Local Government (1) Local Government in every administrative unit of the Republic shall be entrusted to bodies, composed of persons elected in accordance with law. ( ) !verybody such as is referred to in clause (1) shall, sub"ect to this #onstitution and any other law, perform within the appropriate administrative unit such functions as shall be prescribed by $ct of %arliament, which may include functions relatin& to' a. $dministration and the wor( of public officers) b. the maintenance of public order) c. the preparation and implementation of plans relatin& to public services and economic development. *+. %owers of local &overnment bodies ,or the purpose of &ivin& full effect to the provisions of article 59 %arliament shall, by law, confer powers on the local &overnment bodies referred to in that article, includin& power to impose ta-es for local purposes, to prepare their bud&ets and to maintain funds.. CHAPTER IV-THE DEFENCE SERVICES *1. /upreme #ommand 0he supreme command of the defence services of 1an&ladesh shall vest in the %resident and the e-ercise thereof shall be re&ulated by law 2cand such law shall, durin& the period in which there is a 3on'%arty #are' ta(er Government under article 541, be administered by the %resident. * . Recruitment, etc., of defence services (1) %arliament shall by law provide for re&ulatin&' a. the raisin& and maintainin& of the defence services of 1an&ladesh and of their reserves) b. the &rant of commissions therein) c. the appointment of #hief of /taff of the defence services, and their salaries and allowances) and d. the discipline and other matters relatin& to those services and reserves.
