Voters to decide on .25 percent income tax increase Tuesday


BY NANCY SPENCER Herald Editor nspencer@delphosherald.com DELPHOS Topping the list on Tuesdays General Election Ballot for Delphos voters is a .25-percent earned income tax increase for Delphos residents. This is an earned income tax affecting wages, salaries,tips, compensation that is earned, bonuses, other incentives, net profit from businesses or professions and net profit from rentals. It also includes lottery winnings more than $200,000. Exclusions include interest, dividends, active-duty pay from the Armed Forces, pensions, Social Security and capital gains. If passed, the measure will take effect Jan. 1 and will generate approximately $400,000 for the General Fund to help minimize a more than $860,000 loss in the Water and Sewer funds that was left by the closure of Resers Fine Foods in September. The city also lost $400,000 in utility fees when Chef Solutions filed bankruptcy in 2011 and $60,000 in income revenue when I&K Distributions was sold to Lipari Food. The city has also seen reductions in Local Governments Funds from the state. The city received $240,000 in LGF in 2008; in 2013, received only $79,000. The elimination of the Inheritance Tax cost the city $70,000 in funds. The last time the city asked for new money was in 1989 when a .50-percent income tax increase was approved. The rate then went from 1 percent to 1.5 percent. Historically, the city collects nearly $2.5 million in income tax with collections in 2011 at approximately $2,485,000 and $2,496,000 in 2012. Year-to-date for 2013, the city is down 1 percent on income tax collections. Other measures the city has put in place to address the deficit spending issue include laying off three full-time firefighters and one full-time police officer in early October. According to the Ohio Revised Code, the action also meant 30 part-paid firefighters and six auxiliary police officers were to be laid off. Negotiations with the firefighters union will allow the part-paid firefighters to stay on until the city learns if a Safe Grant from Homeland Security and the Federal Emergency Management Agency comes through to bring the three full-time firefighters back with the their full salaries and benefits paid by the grant for two years. Health dept. sets flu shot clinics


The Van Wert County Health Department has scheduled several clinics for children and adults to receive flu shots. The flu (influenza) vaccine is recommended for everyone 6 months of age and older. We are located at 1179 Westwood Drive, Suite 300. Walk-in clinics are being offered from 9:30 a.m. to 12:30 p.m. Wednedsay, Nov. 13 and Nov. 20. Appointment-only clinics are being offered from 2:30-4 p.m. Monday, Nov. 20, and Nov. 22 as well as from 9:30 a.m. to 12:30 p.m. on Nov. 27. Participants must call the health department at 419238-0808, ext. 103 or 107, to schedule an appointment for these clinics. The health department accepts most commercial insurance, including Medicare and Medicaid.

Now is the time for everyone who read at least one book during the month to turn in the title(s) and the name of the author(s) to The Delphos Herald. Please report the titles/ authors by either emailing them to Editor Nancy Spencer at nspencer@ delphosherald.com, filling out a slip of paper at the Delphos City Library, or by dropping them off at The Herald office in Delphos. The staff encourages participants to turn in the books they read during the month, even if they have not quite discovered if Pi will be eaten by the tiger (Life of Pi), what the body of water is behind the old house (Ocean at the End of the Lane) or if Doctor Sleep is still keeping them awake at night. The goal of the Read One Program is to stress the value of literacy, not to make a reader rush through a book in a 31-day period. The Delphos Herald staff will compile a list with all the different submitted titles and then publish it in an edition in November.

