YOUR SCHOOL IS ELIGIBLE TO APPLY IF IT MEETS THE FOLLOWING FIVE CRITERIA

1. Your school has been in operation for a minimum of one year prior to your application so that you are
able to provide accurate information about the percentage of students in your school eligible for the free or
reduced lunch program (FRL).
2. Your school has a student body where 80% or more of your students qualify for free or reduced lunches.
3. Your school has a school library that meets the definition immediately below: A library is a uniquely
designated space in which books and other materials are systematically classified and arranged by subject
and type. They are stored in a place and manner that allows access to all students and adults in the school.
Please note that the definition does not include classrooms or classroom sets of books, collections of books
stored in a room that are not organized and classified in a systematic way, or collections of books on rolling
carts of any description.
4. The day-to-day oversight and operation of your school library is carried out by a paid contracted staff
member who fits the definition immediately below: The person is designated by the school administration as
responsible for the collection, care, and use of the materials housed in the dedicated space of the library.
5. Your school has not previously received a grant from the Laura Bush Foundation for Americas Libraries.
Schools that have previously received a grant from the Laura Bush Foundation for Americas Libraries are
ineligible to apply.

PART III: THE HEART OF THE PROPOSAL


This is the most important part of the application. We would like to have the most compelling explanation of
your students needs and the clearest description of your proposal that you can provide.
Please answer every part of every question. We cannot appropriately evaluate incomplete applications.
Important: Please read the Frequently Asked Questions and the Scoring Rubric sections before
answering the questions below.
Please also remember that funds are available only for library books and magazine/serial copies and
subscriptions. The Laura Bush Foundation is unable to honor requests for staffing, shelving, furniture,
equipment, e-readers, software, videos, classroom book sets or any kind of book guides, tests or exams.
With all that in mind, please tell us:
25. Every school and school library is unique. What distinguishes your school and library? Please
tell us your schools and your students story. Particularly address any condition in the school or
community or anything else that demonstrates a unique and compelling need for books. What
role does your school library play in addressing your students uniqueness and needs?
While we are not considered to be a Title I school, each of the 6 elementary/middle schools in our county are
Title I. We are primarily an agricultural county with a 25% poverty rate and 10% unemployment rate.
Because we are primarily agricultural, we have a migrant population of Hispanic speaking people. Our
community libraries have been cut back due to funding issues. We consolidated the two high schools in the
county twenty years ago. With this we brought books from both schools. Our current collection has
nonfiction and fiction books dating back to the 60s and our reference materials are 10 to 50 years old. We
also have an onsite Pre K program. These children come in every Friday to check out books. Our media
center has an open schedule. We are open before and after school, during the 15 minute break, and both
lunches. Students are also allowed during class time with permission from teachers. Students come in daily
asking for particular books that we do not have and due to limited availability of funds are not able to
purchase. Our media center strives to meet the literacy needs of our students through providing both print
and nonprint materials that will foster a love of learning.

26. What is your library collection improvement goal? In other words, what is your proposal?
What need are you addressing? What specific student groups or school programs would benefit

from these added resources in your library?


(In describing your proposal, please be sure of two things: (1) That you do not request anything other than
books or magazines, and (2) that if your plan includes purchasing eBooks or any other electronic materials,
be sure to tell us in what ways and how easily your students will be able to access them.) This answer is
limited to 500 words.
Our school improvement plan consists of updating both our fiction and nonfiction print collection. Our goal is
to update, extend, and diversify our print collection to meet the academic and leisure needs of our students.
Because our collection is very dated, we propose to update books with current issues/topics in nonfiction and
age appropriate/higher level thinking fiction and create a Pre K collection for our onsite program. By doing
so, we will meet the CCGPS and CCRPI needs to extend instruction outside the classroom. Due to our large
Hispanic population, we will also address the need for Spanish editions of books. It will take $3000 to update
the nonfiction, $1500 for the fiction, and $500 for the Pre K collection. We have received quotes from
various vendors on popular titles, CCGPS approved titles, etc.
27. The goals of the Laura Bush Foundation is to help school libraries to:(a) encourage and foster
a love of reading,(b) support student learning, and(c) make books available to students who
otherwise would not have access to them. Which goal or combination of goals does your library
grant application address? How?
Our grant application addresses each of the stated goals for the foundation. Through updating our nonfiction
and fiction collection, we will be supporting student learning by extending lessons outside the traditional
classroom setting. By doing so, we will be making books available to students who otherwise would not have
access to them which will in turn foster a love of reading.

28. How did you identify the specific need that your grant application addresses? *
We identified specific needs through student and teacher surveys, as well as, an inventory of the current
print collection. The inventory was then evaluated in terms of meeting CCGPS and CCRI requirements.

Through evaluating academic and CTAE curriculum needs, SACS and CTAE review suggestions, and
collaborating with teachers through weekly departmental meetings, it was determined that we fall short with
our print collection. Taking these into consideration and the fact that our budget does not allocate funds
specifically for books, we developed the proposal to the update and extend the collection.
