee on Economic Affairs (CCEA). We hope exports will be viable now and shipments will take place," Food Minister K V Thomas told the agency. In tenders floated by MMTC, STC and PEC last month for export of 1.6 lakh tonnes of wheat, global buyers had quoted rates in the range of USD 260-267 a tonne against government's benchmark price of USD 300 a tonne.

have done enough given what we know about the economy to wait and watch and see what happens." LUCKNOW, OCT 31: The Joint Admission Board of the Indian Institutes of Technology (IIT) has officially released the schedule for JEE (Advanced) - 2014 for admissions to the IITs. The JEE Advanced will be held on May 25, 2014, a week in advance as compared to last year. The board had earlier decided not to go for a computerbased JEE-Advanced 2014. Instead, aspirants will have a paper-pencil test. The test will include two papers- the first to be held from 9 am to 12 noon and second from 2 pm to 5 pm. The questions will be objective (multiple choice) type that will test comprehension, reasoning and analytical ability of candidates. Conducted by the seven zonal IITs (under the directives of the Joint Admission Board) for admission to the undergraduate programmes in all IITs and ISM Dhanbad, only the top 1,50,000 candidates (including all categories) based on their scores in Paper-1 of JEE (Main)2014 will be eligible to

BANIHAL, OCTOBER 31- Minister of State for Information, CAPD, Vikar Rasool Wani on Thursday flagged off a group of trainees for undergoing technical training at Barnala, Sirsa in Haryana under Skill Development Programme for Youth. Senior Congress Leader and former Minister, Abdul Gani Vakil, Superintendent ITI, Mudassar, Sarpanchs, Panchs and prominent citizens were present on the occasion. As many as 92 trainees will undergo training in different trades like plumbing and electrical during the programme. Speaking on the occasion, the Minister informed that about 1000 youths from Ramban district are being trained in different trades in reputed institutes of Haryana under skill development programme. Hiring by the manufacturing and core engineering companies has gone down to 40%. Software companies' recruitments too are not much encouraging,'' he added.