Internal Revenue Service warns of telephone scam


Information submitted WASHINGTON The Internal Revenue Service today warned consumers about a sophisticated phone scam targeting taxpayers, including recent immigrants, throughout the country. Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or drivers license. In many cases, the caller becomes hostile and insulting. This scam has hit taxpayers in nearly every state in the country. We want to educate taxpayers so they can help protect themselves. Rest assured, we do not and will not ask for credit card numbers over the phone, nor request a pre-paid debit card or wire transfer, says IRS Acting Commissioner Danny Werfel. If someone unexpectedly calls claiming to be from the IRS and threatens police arrest, deportation or license revocation if you dont pay immediately, that is a sign that it really isnt the IRS calling. Werfel noted that the first IRS contact with taxpayers on a tax issue is likely to occur via mail. Other characteristics of this scam include: Scammers use fake names and IRS badge numbers. They generally use common names and surnames to identify themselves. Scammers may be able to recite the last four digits of a victims Social Security Number. Scammers spoof the IRS toll-free number on caller ID to make it appear that its the IRS calling. Scammers sometimes send bogus IRS emails to some victims to support their bogus calls. Victims hear background noise of other calls being conducted to mimic a call site. After threatening victims with jail time or drivers license revocation, scammers hang up and others soon call back pretending to be from the local police or DMV, and the caller ID supports their claim. 25 Years Ago 1988 Delphos Chapter of Future Farmers of America, which includes students from Jefferson Senior High School and St. Johns High School, recently competed in a plowing contest held at the Joseph Youngpeter farm on Sharf Road. Winners were, first, Jim Friedrich; second, Mark Youngpeter; and tied for third were Todd Horstman and Scott Gengler. Delphos native Clinton Miller III will represent the United Transportation Union Wednesday in a case before the U.S. Supreme Court. Millers wife, Betts, eldest daughter, Emily, and his father, Dr. Clint Miller, of Delphos will be in the high courts visitors gallery when he argues the case. Several Delphos runners competed in the Lima Memorial Hospital Sports Medicine Center races Oct. 30 at Ohio State University-Lima Campus. In the halfmarathon, Dave Alt was 11th overall and second in the 34-39 age group. Also winning age group awards were Kev Hellman, Mike Schlereth and Steve Hellman. Other Delphos runners were Brian Warnecke, Trav Pittner and Jason Ostendorf. 50 Years Ago 1963 Rebellious marine, army and air force units staged a coup Friday aimed at overthrowing President Ngo Dinh Diem. The rebels appeared to be in virtual control of Saigon, South Vietnam and other parts of the country except for the immediate area around the presidential palace. The United States has 15,000 troops in South

Vietnam and many of them are stationed in the capital. God and Country awards will be presented to David Snider and Philip Hawkey of the Columbus Grove Explorers and to Dean Hitchcock, a member of the Scouts, during the 10:30 a.m. services Sunday in the Methodist Church in that community. The Rev. Paul Cramer will make the presentations. Mrs. Charles H. Myers was hostess to the members of the Lima Deanery Executive Board at her home east of Delphos Wednesday. Myers is the outgoing president of the Lima Deanery, National Council of Catholic Women, and Bertille Schuerman of Fort Jennings is the incoming president.

COLUMBUS (AP) About 1.8 million Ohioans will see their food stamp benefits decrease slightly today, which advocates for the poor say is going to hurt. The 2009 economic stimulus bill temporarily boosted the federal food stamp program for its 48 million recipients nationwide. The boosted benefits expire at midnight Thursday, resulting in automatic 5.5 percent cuts to monthly distributions. For a mother with two children, the reduction means about $29 less per month. She said a farm bill in Congress could cut food stamps by up to $40 billion over the next decade. The federal food stamp program distributed $242 million in benefits to Ohioans in July, according to the most recent data from the Ohio Department of Job and Family Services. Many families that receive food stamps also rely on groceries and support from food banks and other charities to scrape by, said Michelle Riley, CEO of the Foodbank Inc. in Dayton. She said she fears there will be more of a need now for those services, which are already struggling to meet the enormous demand placed on them by the recession and persistently weak economic conditions. When you talk about $193 million in direct benefits being cut from the economy, thats a huge deal, Riley told The Dayton Daily News. It happens all the time: Church leaders stand at podiums and urge members of their flocks to go and share their faith, striving to win new converts. These speeches rarely make news, because they are not unusual. But something very unusual happened earlier this month in Brookline, Mass. You will surely agree that our mission ... is to lead our brothers and sisters -- both inside and outside the church -- to our Lord and Savior Jesus Christ, said the featured speaker. This is becoming more and more difficult because many hesitate to share their faith, fearing they will be considered quaint and bothersome. This is especially the case in Americas colleges and universities where atheism and indifference on matters of faith and religion reign supreme. This would be ordinary, if not tame, language in a gathering held by Campus Crusade for Christ, the Southern Baptist Convention or any Bible Belt megachurch. But this speaker was Metropolitan Methodios, the white-haired leader of the Greek Orthodox Metropolis of Boston, addressing clergy and laity in a conference center dedicated to Greek culture. The spiritual leader of Greek Orthodox believers in New England didnt stop with this call to evangelize people inside and outside his flocks sanctuaries. Instead, he directly

