Air transportation had a spectacular evolution in a very short period of time: the capacity of aircarft increased rapidly both

for passengers and goods, flights number exploded and the catered area covered almost the entire planet. Also, aircraft revolutionized air warfare. Plenty of information discovered in aerodynamics, belongs to military scientists and engineers. ,uture development of international civil aviation can greatly help to create and maintain friendship among nations and peoples of the world, while any abuse of this development can become a threat to general security. Therefore it is desirable to avoid any misunderstanding between nations and between peoples and develop cooperation on which world peace depends . In conclusion, there has to be an agreement on certain principles and arrangements in order to develop international civil aviation in a safe and orderly manner, to create new international air transport services on a basis of e#ual opportunity for all and to operate them in a healthy economy.