All too often, he said, the result is neither orthodox nor Orthodox. People today fashion their personal beliefs by integrating Orthodox and nonOrthodox elements, he explained, in the speech text posted online. Without realizing it, they become cafeteria Christians. Just as they do not partake of every food item in a cafeteria line -- but only those foods which they like -- in the same way they feel they can pick and choose from what Orthodoxy teaches. ... Let me be clear: Core teachings of our faith are not subject to popularity polls or political correctness. Metropolitan Methodios even, without mentioning a specific name, criticized a New

England legislator who claims to be an Orthodox Christian and who champions Greek political causes because of his public advocacy of same-sex marriage. Its important to note that, through the years, Eastern Orthodox bishops have released occasional public statements in which they affirmed basic tenets of their ancient faith. In some cases they have applied these doctrines to public issues in American life. For example, the Eastern Orthodox bishops of North and Central America recently released a document that expressed deep concern over recent actions on the part of our respective governments and certain societal trends concerning the status of marriage in our countries, in particular the legalization of same-sex unions. Also, the symbolic leader of the worlds 250 million Orthodox Christians (including me) recently addressed challenges to church teachings on marriage. Ecumenical Patriarch Bartholomew of Istanbul stressed that the partnering of the same sex is unknown and condemned in church teachings, along with the contemporary invention of mutual cohabitation, which is the result of sin and not the law of joy. These kids of documents are good, but only carry so much weight, noted Father Johannes Jacobse, head of the American Orthodox Institute in Naples, Fla. It is one thing for bishops to affirm two millennia of

church teachings. It is something else for a bishop to openly challenge his people to life by them. This is the first time I have heard a Greek Orthodox bishop speak publicly with this kind of clarity and certainty on some of the pressing moral issues of our day, said Jacobse, who served as a Greek Orthodox priest from 1991 to 2009 and currently leads an Antiochian Orthodox parish. In this case, a veteran bishop just stood up there and SAID IT. There seemed to be no sense of hesitation or fear that someone might think that he sounded like -- heaven forbid -- an evangelical or a moral conservative or something. The bottom line, concluded Metropolitan Methodios, is that clergy and lay leaders must recognize that they need to re-evangelize, to re-catechize, to re-teach the faith to their own people, especially those on the margins of church life. The truth, he stressed, is that many brethren sitting in the pews of our parishes are not knowledgeable of even the basic teachings of Orthodoxy. Another year has gone by and it is almost time for Thanksgiving. As we get ready for this holiday, we know we have to think about recipes and dinnerware. We have to think about where we will spend dinner, what football game to watch and planning out our shopping strategy for the next day. I have heard about another way to get ready for Thanksgiving that I think I am going to try this year and I hope you will, too. Set out a bowl in the middle of the table or on the counter and each day leading up to the big day, encourage everyone in the house to write a brief reason that they are thankful for someone in the family. It can be about something they did for you (washed the clothes, filled the gas tank, carried in the groceries), it can be about the effort they are putting in to something (studying hard for a test, working so hard to pay the bills, playing with their sibling so you can get dinner finished), or it can be just for being who they are (I love your smile, Im thankful that you can always make me laugh). Try and make sure that everyone in the house is getting notes written for them. You could accomplish this by using different colored paper, so that notes written about mom go on pink paper, dad gets green, brother gets blue, etc At first, people may think its a chore to write these thank you notes, but as the rainbow of notes grows, they will start to get curious about what others are writing about them and about others. They will pay more attention to what others are doing for them so that they will have something to write about. On Thanksgiving Day, choose a special moment when the family sits down together and reads the notes to each other. It would be nice to hear what others in the family are thankful for. It may be surprising or touching or funny. One thing that it will most definitely be is memorable. We dont always have to get thanks for everything we do for each other. We put in a lot of effort to keep the family running smoothly. Sometimes we are working so hard we forget

NASCAR penalizes RCR crew for throwing hammer


Associated Press CHARLOTTE, N.C. NASCAR indefinitely suspended the Richard Childress Racing crew member who threw a hammer at driver Kevin Harvicks truck during a race at Martinsville Speedway. Adam Brown was suspended Thursday for throwing an object at a competitors race truck. Crew chief Paul (Marcus) Richmond was fined $10,000 because he assumes responsibility for the entire team. Both work on Ty Dillons truck for RCR. Dillon spun Harvick late in Saturdays race as both were racing for position. Harvick hit Dillons truck under caution, then drove into Dillons pit stall as he returned to pit road. Brown then threw the hammer at the truck. Harvick is leaving RCR at the end of the year after 13 seasons to join Stewart-Haas Racing. He said after the race his departure was because team owner Childress was too focused on the development of grandsons Austin and Ty Dillon, whom he claimed were undeserving of their advancement in the organization. I dont care what they throw at me, Harvick said after he got out of his truck. Exactly the reason why Im leaving RCR because youve got those kids coming up and theyve got no respect for what they do in this sport and theyve had everything fed to them with a spoon. Harvick, who apologized the next day for his remarks, has three races remaining with RCR. Austin Dillon, in his weekly appearance Wednesday on SiriusXM Radio, said hes forgiven Harvick. My grandfather has given my brother and I both a great opportunity to go out and take advantage of those opportunities. If anybody out there doesnt think that I should go after something that is in front of me, I dont know what to say, Austin Dillon added. Things are said in the heat of battle. Ive learned that its better to forgive someone for what theyve said. Ive forgiven him already. Childress was not so forgiving and staunchly defended the opportunities hes given his grandsons during an interview before Sundays race at Martinsville. Austin Dillon races in the Nationwide Series and is expected to move up full-time to the Sprint Cup Series next year, and Ty Dillon is going from the Truck Series to Nationwide in 2014. These arent spoiled rich kids, Childress said Sunday. These are hardworking young men that believe in what theyre doing. They knew theyve got to go out and prove themselves. Theyve got to race up front to keep a job. Childress could live with the on-track incident between Harvick and Dillon but felt Harvick crossed a line the personal attack. Ill never apologize for giving my grandsons an opportunity, just like the France family, the Earnhardt family, the Wood brothers. You go down the list of the people that have been given opportunities, all of them didnt make it, Childress added. Youve got to go out and earn what youve got, the opportunity in life to succeed. Dont expect to see Danica Patrick take her clothes off, kiss a girl or do anything else risque during the next Super Bowl. GoDaddy will again feature its famed spokeswoman in its infamous Super Bowl ads but the website domain provider announced Thursday it is canning the risque innuendo. GoDaddys advertising campaign has leaned toward sexually suggestive themes since its early days when WWE diva Candice Michelle was the company spokeswoman. But since Blake Irving took over as CEO in January, hes tried to shift GoDaddys advertising focus toward its actual company message. 2014 marks a new era for GoDaddy Super Bowl commercials, Irving revealed in a statement Thursday. GoDaddy has purchased two 30-second spots, one for each half of the Feb. 2 game, and the company said Thursday at least one of the two spots will feature Patrick. Kentucky is No. 1 in preseason poll

Every time Kentucky coach John Calipari starts to praise his latest crop of talented freshmen, hes just as quick to point out that it is a work in progress. As the Wildcats take the first step toward coming together, Calipari will also have to remind his players to get through those growing pains quickly because they are now the team to beat in college basketball. Kentucky with a collection of high school AllAmericans is ranked No. 1 in The Associated Press preseason Top 25, a significant step considering the Wildcats finished 21-12 last season and were upset by Robert Morris in the first round of the NIT. Its Kentuckys third preseason No. 1 and first since 1995-96 when the Wildcats won the national championship. The other preseason No. 1 was in 1980-81. Kentucky was ranked for just one week in the final 16 polls of last season but Calipari enters this season with a roster featuring two returnees Alex Poythress and Willie CauleyStein and six freshmen who were selected McDonalds AllAmericans last season. To say that a ninth national championship is this years goal is an understatement considering Kentucky has social media and blogs suggesting an unbeaten season is possible. Calipari would just like to get to the Nov. 8 opener against North CarolinaAsheville first. The Wildcats begin the exhibition season today. Its a nice hono, but its way too early to figure out whos the best team in the country, Calipari said. We may be very talented but I cant imagine us being the best team in the country at this point. Kentucky beat out Michigan State in a close vote from the 65-member panel. The Wildcats received 27 first-place votes and 1,546 points in the poll released Thursday. The Spartans, who return four starters from the team that lost to Duke in the NCAA tournaments round of 16, snared 22 first-place votes and 1,543 points. It wont take long for the schools to settle the issue. Kentucky and Michigan State meet on Nov. 12 at the State Farm Champions Classic in Chicago. If their rankings hold, itll set up the earliest meeting between the top two teams. No. 1 Indiana beat No. 2 UCLA 84-64 on Nov. 29, 1975, in St. Louis, Mo. The polling also enhances what already figured to be a strong showdown between two heavyweights. A 1-2 matchup is a winwin deal, Spartans coach Tom Izzo told the AP. BOSTON For fans, players and political leaders who celebrated the Red Soxs World Series title with cries of Boston Strong, the championship provided a jubilant finish to a season that was shadowed nearly from the start by the April bombings at the Boston Marathon. The morning after he cheered the victory inside Fenway Park, Ed Carlson returned Thursday to the marathon finish line he had crossed months earlier, 20 minutes before the bombs went off, and then had scrambled to find his children in the ensuing chaos. It was quite a year, added Carlson, 51, of Princeton, Mass. To be at the marathon and then to be there for the World Series I still tear up thinking about it. The success of the Red Sox, who finished last in their division only a year ago, became a welcome surprise and eventually a symbol of resilience for a city recovering from the twin bombings that killed three people and wounded more than 260. Jarrod Clowery, a carpenter from Stoneham, Mass., who suffered severe burn and shrapnel injuries in the April 15 bombings, said he was inspired by the Red Sox, who began bonding in spring training over their beards. No one gave them a chance after that season last year but they started growing those beards, they became a unit and they turned around and won a World Series, added Clowery, who has three

friends who lost limbs in the blast. Im proud of those guys and happy for those guys. On Wednesday night, after the Red Sox defeated the St. Louis Cardinals in Game 6, thousands of fans clogged the streets around the finish line. It was a quieter scene Thursday morning as traffic sped over the blue and yellow line painted permanently on Boylston Street and people periodically stopped on the sidewalk to offer a solemn tribute. Carlson, who took in the scene with his 17-year-old daughter, wore a new Red Sox World Series Champions baseball hat along with the same blue and yellow marathon jacket he wore to every Sox game he attended over the season. At Wednesday nights game, he had his marathon medal in his pocket. His daughter, Maggie, still remembers the fear she felt the day of the bombing. It was just scary. Very scary. My dad was running, she rexalled. We were torn apart by this. And we were able to come back and win the World Series. It just shows how resilient we are. Buddy Shoemaker, 35, of Gilford, N.H., was two blocks away when the second bomb exploded. Police told him and his 13-year-old son to run. He returned to the scene for the first time Thursday morning, wearing a new World Series cap and sweatshirt purchased at the game the night before.

It hit too close to home, he said of the bombing, tears in his eyes. The World Series definitely brought everything full circle. The Red Sox embraced the idea of Boston Strong from the beginning, with players wearing a logo of it on their left sleeves and a giant B Strong logo mowed into Fenways outfield. The team honored some of the victims on the field during its postseason run, and players said they wanted to honor those affected by the attacks. First and foremost, to all the Marathon victims, this ones for you! tweeted Red Sox pitcher Jon Lester, who won two World Series game. After the deciding game, 10 arrests were made in the city, mostly for disorderly conduct, prosecutors announced. There were no reports of serious damage but at least one car was overturned. Celebrations turned destructive at several college campuses in New Hampshire and officials at the University of Massachusetts said 15 people all but one of them students were arrested after thousands gathered on the Amherst campus following the Red Sox win. A duck boat parade was set for Saturday morning in Boston to celebrate the championship. The route will take the players from Fenway Park and down Boylston Street before going on to the Charles River. We needed this, said Mark Porcaro of Boston. They were an easy team to get behind because they stood up for us when we needed them most.

Shields stays with Royals, Lindstrom with White Sox

I think clearly you have to be a program to graduate the number of kids that they graduated and yet be in the same situation they are in right now, Golden said of the Seminoles. We are building that. He got off to a good start Thursday in the Charles Schwab Cup Championship, shooting an 8-under 63 to take a 1-stroke lead in the Champions Tours season-ending event.
